When it comes to the relationship between social policy and penal policy, existing scholarship often focuses on the penal–welfare tradeoff, according to which countries with large and generous welfare states tend to have lower incarceration rates and less harsh treatment of offenders. We know much less about the relationship between the punitive turn in criminal justice and the use of discipline within social policy. Has there been a parallel trend of law-and-order policies and stricter benefit conditionality, a kind of 'criminalization' of welfare beneficiaries, as critical scholarship suggests? We test this idea for the first time with quantitative data, using public spending on public order and safety and unemployment benefit conditionality data for 18 rich democracies between 1990 and 2012, that is, the period when a punitive turn as well as the rise of activation and workfare is said to have taken place. Contrary to the critical literature, we do not find evidence of parallel trends toward more discipline in both areas, but rather a negative relationship of 'communicating vessels', where a greater use of disciplinary tools in social policy is associated with stagnating or even shrinking spending on police and prisons. Moreover, this pattern tends to emerge under conditions of higher welfare state generosity. Despite the rise in employment, consistently high EU-average poverty rates continue to generate debates about the factors that explain the level and changes in the relative poverty rate, both within and across countries. Assuming a strong negative correlation between poverty and employment, the article investigates the role of four mechanisms responsible for this blurred relationship. Using decomposition analysis and macro-level regression analysis, we investigate the extent to which (i) the distribution of employment across households with different levels of work intensity, (ii) the expansion of non-standard work, (iii) the change in the effectiveness of social welfare systems, and (iv) the change in median income and the corresponding shift in the poverty threshold have contributed to changes in relative income poverty in the last decades. We found that employment growth benefits poverty reduction, but this positive effect was partially offset by the precarious characteristics of some newly created jobs. If the distribution of jobs had favoured the jobless more in the pre-crisis period, the relative income poverty rate would have been lower. Although the share of persons in jobless households decreased during the recovery years, their risk of poverty increased due to the retrenchment of social transfers during and after the Great Recession. Furthermore, the use of a floating threshold, which is linked to changes in median income, underestimates the strength of the relationships between poverty, employment and social transfers: when the poverty threshold is kept fixed, not only do the dynamics of poverty look different, but the estimated coefficients are considerably larger. The review explored how serious games are utilized for preventing adolescents' social exclusion. Four original articles were retrieved using six databases. The use of serious games to prevent adolescents' social exclusion was rare, but there are potential areas where serious games could be utilized. Serious games may be a promising new intervention to use in adolescents' social rehabilitation and social work, preventing social exclusion, reducing the risk of unemployment, lack of education and training. These early findings suggest using serious games as a part of adolescents' social work and social rehabilitation to prevent social exclusion among adolescents, along with other methods. Youth as a category that informs international interventions in conflict-affected settings has gained currency in the past decade. This article traces the rising rhetoric of youth in UN Disarmament, Demobilization and Reintegration (DDR) discourse and demonstrates how changes in its dominant representations have implications beyond the matter of semantics. Drawing on post-structuralist traditions, the article highlights how the DDR discourse delineates problems through particular framings that call forth certain solutions, which in turn reinforce the very (mis)understandings that underlie the interventions. A case study from the Central African Republic illustrates how the hegemonic representation of youth-as-troublemakers in UN documents, together with a compelling narrative that naturalized the link between youth, unemployment and violence, made possible and conferred legitimacy to the proliferation of projects with an overwhelming economic focus. The article discusses how the resource landscape, such as opportunities to unlock earmarked funding, incentivizes the reproduction of certain constructions of youth that align with today's policy panic around violent extremism. In so doing, it puts into question the instrumental approach towards discourse by pointing to surprising ways in which discourses become appropriated by both international peacebuilders and the 'subjects' of these interventions. The literature on flexibilization documents the decline of the standard employment relationships, resulting in greater job insecurity. Consequently, the stability of career trajectories is expected to have decreased. However, existing studies in many countries pose a significant challenge: the available evidence shows no clear downward trend and possibly even an increase in job stability since the 1970s, as measured by trends in job tenure duration or job separations. This article highlights important limitations of such studies and provides novel evidence on the transformation of career trajectories. It is the first to provide evidence of a decrease in average job tenure duration for men in Canada and a decrease in five-year and 10-year retention rates over the four decades between 1976 and 2015, adjusting for sociodemographic shifts unrelated to flexibilization. To study discrimination in labour/housing markets, and among street-level bureaucrats in the welfare state, present both theoretical and methodological challenges. In the sociological study of discrimination, experiments have seldom been used to study how street-level bureaucrats make their decisions. The context of decision-making is different in the state and in markets, but experimental methods can provide new knowledge of how perceptions of deservingness may potentially lead to discrimination in the welfare state. Using a vignette experiment on Norwegian street-level bureaucrats (N = 645), we