The state is analyzed and directions of fuel and energy enterprises’ transformations are determined. Features of the emergence and implementation of raider threats in these enterprises’are identified. The level of a raider threat as a system of views was determined, including the regulatory and information basis, evaluation procedures, principles and directions of management, the level of interaction between different stakeholder groups, the functioning of a specialized unit, the anti-raider code, and allowed the development of information and analytical support for raiding and form a quantitative basis for making managerial decisions. A methodical approach to assessing the level of the raider threat based on a two-level system of indicators is proposed and is aimed at modeling the integral criterion by applying methods of expert assessments and analysis of hierarchies, which allowed to form a quantitative basis for information and analytical support for raiding at fuel and energy enterprises.
