Currently, digital transformation is having various impacts on enterprises around the world, including the green innovation. However, the current literature on the relationship between digitalization and green innovation in enterprises is scarce. What is the relationship between them, and whether heterogeneous environmental regulation has mediating effects, are questions that are worth exploring. Using a sample of listed manufacturing enterprises in China, this paper empirically tests the impact of digital transformation on enterprise green innovation. The results show that: (1) Digital transformation has a significant positive impact on green innovation, including green innovation output and green innovation capability. (2) Diverse environmental regulation may have mediating effects of digital transformation's influence on green innovation. (3) After a number of robustness tests, the conclusions are still valid. Simultaneously achieving economic development and environmental protection is a shared global challenge. While the positive effect of environmental regulations on protecting the environment has been widely recognized, the attention paid to low-carbon governance and corporate green transformation remains insufficient. Based on the two-stage least square regression model (2SLS) of instrumental variables, this paper utilizes panel data from China to identify the influence mechanism of government low-carbon governance on enterprise green development. It explores the effect of low-carbon governance on enterprise green development from the perspective of fiscal decentralization. The findings show that (1) Low-carbon governance significantly promotes corporate green development, primarily through improving industrial structure and technological innovation; (2) Low-carbon governance notably promotes the green development of private enterprises but has little effect on state-owned enterprises. There are also geographical differences, and the results are better in Eastern China than in the Central and Western parts of China; (3) Fiscal decentralization at both central and local levels inhibits the effect of low-carbon governance on driving corporate green development by causing a mismatch of human resources. Therefore, to promote corporate green development, low-carbon governance must prioritize green development, actively guide industrial structural upgrading and enterprise technological innovation, implement differentiated low-carbon governance measures tailored to different ownership enterprises, and optimize the assessment indicators for fiscal decentralization. This paper examines the impact of the digital economy on sustainable development, using panel data from cities at the prefecture level and above in China from 2011 to 2019. The results indicate: (1) The digital economy is conducive to boosting growth, increasing employment, reducing energy consumption, and cutting emissions, thereby promoting sustainable development. These findings prove robust. (2) Mechanism test outcomes reveal that, from the perspective of technological innovation, the digital economy can promote sustainable development through increasing R&D input and enhancing innovation output. (3) An extended analysis of the risk of a digital "divide" demonstrates that "dividend" of the digital economy is primarily manifests in spurring economic growth, enhancing energy efficiency, and strengthening environmental protection in lagging regions, while the digital "divide" effect is manifested in the stronger employment stimulating effect of developed regions versus backward areas. The results of this study not only enrich the relevant research system, but also provide empirical evidence to support accelerating digital transformation, strengthening technological innovation governance, and advancing sustainable development. Sustainable agricultural economic development is the core task for achieving the objective of rural revitalization strategy in China, which cannot be separated from the support and guidance of fiscal policy, and agricultural industry integration is a key path for the fiscal promotion of sustainable agricultural economic development. This paper systematically examines the interaction mechanism between fiscal agricultural expenditures and sustainable agricultural economic development by using 31 provincial panel data in China from 2008 to 2020 and adopting a two-way fixed effect model, a panel quantile model, and a mediating effect model, respectively. The results show that the impact of fiscal agricultural expenditures on sustainable agricultural economic development is significantly positive, and appears a dynamic increasing trend with the agricultural development stage upgrading. Moreover, heterogeneity analysis shows that the effect of fiscal agricultural expenditures is more obvious for the samples in the central region and with a high share of primary industry. Further, a mediating effect test finds that agricultural industry integration plays a mediating mechanism between fiscal agricultural expenditures and sustainable agricultural economic development. Therefore, this paper proposes constructing a long-term investment mechanism for fiscal agricultural expenditures, formulating differentiated fiscal support policies for agriculture, and prioritizing support for agricultural industry integration, which provides theoretical support and policy inspiration for promoting sustainable agricultural economic development. With the increasing uncertainty of urban security, urban resilience construction with risk awareness and bottom-line thinking has become essential for promoting sustainable urban development. This paper measures China's urban resilience development index (CRDI) based on 284 cities in China (except Tibet) using the entropy method from four dimensions: economic, social, environmental, and infrastructure, and analyzes it by combining coupling coordination degree and barrier factor analysis. We find that: (1) At the national level, CRDI and its sub-dimensions show an increasing trend in time, a decreasing spatial layout from coastal to inland, and a "high-high-low-low" clustering feature in space. (2) At the regional level, the CRDI is from high to low in the east, middle, and west order. The sub-dimensions are from high to low in the order of east, middle, and west for economic, social, and infrastructure resilience and from high to low in the order of east, west, and middle for environmental resilience. (3) To coupling coordination degree, the CRDI index coupling coordination is increasing in time trend but is still on the verge of dissonance. (4) Social resilience is the main obstacle factor. In the indicator layer, human resources, innovation, education, security, living, and environmental protection are the areas where CRDI coordinated development is the key to improvement. Economic policy uncertainty has had an important impact on trade and sustainable economic development. Especially in some specific industries, uncertainty has increased dramatically. The extant related literature mainly analyzes the nexus between uncertainty and trade across different industries and focuses less on a specific industry. Using Chinese customs data on HS 8-digit products over the period of 2000–2013, this paper first investigates the impact of both foreign economic policy uncertainty (EPU) and domestic intra-industry trade on China's mechanical and electrical product exports to 23 trading partners and applies pooled OLS regressions to conduct an empirical study. This paper finds that EPU has a significant inhibition effect on mechanical and electrical product exports; conversely, intra-industry trade can both significantly promote exports and alleviate the inhibition effect of EPU. In addition, the export impact of EPU varied with different trade patterns. It can significantly inhibit processing exports, while it has no effect on ordinary exports. The results of this paper indicate that in the context of increasing uncertainty, our findings could have far-reaching policy implications for China to build a new development pattern of domestic and international dual circulation. The dissemination of sustainable development concepts in large international events like the Olympics has garnered great attention. As a major international sports event, the Beijing Winter Olympics served as an important platform for showcasing China's sustainable development philosophy through its official news coverage. In this context, metaphor, as a powerful cognitive tool, plays a crucial role in shaping public perception and facilitating the dissemination of values by mapping concrete source domains onto abstract target domains. This paper constructs a critical metaphor analysis framework for sustainable development, analyzing the mechanisms by which metaphors map the concepts of social, economic, and ecological sustainability, and their multifaceted roles in conveying policy proposals, ideologies, cultural