investigate if their perceptions of recipients' ethnic background, and perceived 'unfavourable' behaviour, affect the propensity to impose a time-limited termination of unemployment benefits due to non-compliance with activity requirements. The experiment finds that the propensity to terminate the unemployment benefit was initially less for the recipient with an ethnic minority name, compared to the recipient with an ethnic majority name. However, when information about 'unfavourable' behaviour was added to the vignette, the propensity to sanction the ethnic minority recipient strongly increased. The results suggest that perceived deservingness-traits are crucial for understanding possible discrimination when street-level bureaucrats face ethnic minorities in the welfare state. Is the EU evolving towards a Re-Insurance Union? The creation of SURE, an EU financial tool to support national short-time work (STW) schemes in the midst of the pandemic, has revitalized debates on fiscal stabilizers as a means to counter economic downturns and protect jobs within the European Union. Drawing from document analyses and 17 interviews with EU and national stakeholders, this study explores the politics underpinning SURE's adoption following a decade of heated and unsuccessful debates on the European Unemployment Reinsurance Scheme (EURS). Through the lens of 'purposeful opportunism', the article illustrates how the European Commission leveraged prior EURS insights and the emerging consensus on STW schemes to craft SURE in a way which addressed national concerns about EU-wide welfare harmonization, while positioning the EU as a holding environment for national welfare states. Looking ahead, making SURE a permanent 'second line of defence' against macroeconomic shocks could contribute to further substantiating new, EU-wide, social rights codified in the European Pillar of Social Rights. The boundaries for whom the welfare state should protect during times of crisis are not necessarily obvious. Deservingness studies have identified unemployed people and immigrants as groups perceived as 'less deserving' of welfare state support than other groups in need during 'normal' times. These two groups have in recent years been subject to more conditional requirements and an incentivizing rationale. In this article, we compare the policy responses for 1) unemployed people and 2) immigrants during the COVID-19 pandemic in Norway form 2020–2022. We ask: Who deserves exceptions in times of crisis? We find that a cross-partisan parliament introduced extensive economic relief packages and temporary regulations to mitigate negative financial consequences for unemployed persons and furloughed workers. Politicians argued that individuals were not to blame for their unfortunate financial circumstances during the pandemic, and that the welfare state had to take the larger share of the burden. However, the government chose not to make temporary exemptions from economic requirements for permanent residence or family reunification. It was explicitly stated that there was no reason to deviate (temporarily) from the general economic requirements during the pandemic, referring to the potential strain on the Norwegian welfare state if immigrants were not self-sufficient. We argue that the political rationale of incentives underlying these requirements falls short during economic crises and that this non-policy response illustrate new forms of welfare state chauvinism. Social trust is a moral resource with a normatively highly desirable pay-off. Previous research argues that universal welfare state programmes 'make' social trust whereas means-testing programmes 'break' it. Despite its important implications for welfare-state design, comparative longitudinal evidence for this hypothesis is scarce. To test whether within-country changes in social trust are associated with within-country changes in total, means-tested, and non-means tested social protection expenditure, I thus merge country-year specific ESSPROS welfare spending data with cross-country survey data from 30 countries that participated in the 2002–2019 European Social Survey. Results from multilevel regression models show that neither within-country changes in total nor means-tested or non-means tested social protection expenditure predict social trust. Based on insights from the welfare deservingness literature, the second part of my analysis concentrates on welfare spending directed at two different life-course risks, with sickness representing a risk that the public widely considers to be 'deserving' of welfare support, and unemployment acting as an 'undeserving' risk. I find that, within countries over time, means-tested healthcare expenditures predict decreases in social trust, whereas non-means tested healthcare expenditure is associated with increasing social trust. My results thus lend support for the hypothesis that welfare-state selectivity and universality can contribute to the making and breaking of social trust, but only when interventions target life-course risks that the public considers 'deserving' of welfare state support. Due to the COVID-19 pandemic, youth unemployment has been growing with increased risks of social exclusion. Vocational rehabilitation helps young people to plan their future and find their way into education and working life. New methods based on the needs of young people are needed for youth vocational rehabilitation, whose target group is young people aged 16–29. This article describes the design and development process of a virtual reality escape game for vocational rehabilitation. The study uses a design-based research methodology. As a result of the research process, a new and innovative tool, an escape game played with a virtual headset and controllers, was developed for young people needing support with life management skills. The results of testing sessions held as part of the process showed that young people, social workers and rehabilitation professionals found gaming useful for vocational rehabilitation. As a practical implication, the virtual reality escape game can be used with young people to identify and develop life management, study and work skills. Young adults who are not in education or work are often depicted as deviating from the norm of gainful employment that is still widely shared across the Nordic countries. While it has been argued that young adults feel that they are being blamed for their NEET situation, this article seeks to identify the variety of interpretations they have of their situation and what kind of explanations can be proposed