As the number of software purchasing projects increasing in universities, a large number of problems are highlighted, such as insufficient research on purchasing demand, poor communication between the procurement executive department and the purchasing demand department, unreasonable software procurement method, inadequacy basis for the formulation of procurement evaluation methods. WBS analysis method is used to research purchase demand survey, purchasing method selection, and evaluation method setting of software purchasing. The investigation of software purchasing can be promoted by standardizing purchasing application materials according to the results of WBS analysis. Moreover, classifying the product forms and items of the software based on WBS analysis, the purchasing methods and evaluation methods can be rationally formulated. Fixed assets inventory in colleges and universities is an important content of management of laboratory assets and equipment. By the inventory we can fully find out the real situation, optimize the allocation of resources, and improve the regulatory system. It is of important significance to improve the level of asset management and laboratory management. By using the data of 2016 fixed assets inventory of Beijing Institute of Technology which was organized by the Ministry of Finance, this paper applies PDCA cycle to regularly design a systematic management of the equipment. In the circular inspection,problems are found and then solved, it has realized that the laboratory account,cards and objects are highly consistent each other. The instruments and equipment inventory loss is an important and unavoidable issue in the instruments and equipment management of colleges and universities. The causes of equipment inventory loss are various, including the historical reasons such as old concepts and insufficient attention, and also practical factors such as backward, poor management and so on. With the data of Beijing Institute of Technology, the paper used the Pareto diagram and fishbone diagram to analyze the causes of equipment inventory loss respectively from quantitative and qualitative viewpoints. The main reason and the secondary reason were found. Through analysis, the main reason is that account adjustment is not timely along with the institution adjustment, transfer is not timely along with personnel changes, old equipment information is not perfect. According to the these problems existing in the management of equipment, colleges and universities should strengthen management consciousness, perfect and improve the management system, improve the level of information, strengthen the regular verification. The valuable instrument is important indication of the running power and research environment of a university. Deepening open and sharing and maximizing the efficiency of the use of valuable instruments is the key to improve the overall investment efficiency of the instruments and equipment. The paper proposes to use SWOT analysis theory to analyze the opening and sharing platform of large-scale and valuable instruments and equipment from internal advantages, weaknesses, external opportunities and threats. Instruments and equipments are important fixed assets in college. There are many problems in the instruments and equipments management. The collaborative management model based on the theory of synergetics, can effectively overcome three ‘‘isolated islands” problems of information, resources and applications in traditional management model. Guided by the collaborative management theory, this paper discussed the collaborative management between instruments and equipment management related departments, the collaborative management between management elements, the collaborative management between college and society, and the practice and exploration of collaborative management theory in instruments and equipments management.
