We examine job quality effects of new digital technologies, using the European frame of seven job quality domains: Pay, Working Time Quality, Prospects, Skills and Discretion, Work Intensity, Social Environment, and Physical Environment. Theoretical effects are ambivalent across all domains. The analysis of these effects confirms that digital technologies can both improve and harm job quality depending on how they are used. In light of this analysis and to think through the challenge of regulating digital technologies, we review emerging regulations across several European countries. Drawing on the principles of human-centred design, we argue that worker participation is important for securing good job quality outcomes, at both the innovation and adoption stages. We also consider the application of data protection legislation to the regulation of job quality. While many argue populist radical-right parties to be the largest contemporary threat to democracy, much of the evidence either focuses on the rare case of a populist radical-right prime minister, or conflates right-populist prime ministers with right-populist government participation, with some asserting that it would be difficult for these parties to have any real effect without holding the prime ministership. In this paper I conduct a large-scale analysis of European nations to quantify the effect right-populist junior coalition partners have on liberal democracy. I argue that as junior coalition partners, they will indeed affect democratic quality, albeit in ways that differ from that of a right-populist prime minister. While previous literature has demonstrated that populist radical-right parties bring with them decreases in the level of democratic quality pertaining to institutional constraints on power and mass civil liberties, junior coalition partners are only able to effect the latter. While transnational research infrastructure projects long preceded the formal integration process that created the European Union, their advancement is an increasingly central part of EU research policy and of European integration in general. This paper analyses the Biobanking and Biomolecular Resources Research Infrastructure–European Research Infrastructure Consortium (BBMRI–ERIC) as a recent example of institutionalized scientific collaboration in Europe that has formally been established as part of EU science policy. BBMRI–ERIC, a network of European biobanks, is expected to contribute to both European science and European integration. Yet its achievements in these domains are interpreted differently by various actors involved. This paper draws on STS conceptualizations of infrastructures as relational, experimental, and promissory assemblages. These support the formulation of a working definition of research infrastructures that in turn helps to explore the heterogeneous meanings attributed to BBMRI–ERIC. The paper describes the creation of this distributed European research infrastructure, and divergent understandings of what it means for BBMRI–ERIC to be distributed, to be European and to be a research infrastructure. This analysis demonstrates how building a research infrastructure is also an effort to define what it means to be European—a process in which what is European about science and what science can do for Europe is continuously (re-)imagined, contested and negotiated. There is a high prevalence of mental health disorders on probation staffs' caseloads. Approximately 40% of all clients will have a mental health disorder often compounded by drug or alcohol problems. It is therefore important that a probation officer can recognise mental illness and refer to the appropriate local agency. It is therefore important to know how much probation staff understand about mental illness. The Mental Health Literacy Scale (MHLS) was distributed to probation staff in all countries registered as members of the Confederation of Europe. In this paper, overall average scores for the MHLS for each country are presented. Factors which help to explain the variation in scores are also examined such a caseload size and gender of staff member. This paper is presented in the context of a gradual move from energy management at a Building level to energy management at Component level. This move requires specific energy consumption and power demand benchmarks to allow measured component energy use and power demands to be put into context. The paper presents a methodology for collecting and collating the data needed for producing these benchmarks from measured operational data. This methodology was tested in the European iSERVcmb project. Example benchmarks from iSERVcmb are provided along with links to the full published data. The paper concludes that large scale measurement and comparison of detailed operational data are possible and useful in support of achieving operationally low energy buildings.Practical application: The explosion of low-cost operational data availability at the level of individual components can be used to improve understanding of their operational energy efficiency in the context of the overall efficiency of a building. This Special Issue of The Holocene contains 16 research papers based on a symposium at the 11th International Meeting of the European Union of Geosciences held in Strasbourg in April 2001. The aim of the symposium was a state-of-the-art assessment of empirical studies of postglacial marine and terrestrial climatic archives and their integration with numerical climate models. This editorial places the individual papers in the broader context of natural climate variability and anthropogenic impacts on the global climate system, regional differences in climate between maritime and continental areas, and the need for an improved theoretical basis for understanding the underlying causes of environmental change. The focus of the Special Issue is the dynamic and relatively well-understood climate of the North Atlantic and the European realm, where, in relation to the steepest offshore temperature gradient on Earth, observational data are abundant and many recent advances have been made in climate reconstruction from proxy archives. The editorial also contains a summary and overview of the papers included in the four main sections of the Special Issue, which emphasize: (1) numerical modelling experiments; (2) models of glacier buildup and equilibrium-line altitude; (3) marine and terrestrial proxy records of climatic change; and (4) multiproxy palaeoenvironmental reconstruction of a Portuguese lagoonal system. Nowadays, the foundation pillars of European unification, namely solidarity and democracy, are under serious threat, perhaps more serious than that from the 2008 economic crisis, Brexit, the migration crisis and COVID-19 combined. As happened in the past, space and geography are again at the forefront asking for interpretations. This paper assesses implications for the practical and theoretical understanding