for the differences. Theoretically, perspectives from Axel Honneth's recognition theory are combined with Thomas Scheff's sociological work on shame to discuss the variations in the sentiments of young adults. Based on this framework, the article illuminates how young adults use the shared semantics available within their immediate circles to enable them to feel worthy of recognition despite their depicted deviation from the norm of gainful employment. Additionally, the article contributes to sociological debates on Honneth's recognition theory – especially its ambiguous concept of shared semantics – by making sense of the role of communities and institutions as providers of shared semantics. Many studies have documented the linkage between public transportation and economic outcomes, though there is relatively little empirical evidence on the consequences of losing existing transit services, especially bus services, which disproportionately serve low-income populations. We investigate the impacts of bus access on poverty and employment using a natural experiment in Clayton County, GA, where the local bus transit was terminated between 2010 and 2015. Using a difference-in-difference approach, we find substantial increases in poverty and unemployment rates in affected neighbourhoods during the five-year period. Our findings suggest both the spatial mismatch hypothesis, which predicts the reduction in transit access can lead to reductions in job accessibility and employment, and the residential sorting hypothesis, which states that poor households gravitate towards neighbourhoods with better transit access, could be at play. Overall, we find strong evidence that disruptions in bus transit could have significant adverse impacts on neighbourhood economic outcomes. This study analyses the moderating effect of union density on industrial employment and unemployment in advanced economies facing exposure to industrial robots. Applying random effects within-between regression models to a pseudo-panel of observations from 27 European countries and the United States over 1998–2019, the study finds that higher union density is associated with a greater decline in industry-sector employment for younger workers and workers with lower secondary education when robot exposure increases. It is also found that the unemployment rate declines more strongly in countries with low union density when robot exposure increases. These findings suggest that exposure to industrial robots promotes labour market dualization in strongly unionized countries, whereas workers with tertiary education and labour market tenure are the main beneficiaries from technological change. This article aims to explain the political-economic character of the increasing suicides in Turkey since 2018 that stem from indebtedness, poverty, and unemployment. It frames the acts as economy-relevant suicides to emphasize the embeddedness of these suicides within the neoliberal transformation and its consequences at the global and national levels. In this regard, the study traces the trajectory of neoliberalism in Turkey from 1980 to the COVID-19 pandemic, and critically evaluates the political and economic decisions of the Justice and Development Party (AKP) government to reveal the causal links with the increasing number of suicides. The study argues that two aspects of neoliberalization have paved the way for the post-2018 suicides: the declining political and economic power of the working class and the outcomes of financialization such as long-term unemployment and indebtedness. Thus, it argues that economy-relevant suicides are pathologic but depict political character, regardless of their effectiveness as a political strategy, given the consequences of the neoliberal transformation and political choices in due course. Welfare chauvinism is largely understood as the view that the benefits of the welfare state should primarily be given to the native population, and not shared with the immigrant populations. Using a multilevel approach, we analyse welfare chauvinism in Europe and test to see how different contextual and macro-economic conditions may influence welfare chauvinistic attitudes in Europe, with a particular focus on different nuances of unemployment. We also test how individuals' subjective perceptions of the economic development in their society may influence welfare chauvinism in Europe. The analysis finds that welfare chauvinistic attitudes have increased in strength in Central-Eastern European welfare states, whereas the most exclusionary form of welfare chauvinism is near non-existent in the Nordic welfare regimes. We further find that it is the subjective perceptions of the macro-economic conditions and the strength of far-right populism, rather than the actual objective reality of a society's economic situation that drives welfare chauvinistic attitudes in Europe. This paper examines the under-explored demand-side of active labour market programmes that aim to transition people without jobs into employment. The paper's contribution centres on understanding the benefits that government-funded employment services can offer to employers and how they can work with employment service providers to leverage these. Drawing on in-depth qualitative interviews with employers in Australia, our findings extend pre-existing concepts of employer engagement by illustrating the human resource, corporate social responsibility, and financial benefits to employers of engaging with employment services and how firm size affects their engagement. Since the mid-1980s, out-of-work benefit receipt in the UK has been increasingly governed by a 'workfarist' mesh of conditionality and activation policies. A wealth of research has found that conditionality and activation policies trigger a range of harmful outcomes for benefit claimants. However, this research largely ignores how claimants may struggle against these policies to eschew harmful outcomes. Drawing on longitudinal interviews with 15 young men, this article demonstrates how claimants can subvert policy implementation to prioritise their own needs and interests. It is concluded that claimant struggles against policy implementation most accurately reflect survival strategies and are predominantly rooted in the 'material nexus' of class-based inequalities in capitalist societies. Social work interventions for families, individuals and communities should be comprehensive and sustainable. A social enterprise model with dual social and economic value creation provides a useful framework for such interventions. Through a qualitative