Background: Access to primary care is important for the identification, control and management of cardiometabolic risk factors (CMRFs). This study investigated whether differences in geographic access to primary care explained area-level variation in CMRFs. Methods: Multilevel logistic regression models were used to derive the association between area-level access to primary care and seven discrete CMRFs after adjusting for individual and area-level co-variates. Two-step floating catchment area method was used to calculate the geographic access to primary care for the small areas within the study region. Results: Geographic access to primary care was inversely associated with low high density lipoprotein (OR 0.94, CI 0.91–0.96) and obesity (OR 0.91, CI 0.88–0.93), after adjusting for age, sex and area-level disadvantage. Pacific people across Oceania have a rich history of being navigators and sea-farers, utilising traditional knowledges to connect within various islands and waters of the Pacific. With the introduction of Western modernity through colonialism, such traditional approaches have been gradually eroded and devalued. Reciprocal and communal principles like solesolevaki are still practised but now at the behest of contemporary influences like globalism, capitalism, consumerism and individualism. Pacific people continue to be on the move, navigating new spaces and places to keep up. This includes rural-urban drift leaving village life behind, and migration to New Zealand and Australia. With large cohorts of Pacific people now residing in such Western locations, certain systems are challenged to understand their cultural perspectives. Pacific people are then relegated to the margins, occupying spaces that are marred by over-representation in the legal system and increasing rates of noncommunicable diseases. This chapter focuses on the burgeoning identity of Pacific Social Work and its role across education, practice, policy and research. Examples from my own extensive professional experience in community and academia highlight the scope to deconstruct dominant perspectives in working with such people groups, and the need to disrupt whiteness in appropriately responding to Pacific communities across Oceania.

Method A cross-sectional design utilising de-identified laboratory data on eight CMRFs including fasting blood sugar level (FBSL); glycated haemoglobin (HbA1c); total cholesterol (TC); high density lipoprotein (HDL); albumin creatinine ratio (ACR); estimated glomerular filtration rate (eGFR); body mass index (BMI); and diabetes mellitus (DM) status was used to undertake descriptive and spatial analyses. CMRF test results were dichotomised into 'higher risk' and 'lower risk' values based on existing risk definitions. Australian Census Statistical Area Level 1 (SA1) were used as the geographic units of analysis, and an Empirical Bayes (EB) approach was used to smooth rates at SA1 level. Choropleth maps demonstrating the distribution of CMRFs rates at SA1 level were produced. Spatial clustering of CMRFs was assessed using Global Moran's I test and Local Indicators of Spatial Autocorrelation (LISA). Results A total of 1,132,016 test data derived from 256,525 individuals revealed significant geographic variation in the distribution of 'higher risk' CMRF findings. The populated eastern seaboard of the study region demonstrated the highest rates of CMRFs. Global Moran's I values were significant and positive at SA1 level for all CMRFs. The highest spatial autocorrelation strength was found among obesity rates (0.328), and the lowest for albuminuria (0.028). LISA tests identified significant High-High (HH) and Low-Low (LL) spatial clusters of CMRFs, with LL predominantly in the less populated northern, central and southern regions of the study area. Conclusion

The thermoelectric hetero nano region, as a new strategy, can effectively modulate the electrical and thermal transport properties. In this study, the thermoelectric hetero nano region is explored to improve the thermoelectric performance for Bi0.46Sb1.54Te3 material at room temperature, and a high ZT of 1.45 at 325 K has been achieved. We introduce the thermoelectric hetero nano SnTe regions in a Bi0.46Sb1.54Te3 matrix by mechanical alloying and spark plasma sintering technique, which decouples the relation between electrical and thermal transport properties. The improved electrical conductivity can be attributed to the increase in carrier concentration due to the increased point defects and Bi/SbTe antisite defects. Thermoelectric hetero nano regions effectively scatter the acoustic phonon and thus induce the low lattice thermal conductivity of 0.33 W m-1 K-1. Due to the synergistic modulation of electrical and thermal transport by the introduction of the thermoelectric hetero nano region, a high ZT value of 1.45 is realized at 325 K.

