Land-use regulations are a critical component of forest governance and conservation strategies, but their effectiveness in shaping landholder behaviour is poorly understood. We conducted a spatial and temporal analysis of the Brazilian ForestCode (BFC) to understand the patterns of regulatory compliance over time and across changes in the policy, and the implications of these compliance patterns for the perceived costs to landholders and environmental performance of agricultural landscapes in the southern Amazon state of Mato Grosso. Landholdings tended to remain in compliance or not according to their status at the beginning of the study period. The perceived economic burden of BFC compliance on soya bean and beef producers (US$3-5.6 billion in net present value of the land)may in part explain themassive, successful campaign launched by the farm lobby to change the BFC. The ecological benefits of compliance (e.g. greater connectivity and carbon) with the BFC are diffuse and do not compete effectively with the economic benefits of non-compliance that are perceived by landholders. Volatile regulation of land-use decisions that affect billions in economic rent that could be captured is an inadequate forest governance instrument; effectiveness of such regulations may increase when implemented in tandem with positive incentives for forest conservation. The 280 000 km² Xingu indigenous lands and protected areas (ILPAs) corridor, inhabited by 24 indigenous peoples and about 215 riverine (ribeirinho) families, lies across active agriculture frontiers in some of the historically highest-deforestation regions of the Amazon. Much of the Xingu is anthropogenic landscape, densely inhabited and managed by indigenous populations over the past millennium. Indigenous and riverine peoples' historical management and use of these landscapes have enabled their long-term occupation and ultimately their protection. The corridor vividly demonstrates how ILPAs halt deforestation and why they may account for a large part of the 70 per cent reduction in Amazon deforestation below the 1996-2005 average since 2005. However, ongoing and planned dams, road paving, logging and mining, together with increasing demand for agricultural commodities, continued degradation of upper headwaters outside ILPA borders and climate change impacts may render these gains ephemeral. Local peoples will need new, bottom-up, forms of governance to gain recognition for the high social and biological diversity of these territories in development policy and planning, and finance commensurate with the value of their ecosystem services. Agricultural frontiers are dynamic environments characterized by the conversion of native habitats to agriculture. Because they are currently concentrated in diverse tropical habitats, agricultural frontiers are areas where the largest number of species is exposed to hazardous land management practices, including pesticide use. Focusing on the Amazonian frontier, we show that producers have varying access to resources, knowledge, control and reward mechanisms to improve land management practices. With poor education and no technical support, pesticide use by smallholders sharply deviated from agronomical recommendations, tending to overutilization of hazardous compounds. By contrast, with higher levels of technical expertise and resources, and aiming at more restrictive markets, large-scale producers adhered more closely to technical recommendations and even voluntarily replaced more hazardous compounds. However, the ecological footprint increased significantly over time because of increased dosage or because formulations that are less toxic to humans may be more toxic to other biodiversity. Frontier regions appear to be unique in terms of the conflicts between production and conservation, and the necessary pesticide risk management and risk reduction can only be achieved through responsibility-sharing by diverse stakeholders, including governmental and intergovernmental organizations, NGOs, financial institutions, pesticide and agricultural industries, producers, academia and consumers. The Brazilian Amazon frontier shows how remarkable leadership can work towards increased agricultural productivity and environmental sustainability without new greenhouse gas emissions. This is due to initiatives among various stakeholders, including national and state government and agents, farmers, consumers, funding agencies and non-governmental organizations. Change has come both from bottom-up and top-down actions of these stakeholders, providing leadership, financing and monitoring to foster environmental sustainability and agricultural growth. Goals to reduce greenhouse gas emissions from land-cover and land-use change in Brazil are being achieved through a multi-tiered approach that includes policies to reduce deforestation and initiatives for forest restoration, as well as increased and diversified agricultural production, intensified ranching and innovations in agricultural management. Here, we address opportunities for the Brazilian Amazon in working towards low-carbon rural development and environmentally sustainable landscapes. [ABSTRACT FROM AUTHOR]