research approach and case study design, three social enterprises were studied. The findings indicate that social enterprises pursue people-centred investment; engineer and promote social integration and equity in the local communities; and create employment and promote skill development for vulnerable groups such as women and youth. This article demonstrates how unemployment is made productive through workfare activities for older disadvantaged job seekers. We suggest that the requirement to look for work, engage in education and training, and participate in voluntary work blurs the boundaries between employment and unemployment. Drawing on in-depth qualitative research with older disadvantaged job seekers, we demonstrate how this obligatory productivity is lived and felt, characterised by shame and frustration and framed by the temporality of waiting and searching for work. We suggest that this experience of 'productive' unemployment can be described as a dissonant state of 'transitional stasis', whereby job seekers are expected to transition out of unemployment and poverty while experiencing the long-term and ongoing effects of immobility. Using a static microsimulation model based on a link between survey and administrative data, this article investigates the effects of the pandemic on income distribution in Italy in 2020. The analysis focuses on both individuals and households by simulating through nowcasting techniques changes in labour income and in equivalized income, respectively. For both units of observations, we compare changes before and after social policy interventions, that is, automatic stabilizers and benefits introduced by the government to address the effects of the COVID-19 emergency. We find that the pandemic has led to a relatively greater drop in labour income for those lying in the poorest quantiles, which, however, benefited more from the income support benefits. As a result, compared with the 'No-COVID scenario', income poverty and inequality indices grow considerably when these benefits are not considered, whereas the poverty increase greatly narrows and inequality slightly decreases once social policy interventions are taken into account. This article examines the relative employment situation of female employees from a novel perspective based on the construction of multidimensional indicators of employment precariousness that allow examining its scale and nature. The evidence obtained for Spain shows that both the intensity and incidence of precarious employment are significantly higher for women, to the point that half of the women are multidimensionally precarious (with an incidence which is 40% higher than that of men) and precarious females simultaneously suffer on average from nearly three deficiencies in their jobs. Although female employment precariousness is highly persistent over time, it also exhibits significant oscillations plausibly linked to changes in the economy's cyclical position and in labour market regulations. Moreover, it exhibits a great heterogeneity by subgroups (it has even an extreme nature for certain subgroups of females) and by individuals (25% of women suffer between three and six job deficiencies, which compares with 24% of women having jobs without any type of deficiency). Finally, although the greater labour precariousness of women is largely explained by their observed characteristics, particularly by their greater presence in part-time jobs, women still have a greater probability of being precarious than observationally similar men. Intimate partner violence in the United States is significantly associated with employment instability. Using a latent growth curve model, the current study investigates the impact of intimate partner violence on mothers' (N=4897) employment outcomes trajectories in the Fragile Families and Child Wellbeing study which include four waves of data collection starting when a child was born and ending about eight years later. Outcomes included annual weeks worked and employment status (employed vs. unemployed). There was a significant effect of intimate partner violence on weeks worked and employment status at the second wave of data collection, indicating that mothers were most likely to experience employment instability when they had a three-year-old child. Results also showed that intimate partner violence survivors were still experiencing unemployment six years after abuse occurred. Workplaces and policymakers should protect mothers with young children experiencing intimate partner violence by extending time off from work and connection to community resources. The increasing young population of Iran and the subsequent increase in the unemployment rate in recent years make the government adopt temporary policies to solve the unemployment problem. Establishing private universities and increasing the capacity of university admissions in higher education are among these policies. Although these policies can reduce the youth unemployment problem temporarily, it leads to an influx of highly educated people in the labor market in the long term. Creating job opportunities for these young people will be more difficult, which requires the extensive cooperation of universities and higher education institutions to train student entrepreneurs. Hence, in this present study, the employment of university graduates is simulated through system dynamics approach. Then using the experimental design method, sensitivity analysis and optimization of variables are performed. Intermediate labour markets (ILMs) provide fixed-term work opportunities and coaching for people in disadvantaged positions in labour markets. We study 46 sequences from six audio-recorded recruitment interviews for an ILM job targetted at people who have been unemployed for a prolonged period. Using an ethnomethodological approach to identity, membership categorisation analysis and conversation analysis, we study how interviewers and candidates construct and negotiate who is fit for the ILM job. We present interactional moves through which the participants jointly construct the 'fit for the ILM job' category and treat the candidate's membership in it as a positive matter. Further, we demonstrate how the candidates are put in an interactionally difficult position in the interview as there are contradictory and ambiguous expectations about the ideal candidate. We discuss the results in relation to the interactional and institutional logics of a recruitment interview and suggest that enhancing the transparency might reinforce ethics of recruitment in ILMs. [ABSTRACT FROM AUTHOR]

