This paper examines the development of global ethnic ties, focusing on pan-American Nikkei activities among later-generation descendants of Japanese immigrants. How do diasporic ties emerge across countries, and how are ties mobilized? Who promotes, and participates in, this process? Pan-American Nikkei activities emerged neither as a by-product of shared ancestry or experience nor as a result of continuous ties to their ancestral homeland. Instead, they emerged in response to changes taking place in their countries of residence. Precisely because Japanese descendants throughout the Americas became assimilated, acculturated and economically better off, community leaders had both the means and need to mobilize diasporic ties in order to bolster their communities, and their status therein, in their respective countries. Industrial competition with rising economies, new regional investment from the West, and trade pacts among competitors threaten Japan's long postwar prominence. Global market dynamics and regional competition prompted the shift from offshore factories to local networks in the last decade. Similar forces are driving the recent formation of regional Nikkei - Japan-affiliated - nodes in major industrial clusters in Asia.The central concept of this volume,'knowledge networks,'refers to interactive linkages around nodes of tacit and codified knowledge embedded in Global Value Chains. Through survey evidence and interviews at firms and factories this book reveals the problems facing knowledge transfer, such as persisting difficulties in communication, technology transfer, and indigenous learning in regional nodes of Nikkei Value Chains and the persistence of earlier patterns of hierarchical coordination in information flows despite the shift towards more horizontal network organization. However, a comparison of Nikkei knowledge networks in China, South Korea, and Thailand reveals the possibilities of an interactive learning community in cross-border investment. If Japan can meet the challenge of tapping Asia's offshore resources for innovation, it will pose a formidable global challenge to Western competitors.

Japanese Diasporas examines the relationship of overseas Japanese and their descendents (Nikkei) with their home and host nations, focusing on the political, social and economic struggles of Nikkei. Frequently abandoned by their homeland, and experiencing alienation in their host nations, the diaspora have attempted to carve out lives between two worlds. Examining Nikkei communities and Japanese migration to Manchuria, China, Canada, the Philippines, Singapore and Latin America, the book compares Nikkei experiences with those of Japanese transnational migrants living abroad.The authors connect theoretical issues of ethnic identity with the Japanese and Nikkei cases, analyzing the hidden dynamics of the social construction of race, ethnicity and homeland, and suggesting some of the ways in which diasporas are transforming global society today. In contrast to most studies of migration, which assume that migrants arrive from less developed countries to the industrialised world, where they suffer from discrimination, poor living conditions and downward social mobility, this book examines a different sort of diaspora – descendants of Japanese migrants or'Nikkei'– in Bolivia, who, after a history of organised migration, have achieved middle-class status in a developing country, while enjoying much symbolic capital among the majority population. Based on extensive original research, the book considers the everyday lives of Nikkei and their identity, discusses how despite their relative success they remain not fully integrated into Bolivia's imperfect pluricultural society and explores how they think about, and relate to, Japan.

Japan is currently wallowing in its worst recession ever. During the first six months of 1995 each day's fall in land and share prices brought closer the possibility of a 1930s-type financial collapse, because, as was widely agreed, the banking system's bad debts in relation to its shrinking asset base had long since reached enormous proportions. From a high of 38,916 at the end of 1990, the Nikkei stock average index plummeted to 14,390 in mid-1992, and although it subsequently clawed its way over the 20,000 level, the Kobe earthquake eroded the premature confidence and by July 1995 it was teetering on the brink of the 13,000 level. Even officialdom accepted that Japan's so-called recovery had come to a "standstill." A month later, in spite of a partial revival of share prices and a marginally cheaper yen, mining and manufacturing production continued its unabated fall, with few signs of any end to the slowdown.! The main reason why the country's problems have been so intractable is that the solutions which have so far been applied have actually constituted their most fundamental cause and have therefore tended to fan the flames of recession rather than extinguish them. Japan has been suffering from a classic case of underconsumptionism and its associated chronic deflation.