of consent in light of the coming into force of the European Cookie Directive (2009/136/EC). This Directive shifts behavioral advertising from being an opt-out practice to an opt-in one requiring consent. The aim of this paper is to assess conceptions of consent as detailed by the European Article 29 Data Protection Working Party, the UK government and the behavioral advertising industry. This is achieved through the application of philosophical understandings of consent generated in the first half of the paper that detail the ways in which these have been applied in health, an area that deals extensively with informed consent. The paper concludes by offering recommendations to behavioral advertisers on how best to implement opt-in consent policies so as to progress to ethically sound privacy practices. This paper analyses the population transition model for Vietnam, based on Grover's five stages of population transition. Compatible with the transitional model of Western Europe and other advanced Asian countries, this process in Vietnam has some significant differences: (a) the initial shift or transition of fertility of the population in Vietnam is later than in Asian countries by about 13 years while compared to Europe it is nearly 108 years later; and (b) while the period of initial transition of mortality in Vietnam may not be very different from other Asian countries, it is more than 100 years later than in European countries, especially those in Western Europe. One of the main factors influencing the late transition of Vietnam's population process is, of course, colonialism and the consecutive wars (1945–1954 and 1955–1975). After 1975, Vietnam's population was stable as industrialisation and urbanisation led to the development of health services, education and an urban lifestyle, as well as effective population policies. Migrants living in Europe constitute over half of the world's international migrants and are at higher risk of poor mental health than non-migrants, yet also face more barriers in accessing and engaging with services. Furthermore, the quality of care received is shaped by the experiences and attitudes of health professionals. The aim of this review was to identify professionals' attitudes towards migrants receiving mental healthcare and their perceptions of barriers and facilitators to service provision. Four electronic databases were searched, and 23 studies met the inclusion criteria. Using thematic synthesis, we identified three themes: 1) the management of multifaceted and complex challenges associated with the migrant status; 2) professionals' emotional responses to working with migrants; and 3) delivering care in the context of cultural difference. Professionals employed multiple strategies to overcome challenges in providing care yet attitudes towards this patient group were polarized. Professionals described mental health issues as being inseparable from material and social disadvantage, highlighting a need for effective collaboration between health services and voluntary organizations, and partnerships with migrant communities. Specialist supervision, reflective practice, increased training for professionals, and the adoption of a person-centered approach are also needed to overcome the current challenges in meeting migrants' needs. The challenges experienced by health professionals in attempting to meet migrant needs reflect frustrations in being part of a system with insufficient resources and without universal access to care that effectively stigmatizes the migrant status. This paper examines the challenge of reconnecting probation knowledge, theory and practice throughout Europe. It will describe the history and rationale of the Thinking in Practice Seminar Series which was intended to promote thinking and debate about the supervision of offenders. It will consider how a collaborative approach might produce a greater groundswell of opinion and shared vision. The paper will draw upon practice literature and will use the seminar series as a case study to explore ways which allow probation services to continue to develop best practice. The paper will argue that the seminars have had some success in connecting with wider debates and could be replicated and developed further in other European jurisdictions. [ABSTRACT FROM AUTHOR]

Aims: The so-called 'Great Recession' in Europe triggered widespread concerns about population health, as reflected by an upsurge in empirical research on the health impacts of the economic crisis. A growing body of empirical studies has also been devoted to socioeconomic inequalities in health during the Great Recession. The aim of the current study is to summarise this health inequality literature by means of a scoping review. Methods : We have performed a scoping review of the research literature (English language) published in the years 2012–2017. Only empirical papers with (a) health status measured on the individual level, (b) information on socioeconomic position (i.e. employment status, educational level, income/wealth, and/or occupational class), and (c) data from European countries in both pre- and post-crisis years were considered relevant. In total, 49 empirical studies fulfilled these inclusion criteria. Results : The empirical findings in the 49 included studies predominantly show that socioeconomic inequalities in health either increased or remained stable from pre- to post-crisis years. Two-thirds (65%) of the studies found evidence of either increasing or partially increasing health inequalities. Thus, people in lower socioeconomic strata fared worse overall in terms of health during the Great Recession, compared to people with higher socioeconomic status. Conclusions : The Great Recession in Europe tends to be followed by increasing socioeconomic inequalities in health. Policymakers should take note of this finding. Widening socioeconomic inequalities in health is a major cause of concern, in particular if health deterioration among 'vulnerable groups' is caused by accelerating cumulative disadvantages. One of the salient features of the recent populist turn in Europe has been a redefinition of the European. Traditionally, (far) right-wing parties defined themselves as Eurosceptic and focused on national identity. Increasingly, however, they have referred to pan-European heritage, although against the mainstream conceptualization of it. The article looks at the case of Hungary and the image of Europe constructed by the Hungarian Prime Minister Viktor Orbán, whose rhetoric has become a key reference point for other European populist movements. The past decade his government has witnessed, on the one hand, a tendency to redefine what is European against the dominant and institutionalized interpretations, and, on the other, an attempt to single-out the concept of Central Europe as the locus for maintaining and nurturing European values in contrast to perceived Western decline. This paper examines this discourse through a close reading of major speeches delivered by Orbán on the anniversaries of historical events. Analysis of these speeches reveals the ideological foundations of his political project and presents historical and philosophical interpretations of the European political situation. It seeks to identify how Orbán's discourse evolved across time, by putting the speeches about the past into the present political context. [ABSTRACT FROM AUTHOR]