The concept of area-based management in recent times has become increasingly associated with fisheries management. That this should be so is not a surprise. The linking of international regulation to the regulation of specific areas is not at all new - in fact if anything the reverse is true.1 Historically, linking the regulation of marine living resource to specific areas goes back to the earliest efforts at such regulation. Regional fisheries management organizations (rfmos) have typically, but not always, been geographically limited in area, and therefore it is logical that as area-based management has been considered in other contexts in dealing with ocean space that it should also be considered in the context of fisheries.

In this study, we present ground-based measurements of column-averaged dry-air mole fractions (DMFs) of CO2 (or XCO2) taken in a semiarid region of Australia with an EM27/SUN portable spectrometer equipped with an automated clamshell cover. We compared these measurements to space-based XCO2 retrievals from the Greenhouse Gases Observing Satellite (GOSAT). Side-by-side measurements of EM27/SUN with the Total Carbon Column Observing Network (TCCON) instrument at the University of Wollongong were conducted in 2015-2016 to derive an XCO2 scaling factor of 0.9954 relative to TCCON. Although we found a slight drift of 0.13 % over 3 months in the calibration curve of the EM27/SUN vs. TCCON XCO2, the alignment of the EM27/SUN proved stable enough for a 2-week campaign, keeping the retrieved Xair values, another measure of stability, to within 0.5 % and the modulation efficiency to within 2 %. From the measurements in Alice Springs, we confirm a small bias of around 2 ppm in the GOSAT M-gain to H-gain XCO2 retrievals, as reported by the NIES GOSAT validation team. Based on the reported random errors from GOSAT, we estimate the required duration of a future campaign in order to better understand the estimated bias between the EM27/SUN and GOSAT. For Pacific Island communities, social change has always been a part of their socio-political lives, while environmental changes were always transient and reversible, so that they understood and engaged with their ocean as a provider for food, culture and life. However, recent unprecedented and irreversible changes brought on by global climate change challenge this norm and alter their lagoons and adjacent oceans into unfamiliar territories. Climate change already is affecting, and has been projected to continue to disproportionately impact, Pacific Island Countries and Territories (PICTs) through rising temperatures, sea-level rise, saltwater intrusion of freshwater resources, coastal erosion, an increase in extreme weather events, altered rainfall patterns, coral reef bleaching, and ocean acidification. While knowledge is building about potential impacts on ecosystems and some target stocks, there is little information available for communities, governments and regional institutions on how to respond to these changes and adapt. What are the consequences for marine conservation, fisheries management and coastal planning at local, national and regional scales? What strategies and policies can best support and enable responses to these challenges across different scales? What opportunities exist to finance necessary climate change adaptation and mitigation measures? To consider these urgent issues, this paper synthesises innovative research methods, and studies many of the looming scientific, policy and governance challenges from a diversity of perspectives and disciplines.

Alterations of postsynaptic density (PSD)95-complex proteins in schizophrenia ostensibly induce deficits in synaptic plasticity, the molecular process underlying cognitive functions. Although some PSD95-complex proteins have been previously examined in the hippocampus in schizophrenia, the status of other equally important molecules is unclear. This is especially true in the cornu ammonis (CA)1 hippocampal subfield, a region that is critically involved in the pathophysiology of the illness. We thus performed a quantitative immunoblot experiment to examine PSD95 and several of its associated proteins in the CA1 region, using post mortem brain samples derived from schizophrenia subjects with age-, sex-, and post mortem interval-matched controls (n=20/group). Our results indicate a substantial reduction in PSD95 protein expression (−61.8%). Further analysis showed additional alterations to the scaffold protein Homer1 (Homer1a: +42.9%, Homer1b/c: −24.6%), with a twofold reduction in the ratio of Homer1b/c:Homer1a isoforms (P=0.011). Metabotropic glutamate receptor 1 (mGluR1) protein levels were significantly reduced (−32.7%), and Preso, a protein that supports interactions between Homer1 or PSD95 with mGluR1, was elevated (+83.3%). Significant reduction in synaptophysin (−27.8%) was also detected, which is a validated marker of synaptic density. These findings support the presence of extensive molecular abnormalities to PSD95 and several of its associated proteins in the CA1 region in schizophrenia, offering a small but significant step toward understanding how proteins in the PSD are altered in the schizophrenia brain, and their relevance to overall hippocampal and cognitive dysfunction in the illness.