values, and social group behaviors. The findings indicate that metaphors effectively facilitate public understanding of sustainability by concretizing abstract concepts. In the social dimension, metaphors emphasize fairness, cultural diversity, and social solidarity; in the economic dimension, they highlight resource recycling, technological innovation, and industrial upgrading; while in the ecological dimension, the focus is on environmental protection and the harmonious coexistence of humanity and nature. Green innovation is essential for sustainable development, especially in China's Specialized-Refined-Differentiated-Innovative (SRDI) enterprises. Family-owned SRDI firms, in particular, have attracted attention due to their de-familization strategies and their influence on green innovation. Our study analyzes panel data from 2016 to 2021 for listed SRDI family firms to investigate how de-familization in management rights and ownership impacts green innovation. Using socio-emotional wealth (SEW) theory and a fixed-effects model, we find that de-familization significantly negatively affects green innovation, with corporate governance serving as a mediating factor. Digital transformation moderates these negative effects, while market concentration exacerbates them. These impacts are more pronounced in firms before being designated as "Little Giants," those receiving higher government subsidies, those located in eastern regions, or those not classified as major polluters. The government's environmental protection policy can significantly contribute to alleviating resource shortages and curbing environmental pollution, but the impact of various policy instruments implemented by the government on energy efficiency is unclear. Based on the panel data of 30 provinces in China from 2005 to 2021, this paper analyses the impact of environmental regulation and the industrial structure on energy efficiency from the perspective of resource taxes. The U-shaped relationship between environmental regulation and energy efficiency and between the optimization of industrial structure can significantly improve energy efficiency, and the optimization of industrial structure is conducive to weakening the initial inhibitory effect of environmental regulation. In addition, the analysis of regional heterogeneity showed that the impact of environmental regulation was stronger in the central and western regions, while the impact of industrial structure was stronger in the eastern and western regions. The conclusions of this study can help to expand the understanding of the relationship between environmental regulation and industrial structure on energy efficiency, provide policy enlightenment for the realization of green development and high-quality development, and provide Chinese examples and experiences for developing countries to improve energy efficiency. Digital rural construction is a key strategic direction to promote China's rural revitalization and alleviate global climate problems. In order to put forward feasible suggestions for the subsequent development and ensure the smooth development of digital village construction, how to reflect the development level of the digital village through scientific and reasonable comprehensive evaluation has become an urgent problem to be solved. This paper establishes a comprehensive evaluation index system through the Delphi method and principal component analysis method, then assigns weights to the evaluation indicators based on the improved CRITIC-G1 method, and then grades the development level of digital villages according to the extension matter element method. Finally, taking Jiangxi Province in China as an example, the overall development level of digital villages in Jiangxi Province is evaluated from the provincial level according to the proposed method. And put forward the corresponding countermeasures and suggestions. Results: Firstly, the development level of digital villages in Jiangxi Province is good, and there is a trend of excellent development level. Secondly, from different aspects of digital rural development, the digitalization of infrastructure, services, economy, and green production in Jiangxi Province is at a good level, and the digitalization of life has reached an excellent level. Thirdly, from the perspective of development trends, the digitization of infrastructure has a progressive trend towards an excellent level of development, while the digitization of services, economy and green production has signs of development regression. According to the analysis results, the relevant countermeasures and suggestions are put forward from four aspects: talent, capital, governance system and development planning. Other regions can evaluate the development level of the digital village according to the evaluation model proposed in this paper so as to analyze the existing problems and put forward targeted solutions to promote the construction of the digital village. The development of information technology has created conducive conditions for the digital economy. The digital economy is regarded as a critical pathway for transforming traditional economic models. Green total factor productivity serves as an indicator for assessing the quality of economic development. During pivotal periods of economic transition, the digital economy and green total factor productivity have emerged as two prominent themes for achieving sustainable economic development. But the impact of digital economy on green total factor productivity is less discussed. Innovation environment refers to a confluence of conditions shaped by factors such as talent, funding, cultural atmosphere and government policies, all of which collectively support innovative activities within a region. The institutional environment encompasses the aggregate of economic, political, social, and legal rules. Currently, there is little discussion on bringing innovation environment and institutional environment into the impact of digital economy on green total factor productivity. To fill the research gap, this paper adopts the Slack based measure-Directional distance function model and Malmquist-Luenberger productivity index to measure green total factor productivity in each region based on the panel data collected from 30 provinces in China from 2004 to 2019. Generalized Method of Moments method is constructed to carry out an empirical study on the impact of digital economy on green total factor productivity. This paper constructs a panel threshold model with innovation environment and institutional environment as threshold variables. In further analysis, this paper employs panel quantile regression for the empirical analysis of the impact of the digital economy on green total factor productivity. Further analysis elucidates the evident disparities in the influence of the digital economy on green total factor productivity at various levels. Green development is related to the long-term sustainable development of enterprises, but there is little literature on the impact of information and communication technology (ICT) investment on green development of enterprises. To fill this gap, based on the sample of A-share high-polluting industry enterprises in China's Shanghai and Shenzhen stock markets from 2007 to 2019, this paper uses the dynamic panel threshold model to deeply study the non-linear impact of ICT investment on green development. This paper found that: (1) there is a threshold effect on the impact of ICT investment on green development of enterprises in high-polluting industries, and when ICT investment breaks through the threshold value, it can promote green development. This conclusion remains robust after the estimation of Multi-period DID model and instrumental variable; (2) ICT investment mainly promotes green development of enterprises by improving production efficiency and promoting green technology innovation; (3) ICT investment has a significant impact on green development of enterprises with higher management level, heavy industrial enterprises and non-state-owned enterprises, but has no significant impact on green development of enterprises with lower management level, light industrial enterprises and state-owned enterprises. And digital technology investment has a stronger role in promoting green development than traditional ICT investment. Cyberspace is emerging as a critical living environment, significantly influencing sustainable human development. Internet public opinion is a crucial aspect of cyberspace governance, serving as the most important form of expressing popular will. However, perceiving public opinion can be challenging due to its complex and elusive nature. In this paper, we propose a novel framework for perceiving popular will, managing public opinion, and influencing people's behavior, based on machine learning and game theory approaches. Our framework leverages deep learning techniques to analyze public opinion, active learning methods to reduce costs, and game theory to make optimal management decisions. We verify the effectiveness of our framework using empirical data collected from Chinese provinces Y and G, and provide theoretical support by analyzing the interrelationship between public opinion, online public opinion, and people's behavior. Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China's resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development. Under the goal of " carbon peaking and carbon neutrality," how to create a low-carbon and green development path for cities is an urgent problem in China. One of the effective ways to solve this problem is through industrial collaborative agglomeration. In this paper, panel data of 276 prefecture-level cities in China from 2010 to 2020 was selected to investigate the relationship between the collaborative agglomeration of manufacturing and producer service and carbon emission intensity by using a fixed-effects model, intermediary model, and SDM in multiple dimensions. The study found that the collaborative agglomeration of manufacturing and producer service industries significantly influences carbon emission intensity with an inverted U-shaped curve, and the agglomeration of manufacturing and producer service industries can influence carbon emission intensity through technological progress. In addition, the inverted U-shaped impact of collaborative agglomeration of manufacturing and producer services on carbon emission intensity has a spatial spillover effect, and the spatial spillover effect generated is stronger than the impact on the local area. Moreover, from the perspective of industry heterogeneity, compared with low-end producer services, the agglomeration of manufacturing and high-end producer services can play a better role in carbon emission reduction. Regarding regional heterogeneity, compared with the central and western regions, the impact of manufacturing and production services agglomeration on carbon intensity is far more obvious in the more economically developed eastern regions. Environmental, Social, and Governance (ESG) is closely related to commercial banks' promotion of "dual-carbon" goals and the concept of sustainable development. The impact of ESG performance on commercial banks' support for green innovation remains an issue for in-depth study. This paper studies 36 Chinese commercial banks in China from 2010 to 2021 and finds that the ESG performance of commercial banks can promote green innovation, and this promotion is more obvious when bank remuneration incentives are effective. Meanwhile, this paper verifies the mediating role of the non-performing loan ratio and the Lerner index in it, which provides channel support for ESG to effectively promote green innovation development. This paper sets out to investigate the alignment between the logistics architecture and resources across China's nine logistics regions, while also examining the individual advantages these regions possess. With the goal of establishing an evaluative framework for sustainable logistics development, the research introduces the principle of logistics equilibrium to augment traditional evaluation metrics, thus forming an assessment index system designed to quantify the congruence between logistics architecture and resources.Utilizing a democratic evaluation approach that emphasizes individual regional advantages, and leveraging empirical data from the decade spanning 2011 to 2020, this paper reveals a general upward trajectory in the matching level of logistics resources to architecture albeit with notable regional disparities. It is observed that while certain areas have made significant strides, others lag, underscoring the varied pace of development among different logistics regions.The research also brings to light the distinct advantage characteristics that emerge as each region evolves, suggesting that these attributes can be harnessed to foster a more environmentally conscious and forward-thinking approach to logistics. Countries around the world have become concerned about their responsibility to protect the environment and resources. In this paper, we established a model of multi-period PSW-DID (weighted propensity score matching- differences-in-differences) to test the effect of China's audit of natural resource. We found that: (1) local governments had a strategic incentive to reduce pollution, they paid more attention to environmental performance linked to individual promotion than to green innovation and development. (2) Compared with the long-term and complexity of water pollution control, they paid more attention to air pollution treatment. (3) In the long run, the environmental audit was indeed beneficial to the improvement of environmental quality, but the time of taking effect was the second year (one-year lag). (4) In addition, because of the contradiction between the neglect of human capital and the timeliness of environmental supervision, the local government did not show substantial pollution reduction. Therefore, local officials should foster the long-term responsibility consciousness of green innovation and pay more attention to the integration of human capital. The audit of natural resources should establish a long-term mechanism, which could establish a complete accountability system or change off-office audit to interim audit. The construction of audit big data platforms should pay more attention to substantive characteristic data, such as data on population inflow, which is not only a paper score of air pollution. This study can reveal the dilemma of pollution prevention and control in China, urge local governments to promote the rational flow of human resources, improve the innovation level, and achieve substantive pollution control and efficiency enhancement of green development. In the context of the rapid development of the global digital economy, it is of great significance to explore the greening transformation of the manufacturing industry from the micro-perspective of enterprise digital development. This paper empirically examines the impact and mechanism of enterprise digital development on the greening transformation of the manufacturing industry using the 2010–2020 data of Chinese A-share listed companies in the manufacturing industry as a sample. The study shows that enterprise digital development can significantly promote the greening transformation of China's manufacturing industry, and this conclusion still holds after a series of robustness tests. Technological innovation and financing constraints are important mediating mechanisms. Further research found that the impact of enterprise digital development on the greening transformation of China's manufacturing industry has a positive nonlinear effect, and its marginal effect shows a weakening trend. Heterogeneity analysis shows that, from the perspective of micro characteristics, digital development is more able to promote the green transformation of state-owned and large enterprises. From a macro-regional perspective, digital development can better promote the green transformation of the manufacturing industry in eastern cities, key city clusters, and high-level cities. The findings of this paper can provide corresponding insights for "revitalizing the manufacturing industry", and also provide decision-making references for countries aiming to make the manufacturing industry bigger and stronger. Coordinating policies is an essential guarantee for carbon emission reduction and sustainable development. Based on the theoretical framework of the policy paradigm, we quantitatively analyze 266 policy documents on promoting carbon emission trading and green financial policies from 2011 to 2022 using the content analysis research method. Based on the matching network of "policy objectives-policy tools," we analyze the synergistic characteristics of carbon emission trading policies and green financial policies in promoting carbon emission reduction targets and reveal the matching mode of "objectives-tools" of green financial policies by using social network analysis. It is found that, first, from the perspective of policy objectives, the main policy objectives of carbon emissions trading are to promote green innovation of enterprises, and the main policy objectives of green finance are to promote green development, which reflects the consistency and endogenous motivation of policy objectives. Secondly, command-control and market incentive policy tools are the main policy tools in the structure of policy tools. The proportion of public participation policy tools is small, and there is a structural asymmetry. Third, carbon emissions trading tools focus on supervision, adjustment, and platform construction. The green financial policy tools have the characteristics of guidance, public welfare, and externality. The two constitute a complementary, embedded, and integrated ' double synergy ' carbon emission reduction policy. In recent