The Public Authorities Control Board, established in 1976, regulates financing, bonding, property acquisition, and construction projects of major public authorities. It approves all acquisitions, financing, and construction projects for the authorities, and also approves funding for all public authorities other than the Thruway Authority and the Municipal Assistance Corporation. This series consists of original applications, along with some related correspondence and memorandums, submitted to the Public Authorities Control Board (PACB) by public authorities seeking approval of project financing. Records request the board's approval pursuant to Laws of 1976, Chapter 38, and the Public Authorities Law, Section 51. Applications typically include transmittal letters, background information, and project proposals.

All proposals for new shared services offered by Boards of Cooperative Educational Services (BOCES) had to be approved by the department. These applications for new services contain a proposal describing the service, target group, planning efforts, evaluation method, rationale, and magnitude of the service; correspondence and memoranda between bureau staff and local officials; and approval/disapproval form giving reasons and conditions. Also included for each BOCES is a sheet summarizing new service proposal activity each year.

This series documents research into the feasibility and economic viability of state acquisition of the Long Island Lighting Company (LILCO) to reduce electricity costs to consumers. The records include proposals for expansion of public power and creation of the Long Island Power Authority; legal analyses and review by the State Energy Office; reports of other state power authorities; statistical spreadsheets; rate comparisons; testimony before the Public Power Commission; feasibility and economic viability studies; and related background material.

Statewide Joint Labor/Management Committees approve projects and funding for implementing contractual benefits for public employee unions. Projects include health insurance, tuition reimbursement, training, and health and safety programs. Records include correspondence with county directors of real property tax services and regional offices; advisory appraisals; newsletters; requests for proposals; "county files" on re-valuations and transfers of real property; and internal division memorandums, typically with the Bureau of Local Assessment Services, the Local Government Liaison Office, and the Legal Unit.

This series contains correspondence, reports, project applications, proposals, news releases, articles, newspaper clippings, speeches, programs, publications, charts, maps, schedules, and other literature about public health in New York State. Most records which document public health, public assistance, and health insurance, were created and maintained by Dr. H. Jackson Davis, who established the first statewide health care program for persons on public relief assistance. Also included are medical plans from New York counties and literature on milk sanitation.

This series contains offers to lend money to the Canal Fund in return for stock. The loan proposals usually provide date; name of lender; purpose of loan; amount of the loan; and per cent interest on stock.

The Contracting Board received proposals and bonds for performance of work submitted by persons wishing to obtain contracts for construction or repair of canals. Series includes printed forms for locks, culverts, waste weirs, aqueducts, bridge abutments, reservoirs, iron superstructure, and general excavation. Proposals specify the cost of clearing, excavation, masonry, carpentry, lumber, stone, iron, cement, and additional labor or materials necessary to perform the work.