Although some PSD95-complex proteins have been previously examined in the hippocampus in schizophrenia, the status of other equally important molecules is unclear. This is especially true in the cornu ammonis (CA)1 hippocampal subfield, a region that is critically involved in the pathophysiology of the illness. We thus performed a quantitative immunoblot experiment to examine PSD95 and several of its associated proteins in the CA1 region, using post mortem brain samples derived from schizophrenia subjects with age-, sex-, and post mortem interval-matched controls (n=20/group). Our results indicate a substantial reduction in PSD95 protein expression (−61.8%). Further analysis showed additional alterations to the scaffold protein Homer1 (Homer1a: +42.9%, Homer1b/c: −24.6%), with a twofold reduction in the ratio of Homer1b/c:Homer1a isoforms (P=0.011). Metabotropic glutamate receptor 1 (mGluR1) protein levels were significantly reduced (−32.7%), and Preso, a protein that supports interactions between Homer1 or PSD95 with mGluR1, was elevated (+83.3%). Significant reduction in synaptophysin (−27.8%) was also detected, which is a validated marker of synaptic density. These findings support the presence of extensive molecular abnormalities to PSD95 and several of its associated proteins in the CA1 region in schizophrenia, offering a small but significant step toward understanding how proteins in the PSD are altered in the schizophrenia brain, and their relevance to overall hippocampal and cognitive dysfunction in the illness.

Outcrops of the Paleozoic Chalki volcanic rocks are restricted to part of the northern Thrust Zone of Iraq close to Iraqi-Turkish border. Petrographically, the volcanic rocks from the Chalki area are mainly layered, appearing fresh in the field and exhibiting some basaltic lava flows. Porphyritic, amygdaloidal, and microlite-porphyric are the main observed textures. Phenocrysts of primary phases (i.e., olivine, iron oxides) are in a groundmass of feldspars and clinopyroxene. Chalki Formation is intercalated with Pirispiki Formation which consists of thin to medium bedded, greenish gray marl, red mudstone, and veins of calcite. The Chalki rocks are mafic of theolitic basalt type. Geochemically, they have high chromium and nickel concentrations in most samples. Rare earth element (REE) patterns illustrate parallel to sub-parallel, moderately fractionated REE patterns. The low heavy REE (HREE) contents in the studied samples appear to be due to partial melting of metamorphosed oceanic crust leaving HREE-rich accessory minerals (i.e., garnet) as a residual phase in the source. No Eu anomalies were observed in the Chalki samples which may indicate a back-arc basin pattern. The non-subduction signature of the Chalki rocks is confirmed by the Nb/Yb versus Th/Yb diagram, which shows that most of the studied rocks fall in the compositional field of non-arc-related rocks—well within the field of the mid-ocean ridge basalt (MORB)-ocean island basalt (OIB) mantle array.

This article is based on a presentation made by the author at the Indian Ocean Regional Association Dialogue 2015 (a Track 1.5 initiative) at Perth in September 2015. It provides an overview of the extant sub-regional and regional multilateral maritime security cooperation mechanisms in the Indian Ocean Region to highlights the lessons learnt. It argues that while the sub-regional organisations seem to be working well, the regional organisations need to evolve in keeping with the changed maritime environment of the 21st century.

This paper contributes to the existing empirics of finance-growth nexus of MENA countries based on a longer time period (1975-2012). It incorporates additional control variables such as FDI and an interaction term of FDI and financial development variables. It employed four estimation techniques, Pooled OLS, Fixed effect estimation, Random effect estimation, and the system GMM estimation, and used static and dynamic panel data. It obtains a robust finding of consistently no impact of financial sector development (FSD) on economic growth of MENA countries to all estimation techniques. The paper exemplifies that FSD especially, the banking sector has not been strong and efficient enough to effectively influence the economic growth. It strongly recommends the strengthening of the ongoing efforts of financial sector reforms, its supervision, monitoring and evaluation. The FDI effect on economic growth is positive and significant in all four estimation methods. Fixed capital formation contributes positively while trade openness and government expenditures have not played any significant role in the growth of MENA countries during the study period.

