Citizenship Utopias in the Global South is an edited collection of empirical research that explores emergent forms of activism in Africa, Asia, and Latin America in times of multiple crises. At the intersection of hope and disillusionment, the diverse and thought-provoking chapters investigate emerging forms of activism in the Global South – including youth activisms, anti-racism struggles, feminist initiatives, online dissent, and Indigenous movements. In the 2020s, many parts of the world are witnessing contradictory processes of popular claims to rights, livelihoods, and social justice, and subsequent forms of populist authoritarianism and the securitization of civil society. Previously hopeful calls for dignity, democracy, and social justice – through protesting, strikes, civil society campaigns, legal reforms, and elections, for example – have been met with disdain and civic disengagement. This book investigates the re-imagination and pursuit of citizen activism in such times of popular disillusionment. It explores citizenship utopias as social imaginaries that are enacted and that articulate an ideal social order or democratic polity with ideal forms of experiencing citizenship. Its chapters interrogate conventional approaches to citizenship by introducing a nuanced and empirically grounded exploration of the complex ways in which people experience, negotiate, and engage in the societal changes that they aspire towards. The examination of citizenship utopias outlines contemporary signals for transformative futures and their possibilities. The book undertakes a fresh effort at contributing to the shifting terrain of critical development studies, political anthropology, political sociology, and decolonising scholarship by engaging in discussions about citizenship, activism, disillusionment, and future societal alternatives in times of multiple global challenges.

This book explores the concept of civic stratification and examines its contemporary relevance for analysis and understanding of the functioning of rights in society. David Lockwood’s (1996) concept of civic stratification outlines the way in which the rights associated with citizenship can be a source of inequality by virtue of their formal granting or denial by the state, or by informal impediments to their full realisation. The purpose of this book is to explore the meaning and significance of this concept, and elaborate its potential in offering a framework for understanding the dynamic nature of rights. Lockwood’s model reverses Marshall’s (1950) view of citizenship as guaranteed inclusion in society and is linked to the way that the differential entitlement and the qualifying conditions associated with certain rights can be harnessed as a means of control. While both Marshall and Lockwood were principally concerned with the rights attaching to citizenship, this book extends the insights of these two authors to show how such controls apply in various ways to both citizens and non-citizens alike. Building on Lockwood’s conception of ‘moral resources’ the book set out a theoretical framework and empirical illustration of how the position of different groups within society is subject to shifting perceptions of social worth and is engaged both in claims to fuller access to rights and in justifications of their denial or removal. This book explores visual political engagement online – how citizens participate in the dynamism of life in society by expressing their opinions and emotions on various issues of democratic life in image-based social media posts, independently of collective actions. Looking beyond large digital social movements to focus on the everyday, the book provides a well-documented and comprehensive framework of key notions, concrete methods and examples of empirical insights into everyday visual citizenship on social media. This volume showcases new and interesting ways in which the possession of civic virtues can contribute to people’s abilities to engage in public life in meaningful ways. What is the role of civic virtues in public life? How does possessing civic virtues affect persons and their capacities for participation in the public order? The chapters in this volume combine philosophical and empirically informed work to show how civic virtues can be informed by larger virtue ethical perspectives. The first two chapters discuss virtues of individuals that have not received significant empirical attention—authenticity and wisdom and psychological resilience. The next two chapters address education and the ways in which civic virtues can help us to better serve schoolchildren who are socially and economically disadvantaged, as well as to broaden students’ horizons with respect to character and sustainability education. The final four chapters explore the roles for virtues within various political and public realms. They offer perspectives on how virtues affect contentious politics in democratic societies, and study virtues in contexts in which democracy has been stifled or torn apart by war. This book analyses the multifaceted ways law operates in the context of human mobility, as well as the ways in which human mobility affects law. Migration law is conventionally understood as a tool to regulate human movement across borders, and to define the rights and limits related to this movement. But drawing upon the emergence and development of the discipline of mobility studies, this book pushes the idea of migration law towards a more general concept of mobility that encompass the various processes, effects, and consequences of movement in a globalized world. In this respect, the book pursues a shift in perspective on how law is understood. Drawing on the concepts of ‘kinology’ and ‘kinopolitics’ developed by Thomas Nail as well as ‘mobility justice’ developed by Mimi Sheller, the book considers movement and motion as a constructive force behind political and social systems; and hence stability that needs to be explained and justified. Tracing the processes through which static forms, such as state, citizenship, or border, are constructed and how they partake in production of differential mobility, the book challenges the conventional understanding of migration law. More specifically, and in revealing its contingent and unstable nature, the book reveals how human mobility is itself constitutive of law. This interdisciplinary book will appeal to those working in the areas of migration and refugee law, citizenship studies, mobility studies, legal theory, and sociolegal studies.