In recent decades, European welfare states have adopted demanding active labour market policies (ALMPs), aimed at increasing labour market participation through imposing stricter work-related obligations and benefit cuts in case of job offer rejection. This article investigates whether support for such demanding ALMPs is driven by risk perceptions of future unemployment and negative stereotypes about unemployed persons. Insights into the role of risk perceptions and stereotypes offer opportunities to gain a better understanding of the impact of structural variables. Drawing on data from the European Social Survey 2016 in 21 European countries, the analysis reveals that higher subjective risk of unemployment decreases support for these ALMPs substantially, whereas negative perceptions of the unemployed increase support. However, these factors play at the individual level only and do not explain country-level differences in support of demanding ALMPs. The notable cross-national variation in support of activation policies is found to be unrelated to economic factors and to the strictness of activation requirements for unemployment benefits. This article demonstrates how the unemployment of neighbours can ameliorate the psychological costs of unemployment. In support of this premise, we find that while unemployment is always harmful, the gap in psychological well-being between employed and unemployed individuals is much less in relatively high unemployment neighbourhoods (particularly so for males and relatively older cohorts). Our proposed explanation is that people employ close points of social comparison with the result that any feelings of shame or embarrassment associated with unemployment are mitigated when surrounded by unemployed neighbours. One potentially important labour market implication of these findings is that it may be more difficult than anticipated to transition some people out of unemployment in high unemployment neighbourhoods. Apart from highlighting the place-specific nature of the relationship between unemployment and psychological well-being, our findings also highlight the importance of non-pecuniary factors, such as the social norm to work, in explaining the substantive negative psychological impact of unemployment. The UK Government's introduction of the Coronavirus Job Retention Scheme (CJRS) in March 2020 was pitched as unprecedented. Yet, during the 1970s and 1980s, UK governments also operated wage subsidy job retention schemes. Indeed, despite their professed liberal market orientation, Thatcher's radical right Conservative governments presided over the expansive Temporary Short Time Working Compensation Scheme (TSTWCS) between 1979 and 1984. Drawing upon the work of Gallas (2016) , we contend this embrace of wage subsidy schemes by Conservative governments almost 40 years apart emanate from a class politics focused on securing the subordination of labour. In our analysis, the TSTWCS is understood as a mechanism to dampen disquiet with the early Thatcher Government's project to restore employer dominance. And the CJRS is a mechanism to preserve the labour market relations of domination and exploitation successfully embedded by the Conservatives in the 1980s. [ABSTRACT FROM AUTHOR]

This study tested Belsky's (1984) process model of parenting to examine predictors of self-reported parenting satisfaction and self-efficacy among a sample of low-income, nonresidential fathers attending fatherhood programs (n = 222 fathers) and a sample of men who were not in fatherhood programs but reside in high poverty neighborhoods (n = 336 fathers). The process model included father involvement with children as a predictor of satisfaction and self-efficacy, coparenting alliance instead of marital quality, child age instead of temperament, identity centrality and psycho-social challenges in place of personality, and unemployment as a measure of work. The fit of this model was acceptable when child age was omitted, indicating that the process model may be appropriate when applied to low-income, nonresidential fathers. We study how the education gap in unemployment has evolved by gender and age groups across 28 European countries and the United States from 2000 to 2014, using the European Union's Labour Force Surveys and the US Current Population Surveys. During and after the Great Recession, the absolute education gap in unemployment expanded in almost all countries, which was mainly driven by a marked increase in the unemployment risk among low educated men. A two-step multilevel analysis confirmed the negative relationship between the education gap and both (lagged) GDP growth and GDP level. Further, institutional labour market features moderated the impact of the business cycle. A higher share of temporary employment boosted employment for less educated persons, thus flattening the education gradient in unemployment, while a larger public sector somewhat protected more highly educated individuals against unemployment. The Swedish Model on the labor market has been celebrated as a way to combine mobility with low unemployment and small wage gaps. As part of the model, relocation allowances were pioneered from the late 1950s. The program expanded thereafter and as much as 1% of the population in the high-unemployment north moved with assistance in the 1960s. Today, migration incentives are discussed to address pressing unemployment problems in Europe and the United States. What can Sweden's experience tell us about the prospects of such programs? This article studies the usage of relocation allowances through a case study of Västernorrland County from 1965 to 1975. The analysis shows that there was a strong selection into the program by younger persons, recent graduates and from sectors with good employment prospects. This study aims to model the effect of hospitality employment on property crime in economic crime equations, in which unemployment either indicates the opportunity cost of crime or suggests the decrease of targets. We developed a model of property crime that incorporates both unemployment rate and hospitality employment, in which the effect of unemployment rate on property crime is controlled to isolate the net effect of hospitality employment. We tested the model with the data of hospitality employment and property crime rates in the United States from 1972 to 2012, for which the date are available. On the one hand, we verified a negative causation from unemployment rate to property crime, suggesting that high unemployment rates reduce the targets of criminal activities, which in turn