Aims: Progress towards meeting the goal of measles elimination in the EU and the European Economic Area (EEA) by 2015 is being obstructed, as some children are either not immunized on time or never immunized. One group thought to be at increased risk of measles is migrants; however, the extent to which this is the case is poorly understood, due to a lack of data. This paper addresses this evidence gap by providing an overview of the burden of measles in migrant populations in the EU/EEA. Methods: Data were collected through a comprehensive literature review, a country survey of EU/EEA member states and information from measles experts gathered at an infectious disease workshop. Results: Our results showed incomplete data on measles in migrant populations, as national surveillance systems do not systematically record migration-specific information; however, evidence from the literature review and country survey suggested that some measles outbreaks in the EU/EEA were due to sub-optimal vaccination coverage in migrant populations. Conclusions: We conclude that it is essential that routine surveillance of measles cases and measles, mumps and rubella (MMR) vaccination coverage become strengthened, to capture migrant-specific data. These data can help to inform the provision of preventive services, which may need to reach out to vulnerable migrant populations that currently face barriers in accessing routine immunization and health services. This paper is located within work in urban studies about the significance of contact with difference as a means for reducing prejudice and achieving social change. Recent approaches, influenced by theories of affect, have emphasised non-conscious everyday negotiations of difference in the city. In this paper it is argued that such approaches lose sight of the significance of the subject: of the reflective judgements of ‘others’ made by individuals; of our ability to make decisions around the control of our feelings and identifications; and of the significance of personal pasts and collective histories in shaping the ways we perceive and react to encounters. Rather, this paper uses a biographical approach focusing on interviewees’ narratives of encounter. Through its attention to processes of mobility and emplacement, it contributes to debates about when contact with difference matters by highlighting the importance of everyday social normativities in the production of moral dispositions. This special issue (SI) brings the industrial relations scholarship on the public sector into dialogue with the comparative political economy (CPE) literature on growth models/regimes. While the former has paid great attention to the public sector, in CPE the public sector has been analysed less, and mostly as subaltern to the export-sector's actors, interests and institutions. We posit that the public sector matters for CPE in its own right for three reasons. First, the state remains today the single largest employer in virtually every European economy, providing incomes to a large segment of the middle class. Second, public employers' wage bill – one of the largest items of governments' current expenditures – is funded by the taxpayers. Hence, public sector wage policy is fiscal policy, ultimately pursued by public/political employers. Third, public employers are simultaneously public managers and political sovereigns acting in the shadow of hierarchy. Case-study contributions to the SI detail how these insights matter within different European growth regimes: (1) the Mediterranean demand-led growth regime (France, Italy, Spain and Portugal), (2) the German export-led growth regime, (3) the Nordic balanced growth regime (Denmark and Sweden) and (4) the FDI-led Eastern European growth regime (Czechia and Slovakia). The paper discusses certain issues of regional development theory in combination with long-forgotten conditions of uneven geographical development in the context of the current financial and debt crisis in the eurozone. The dominant explanations of the crisis are mainly macroeconomic and financial but this paper argues for its geographical components/foundations. After a short descriptive comment about the current debt crisis in the eurozone and particularly in Southern Europe as part of the wider global crisis of over-accumulation, an alternative interpretation is provided based on uneven geographical/regional development among Euro-regions, especially since the introduction of the euro. The paper also discusses the shift towards what we may call the neoliberal urban and regional development discourse, which is responsible for a de-politicized shift in regional theory and hence downplaying or simply overlooking questions of socio-spatial justice. The discussion about justice and solidarity goes beyond the controversial rescue plan introduced by the European Union and the International Monetary Fund, which was supposedly designed to help one of the so-called – in a typical colonial way – PIIGS (Portugal, Italy, Ireland, Greece and Spain), namely Greece. Researchers have long theorized that characteristics of education systems impact both perceived and experienced corruption in public schools. However, due to insufficient cross-national survey data with measures on corruption in education and unassembled yet publicly available institutional data, there are few empirical tests of this theory. This article provides the rare direct test of the relationship between corruption in European public schools and three education system factors: government expenditure on education, education staff compensation, and teacher workload (pupil–teacher ratio). With a newly constructed harmonized data set for European countries, and controlling for national economic factors and individual characteristics, results of multilevel analyses suggest partial support for the theory that specific institutional characteristics of education systems impact public school corruption. The theorized institutional factors have different effects that depend on whether we examine bribe-giving experience or corruption perception. Results show that bribe-giving experience in public schools of Europe is weakly yet significantly related to education staff compensation. For corruption perception, low levels of government expenditure on education and a lopsided pupil–teacher ratio (too few teachers per student) increase the probability that people view corruption as prevalent. Aims: Cervical cancer (CC) over-screening has been understudied in Europe, yet