Computer problems prevented millions of Chase customers from gaining access to their accounts over the bank's Web site for a second day on Wednesday. Even after access was restored, complaints persisted as the rush of customers logging on to the site bogged down the company's computers, making service spotty. Chase officials said customers first reported trouble logging on to their accounts on Monday evening.