reduces property crime. On the other hand, by controlling for the effect of unemployment rate, we found a significantly negative causation from hospitality employment to property crime, suggesting that the decrease in property crime is due to hospitality employment that increases the opportunity cost of property crime. For the Miskitu of Nicaragua, Grisi Siknis is a contagious illness that predominantly affects women. It is characterized by numerous psychosomatic symptoms, including headache, fear, aggressive behavior, loss of consciousness, and periods of rapid frenzy. Although Grisi Siknis has gained academic and public attention due to its unique cultural elements and perceived sexual aspects, little is known how the contextual and gender dimensions of Grisi Siknis are played out in relation to the socio-political context in the region. Based on 16 months of ethnographic work in the Nicaraguan Miskitu Coast, including semi-structured interviews (n = 20) and participant observation, this article documents a semantic shift in the embodied and symbolic language of a cultural idiom of distress. I show how duhindu (Miskitu spirit associated with illness and misfortune) and witchcraft are symbols that share cultural resonance in the Miskitu community, while gender violence discourse is a new language incorporated into the logic of this cultural idiom of distress. I argue that this semantic shift allows the individuals in this study to communicate local experiences of complex forms of structural inequalities (migration status, unemployment, ethnic identity) and gender-based violence that tend to be normalized as a ubiquitous cultural problem while preserving the broader socio-cultural meaning the Grisi Siknis represents. The ethnographic accounts of Grisi Siknis provide empirical data to unpack the unexplored contextual processes and local discourses that transform the meaning and logic of cultural idioms of distress at the individual level of experience. Involuntary retirement transitions have a variety of negative consequences for individuals and society as they can lead to poorer health or lower wellbeing. Therefore, it is of high relevance to better understand the factors influencing the voluntariness of retirement transitions. A systematic literature review was conducted to identify the known determinants of the voluntariness of retirement. Our final review includes 14 studies that empirically investigate this topic. Differentiated by micro-, meso- and macro-levels, we present the identified factors and discuss different ways of operationalizing voluntary or involuntary retirement. We found that most studies analyse individual factors. There is a gap in research on influencing factors at the company level as well as the welfare state level. In addition, it is of interest to examine whether and to what extent pension and labour market policy reforms have led to changes over time. [ABSTRACT FROM AUTHOR]

The global financial recession which began in 2008 has led to significant economic and social consequences for youth, with the case of Greece being a notable one in terms of severity. Repeated political-economic 'shocks' to the structure of Greek society have manifest in common situations of unemployment and underemployment. Although impacting heavily on the working classes, severe curtailments in medium-high-skilled labour have also been observed among the middle classes as well. Following these contexts, the article examines the experiences of highly educated young women in Greece (n = 36) as they navigate precarious employment within the midst of the Greek economic crisis. It is argued that rather than their educated status offering opportunities to deploy resources to help withstand the crisis, their high education levels create frustrations and barriers towards achieving suitable employment. This article provides a review of the Australian labour market in 2021. It describes patterns of employment, unemployment and other key labour market outcomes in the year, including wages. In the year to September 2021, total employment increased by 2.6% for males and 2.2% for females, driven by a growth in full-time employment. While most labour market indicators returned to their pre-pandemic levels in 2021, young adults, particular men, casual employees and the self-employed were most disadvantaged by COVID-19. New South Wales and Victorian residents were similarly adversely affected. Notwithstanding inflationary fears, in the year to September 2021, headline inflation increased by 3.0% and the wage price index by 2.2%, rendering a fall in real wages during the year. The article explores the experiences of people displaced from work by the introduction of labour-saving technology in Finland. Interviews with 13 unemployed individuals are used as data. The study is underpinned by a Marxist interpretation of potentially emancipatory technology under capitalism reduced to an instrument for reorganizing skilled workers into an exploitable, precarious cadre of surplus and abstract labour. Loïc Wacquant's thesis on advanced marginality is used as a theoretical framework to unpack and understand the little-studied experience of being displaced from work by technology. The interviewees share a sense of growing alienation and social exclusion. Feeding these experiences are capricious changes in skill-demands and deskilling under automation and robotisation of work. The experiences are exacerbated by digitalised, vertiginous and isolating job-seeking and employment services that cast responsibility on the unemployed individual. While the participants of this study were not on the brink of acute or extreme socio-economic marginalisation, their experiences are rooted in the very same social, economic and political dynamics as advanced marginality. The findings of the study help anticipate the risk of advancing marginality faced by displaced workers, if social policy reforms are not carried out in the short term. In the long term, the findings support the argument that studies on labour-saving technologies and unemployment pay closer attention to the particular role of technology under capitalism. In many European countries, a growing share of population with immigrant background coincides with the surge in support for radical right parties. In this paper we show how such increases affect radical right candidacy. We use Swedish register data which identifies political candidates. With geocoded data, we match individuals running for the Sweden Democrats to their local neighbourhood contexts, and measure changes in the share of visible