21. 'The lolicon guy': Some observations on researching unpopular topics in Japan

Since the early 2000s, Japan has pursued a range of policy initiatives under the banner of “cool Japan.” These policy initiatives are based on the idea that certain forms of Japanese media and popular culture are perceived overseas to be cool, which represents not only the attractive possibility of expanding global markets, but also winning the hearts and minds of young people around the world and encouraging them to become “Japan fans” (Sugimoto 2013).1 From the beginning, cool Japan policy has made much of the supposed popularity of manga and anime in “the West,” which seems somehow to legitimate the nation and demonstrate that proclamations of its decline are premature (Leheny 2006: 214-216, 220-223; Choo 2011: 85, 87-88). Although cool Japan policy has drawn more vocal critics in recent years (see Mihara 2014 for an overview), public funds are still being allocated to promote manga and anime, among other things perceived to contribute to a positive image of Japan (Nikkei 2015). Public diplomacy and nation branding are in no way unique to Japan, but its government has drawn attention for being openly invested in national(izing) popular culture. Given this, it is significant that the global spread of manga and anime hasgenerated not only stories about “cool Japan,” but also simultaneously rekindled familiar stories about “weird Japan” as a sexually deviant “other.” This distinct but connected national(izing) discourse of popular culture came to the fore in the summer of 2014, when Japan banned the possession of child pornography, but did not include in its definition of child pornography manga, anime and games sexualizing characters that appear to be underage or depicting them engaged in sex acts. The decision sparked widespread criticism outside Japan of its perceived failure to crack down on child pornography – criticism that conflated actual and virtual forms, ignoring the presence or absence of victim and crime (McLelland 2005: 63-64; McLelland 2011: 351-354, 360-361, 363). For example, one article condemning Japan as “the Empire of Child Pornography” (Adelstein and Kubo 2014) is illustrated with a photograph of a Japanese man looking to purchase media emblazoned with manga/anime-style girl characters, who appear to be young. In articlessuch as this one, Japanese manga and anime and men attracted to them are positioned as sexually suspect. In the photograph described above, we do not know the content of the offending media or the thoughts of the man looking to purchase them, but assume from the framing that the media are child pornography and the man is a pedophile and potential predator. Japan seems to be full of such media and men, which begs the question: “Why is there such a fascination with sexual interaction with young girls – known as rorikon (Lolita complex) in Japan” (Adelstein and Kubo 2014)? The alleged sexual fascination with young girls revealed in manga andanime and attributed to Japan as a nation is referred to as rorikon, or lolicon, as it is more widely transcribed.2 Lolicon has long been a part of national (izing) discourses of Japanese media and popular culture, but manga and anime are particularly prone to be taken up as examples. It is not a problem to criticize manga and anime, which are not to everyone’s tastes and can repulse as powerfully as they attract, but it is a problem when critics move from personal repulsion to calls for regulation. It is a problem when critics equate attraction to manga and anime with perversion and pathology (Rogers 2010), and link the consumption of such media with horrific crimes against children – or, as one reporter ominously put it, “cartoons may be fueling the darkest desires of criminals” (Ripley et al. 2014). Although the jury is still out on the social impact of manga and anime – “It has not been scientifically validated that it even indirectly causes damage” (Adelstein and Kubo 2014) – many nevertheless feel justified to judge people guilty of imaginary crimes (McLelland 2012: 479). In this way, lolicon has become a keyword in global criticism of “Japan’s child porn problem” (Adelstein and Kubo 2014).3

This is an important and controversial work, hitherto available only in Korean, Japanese, and Chinese, a book which has been subject to court cases attempting to have some parts deleted. The author reconsiders the issue of the “comfort women,” that is the Korean women who were compelled to provide sexual comfort to Japanese troops during the Asia-Pacific War. She explores the human complexity of the experiences of these women, who despite terrible exploitation, she feels, cannot and should not only be considered as passive victims. She sets the issue in context, revealing how Korean society played a role, with patriarchy and middlemen being significant factors in the procurement of comfort women, and how alongside the comfort women there were volunteer labor corps of Korean young women supporting the Japanese war effort. The author highlights Korea's colonial status, different from the territories Japan invaded and conquered, discusses how relations between colonizers and colonized in an empire are not straightforward, and argues that people should work to understand more fully the mindset of those at the time, and refrain from forcing values from the present to resolve indignities of the past. Aiming to find a way to pursue reconciliation while looking more closely at the history, the book provides substantial consideration of key issues to do with empire, memorialization, and censorship. It is an uncomfortable read for those seeking simplistic interpretations and easy solutions.