The effect of a strong electric field (≥ 4kV/cm) on the properties of surface plasmon polaritons (SPP's) is investigated. It is found that when a strong enough field is applied, the TM SPP dispersion can move up into the light cone. It is further found that when considering the problem of exciting SPP's using a prisim (ie. excitation from evanescent waves), optical bistability is possible as a sufficiently high field.

In this work, we propose to tackle the problem of magnetic resonance (MR)-based radiotherapy treatment planning in the head & neck area by synthesising computed tomography (CT) from MR images using an iterative multi-atlas approach. The proposed method relies on pre-acquired pairs of non-rigidly aligned T2-weighted MRI and CT images of the neck. To synthesise a pseudo CT, all the MRIs in the database are first registered to the target MRI using a robust affine followed by a deformable registration. An initial pseudo CT is obtained by fusing the mapped atlases according to their morphological similarity to the target. This initial pseudo CT is then combined with the target MR image in order to improve both the registration and fusion stages and refine the synthesis in the bone region. Results showed that the proposed iterative CT synthesis algorithm is able to generate pseudo CT images in a challenging region for registration algorithms. We demonstrate that the robust affine decreases the overall absolute error compared to a single affine transformation, mainly in images with small axial field-of-view, whilst the bone refinement process further reduces the error in the bone region, increasing image sharpness.

The determination of Region-of-Interest can be used as a means of improving the performance of image retrieval, when used in image annotation as a step in the indexing of images collection. It also has the potential to support efficient video compression for real-time applications. However, existing Region-of-Interest detection methods are mostly unsuitable for managing large number of images and for real-time video applications due to their high computational requirements. This paper therefore proposes an unsupervised algorithm which applies blind image division in the determination of relevant regions within an image space.

Even if we experiment with different forms of compensation for such work and different ways of allocating such work, though, it is ultimately human beings rather than machines that need to do the work of feeding, cleaning and caring. In this article I survey some of the ways in which societies have dealt with or are dealing with the need for housework, childcare and care work and consider what this means for the future of work in our region.

The problem with managing earnings is it becomes an ethical practice, regardless of who is or may be affected by the practice or the information that flows from it. Previous studies surveyed students and business managers to measure their perceptions about the morality of earnings management actions. This study compares a university in the MENA region with a university in the USA and shows that there is a significant difference between the perceptions of the universities. The accounting student of today becomes the business manager of tomorrow. Therefore, the problem is whether the accounting student's personal values can be changed towards a desired end. Students need more exposure and understanding of earnings management. Accounting educators should aim to assist students to understand how they may react once confronted with an ethical conflict when in practice. Furthermore, accounting courses should include regular reports of fraudulent practices in the media and accounting journals and greater emphasis should be placed in the accounting curricula on ethical earnings management practices.

The physical nature of this intermittent flow can be aptly described with the aid of the intermittency factor I, which is defined as that fraction of time during which the flow at a given position remains turbulent. Spriggs postulated that a weighting factor can be used to calculate the friction factor, applying its values in laminar and turbulent states. Based on these, a model is developed to empirically express the mean velocity and Reynolds shear stress in the transition region. It is found that the intermittency factor can be used as a weighting factor for calculating the flow structures in the transition region. Good agreements can be achieved between the calculations and experimental data available in the literature, indicating that the present model is acceptable to express the flow characteristics in the transition region.

Anti-islanding protection is an important requirement which has to be considered prior to the integration of distributed generation into electricity grids. Conventional vector surge (VS) relays are usually used to detect islanding; however, there is a nondetection zone (NDZ) wherein islanding incidents are undetectable by VS relays. This paper proposes a multifeature-based technique for islanding detection in the subcritical region, defined as a subregion of the NDZ. In the proposed method, features are extracted from five network variables. The extracted features are then used as inputs to a support vector machine to classify the event as islanding or nonislanding. A test network was used to generate a large number of islanding and nonislanding events with different load types. The proposed method is tested with the most critical islanding cases associated with NDZ of VS relays. Furthermore, all possible combinations of deficit and excess of active and reactive power imbalance, which may exist during the occurrence of an island, are considered in the testing phase. Experimental results demonstrate that the proposed method can successfully detect islanding events in the subcritical region, where a VS relay is expected to fail.