years, the intensification of global industrialization coupled with the enterprise's production and operating activities have caused pollution, increasing the current environmental pressure. Relevant government departments in China have instituted several stringent measures (environmental protection sensitization and awareness activities, training sessions, and exchange activities targeted towards enterprise managers) to address these rising environmental problems. Though these measures have gained traction over the years, there is a dearth of research on their effectiveness on the green innovation performance of enterprises. To bridge the gap, this research explores the effect of environmental awareness training, knowledge exchange activities, and commitment on green innovation performance with survey data from 285 medical equipment manufacturing companies in China. It further expands the theoretical application of environmental awareness training, commitment, and innovation performance from the lens of the Knowledge-Based View. The findings depict a positive relationship between environmental awareness training and innovation performance. It also finds a mediating influence of environmental commitment in the relationship between environmental awareness training and green innovation performance. Furthermore, environmental knowledge exchange activities positively moderate the relationship between environmental awareness training and environmental commitment. These findings offer valuable insights for the green development of medical equipment manufacturing enterprises and the government to formulate environmental protection policies. In order to study the impact of inclusive finance on agricultural green development, This paper uses both static panel and dynamic panel (system GMM model) estimation methods to make empirical analysis of the impact of inclusive financial development on agricultural green development. The results both find that there is a significant positive correlation between the level of inclusive financial development, real GDP per capita, the proportion of the added value of agriculture, forestry, animal husbandry and fishery in GDP and agricultural green development. This paper puts forward some countermeasures and suggestions to promote agricultural green development, including vigorously developing inclusive finance, promoting economic growth, promoting the development of agriculture, forestry, animal husbandry and fishery, and increasing environmental protection expenditures. The long-standing development pattern dominated by international circulation makes China face the risk of "low-end lock-in" and "being decoupling". In addition, the current global climate change and environmental crisis are becoming increasingly severe, coupled with the COVID-19 impact. Chinese enterprises must actively build a green development system for domestic industries in a mutually reinforcing manner in the context of the domestic general circulation, in order to adapt to the new dual circulation environment as soon as possible. This paper analyzes the specific coupling and coordination relationship between the two systems based on the relevant data of China's three major industries from 2008–2014 using Index DEA, entropy value method, gray correlation analysis and coupling coordination model. The results of the study show that: the two systems of dual circulation pattern and industrial green development have a strong correlation and basically present a coupling relationship, but within the industry, there is a problem of the collapse of the tertiary industry. In terms of the type of coupling, the domestic and international circulation in general gradually present the green development leading state, except for the primary industrial segment of the international circulation. On the whole, the coupling quality of the two systems needs to be further improved. As the primary goal of the 17 Sustainable Development Goals (SDGs), poverty eradication is still one of the major challenges faced by countries around the world, and relative poverty is a comprehensive poverty pattern triggered by the superposition of economic, social, and environmental dimensions. Therefore, Therefore, this paper introduces the perspective of coupled coordination to consider the formation of relative poverty, constructs indicators in three major dimensions: economic, social, and environmental, proposes a fast and more accurate method of identifying relative poverty in a region by using machine learning, measures the degree of coupled coordination of China's relatively poor provinces using a coupled coordination model and analyzes the relationship with the level of relative poverty, and puts forward suggestions for poverty management on this basis using typology classification. The results of the study show that: 1) the fusion of data crawlers, remote sensing space, and other multi-source data to construct the dataset and propose a fast and efficient regional relative poverty identification method based on big data with low comprehensive cost and high identification accuracy of 0.914. 2) Currently, 70.83% of the economic-social-environmental systems of the relatively poor regions are in the dysfunctional type and are in a state of disordered development and malignant constraints. Accelerating the formation of a green dual-circulation pattern is an essential strategic choice for China to achieve high-quality development. As a vital link for two-way economic and trade cooperation, the pilot free trade zone (PFTZ) is an important window for promoting green dual-circulation development. From the perspective of green dual-circulation, this paper attempts to construct a comprehensive index system of green dual-circulation by entropy weight method based on Chinese provincial panel data from 2007 to 2020 and uses the Propensity Score Matching–Difference in Differences method to test the policy impact of PFTZ building on regional green dual-circulation. The empirical results show that: (1) the establishment of PFTZs significantly promotes regional green dual-circulation development by 3%-4%. This policy effect has a strong positive impact on the eastern regions; (2) PFTZs can improve regional green dual circulation through the effect of green finance, technological progress, and the agglomeration of innovative talents. The mediating effect of green finance and technological progress is more pronounced; (3) The promotion effect of PFTZs is primarily due to the local green circulation effect, with no significant effects on the surrounding areas; and (4) There is a positive policy linkage effect between PFTZs and the Belt and Road Initiative. Industrial pollution reduction is a crucial issue in the pursuit of sustainable economic and environmental development. As a product of the deep integration of traditional finance and Internet information technology, digital finance has become an effective tool for regulating the use of funds and strengthening the effectiveness of policies in the context of the digital era, which has obvious effects on industrial pollution emissions. Using panel data of 260 prefecture-level cities in China from 2011–2019 and the digital inclusive finance index jointly compiled by Peking University and Ant Financial Services Group, this paper empirically analyzes the impact of digital finance on industrial pollution emissions through fixed effects model, mediating effects model and threshold effects model. The empirical results show that digital finance can effectively reduce industrial pollution and part of the impact is achieved through industrial structure. In the process of reducing industrial pollution by digital finance, there exists double threshold effects. When the development of digital finance breaks the threshold value, the industrial pollution emission reduction effect appears to accelerate. For a long time, China 's extensive economic development model has produced a large amount of emissions, which has brought indelible damage to the environment. Green development is of vital importance for China to achieve high-quality development, and it is the core of alleviating environmental problems and promoting sustainable development. How to achieve China 's green development requires us to evaluate the level of green development in China 's provinces and analyze the reasons. In this study, an evaluation index system including undesired output of green development efficiency is constructed, and then the Supe-SBM model is used to assess the green development efficiency of 30 Chinese provinces. This paper also discusses the spatial and temporal differences as well as the factors affecting green development efficiency of green development efficiency among provinces. The findings demonstrate: (1) The green development efficiency in the eastern region is the highest, followed by the western region, while the central region has the lowest, but they all show a downward trend. (2) The