is relevant for approaching inequalities in screening uptake. Focusing on countries' screening strategies (opportunistic systems versus organised programmes), we assess in which contexts CC over-screening is more prevalent, and which women are more likely to have engaged in cervical cancer screening (CCS) within the past year. Methods: A two-level (multilevel) design among screening women (N = 80,761) nested in 31 European countries was used to analyse data from the second wave (2013–2015) of the European Health Interview Survey. We focused on over-screening, defined as screening more frequently than the three-yearly screening interval prescribed in the European guidelines – that is, having screened within the past year. Results: Higher levels of over-screening were observed in opportunistic systems compared to systems with organised programmes. In opportunistic systems, women with a higher socioeconomic position had a higher likelihood of being screened within the past year than their socioeconomic counterparts. Moreover, these differences diminished under organised programmes. Conclusions: Contexts with organised CCS programmes are more efficiently reducing over-screening, and enforcing the European guidelines. We suggest that the physician–patient relationship is an essential pathway for explaining socioeconomic differences in CC (over-)screening and for future interventions. [ABSTRACT FROM AUTHOR]

The European Commission has identified labelling as a means of encouraging consumers to opt for water-efficient products. A common water label at the European level would help countries achieve water efficiency in a cohesive way. This paper examines some of the water labelling schemes currently implemented in countries around the world in order to draw together a knowledge-base of water labelling best practice. Mandatory labels are shown to be most effective at encouraging consumer uptake, while additional supportive information (such as product performance data and potential financial savings) would help inform consumer purchase decisions. Consideration of national implications, economic impact, regulation and enforcement and establishing impact indicators, are all shown to be vital components of an effective water labelling scheme.Practical application: A Europe-wide water label would help promote the uptake of water-efficient products by providing consumers with information about the water consumption characteristics of products at the point of sale. It is intended that the water labelling best practice presented here is used by policy makers and regulators to help inform future initiatives in introducing a Europe-wide water label. Incorporating lessons from best practice will help ensure that such an initiative will achieve its full water-saving potential by encouraging consumer purchasing, and pushing market development, towards highly water-efficient products and, ultimately, reducing household water consumption. The rise of nativist parties in Europe has been accompanied by an increase in religious rhetoric. There is no reason to suggest that voters for nativist parties are motivated by religion; to the contrary, more Christian voters tend to vote for Christian Democratic parties. This article argues that religious rhetoric allows nativist parties to pursue ethno-centric agendas in an acceptable way and differently from Christian Democratic parties. Through the compilation of an original dataset of religious appeals from Austrian, German, and Swiss nativist and Christian Democratic party platforms between 1990–2021, this article demonstrates that changes in the distribution of the religious demographics of Muslims rather than Christians provide a catalyst for religious rhetoric but not an explanation for type of appeal. Instead, the historical role religious identities played in the development of nationalities explains how nativist parties deploy religious rhetoric in the present. [ABSTRACT FROM AUTHOR]

Although formal childcare is considered a key social investment policy to combat inequality, available research indicates that in most European and other high-income countries parents with lower socio-economic positions are less likely to use formal childcare. As the literature on the underlying causes of this so-called Matthew effect has not yet converged, this article is the first to assess whether educational gradients in formal childcare uptake can be accounted for by micro-level employment potential and work–family attitudes in 14 European countries and Australia. Complementing available research on supply-side factors such as policy design features, this study indicates that a large part of the educational gradients in formal childcare uptake persist after controlling for socio-demographic background variables, employment potential, and work–family attitudes as micro-level predictors. However, this study also shows that a considerable part of the educational differentiation in formal childcare uptake reflects differential employment potential. This finding turns attention to policies other than childcare to enhance labour market outcomes for lower educated groups, which in turn might attenuate the Matthew effect in formal childcare. Furthermore, a positive relation between individual-level work–family attitudes and the uptake of formal childcare is also identified as a partial explanation for educational gradients in formal childcare uptake. Although the explanatory power of work–family attitudes as an underlying determinant of the Matthew effect is more limited compared to employment potential, such variation in the acceptance of maternal employment and formal childcare should also be considered in the design of inclusive work–family policies. This paper draws on original empirical research to investigate popular understandings of prejudice in two national contexts: Poland and the United Kingdom. The paper demonstrates how common-sense meanings of prejudice are inflected by the specific histories and geographies of each place: framed in terms of ‘distance’ (Poland) and ‘proximity’ (United Kingdom), respectively. Yet, by treating these national contexts as nodes and linking them analytically the paper also exposes a connectedness in these definitions which brings into relief the common processes that produce prejudice. The paper then explores how inter-linkages between the United Kingdom and Poland within the wider context of the European Union are producing – and circulating through the emerging international currency of ‘political correctness’ – a common critique of equality legislation and a belief that popular concerns about the way national contexts are perceived to be changing as a consequence of super mobility and super diversity are being silenced. This raises a real risk that in the context of European austerity and associated levels of socioeconomic insecurity, negative attitudes and conservative values may begin to be represented as popular normative