The purpose of writing the paper is the situation in agriculture in Serbia and the municipality of Kladovo, as well as the importance it achieves in the economic structure. At the level of Serbia, the importance of agriculture, forestry and fisheries (AFF) is analyzed through their contribution to gross domestic product (GDP) creation from 2016 to 2020, while for the municipality level the importance is determined by the amount of funds allocated in the local self-government unit (LSU) for the needs of agriculture from 2018 to 2020. The obtained results indicate a high share of AFF in GDP creation (6.3% during 2020) and a low share of budget funds in the total budget of the municipality for support of rural development (2.34% in 2020). The aim of this paper is to analyze the possibilities for further development of agriculture in the Republic and the Municipality. The paper uses methods of critical analysis of relevant literature, as well as descriptions for interpreting the results obtained by empirical research.

The subject matter of this paper is the analysis of the quality of the services and the sustainability of the business operations of insurance companies in the agricultural sector in the Republic of Serbia, depending on the teamwork concept. Teamwork belongs to the internal marketing factors in companies' business doing. Teams should have a common goal which the members may only achieve through joint work and a combination of the knowledge and abilities pertaining to different areas. Client satisfaction is a teamwork efficiency measure. Apart from a large number of satisfied users, a large number of new insurance programs innovated from year to year and offering its users an increasingly big range of possible types of insurance are also the indicators of the successful business doing of insurance companies in the agricultural sector. The research study was done on a suitable sample of 250 respondents, employed in 10 insurance companies.

The agricultural policy of Western Balkan countries in the process of accession to the European Union market is characterized by high volatility, which is expressed in terms of the applied instruments and measures as well as the product concerned. In the first phase of liberalization of prices and trade, most countries abolished or significantly reduced the customs import and export barriers to a wide range of products and also reduced or eliminated production subsidies. Only import tariffs are the only basic protection instrument for producers. Input prices have increased considerably for producers, which has led to a decrease in income in agriculture. In reality, this meant that domestic agricultural production was left to the ruthless competition of EU countries that have far better developed agricultural and food production. In the past few years, the implementation of the new agrarian policy, in countries from the first round of accession candidates, the European Union has introduced budget support measures for producers, mainly in the form of payments per hectare or throat. These budget payments were made according to the model of the EU CAP.

The abuse of bargaining power by retailers is reflected in unfair trading practices (UTPs) and there has been a growing interest among EU MSs to address them using regulatory approach and self-regulatory initiatives among market participants. The experiences of ex-YU and neighboring EU MSs are of interest for Serbia. Serbian food suppliers are not protected from UTPs apart from general competition and contract rules and payment terms regulation. Therefore, after a brief review of the global food retail trends and the role of power in the supply chain management in the introduction, the discussion focuses on UTPs and regulatory mechanisms to address them at the EU level, in selected EU MSs and in Serbia. Regarding existing EU and MS practices, it is recommended that Serbia introduce specific UTP regulation in the food supply chain and authorize the Commission for Protection of Competition for the enforcement.

The paper explores the agricultural potential of the municipality for Lajkovac and accordingly defines the development priorities and strategic measures of sustainable development in this area. The purpose of the research is to examine the real possibilities for the development of agriculture and rural areas of the Municipality. Consequently, the analysis focuses on: the structure of the economy of the Municipality, the importance and role of agriculture and agro-industry in the municipal economy and the development priorities and strategic measures in the agriculture of the municipality. The research's results show that the Municipality of Lajkovac has favorable factor conditions for the development of agriculture. With regard to the development of Lajkovac agriculture in the coming period, it will be important to develop the processing sector, that is, capacity building, especially in the small and medium enterprises in agriculture (SMEA) sector, in the field of processing meat, milk, fruit and vegetables.