This book outlines a critical theory of citizenship, with an emphasis on how citizenship institutes power relations and organises the rights and obligations of those who become its subjects.Whether it is the question of the rights of animals, children, migrants, minorities, mothers, or mountains, and whether such rights are protected or guaranteed by national law, international law, or human rights law, the issue of citizenship has already indelibly marked the 21st century. As an institution, citizenship governs the relationship between a polity and its peoples by dividing them into citizens and noncitizens, with differentiated rights and obligations. So necessarily, this book argues, citizenship is an institution of domination and emancipation that brings into play the struggles of those who want to protect certain privileges and the struggles of those who are against being caught in either second-class or noncitizen categories. Deconstructing dominant theories and practices of citizenship, a critical theory of citizenship must, therefore, not only analyse intersecting rights, but also connect citizenship to these broader social struggles. Following the stories of two dozen refugees from Syria and Afghanistan in 2015, Citizens and Refugees argues that we need to include the histories of these countries, notably the Syrian Revolution, into narratives of the refugee crisis. The book thus challenges a framing of the crisis that usually begins only with the moment of people fleeing. The stories it tells show refugees as citizens with a political voice engaged in struggles for participation and democracy, rather than as people in need of rescuing and integrating into new societies. It equally examines the much-celebrated German welcoming culture of 2015, arguing that it silenced political voices of those fleeing to Germany. This book argues that citizens have a moral right to decide by which criteria they grant migrants citizenship, as well as to control access to their territory in the first place. In developing and defending this argument, it critically engages numerous objections, thus providing the reader with a thorough overview of the current debate on the ethics of immigration and exclusion.The author's argument is based on a straightforwardly individualist and liberal starting point. One of the rights granted by liberalism is freedom of association, which also comprises the right not to associate with people with whom one does not want to associate. While this is an individual right, it can be exercised collectively like many other individual rights. Thus, people can decide to collectively organize into an association pursuing certain goals; and subject to certain provisos, this gives rise to legitimate claims to space and territory in which they pursue these goals. The author shows that this right is far-reaching and robust, which entails an equally far-reaching and robust right to exclude. Moreover, he demonstrates that large-scale immigration from illiberal cultures tends to severely compromise the way of life, the values, and the institutions of liberal democracies in ways routinely ignored by apologists for multiculturalism.Freedom, Culture, and the Right to Exclude will be of interest to scholars and advanced students working in applied ethics, political philosophy, political theory, and law.

Democracy and citizenship are conceptually and empirically contested. Against the backdrop of recent and current profound transformations in and of democratic societies, this volume presents and discusses acute contestations, within and beyond national borders and boundaries. Democracy's crucial relationships, between state and citizenry as well as amongst citizens, are rearranged and re-ordered in various spheres and arenas, impacting on core democratic principles such as accountability, legitimacy, participation and trust. At times of triumphant neo-liberalism cities increasingly become objects of financial speculation. Formally, social and political rights might not be abolished, yet factually they have become inaccessible for large parts of the population. The contributions gathered in this volume shed light on the clash between the perspectives of restructuring and reordering urban environments in the interest of investors and the manifold and innovative agencies of resistance that claim and stand up for the rights of urban citizenship. Renewed waves of urban transformation employ state coercion to foster the expulsion of poor and marginalised inhabitants from those urban spaces that attract interest from speculators. The intervention of state agencies triggers the work of hegemonic culture for reframing the housing issue and implementing moral and political legitimation, as well as legislation that restricts urban citizenship rights. The case studies of the volume comparatively show the different and sometimes contradictory patterns of these conflicts in Berlin, Sydney, Belfast, Jerusalem, Amsterdam, and İstanbul as well as in metropoles of Latin America and China. When money equates to power and the system is rigged in favor of wealthy elites, why do we still pretend we are living in a democracy? In Living under Post-Democracy, Caleb R. Miller challenges us to admit what we already know: that most of us are effectively powerless over the political decisions that govern our lives. Co-production occurs when citizens actively participate in the design and delivery of public services. The concept and its practice are of increasing interest among policymakers, public service managers and academics alike, with co-production often being described as a revolutionary solution to public service reform.Public Service Management and Asylum: Co-production, Inclusion and Citizenship offers a comprehensive exploration of co-production from the public administration and service management perspectives. In doing so, it discusses the importance of both streams of literature in providing a holistic understanding of the concept, and based on this integration, it offers a model which differentiates co-production on five levels. The first three refer to the role of the public service user in the design and delivery of services (co-construction, participative co-production and co-design) and the other two focus on inter-organisational relationships (co-management and co-governance). This model is applied to the case of asylum seekers in receipt of social welfare benefits in Scotland to explore the implications for social inclusion and citizenship. It argues that as public service users, asylum seekers will always play an active role in the process of service production and while co-production does not provide asylum seekers with legal citizenship status, if offers an opportunity for asylum seekers to act like citizens and supports their inclusion into society. Deportation has again taken a prominent place within the immigration policies of nation-states. Irregular Citizenship, Immigration, and Deportation addresses the social responses to deportation, in particular the growing movements against deportation and detention, and for freedom of movement and the regularization of status. What happens when a group traditionally defined as lacking the necessary capacities of citizenship is targeted by government programs that have made ‘citizenship inclusion'their main goal? Combining theoretical perspectives of political philosophy, social theory, and disability studies, this book untangles the current state of Western intellectual disability politics following the replacement of state institutionalisation by independent and supported living, individual rights, and self-determination. Taking its cue from Foucault's conception of ‘biopolitics', denoting the government of the individuals and the totality of the population, its overarching argument is that the ambiguous positioning of people with intellectual disabilities with respect to the ideals of citizenship results in a regime of government that simultaneously includes and excludes people of this group. On the one hand, its members are projected to become ideal-citizens via the cultivation of citizenship capacities. On the other, the right to live independently and by their own choices is curtailed as soon as they are seen as failing with respect to the ideals of reason and rationality. Therefore, coercion, restraints, and paternalism, which were all supposed to end with deinstitutionalisation, are still ingrained in services targeting the group. In equal parts a theoretical work, advancing debates of critical disability theory, social theory, and post-structural philosophy, as well as an empirical engagement with the history of intellectual disability politics and the ways in which present day politics target the group, this book will be of interest to all students and scholars of disability studies, disability politics, and political theory.

Social justice is a concept which is widely touted and lauded as desirable, yet its meaning may differ depending on whether its focus is on the underlying values of social justice, the more specific objectives these entail, or the actual practices or policies which aim to achieve social justice. In the current global political context, we need to re-examine what we mean by social justice, and demonstrate that'making a difference'and contributing to human flourishing is more achievable than this context would suggest. First published in 1999, this volume examines new forms of cultural diversity which result from migration and globalization. Historically, most liberal democracies have developed on the basis of national cultures – either a single one, or a dominant one, or a federation of several ones. However, political and economic developments have upset traditional patterns and have blurred established boundaries. Ongoing immigration from diverse origins has inserted new ethnic minorities into formerly homogenous populations. Democratic liberties and rights provided opportunities for old and new marginalized minorities to resist assimilation and to assert identities. The resulting pattern of multiculturalism is different from earlier ones. Often cultural boundaries are neither clearly defined nor do they simply dissolve by assimilation into a dominant group – they have become fuzzy and a constant source of real or imagined hostility and anxiety. A proliferation of mixed identities goes together with stronger claims for cultural rights and escalating hostilities between ethnic minorities and national majorities. In many countries multiculturalism is today perceived as a challenge rather than as an enrichment. While marriage has lost its popularity in many developed countries and is no longer an obligatory path to family formation, it has gained momentum among binational couples as states reinforce their control over human migration. Examining the exploitation of this vacuum of leadership and opportunity by new demagogues, the author considers two important yet overlooked dimensions of this new populism: the mobilization of both religion and masculinity. By understanding religion as a dynamic social force that can be mobilized for purposes of social solidarity and by appreciating the sociological arguments that hyper-masculinity is caused by social injury, Roose considers how these key social factors have been particularly important in contributing to the emergence of the new demagogues and their followers. The economics of voting is about whether and to what extent self-interest may be relied upon in voting. The central proposition in economics is that the world's work gets done satisfactorily when each person does what they think is best for themselves. The commonsense view of the matter is that this outcome alone would be chaos.This book examines voting in four key terms: self-interest, bargaining, duty and rights. Self-interest creates a voting equilibrium on various issues, notably the redistribution of income. Bargaining has a larger role to play in voting than in commerce, as it becomes essential in the formation of platforms of political parties and for the passage of laws. A duty to vote arises from the fact that a person's vote has only an infinitesimal chance of influencing the outcome of an election. Rights are a democracy's first line of defense against exploitation that, unless constrained, the majority rule voting enables voters