standards which transcend national contexts to justify harsher political responses towards minorities. Securing the internet has arguably become paradigmatic for modern security practice, not only because modern life is considered to be impossible or valueless if disconnected, but also because emergent cyber-relations and their complex interconnections are refashioning traditional security logics. This paper analyses European modes of governing geared toward securing vital, emergent cyber-systems in the face of the interconnected emergency. It develops the concept of ‘bureaucratic vitalism’ to get at the tension between the hierarchical organization and reductive knowledge frames of security apparatuses on the one hand, and the increasing desire for building ‘resilient’, dispersed, and flexible security assemblages on the other. The bureaucratic/vital juxtaposition seeks to capture the way in which cybersecurity governance takes emergent, complex systems as object and model without fully replicating this ideal in practice. Thus, we are concerned with the question of what happens when security apparatuses appropriate and translate vitalist concepts into practice. Our case renders visible the banal bureaucratic manoeuvres that seek to operate upon security emergencies by fostering connectivities, producing agencies, and staging exercises. This paper provides an empirical study of the between-individual and between-country differences in the popular legitimacy of European healthcare systems. In order to explain two dimensions of popular legitimacy (satisfaction and support for state responsibility), we assess the impact of self-interest motives (income and personal health), ideology (egalitarianism) and institutional arrangements (level of service provision, and private and government health expenditure). For this purpose, data from the European Social Survey Round 4 (ESS-4, 2008–2009) are analysed by means of multilevel models. Universal high support for state responsibility is found, while satisfaction varies considerably, with particularly low levels found in Eastern European and former Soviet Union countries. It appears that individuals are not guided by self-interest motives and ideology alone. In addition to these factors interacting, the results suggest that state-provided healthcare might be in everyone’s interest. Welfare chauvinism is largely understood as the view that the benefits of the welfare state should primarily be given to the native population, and not shared with the immigrant populations. Using a multilevel approach, we analyse welfare chauvinism in Europe and test to see how different contextual and macro-economic conditions may influence welfare chauvinistic attitudes in Europe, with a particular focus on different nuances of unemployment. We also test how individuals' subjective perceptions of the economic development in their society may influence welfare chauvinism in Europe. The analysis finds that welfare chauvinistic attitudes have increased in strength in Central-Eastern European welfare states, whereas the most exclusionary form of welfare chauvinism is near non-existent in the Nordic welfare regimes. We further find that it is the subjective perceptions of the macro-economic conditions and the strength of far-right populism, rather than the actual objective reality of a society's economic situation that drives welfare chauvinistic attitudes in Europe. As an age-group, young people are most at risk of poverty. Yet significant cross-national variation persists, which seems puzzling: the countries displaying the highest levels of youth poverty are (uncharacteristically) Nordic. How can such diversity be accounted for? Is the welfare state part of the story? First, I argue, unlike most studies, that in order to measure youth poverty it is better to use material deprivation and subjective poverty indicators, rather than income poverty. Second, I hypothesize that the welfare state has two potential routes to the alleviation of youth poverty. On the one hand, via 'individualization' of claims (allowing young people to claim benefits as full adult citizens), access to income support leads to lower levels of youth poverty. On the other, youth poverty levels can also be reduced through investment in young people's human capital, in line with the 'social investment' strategy. While the drivers of preferences about tax progressivity and redistribution are well identified, the study of willingness to pay taxes remains underdeveloped. This article uses the 2016 ISSP on the Role of Government and the 2018 OECD Risks that Matter surveys to identify which groups of voters are more likely to be willing to pay taxes. It shows that ideology mediates the correlations between education or income and willingness to pay. Among the left, income and education tend to have a positive association with willingness to pay taxes, whereas both variables are negatively associated with willingness to pay among the right. Thus, the core constituencies of left-wing parties composed of socio-cultural professionals and of production and service workers have different tax policy preferences. Socio-cultural professionals, with their higher education and income, are significantly more willing to pay taxes than production and service workers, who share lower education and income. We analyse the different fiscal treatment of married and cohabiting couples across all EU Member States using microsimulation methods. Our article highlights important differences across EU countries' tax–benefit systems, where seven countries show substantial bonuses for married couples and four exhibit marriage penalties. On a micro level, we find that these marriage bonuses/penalties differ substantially across household types and income. From a policy point of view, our results suggest that the abolishment of marriage-related tax–benefit components in countries with marriage bonuses would leave some households financially worse off but would increase governments revenues that could be spent to targeted support of specific groups. The degree to which party systems are ideologically and programmatically structured is central to democracy. This article analyzes differences in the extent and nature of programmatic structuration in Latin America and Europe, using a new original data source, the Chapel Hill Expert Survey-Latin America (CHES-LA), in combination with the long-standing CHES-Europe. First, we demonstrate the reliability of CHES-LA in relation to CHES-Europe, and substantiate its validity by comparing it to other expert, elite and party manifesto surveys in Latin America. Using confirmatory factor analysis, we then show that while party system structuration in Latin America is somewhat lower than in Europe, it is also of a decisively different nature. In Latin America economic and socio-cultural policy positions are largely captured in a single overlapping dimension; in Europe, by contrast, competition occurs