minority residents at scales ranging from 100 meters to 2 kilometres. For those who stayed in the same neighbourhood between 2006 and 2010, the change in the share of visible minorities generally does not affect the decision to join the pool of party candidates. This result is robust when we introduce additional tests and select on the scale of the neighbourhood, unemployment terciles, change in share of visible minority groups terciles, and entry threshold into the pool of candidates. For those who stayed in the same neighbourhood, the only significant finding is a small mobilisation effect for a subsample of individuals who live in densely populated metropolitan neighbourhoods – here we also observe a halo effect, with negative association for small-scale changes and positive association for changes in the larger halo zone. Previous studies covering various developed countries suggest that changes in assortative mating by education have contributed only a little to the changes in income inequality, opposite to the expectations of many. In this paper we consider two potential reasons for the zero effects: (a) that it is the selection into partnership rather than assortative mating according to specific characteristics that matters; and (b) that for assortative mating to matter, a broader spectrum of matching characteristics than just education should be considered, such as matching by employment and social origin. We study these assumptions using register data on household income inequalities, education, employment and parental class background in Finland 1991–2014. We analyze men and women separately and focus on individuals aged 35–40. We concentrate on between-group income inequality as measured by the Theil index. The results suggest that partnership is an important factor behind income inequality, and changes in selection into partnership can explain a substantial part of the changes in income inequality. Assortative mating does not matter as much, even if more sorting characteristics are taken into account. We measure and interpret the evolution of labour market protection across 21 high-income countries over three decades, employing as conceptual foundations the 'regime varieties' and 'trajectories of change' developed by Esping-Andersen, Estevez-Abe, Hall and Soskice, and Thelen. We measure labour market protection considering four institutional dimensions – employment protection, unemployment protection, income maintenance and activation – and the evolution of the workforce composition. This measurement accounts for the joint evolution of labour market institutions, their complementarities and their relation to outcomes, and mitigate the unrealistic Average Production Worker assumption. We handle the multi-dimensional nature of labour market protection with Principal Component Analysis and capture the characteristics of countries' trajectories of change with a composite score. We contribute to the literature in three ways. (1) We portray a revised typology that accounts for processes of change between 1990 and 2015, and that clusters regime varieties on the basis of coordination and solidarity levels, that is, Central/Northern European, Southern European, liberal. (2) We illustrate that, despite a persistent gap, a large majority of Coordinated Market Economies experiencing a decline in the level of labour market protection became more similar to Liberal Market Economies. (3) We develop a fivefold taxonomy of countries' trajectories of change (liberalization, dualization, flexibility, de-dualization and higher protection), showing that these trajectories are not always path-dependent and consistent with regime varieties previously developed in the literature. To keep up job search motivation and maintain re-employment chances, it is important that unemployed individuals do not stop believing in their ability to (re)gain satisfying employment. This article examines whether further education during unemployment has a positive effect on perceived employability (i.e. the subjective assessment of one's chances to obtain the desired job), based on a panel survey of unemployed young adults in Austria. The article finds that educational activities – either on own initiative or as part of an active labor market program – indeed help to sustain or even increase perceived employability. However, only for long-term programs do the effects persist beyond the duration of the activity. This study thus identifies substantial psychological side effects of active labor market policies involving further education, which could be used to increase actual employability. This study argues that the automobile sector's body shop is fully automated, the paint shop is 80% automated, there is about 20% technology utilization in the car assembly line, and the supply for logistics is making a lot more use of machines as well. These percentages are an indicator of how workers have lost the contest with technology in the industry. Many workers are being deskilled and the remaining workers are being reshuffled to assembly lines likely to be automated with time. Policy access biases worry social policy scholars because they generate Matthew effects that exacerbate socioeconomic divides. Yet, access biases in many social investment policies, like training during unemployment, remain under-researched. Such access biases may be detrimental to a critical objective of social investment: to improve and uplift workers with precarious economic prospects. We focus here on access bias in training provided by public employment services against lower-educated workers. They are vulnerable to unemployment and fractured employment and should thus be targeted for training. While there is burgeoning attention on access biases in training against disadvantaged youths and non-citizens, fewer studies have focused on similar access bias against lower-educated workers. We highlight that access bias against such workers may stem from their lower willingness and demand for training, as well as policy design, informal eligibility criteria and caseworkers' creaming practices. We suggest, however, that greater availability of training opportunities may ease this access bias against lower-educated workers. Using the Finnish Income Distribution survey data (2007–2012), we find evidence of training access bias: primary-educated workers are significantly less likely to participate in training than upper secondary and vocationally educated workers. Concurrently, our results show that availability of training is not significantly associated with the extent of training access