This paper examines the agricultural potentials of Stara Pazova, and consequently defines development priorities in this area. The aim at the research is to assess the real possibilities for improvement on agriculture Municipality. The analysis is focused on: knowledge transfer and innovation, agriculture technical equipment, warehouse and finishing capacities in agriculture, processing of agricultural products and the vision and development priorities over agriculture Municipality. The research results show that the improvement to the competitiveness of the agricultural sector of Stara Pazova requires the implementation of adequate policy measures and projects related to the improvement to human resources, higher level of processing of agricultural and food products, as well as better agricultural technical equipment agricultural producers. Activities in this area include primarily higher correlation science and practice across the reorganized agricultural station, extension services, home service , agricultural cooperatives and other associations of farmers; development and implementation of new knowledge and skills of farmers through advice, training, seminars, courses; support young farmers in the modernization of farms. All projects in this field must be based on adequate state support and coordinated efforts of the public and private sectors.

The authors explore deals and payments that have a positive effect on the development of Common agricultural and cohesion policy. They particularly emphasize the ways of protecting the European Union from cheap imported products from non-EU countries. They also deal with the mechanisms that are built into the process, with the structural policy regarding 'Agenda 2000', as well as the reforms of Common agricultural and cohesion policy from its beginnings until now. The paper presents problems of guaranteed prices, ecology, quotas, agricultural levies and customs duties. The authors also investigated the Common Agricultural and Rural Policy of the European Union 2014-2020, the ways to accelerate the transfer of technology and strengthen the cooperation between agriculture and research sectors in the future.

The authors gave a brief overview on the situation of cooperatives in Serbia. They introduce us to the cooperative legislation which will be, in the current period, important factor in the development of agricultural cooperatives. Serbia is obligated to harmonize its laws with the laws of European Union. The process of harmonization should be done with the cooperative legislation, too. In the current conditions, the survival of the cooperative is threatened by transition. In the transition process it is required from agricultural cooperatives to return forcefully confiscated land to their rightful owners or their heirs. It is also necessary to return the land taken away from its members and given to the cooperatives to manage it. This process has largely been completed. Some agricultural cooperatives ceased to exist in the transition. At the end, the authors have made a study on the situation in cooperatives in Nišava district. The aim of the research is to analyze the results of the application of the concept of cooperative organization and association of farmers in the transition process.

The authors in this paper talk about the use of state-owned agricultural land under the new Agricultural Land Law. The law gives new solutions on the method of renting agricultural land in state ownership. These solutions also caused some of the remarks that relate primarily to the leasing of state-owned agricultural land. At the end of the work some of the experiences of the countries in the region in the first place of Hungary, Slovenia and Croatia regarding the leasing of state-owned agricultural land are given.

На крају рада дају се нека од искустава земаља у окружењу у првом реду Мађарске, Словеније и Хрватске по питању давања у закуп пољопривредног земљишта у државној својини.

Under modern conditions in which we live emerges is an increasing need to address the problem of rural development. The last reform of the Common Agricultural Policy of the European Union is increasingly devoted attention to the issue of agricultural environment and its planning perspective. This approach stems from new features rural areas. Rural cannot be identifed because the agrarian diversifcation takes place in rural areas. The process of revival of rural settlements and paying increasing attention to environmental protection and enhancement of agricultural production may slow the reduction of agricultural settlements. Just to revive the rural settlements are made of agricultural development programs. This paper is primarily interested in the program of agricultural.

The aim of this work is to highlight the problems of organizing agrarian industry production in the period of transition in Serbia. It starts from favorable natural conditions for production and it points the need for a consistent agrarian policy. Details are focused on the problem of organizing the production and on the main aspects of the process.

In paper was analysed tax policy in agriculture of Serbia. Tax policy was observed through the current legal framework, as like: Individual Income Tax Law and Corporate Profit Tax Law. Special attention was paid to the Value Added Tax Law, primarily from the aspect of family agricultural husbandries, as from the stand point of the rules that were valid under the old VAT Law, as well as based on last amendments and supplements adopted at the end of 2012. Mentioned approach of VAT studying is leaned on fact that it represents modern form of tax applicable in field of consumption. It was implemented primarily to facilitate the reduction of the grey economy, to harmonize national tax policy with European Union (EU) standards, as well as to increase tax collection.