overwhelmingly along two dimensions, each with distinct clusters of policy positions. The gender gap in self-employment is one of the most resilient in labour participation. While for some, this gap is the result of women's lack of opportunities to become self-employed, for others, it reflects women's preference to stay in paid employment. This article investigates the motivations behind women's decision (either from opportunity or necessity) to start a business in 17 European countries. Results from the analysis suggest that individual resources are fundamental in explaining women's motivations to become entrepreneurs. The type of gender regime and the economic situation in their country also play a role in women's decisions to start a business. Women are more likely to be driven due to opportunity in dual-earner gender regimes than elsewhere, and high levels of unemployment produced by the economic crisis have boosted women's self-employment from necessity. The influence of social and educational factors has often been used to explain social differences in consumption and cultural practices. Without denying the value of such an approach, this article examines the impact of religious denomination and its influence in shaping cultural practices. Our article argues the need for a macro-social, longue durée [long-term] perspective to shed light on cultural differences and why these linger notwithstanding the market and political convergence found in Europe today. The diverse cultural consumption patterns found in European Union (EU) Member States as evidenced by Eurobarometer surveys are examined through our logistic regression analysis. The findings show the explanatory power of the religion variables used by classical historical sociology. These variables have been largely overlooked by modern studies—a shortcoming this article seeks to redress. This paper uses fuzzy-set ideal type analysis to assess the conformity of European leave regulations to four theoretical ideal typical divisions of labour: male breadwinner, caregiver parity, universal breadwinner and universal caregiver. In contrast to the majority of previous studies, the focus of this analysis is on the extent to which leave regulations promote gender equality in the family and the transformation of traditional gender roles. The results of this analysis demonstrate that European countries cluster into five models that only partly coincide with countries’ geographical proximity. Second, none of the countries considered constitutes a universal caregiver model, while the male breadwinner ideal continues to provide the normative reference point for parental leave regulations in a large number of European states. Finally, we witness a growing emphasis at the national and EU levels concerning the universal breadwinner ideal, which leaves gender inequality in unpaid work unproblematized. This paper examines the ‘intercultural dialogue’ paradigm to ask whether, as conveyed through EU discourses, its conceptualization is flexible enough to encompass the challenges of an increasingly multicultural EU environment. It is argued that, in the past two decades, the notion of a ‘European culture’ has become instrumental to envisioning the EU and has been pushed forward by two main occurrences: the 1989 collapse of cold-war Europe and the subsequent incorporation into the body of Europe of the new central and eastern Europeans, and the processes of globalization, which have rendered Europe’s presence on the global map increasingly vulnerable. Therefore, critical encounters with the employment of ‘culture’ and its support concepts of identity and difference are crucial to the framing of ‘intercultural dialogue’ beyond the cold-war cultural and mental geography, as well as to managing the predicaments which its use may generate in global contexts. The geography of education, especially at subnational level, is a huge black box. Little is known about the distribution of educational attainment and inequality across regions in Europe. This paper addresses this gap in the literature by mapping educational attainment and inequality in 102 regions in Western Europe, using data extracted from the European Community Household Panel (ECHP) covering more than 100,000 individuals over the period 1995–2000. The results of this Exploratory Spatial Data Analysis (ESDA) reveal a strong correlation between levels of educational attainment and inequality across regions in Europe. Regions with similar educational conditions tend to cluster, often within national borders. In addition, a North–South and an urban–rural dimension are evident. Northern regions and large European metropoli have not only the most-educated labour force but also the lowest levels of inequality. Educational inequality seems to be, in any case, a fundamentally within-region phenomenon: 90 percent of the educational inequality in Europe occurs among individuals living in the same region. Drawing mainly on qualitative evidence gathered from interviews with migrant handymen and with labour-using households in the UK, this paper analyses how this migration typifies economic and social divisions within Europe and embodies conflicting tensions between economic and social policies at an interpersonal level. By supplying household services, migrant handymen enable labour-using households to alleviate time pressures and conflicts in time priorities arising from tensions between economic expectations regarding working hours and work commitment, and social expectations regarding contemporary ideas of active parenting. Similarly to the outsourcing of feminized domestic labour and care, these tensions are in part resolved for labour-using households by extending class divisions across national boundaries while leaving gender divisions changed but not transformed and in some instances exacerbating work/ life tensions among the migrants. These broad findings are complicated by differential desires and capabilities around fathering practices among fathers in labour-using households and among the migrants, and economic differentiation among the migrant population. Although we cannot tell from our study whether such movement reinforces or redresses uneven development, what we can say is that existing cohesion policies are insufficient to redress uneven development, and individual responses including migration can reinforce existing social divisions. Since 1989 scholars and policy-makers have articulated different notions of post-socialist reform. Each presupposes or privileges distinct notions of space. This paper focuses on the 'spirit of post-socialism' and outlines these different understandings of post-socialist reform and their corresponding embedded assumptions about space and geography. It then argues that various attempts to frame post-socialism in terms of a series of broader universal projects of economic harmonization and integration have been increasingly supplemented by more conjunctural