spatial characteristics of green development efficiency are remarkable, according to the Global Moran's I index. However, the results of local spatial agglomeration demonstrate "small agglomeration and large dispersion," with the majority of provinces exhibiting L-L agglomeration. (3) Technological Progress, Opening Up, Urbanization Level are positively correlated with the green development efficiency. Industrial Structure, Financial Development, Energy Structure and green development efficiency are significantly negatively correlated, while Environmental Regulation shows no significant impact. This study focuses on the objective assessment of sport development in socio-economic environments, considering the challenges faced by the industry. These challenges include disparities in regional investments, limited market participation, slow progress towards sports professionalization, and insufficient technological innovations. To tackle these challenges, we suggest implementing an integrated evaluation model that follows the DPSIR (Drivers, Pressures, States, Impacts, Responses) framework and incorporates comprehensive socioeconomic indicators. Subsequently, we utilized the Entropy power method and TOPSIS (Order Preference Technique for Similarity to an Ideal Solution, TOPSIS) analysis to comprehensively assess the progress of competitive sports development in 31 provinces and cities in China. Additionally, we recommended further developments in competitive sports and proposed precise strategies for promoting its growth. The framework and methodology developed in this paper provide an objective and scientifically based set of decision-making guidelines that can be adopted by government agencies and related industries in order to create successful plans that promote the sustainable growth of competitive sport. The high-quality development of service industry has become an important engine for promoting sustainable economic development. This paper first constructed the evaluation index system of high-quality development of service industry, based on panel data from 2005 to 2020. Second, Kernel density, Markov chain and Dagum Gini coefficient were used to represent the regional differences and dynamic evolution of service industry, and the Koo method was used to explore the characteristics of spatial agglomeration. Finally, social network analysis was used to identify core indicators. The study found that: (1) From 2005 to 2020, the overall level of service industry first decreases and then increases, with Chengdu and Chongqing leading other cities. (2) The development of service industry in the CCEC has large spatial differences, mainly due to inter-regional differences. (3) The level of spatial agglomeration is less variable, with high agglomeration mainly in Chengdu. (4) Indicators such as the level of human capital are the core factors of its high-quality development. Low-carbon pilot city (LCPC) plays a pivotal role in stimulating green innovation among enterprises. However, relying solely on policy often proves less effective, necessitating support from financial development. Yet, current research frequently overlooks the impact of financial development on LCPC policy. Drawing on economic, management, and organizational psychology theories, we investigate the influence of the financial development level on enterprise green innovation in LCPC, utilizing data from listed companies between 2010 and 2018. The main finding is that LCPC facilitates institutional-level green innovation. Concurrently, financial development augments the effectiveness of LCPC policy, further expediting green innovation activities among enterprises in these pilot cities. Heterogeneity analyses reveal that financial development significantly promotes green innovation, particularly among state-owned enterprises, those with myopic management, non-high technology industries, and businesses in the southern region within LCPC. Mechanism tests identify enterprises' financing constraints and R&D investment levels as key pathways through which financial development fosters green economic development in LCPC. This study provides micro-level evidence from China elucidating the effects of environmental policies and offers practical implications for the low-carbon transformation of the manufacturing sector amid peak emissions and carbon-neutral targets. The rapid evolution of the digital economy has significantly accelerated progress towards achieving green and sustainable processes, particularly in the field of green production. While existing research has delved into the effects of the digital economy on Green Innovation (GI) and the consequences of digital transformation on Corporate Value (CV), there remains a notable gap in the literature regarding the potential for synergistic enhancements in firms' GI&CV through the ongoing digital revolution. This study utilizes an evolutionary game model and employs system dynamics methods to simulate the dynamic evolution trajectory of the influence of the digital economy on the synergy between GI&CV. Subsequently, it empirically assesses the interconnected synergies between GI&CV using a dataset comprising information from Chinese listed firms spanning from 2011 to 2020, examining the impact of the digital economy on these synergies. Moreover, the study delves into the analysis of the transmission mechanism and conducts an extended investigation to further explore this phenomenon. Background: China has been exploring a sustainable development path that harmonizes economic growth and environmental protection, targeting to build a beautiful China. The role of green finance in adjusting the misallocation of financial resources and leading the green sustainable development of the real economy is receiving increasingly more attention. Currently, green credit accounts for more than 90% of the total green finance funding in China and constitutes the most significant component of the green finance matrix. Whether green credit effectively promotes the green and sustainable development of the regional economy largely determines the success of China's economic green transformation. Objective: Existing studies of green credit mainly focus on its influences on financing, investment, and emission reduction of environmental pollution industries or companies. Extending the literature by exploring whether green credit is effective in promoting green sustainable development and what impact green credit exerts on the upstream (energy inputs), midstream (technological innovation), and downstream (pollution outputs) stages of the green sustainable development value chain, is the leading research objective of this paper. Methods: This paper discusses the impact of green credit on green sustainable development based on city panel data from 2012 to 2019. The level of green sustainable development is calculated by the GML index based on SBM directional distance function. The city-level green credit scale is calculated from the green credit issued by banks, weighted by the density of bank branches in a city. Synthetic control methods are employed in the robustness analysis to reduce the impact of endogeneity issues. Results and conclusion: The results of this paper indicate that green credit can promote green sustainable development and the impact gradually strengthens over time as the incremental implementations of complementary policies with substantial constraints and incentives, through which pollution control and economic growth achieve a "win-win" situation. Furthermore, the results indicate that green credit reduces the overall amount of energy inputs while optimizing the energy input structure. However, green credit does not boost the green technological level and even crowds out high technical value green innovations. Besides, the pollution reduction effects of green credit are associated with the strength of green credit constraints and the importance of pollution industries in the local economy, which means green credit performs better pollution reduction effects in regions with relatively strong green credit binding effects or in regions where pollution industries are not local economic pillars. The empirical results are further validated through robustness tests, including changing scope and measurement variables and applying the synthetic control method. Limitations: Although this paper provides valuable contributions to the research area of green credit and green sustainable development, specific limitations exist in the current study. Firstly, as the official information disclosure of green credit in China is not sufficient, existing studies, including ours, could only use estimation methods through different perspectives to measure green credit, which is overall logical and reasonable but may lose some accuracy. Secondly, since there might be a certain degree of lag in the effect of green credit on the economy, the dynamic impact and long-term effects of green