The authors wish to present economic position of agriculture in Serbia in the period of transition. Agriculture represents the base and starting point of economic development. Authors observe economic position of agriculture through four indicators by which is determined the importance of agriculture within the national economy. Mentioned indicators are: share of agricultural population in total population; share of agricultural population in total active population; share of agriculture in net national product creation; and participation of agriculture in creation of foreign trade balance. Later, authors provide a brief overview of transition process in Serbia, as well as its impact on the economic position of agriculture.

Agriculture and its agricultural policy had important role in the period of transformation of EC into the EU, by signing the Maastricht Treaty between members in 1992. This had given a new role to agriculture on the EU market, which required the "Common Agricultural Policy" (CAP) to be established. That represented significant reform in the EU agricultural policy, which defined the objectives of encouraging the growth of production volume of the basic agricultural products. Common Agricultural Policy had endured fundamental reform in June 2003, which created long-term perspectives for sustainable agriculture and rural development. The EU Common Agricultural Policy must be directed as an integrated policy which contributes to other elements of the state policy, above all in the direction of rural area development. Today CAP reflects almost half century of long change of priorities. The initial objective to increase food production, regardless of costs, is replaced with controlling the production surpluses and excessive costs. Redirection towards fulfillment of various social and ecological goals is also carried out through mechanisms which are in great deal separated from the production.

We can say that Serbian cooperative movement has gone through much probation. The period includes not only the period of socialism but also the modern period characterized by the transition process. In these movements, that is, various experiments that have happened to it, the cooperatives managed to survive. This indicates how durable and capable of surviving in various socio-economic systems the cooperatives are. Modern Serbian cooperatives have in accordance with the Cooperative Law Draft accepted the annex related to the cooperative principles which are valid internationally.

Developmental behavior of a company means searching for concepts and instruments which harmonize goals and possibilities of the company with challenges and threats from surrounding. Developmental goals represents anticipated effects, conditions or situations which company wants to achieve. Developmental policy gathers a certain group of rules, criteria or principles that the company will do in making decisions about growth and development. In order to achieve developmental goals a direction and method of the companys action must be set up. Management of growth and development of the company means setting up a strategy as a way of putting developmental policy into reality.

Concluding CEFTA, several important conditions were realized: condition for more paced and faster economy development, coordination of the regulative with EU and STO, increase of investments, competitiveness and export, therefore employment and rise of standard. These are all necessary preconditions for faster and easier approaching to EU and taking into an international trade. As a confirmation that CEFTA is a good orientation for Serbia, to enter EU, there is a fact that Slovenia, Poland, Czech Republic, Slovakia, Hungary, then Bulgaria and Romania, as members of CEFTA, have become full members of EU.

According to actual conditions agricultural production development was achieved by harming the environment. The traditional agricultural methods (the natural farms, and plants and animals using in a rural manner) was bequeath us the ruined environment (erosion, barren fields etc). Modern agriculture which based on technical – technological accomplishments could harms it even more and immeasurable. We couldnt let that development and prosperity of agricultural production does more harm and endanger the environment which could lead to ecological problems with immeasurable consequences. The Agrarian policy should takes into considerations agribusiness agroecological issues in conditions like these. The major goal of a modern agricultural productions and food industry isnt only to produce more food with lowest possible prices but to contribute the environment protection and prosperity by their activities. Production of "Eco food" was presumed by using of proper ecological technology. Normally, the profile of agribusiness managers should be changed in the first place. They should be the modern type of eco – managers. Their primary task should be to manage the control of applying eco principles with agricultural production. According to the modern agricultural enterprises business managing, beside the market realization as the business component, we should take into consideration the applying of eco principles level as well. Its applying should be considered as preventive measures in the environment protection. The point is thats much more expensive to overhaul harming consequences provoked by ignoring of the modern agricultural eco principles than stick with them.