analyses of diverse economic and social post-socialist practices and spaces, and comparative analyses of post-socialism and reform-socialisms across and beyond Central and Eastern Europe. The global warming factor (GWF; CO2-eq. tonne-1 waste) performance of municipal waste management has been investigated for six representative European Member States: Denmark, France, Germany, Greece, Poland and the United Kingdom. The study integrated European waste statistical data for 2007 in a life-cycle assessment modelling perspective. It is shown that significant GWF benefit was achieved due to the high level of energy and material recovery substituting fossil energy and raw materials production, especially in Denmark and Germany. The study showed that, despite strong regulation of waste management at European level, there are major differences in GWF performance among the member states, due to the relative differences of waste composition, type of waste management technologies available nationally, and the average performance of these technologies. It has been demonstrated through a number of sensitivity analyses that, within the national framework, key waste management technology parameters can influence drastically the national GWF performance of waste management. This paper summarizes a more detailed report produced by the Federation of European Laboratory Animal Science Associations (FELASA 2005), which describes and explores a set of principles for the conduct of ethical review of laboratory animal use. It presents a synopsis of results from a questionnaire that elicited information on how each of 20 countries represented in FELASA currently approaches such ethical review. This information suggests that, although local practices differ, there is an emerging consensus on the key elements that any ethical review process should involve. Drawing on the questionnaire findings, this summary also includes a brief discussion to support and amplify a series of recommendations, covering the objectives of ethical review; legal requirements; the scope of work reviewed and the 'level' at which review is approached; general principles for the organization of ethical review processes; the factors considered in the review; needs for ongoing review after initial authorization; participants in the review process; wider impacts of the review process; and strategies that can help to ensure quality and consistency of review outcomes. This paper examines variability in surface climate and the relationship with two circulation indices using recently produced 200-250 year long European daily and monthly climatic series. Assessments are made of the influence of circulation indices (zonal over western Europe and average pressure over central Europe) on regional temperature, precipitation and drought series for northern and central Europe. Changes in the circulation are shown to be very important during the winter in northern Europe, but only over western and central Europe in summer. Circulation indices in winter, however, only explain up to 25% of surface-climate variability and, except for the British Isles, do not explain any decadal and longer timescale variability in summer. Extreme temperatures and growing-season and frost-season durations and degree-day series are calculated for four sites (Central England, Stockholm, Uppsala and St. Petersburg). Degree-day counts are shown to be very strongly correlated (r > 0.9) to average extended summer ('growing' season, May to September) and extended winter ('frost' season, October to April) temperatures. Durations of the growing and frost seasons are only weakly correlated (r ∼ 0.2-0.4) with the appropriate extended seasonal temperatures or degree-day counts. Warmer growing/frost seasons, therefore, need not necessarily be longer/shorter. Counts of extremely warm days in each year are more highly correlated with the growing-season mean temperature than with coldseason temperature. Similarly, counts of extremely cold days in each year are more highly correlated with cold-season temperature than with growing-season temperature. Both the growing-season temperature and the corresponding degree-day counts clearly show warmer temperatures over all series in Fennoscandia before 1860. Over central Europe, and for the Central England temperature series, growing seasons now are of similar warmth to those before 1860. Annually averaged temperatures across the three regions indicate long-term warming which is, however, almost entirely the result of warming during the October to April period. [ABSTRACT FROM AUTHOR]

This paper uses innovative democratic forums carried out in Germany, Norway, and the United Kingdom to examine people's ideas about welfare-state priorities and future prospects. We use a moral economy framework in the context of regime differences and the move towards neo-liberalism across Europe. Broadly speaking, attitudes reflect regime differences, with distinctive emphasis on reciprocity and the value of work in Germany, inclusion and equality in Norway, and individual responsibility and the work-ethic in the UK. Neo-liberal market-centred ideas appear to have made little headway in regard to popular attitudes, except in the already liberal-leaning UK. There is also a striking assumption by UK participants that welfare is threatened externally by immigrants who take jobs from established workers and internally by the work-shy who undermine the work-ethic. A key role of the welfare state is repressive rather than enabling: to protect against threats to well-being rather than provide benefits for citizens. UK participants also anticipate major decline in state provision. In all three countries there is strong support for continuing and expanding social investment policies, but for different reasons: to enable contribution in Germany, to promote equality and mobility in Norway, and to facilitate self-responsibility in the UK. There is increasing enthusiasm at urban and municipal scales for leading sustainability transitions, amid higher level endorsement and even expectation of such leadership. Yet this downscaling of responsibility for transition requires a greater critical focus. It raises questions of how evenly spread the capacity to lead on this is, and how it relates to the complex and differentiated multi-scalar governance structures and political landscapes within which municipal actors are situated. This article draws upon evidence from a mixed methods comparative and multi-scalar analysis across Europe exploring the different pressures and potential that exist for municipalities. Our central aim is to critically interrogate what municipalities are doing to achieve a post-carbon energy transition beyond lofty aspirations. Departing from the tendency to focus on paradigmatic success stories, our research on the different conditions affecting municipalities across the continent suggests that the focus so far on case studies and techno-social solutions