credit deserve further study. Enhancing the level of coupling coordination between the digital economy (DIE) and carbon emission efficiency (CEE) is not only an inevitable choice for achieving the goals of energy conservation and emission reduction and promoting green development in China, but also a key path to implementing China's "Double Carbon" strategy. Based on the relevant statistical data of 30 provincial-level regions in China from the period covering 2011 to 2019, this paper empirically analyzed the coupling coordination between the DIE and CEE and its influencing factors. In this study, an improved coupling coordination degree (CCD) model was used to evaluate the degree of the coupling and coordinated development of the DIE and CEE in provincial regions of China. Finally, based on the Technology-Organization-Environment (TOE) framework, a fuzzy-set qualitative comparative analysis (fsQCA) method was employed to identify the realization path of the coupling and coordinated development of the DIE and CEE from the perspective of configuration. The results demonstrated that the coupling coordination between the DIE and CCE in China demonstrated a gradual upward trend, and exhibited regional differences, showing a decreasing trend of east > middle > west. Regarding the influencing factors, no single influencing factor could act as a necessary condition for the high CCD, the coupling and coordinated development of the DIE and CEE is a multifactorial synergy. There were five paths for the high degree of coupling coordination between the DIE and CEE, which were divided into three types: organization-environment-led type, environment-led type, and technology-organization-led type. Furthermore, technological innovation level and industrial structure could substitute for one another in some conditions, and environmental regulation and economic development level were synchronized. The development of green finance and the promotion of green transformation and upgrading of high energy-consuming enterprises are of great significance for China to achieve the "double carbon" goal. This paper employs a dual fixed-effects model to examine the profound ramifications and intrinsic mechanisms of green finance development on the transformative innovation of high-energy-consumption enterprises, using a sample of 462 publicly traded high-energy-consuming corporations from the period spanning 2016 to 2020. The results show that the development of green finance promotes the transformation and innovation of energy-intensive enterprises and that market-incentivized environmental regulation plays a partially mediating role; the results of heterogeneity analysis show that green finance promotes the transformation and innovation of high energy-consuming enterprises with significant differences in different low-carbon pilot regions, company ownership, and enterprise size; the mechanism analysis shows that the development of green finance can increase government subsidies and alleviate financing constraints to promote the transformation and innovation of high energy-consuming enterprises; it is also found that the development of green finance can significantly improve the financial performance of enterprises. The research findings of this paper hold significant implications for promoting the sustainable development of green finance and high-energy consumption enterprises in China. As more attention is given to green and sustainable industries, an analysis of the industrial impacts on all aspects of life, including inclusive affluence, is gradually developing. Idle rural residential land is a valuable resource and an important factor in promoting sustainable development. Balanced urban and rural development contributes to inclusive prosperity, so understanding the relationship between industry and the balanced development of urban and rural can significantly impact social development. In China, achieving the balanced development requires narrowing the urban-rural income gap. This paper analyzed the impact of reallocating idle rural residential land on promoting the balanced development. The study found that industry development has a positive impact on the balanced development, with a regression coefficient of 1.478. Regions with higher industry indices in counties had better outcomes regarding the balanced development. When the development of rural industry derived from idle residential land was in good condition, the effect increased by 3.326 percentage. The results showed heterogeneity, with the regression coefficient of industry development on the balanced development in county-level cities being 0.498 larger than in urban areas. In summary, the reallocation of idle residential land can promote sustainable development, increase residents' income, and improve overall regional economic development. Environmental protection talents training (EPTT) is recognized as a key prerequisite for maintaining environmental sustainability, and in order to study the influence of each player on EPTT. This paper innovatively constructs a tripartite evolutionary game model of government, university and enterprise. The equilibrium points and evolutionary stabilization strategies of each participant are solved by replicating the dynamic equations, and the behaviors of each subject in EPTT are analyzed so as to clarify the behavioral characteristics and optimal strategies of the government's participation in EPTT. The results show that enterprises occupy a more important position in influencing government decisions. The government should reduce the financial incentives for enterprises and replace them with greater policy support. Meanwhile, the government should actively promote the cultivation mechanism that integrates universities and enterprises. Under the background of the continuous progress of China's agricultural reform, the development of characteristic agriculture is an important field of agricultural development in the country and even the world. Yunnan has unique advantages in geography, location, climate, and human resources, and has unique conditions for the development of agriculture with plateau characteristic. However, the sustainable development of agriculture with plateau characteristic is affected and restricted by many factors. How to promote the sustainable development of agriculture with plateau characteristic is an important research topic, and it is also the main purpose of this study. Therefore, through literature analysis and investigation, this study studies the advantages and disadvantages, development status, main problems, countermeasures and suggestions, macro development direction, and theoretical research methods of characteristic agriculture in the Yunnan plateau. This paper analyzes the advantages and disadvantages of the Decision-making Trial and Evaluation Laboratory (DEMATEL) and the Adversarial Interpretation Structure Modeling Method (AISM) and proposes to combine the two models to make up for each other and improve the accuracy of model analysis. On this basis, a set of identification and evaluation systems of factors affecting the sustainable development of agriculture with plateau characteristic is established, which can comprehensively and accurately identify and evaluate various influencing factors, and provide a scientific basis for the sustainable development of agriculture with plateau characteristic. Finally, combined with the relevant statistical data of Yunnan Province from 2009 to 2020 and many results calculated by the model, the factors affecting the sustainable development of agriculture with plateau characteristic were comprehensively analyzed. The results show that transportation, environment, and insurance support factors are the root factors that affect the sustainable development of agriculture with plateau characteristic, while the regional economy, scientific and technological support, and the development of agricultural enterprises are of high importance. The establishment of green finance reform and innovation (GFRI) pilot zone is an important measure of the Chinese government to urge enterprises to develop green transformation. This paper explores the impact of pilot policies in the GFRI pilot zone on corporate environmental investment. Based on 819 A-share listed enterprises from 2010 to 2020, our staggered difference-in-differences (staggered DID) estimation documents revealed that enterprises in the GFRI pilot zone significantly increased the corporate environmental investment efficiency but reduced the scale of corporate environmental investment.This conclusion remained robust after Propensity Scores Matching difference-in-differences (PSM-DID), replacing dependent variables, and shortening the time window. We contend that the increased research and development (R&D) expenditure and technological innovation are the potential mechanisms at work. Heterogeneity analysis showed that the establishment of GFRI improved the environmental