bias against primary-educated workers. With a Nordic welfare model that prioritizes training to remedy labour market vulnerability and stresses that access to benefits and services is based on need, Finland represents a least likely case to find such access bias in training. This article investigates the employment effect of short-time work in the Netherlands during the Great Recession (2009–2011). Short-time work was introduced during the period as a special arrangement with the aim of reducing unemployment hikes by offering firms the possibility of adjusting the working time of specialised workers rather than adjust the size of their workforce. The authors focus on the effect of short-time work at the individual level of the worker and study whether short-time programme participants in surviving firms had a lower job turnover rate and transition rate to unemployment compared to workers who did not participate in the programme. Furthermore, the authors study whether the flexibility policies of the firm had a substantial influence on the effectiveness of short-time work in protecting workers from unemployment. Specifically, they investigate whether the effect of short-time work is related to the intensiveness of its use by the firm and the extensiveness of the use of external flexibility arrangements – i.e. temporary contracts and temporary agency workers – by the firm. For this purpose, the authors apply a discrete-time survival model using a unique dataset with monthly register data from Statistics Netherlands. Participants in the short-time work programme are compared with non-participant workers from firms that used short-time work and workers from firms that did not make use of the programme. The findings indicate that, in surviving firms, short-time work had a positive effect: the risk of unemployment and job separation is, in most cases, lower for short-time work participants than non-participants. Short-time work is most effective in protecting workers from unemployment in firms that extended the use of the programme to many workers and for a relatively small number of hours, and that made either moderate use of temporary agency workers or extensive use of fixed-term contracts. Using longitudinal data from the German Socio-Economic Panel, the study examines whether the impact of unemployment on the risk of becoming socially isolated is different for women and men and whether it can be traced back to financial straits. An isolating effect of unemployment is found only with regard to men, to long-term unemployment, and to social isolation in terms of scarce contact to friends and family. There is no such effect with regard to women, to short-time unemployment, and to social isolation in terms of a non-participation in civic associations. The category of not in employment, education or training (NEET) refers to young people who are recorded as neither in paid employment nor formal education either at one time point, or for a continuous period. This article assesses levels of employment scarring for those aged 36–39, at Census 2011 (prime employment years) who were recorded as NEET when aged 16–19 at Census 1991 in Scotland. Outcomes are compared for those who moved from NEET into economic activity and by gender. We find evidence that NEET status leads to long-term scarring associated with economic inactivity and unemployment and that this is only partially offset for those who moved from NEET in 1991 to be economically active in 2001. The results also highlight gendering of NEET outcomes. NEET may be a category borne of administrative convenience, rather than sociological consistency but, as intended, it captures a group who experience disadvantage. [ABSTRACT FROM AUTHOR]

We assess how a variety of disruptive life-course events impact the economic wellbeing of US households and trace the importance of household wealth in helping families who experience these events avoid entering a spell of material hardship. Using longitudinal data from two panels of the Survey of Income and Program Participation (SIPP), we draw on direct measures of material hardship, disruptive events and household assets. Our analyses reveal that the relationship between disruptive events and the likelihood of experiencing a new spell of material hardship strongly varies across the wealth distribution, suggesting that high household wealth provides an effective private safety net. By distinguishing different types of disruptive events, we demonstrate that divorce, disability and income loss entail a risk of material hardship but also that this risk is effectively buffered by substantial wealth. Different types of hardship – namely, financial, food and medical hardship – respond in similar ways. Like public insurance schemes, wealth insurance helps buffer the effects of disruptive events on material hardship, but unlike public insurance schemes, reliance on private wealth further stratifies the economic wellbeing of households. Policy options for addressing this highly stratified private insurance scheme include disposing of the need for it by funding more robust public insurance, for instance through wealth taxation. The paper analyses changes in the generosity of public transfers to the unemployed and their effectiveness for the alleviation of poverty risks in Germany and Great Britain between the 1990s and the 2000s. In the light of changing poverty risks among the unemployed, the contribution of policy changes is assessed using individual-level data on household incomes. The results indicate that the introduction and expansion of the tax credit programmes in Britain led to an increase of public transfers especially for those with low household market incomes and thereby also improved the effectiveness of transfers in combating poverty. In Germany, the generosity of transfers to the unemployed hardly changed over time, whereas the effectiveness of transfers to prevent households from falling into poverty declined. This can be explained by changes in the composition of the unemployed by recent labour force participation and household market incomes. As former labour market insiders are consistently better protected from poverty than former outsiders, the results confirm the stratified nature of unemployment protection in Germany, albeit no significant trend towards increasing dualisation in public benefits is found. Thus, the results do not support notions of a fundamental shift of the system of unemployment protection with respect to the generosity of transfers in Germany but emphasise the importance of changes in the German labour market.