is insufficient for considering the broader geographical patterns and multi-scalar tensions of transition. Our findings suggest that while municipalities are alive to the opportunities to lead on sustainability transitions, we need a clearer understanding of the ways that policy and politics at national and international scales shape political capacities for action. There are clear limits to independent municipal action, particularly without more supportive interventions at higher scales. The increased urgency for sustainability transitions requires far more multi-scalar and trans-local coordination than that exists at present, although the building blocks of such work may be beginning to emerge. Drawing from network theory and previous findings from US-based analyses, we measure the structure and interconnectedness of climate contrarian think tanks in Europe. This exploratory analysis can illustrate European organizations' capacity to promote or disrupt political discourse. To this end, we use social network analysis to conduct actor-focused research. We identify the individuals bridging European think tanks, as well as their ties with the US climate change contrarian network. Our analysis reveals a discernible network structure for European climate change contrarian think tanks, with a profile connected to neoliberal organizations, including a few, but highly relevant links, with the US countermovement. We also find that the European think tanks' institutional structure is very much shaped by a strong predominance of men, which aligns with previous research on masculinity and climate contrarianism. This study investigates how institutional and normative characteristics affect grandparents' labour market participation. Previous studies indicate that providing regular grandchild care reduces labour market participation, and this linkage varies between European welfare states. Yet the underlying mechanisms remain unclear, and no study has systematically disentangled cultural from institutional influence when investigating grandparents' work–care reconciliation. Based on two mechanisms, needs and obligations, we investigate how (grandparental) support norms and childcare infrastructure jointly shape the labour market participation of active grandparents. We use six waves from the Survey of Health, Aging and Retirement in Europe (SHARE), investigating variation across 91 subnational regions in 18 countries. The results indicate that the regular provision of grandchild care increases the risk of exiting the labour market for both men and women. This linkage is stronger in contexts with stronger support norms, but also depends on the childcare infrastructure in contexts where norms are weaker. [ABSTRACT FROM AUTHOR]

In Europe, the consequences of temporary employment are at the centre of a social policy debate about whether there is a trade-off between efficiency and equity when deregulating labour markets. However, despite decades of research, there is confusion about the consequences of temporary employment on wage and career mobility. It is often stated that the consequences are 'mixed'. We review the literature with a focus on synthesizing the evidence and analysing the theories. Our review shows that we know a lot more than is often understood about the consequences of temporary employment on wage and career mobility. We create clarity by organizing the evidence by geographic region, demographic group and reference group. While outcomes vary across these factors, there is less variation within these factors. At the same time, we know a lot less than is often understood about the mechanisms through which temporary employment affects mobility. Some common theories are not well specified in their application to temporary employment. We create new opportunities for development in the field by increasing the scope of the debate about some questions and decreasing the scope of the debate about other questions. A widespread rhetoric suggests that market-like rules dominate employment relationships, and particularly compensation, but empirical evidence is inconclusive. This research examines organisations' compensation policies in clusters of European capitalist economies to test such a hypothesis. Four fuzzy clusters emerged from data, namely, Standard, Internalised, Competitive and Incentive, which illustrates a division between organisation- and market-based models. Collective pay rules characterise organisation-based model, and this is the predominant model in all countries except for the liberal market economies. Firms from different models of capitalism rely on internal labour market pay rules, suggesting that the scope of the liberal market system is narrow. Differences within clusters of capitalist economies suggest a role for agency and hidden labour market specificities in each grouping. This article analyses programmes of cash allowances for children and compares their effectiveness in combating child poverty in Russia and four European Union (EU) countries representing alternative family policy models – Sweden, Germany, Belgium and the United Kingdom. Using microsimulation models, this article estimates the potential gains if the Russian system were re-designed along the policy parameters of these countries and vice versa. The results confirm that the poverty impact of the programme design is smaller than that of the level of spending. Other conditions being equal, the best distributional outcomes for children are achieved by applying the mix of universal and means-tested child benefits, such as those employed by the United Kingdom and Belgium. At the same time, the Russian design of child allowances does not appear to be less effective in terms of its impact on child poverty when transferred to European countries in place of their current arrangements. The persistence of health inequalities means that many public health professionals face an ongoing task to develop and update policies to tackle them. However, although the inequalities might be unchanged, the political priorities in the many policy areas involved are changing and the ambition to reduce the health divide is constantly facing strong forces pushing in the opposite direction. Recent proposals to re-think health inequalities need to be treated with caution because they are disconnected from what is needed for policy-making in this area. From our experience of 35 years in developing strategies to tackle health inequalities, we still see many entry points with space for local and national improvements, but it is crucial to ask the right questions. The aim of this Commentary is to present a new framework of eight questions that might provide a helpful structure for the necessary dialogue between researchers and policy-makers. Even if answers are not yet available for all of them, we believe that discussing them for a specific population in a specific political context will be fruitful to inform policy on the ground.