Incoherence is a term that is all too often associated with the public international law regime. To a great extent, its incoherence is arguably a natural consequence of the fragmented nature of both the development and overall scope of the discipline. Despite significant achievements since the Universal Declaration of Human Rights (1948), a coherent human rights regime that is properly integrated with other branches of public international law is still lacking. This book explores this incoherent approach to human rights, including specific challenges that arise as a result of the creation and regulation of legal relationships between parties (state and non-state) that sit outside of the human rights framework, with a view to considering how it may be remedied. Divided into three parts, the collection provides a critical exploration of various challenges and barriers related to the absence of human rights in some instances, contemporary emergence of rights, and a lack of rights fulfilment in others. These three situations are considered within the wider context of, and difficulties facing, a human rights-based approach to international law. Each of the three parts aligns with one of the three prime responsibilities and duties of states in respect of international human rights: to promote, to protect and to fulfil. The contributions represent different perspectives in international law and human rights and how the global agenda of promoting human rights, the rules-based international order and multilateralism requires further strengthening – the lens of incoherence providing a means to understand particular inconsistencies. This volume re-examines the notion of the East Asian peace, arguing that it requires updating for the current and near-future context of US-Chinese rivalry.The “East Asian peace” refers to the remarkable change in conflict levels in eastern Eurasia over the past 80 years or even the past 130 years or so. Prior to the late 1970s, East Asia was regarded as the most conflictual region on the planet. Although insurgencies have continued in places such as Myanmar, Thailand, and the Philippines, after the 1980s East and Southeast Asia became one of the world's least conflictual regions. Geopolitics and economic development worked hand in hand to reduce conflict in the region and, in this respect, the East Asian peace has been a confluential peace. The general problem with a confluential peace is that the factors that shape it evolve over time, and the specific circumstances in question seem to be evolving in a different direction, with East Asia shaping up to be the most central locale of the contest between US and Chinese hegemony, both regionally and perhaps globally. This book argues that the idea of the East Asian peace now requires adjustment to the current and near-future context. The more general arguments presented here focus on alternative interpretations of how regional peace and order should be interpreted, while the more specific arguments involve interpretations of Chinese and other countries'behavior in the context of the heightened rivalry between China and the United States.This book will be of much interest to students of East Asian politics, peace studies, foreign policy, and international relations.

The Enduring Legacies of the Global Financial Crisis in East Asia challenges the assumption that the global financial crisis had a limited structural impact on East Asian political economies, arguing that the crisis has led to a significant, if uneven, reorganization of major national political economies within the region where, in response to the crisis, states have promoted domestic processes of financialization as a means of stimulating their economies.The major East Asian economies, bar Japan, enjoyed strong recoveries from the 2008–2009 financial crisis. However, this success has been achieved by promoting domestic processes of financialization to maintain demand – more precisely, the rapid build-up of household debt (Malaysia, Korea, Taiwan, China) and asset price bubbles (China, Japan). In short, East Asia has employed precisely those practices that the global financial crisis itself illustrated the unsustainability of, to maintain growth. Using a post-Keynesian framework, the book argues that the dependency on these forms of financialization to support demand is a direct product of a failure to address the issue of inequality. High levels of inequality slow the growth of non-debt-based domestic consumption. An alternative approach to supporting demand in the post-crisis period would need to focus on progressive redistribution through strengthening of labour rights and systems of social support, which would directly challenge the interests of economic and political elites. The structural vulnerabilities that accelerated financialization is creating in East Asia demonstrate the necessity of a post-Keynesian growth strategy based on redistribution and curbing financialization. The book also argues that in certain Northeast Asian economies the crisis has led to a consolidation of systems of industrial activism/state control, which could have occurred without accelerated financialization, and vice versa.This book will be of great interest to students and scholars of political economy and Asian studies.