investment efficiency of polluting enterprises but had no effect on green enterprises.Meanwhile, the effect of GFRI exhibited heterogeneity in the type of enterprise ownership. As an essential material basis and power source for economic and social development, Western China's low energy use efficiency has hindered its sustainable economic development. This study aims to evaluate the total factor energy efficiency of the region and identify its influencing factors. A three-stage DEA model was used to measure the efficiency of 11 provinces from 2006 to 2021, and the Tobit model was employed to investigate internal factors. The findings show that (i) external environmental factors and stochastic perturbations have a significant impact on TFEE in the western region, overestimating integrated efficiency and scale efficiency and underestimating pure technical efficiency. (ii) the study of external influencing factors finds that the level of economic development increases input redundancy; the industrial structure increases capital input and labor input redundancy while decreasing energy input redundancy; and the energy consumption structure increases capital input and energy input redundancy while decreasing labor input redundancy. (iii) the study of internal influencing factors finds that the level of scientific and technological innovation, the level of openness to the outside world, and the TFEE have a positive correlation. Sustainable development is the theme of world economic development in the 21st century. As a key part of sustainable development, sustainable land use (SLU) encompasses economic development and environmentally friendly and social progress. In recent decades, China has formulated many environmental regulatory policies to achieve sustainable development and "carbon peaking and carbon neutrality (double-carbon)" goals, among which the carbon emission trading scheme (CETS) is the most representative and provides valuable research. In this paper, we aimed to reflect the spatio-temporal evolution of SLU in China under the influence of environmental regulatory policies through an indicator measurement strategy based on the DID estimation method. The study conclusions are as follows: (1) The CETS can effectively improve SLU from the perspectives of economic development and environmentally friendly progress, and the impact has primarily been in the pilot areas. And, its effectiveness is closely linked to local locational factors. (2) With respect to the dimension of economic development, the CETS has not changed the provincial distribution patterns of SLU; rather, it continues to remain "high to low, east to west". However, regarding the environmentally friendly progress dimension, the CETS has significantly changed the provincial distribution patterns of SLU, which are characterized by spatial agglomeration with urban agglomerations such as the Pearl River Delta (PRD) and the Yangtze River Delta (YRD) as the core. (3) The screening results of the SLU indicators based on economic development showed that the CETS primarily improved the innovation capacities of pilot regions, and the impacts on economic levels were relatively small. Similarly, the screening results of the SLU indicators based on environmentally friendly progress showed that the CETS had primarily acted on reducing pollution emission intensity and strengthening greening construction, revealing only short-term effects on improving energy use efficiency. The key trend for future agricultural growth is efficient, green and sustainable high-quality development, and it is crucial to sort out the factors influencing high-quality agricultural development. Objectives: The purpose of this study is to dissect whether environmental regulation has a catalytic effect on quality rural development, through which paths it is driven and whether there is a threshold effect to be further clarified. Method: In this study, the panel data of 34 provinces in China from 2012 to 2018 are used, and 17 variables are used to construct an evaluation index system, covering four dimensions: agricultural endowment, agricultural output level, agricultural green degree and social sustainability. The high-quality development of agriculture is measured by entropy method. And further, using a baseline regression model and a mediating effects model, we empirically investigated the impact of environmental regulation on high-quality agricultural development and its mechanism of action, and empirically assessed the nonlinear effects of environmental regulation using a threshold regression model. Results: Environmental control, as noted in the study, considerably assists in the establishment of high-quality agriculture; at the same time, large-scale land management plays a role in mitigating the influence of both. There is a single income threshold impact on rural households between high-quality agricultural growth and environmental regulation, and once that threshold is reached, the influence of high-quality agricultural growth grows. Contribution: According to the research findings, recommendations are made for the design of scientific environmental regulation policies, the establishment of a sound service system for large-scale rural land management, and the establishment of a stable mechanism for rural residents to sustain their income, in order to strengthen the effect of environmental regulation and realize high-quality agricultural growth in China. The marginal contribution of this paper is to enrich the study of the relationship between environmental regulation and high-quality agricultural development, which has theoretical and practical implications for promoting sustainable agricultural development. Public procurement is an important bridge between public demand and market supply and may affect corporate behavior. However, in the advocacy of sustainable development, the extant research has rarely combined sustainable public procurement (SPP) with corporate ESG performance, to explore whether governments have contributed to the development of sustainable corporate performance through their sustainable procurement activities. This paper fills in the gap by matching the actual implementation of SPP of 42,369 projects in China over 2015~2020 with 20,125 corporate ESG performance data, to analyze the relationship between SPP implementation and corporate ESG performance. The results show that the implementation of SPP has a significant positive impact on corporate ESG performance. Further heterogeneity analysis reveals that the impact is stronger in China's eastern and central regions than in other regions, and corporates at a mature stage are more likely to follow the government sustainable behavior. In addition, the implementation of SPP has a long-term effect on corporate ESG performance. The above findings have important policy implications: firstly, there is a better role for government to play as the "invisible hand", to participate in the market economy; Specifically, SPP policy should be added to government policy tool box to improve corporate ESG performance in addition to disclosure requirement, and the SPP policy employed should in particular attend to the "missing sectors" of sustainability in SPP for the good of corporate ESG; secondly, the government should implement differentiated policies tailored to the region's economic development conditions and corporate development characteristics; thirdly, a long-term evaluation mechanism should be established so that the government can play a more long-term demonstration and leading role., Competing Interests: The authors have declared that no competing interests exist., (Copyright: © 2023 Li, Cao. Achieving high-quality development of the city requires actively promoting coordinated digitalization and low-carbon development. Previous studies have focused on the unidirectional impact of urban digitalization on low-carbonization and there is a lack of research on their interactions. This study uses the generalized spatial three-stage least squares method and the spatial simultaneous equation to investigate the endogenous interactions between urban digitalization and low-carbonization. The properties of the spatiotemporal evolution are then examined using linked coordination degree models, kernel density, and spatial statistical approaches. Finally, using the spatial panel metering model, this study empirically investigates the motivations behind the synergistic advancement of digitalization and low-carbonization. The results show that: (1) There is an endogenous interaction between urban digitalization and low-carbonization and that this interaction pattern is closely linked to geographical proximity. (2) In general, both urban digitalization and low-carbonization have a positive spatial impact and a negative spatial interaction, and their coordination levels have a significant spatial impact. (3) Throughout the research period, the coordination degree of urban digitalization