to expropriate the corresponding minority, undermining democracy completely. Four key questions are asked in this book. When is there self-interest in majority rule voting comparable to the general interest in markets? To what extent does ‘government by majority rule voting'depend upon bargaining as well as voting? Can willingness to vote be attributed to self-interest or is a sense of duty required? Does democracy require property rights? Through an examination of these terms, this book argues that they are indispensable requirements for the maintenance of government by majority rule voting. An acknowledged challenge for humanitarian democratic education is its perceived lack of philosophical and theoretical foundation, often resulting in peripheral academic status and reduced prestige. Food is a contentious and emotive issue, subject to critiques from multiple perspectives. Alternative food movements – including the different articulations of local, food miles, seasonality, food justice, food knowledge and food sovereignty – consistently invoke themes around autonomy, sufficiency, cooperation, mutual aid, freedom, and responsibility.In this stimulating and provocative book the authors link these issues to utopias and intentional communities. Proposing a new, dynamic conception of citizenship, this book argues against understandings of citizenship as a collection of rights that can be either possessed or endowed, and demonstrates it is an emergent condition that has temporal and spatial dimensions. Furthermore, citizenship is shown to be continually and contingently reconstituted through the struggles between those considered insiders and outsiders. Significantly, these struggles do not result in a clear division between citizens and non-citizens, but in a multiplicity of states that are at once included within and excluded from the political community. These liminal states of citizenship are elaborated in relation to three specific forms of non-citizenship: the'respectable illegal, the'intimate foreigner'and the'abject citizen'. Each of these modalities of citizenship corresponds to either the figure of the clandestino/a or the nomad as invoked in the 2008 Italian Security Package and a second set of laws, commonly referred to as the'Nomad Emergency Decree'. Exploring how this legislation affected and was negotiated by individuals and groups who were constituted as'objects of security', author Kate Hepworth focuses on the first-hand experience of individuals deemed threats to the nation. Situated within the field of human geography, the book draws on literature from citizenship studies, critical security studies and migration studies to show how processes of securitisation and irregularisation work to delimit between citizens and non-citizens, as well as between legitimate and illegitimate outsiders.

Capitalism, Citizenship and the Arts of Thinking proposes a historical materialist ethic of human flourishing understood in terms of the practice of citizenship. It focuses on the ways in which capitalism's necessary mode of thinking – analytical thinking – impedes the nurturing of capabilities for citizenship as understood from a Marxian-Aristotelian point of view. It includes a systematic discussion of the Aristotelian resonances in Marx's critique of capitalism, as well as an elaboration and critique of Alfred Sohn-Rethel's account of the origins of analytical thinking in his book Intellectual and Manual Labor: A Critique of Epistemology. Dean's critique of this book draws on the language theories of Lev Vygotsky, Alexander Luria, Jack Goody, Eric Havelock and Walter Ong, so as to identify the origins of analytical thinking in literacy rather than in monetised exchange relations, as claimed by Sohn-Rethel. Citizenship as a status assumes that all those encompassed by the term'citizen'are included, albeit within the boundaries of the nation-state. Yet citizenship practices can be both inclusionary and exclusionary, with far-reaching ramifications for both nationals and non-nationals. This volume explores the concept of citizenship and its practices within particular contexts and nation-states to identify whether its claims to inclusivity are justified. This will show whether the exclusionary dimensions experienced by some citizens and non-citizens are linked to deficiencies in the concept, country-specific policies or how it is practised in different contexts. The interrogation of citizenship is important in a globalising world where crossing borders raises issues of diversity and how citizenship status is framed. This raises the issue of human rights and their protection within the nation-state for people whose lifestyles differ from the prevailing ones. These issues are of particular concern to social workers given that they must act in accordance with the principles of democracy, equality and empowerment. However, citizenship issues are often inadequately articulated in social work theory and practice. This book redresses this by providing social workers with insights, knowledge, values and skills about citizenship practices to enable them to work more effectively with those excluded from enjoying the full rights of citizenship in the nation-states in which they reside.

More than sixty years since the 1948 Universal Declaration of Human Rights first enshrined the right to freedom of movement in an international charter of human rights, the issue of mobility and the right to tourism itself have become increasingly significant areas of scholarly interest and political debate. However, despite the fact that cross-border travel implies certain citizenship rights as well as the material capacity to travel, the manifold intersections between tourism and citizenship have not received the attention they deserve in the literature.This book endeavours to fill this gap by being the first to fully examine the role of tourism in wider society through a critically-informed sociological reflection on the unfolding relationships between international tourism and distinct renderings of citizenship, with particular emphasis on the ideological and political alignments between the freedom of movement and the right to travel.