and low carbonization continued to increase, showing a positive spatial correlation and a balanced development trend. (4) Economic development, industrial structure, and human capital accumulation are vital internal drivers of the synergistic advancement of urban digitalization and low carbonization. Government capacities and technological innovations are key external factors that contribute to the synergistic advancement of urban digitalization and low-carbonization. The Chinese central government established eight pilot zones in five provinces for green finance reform and innovations (GFRI) in 2017. The pilot zones promote green finance development and explore the propagable and reproducible experiences regarding mechanisms and institutions. Adopting a sample of China's listed companies from 2012 to 2021, this paper constructed a quasi-natural experiment and investigated the GFRI policy's effect on firms' total factor productivity (TFP) using the difference-in-differences (DID) method to verify the implementation effect of the GFRI policy. Furthermore, heterogeneity analysis and mechanism analysis were conducted to identify the guidance effect and deep mechanisms of the GFRI policy. The empirical results demonstrated that firms' TFP in pilot zones increased substantially after implementing the GFRI pilot policy, confirming that the policy had a strong incentive effect. The corresponding promoting effect was particularly significant for non-state-owned companies, the eastern and central regions, and firms in the growth stage. Further mechanism analysis revealed that the GFRI pilot policy can stimulated firms' TFP by promoting technological innovation and improving resource allocation efficiency. As the world's largest emitter of carbon, China has implemented a series of environmental regulatory policies to reduce emissions. However, most of these environmental regulations have been at the expense of increased corporate environmental costs. Therefore, research on how to efficiently control these costs is of significant practical importance. This paper uses the China's carbon trading policy (CTP) implemented in 2013 as a quasi-natural experiment, utilizing data from Chinese listed manufacturing firms between 2008 and 2020. Employing a difference-in-differences (DID) model, the study investigates the impact of market-incentive environmental regulatory policies (ERP) on environmental costs. The findings reveal that CTP significantly reduced the environmental costs of firms, confirming the positive and vital role market-incentive ERP can play in environmental protection and cost control. These conclusions remain robust after a series of stability tests. Mechanism analysis suggests that the cost reductions brought by market-incentive ERP are primarily achieved through increasing green innovation. Heterogeneity analysis shows that non-state-owned enterprises (non-SOEs), key polluting firms, firms with lower financial constraints, and firms with lower total production efficiency benefit more from market-incentive environmental regulatory policies. Using the digital economy to empower urban economic green growth provides essential opportunities for China to achieve high-quality growth. This paper assesses the level of digital economy and green growth in Chinese cities, seeking to explore the mechanisms and effects of the digital economy on urban green growth in a unified framework. The results indicate that the digital economy can drive cities' green growth. This conclusion still holds after a set of robustness tests. Meanwhile, the green value of the digital economy is fully released among the eastern cities, major urban agglomerations, and high-level cities. Further research shows that the digital economy can indirectly enhance urban green growth in the neighboring regions through spatial spillover effects. Moreover, labor resource mismatch, capital resource mismatch and green technology innovation are significant mediating mechanisms. Environmental, social, and governance (ESG) has emerged as a widespread concern for all societal segments. This study aims to explore the influence of network attention on corporate ESG practices from an investor perspective. We find that rising network attention significantly increases corporate ESG practices. Specifically, network attention plays the role of external monitoring, image promotion incentives, and mitigation of financing constraints to make companies willing to challenge ESG practices. Additionally, the promoting effect of network attention on firms' ESG practices was more significant in higher marketization processes, severely competitive industries, and non-state enterprises. When high uncertainty becomes the norm in entrepreneurship, entrepreneurial failure often becomes the first natural barrier that new ventures face. In dynamic environment, there is still a lack of clear answers on what strategic orientation new ventures need to adopt to improve organizational learning efficiency and achieve sustainable development. Lean startup theory believes that the entrepreneurial process is also a process where organizational cognition is constantly iterated and updated, which drives entrepreneurs to explore business opportunities through iteration learning and early customer insight. The paper aims to describe and examine the relationship between lean startup strategy, organizational iterative learning, and sustainable development of new ventures. This model is tested on the survey data of R&D departments of 325 technology new ventures in China. The research results show that: lean startup strategy can positively affect sustainable performance of new ventures; organizational iterative learning plays a mediating role in the relationship between lean startup strategy and sustainable development; market dynamics positively moderate the relationship between organizational iterative learning and sustainable development, while technology dynamics negatively moderate this relationship; furthermore, the two also moderate the process of lean startup strategy influencing sustainable development through organizational iterative learning, and that moderated mediating effect is significant. Transforming resource-based cities into sustainable economic development is a great challenge for policy-makers in many countries. However, the economic-centered evaluation system tends to breed the undesirable view of "GDP only" or "brown growth" in the previous case studies which is inconsistent with the long-run and sustainable development of resource-based cities. To fill in this research gap, this paper takes Jilin province in northeast China as a case study to explore urban development problems faced by major resource-based cities during resource depletion. This research constructs a stratified indicator system and conducts an in-depth analysis of the features and spatial effects of urban decline. For this analysis, this paper jointly uses the methods of entropy-weighted TOPSIS, analytic hierarchical process (AHP), and spatial effect model based on a database from 2000 to 2019. The findings of this study show that the current transformation of resource-based cities in Jilin province is generally ineffective and difficult to maintain long-run and sustainable development due to its historical reasons and industrial development background. According to the results, the resource-based cities in Jilin province show an unstable development because of factors such as barriers to the physical renewal of resources, rigid industrial structure, insufficient backup resources, and institutional and policy constraints. Improving the efficiency of converting natural resources into social benefits is an important issue for sustainable development in today's world. Based on this background this paper applies the super-efficient SBM model with non-expected output to measure the ecological welfare performance (EWP) of Chinese provinces from 2005-2019, and explores the relationship between government competition and EWP under different assessment systems. The research results show that government competition under economic performance assessment is self-interested and short-sighted, which can negatively affect ecological welfare performance in the current period as well as in the next four years. In contrast, government competition under the environmental assessment system promotes EWP in both the current and long term, balancing short-term and long-term benefits. The results of the spatial GMM found that government competition under economic performance appraisal can deteriorate EWP in local as well as surrounding areas, but government competition under the environmental assessment system can achieve an increase in local ecological welfare performance and the spillover effect is not significant. To alleviate the limitations of a single appraisal system, this paper incorporates both economic and ecological appraisals into the multidimensional appraisal system.
