The number of motorized vehicles is climbing exponentially in developing countries, and so is the number of people killed in accidents involving those vehicles. Traffic crashes in poorer nations tend to be fatal more often than those in developed countries because they often involve pedestrians and riders in less protected vehicles such as rickshaws, bicycles, or motorcycles. Such accidents are now a leading cause of death in the developing world, and policy makers and citizen advocates are searching for effective ways to help solve this growing public health problem.

Why are chemicals that have been banned for over a decade still being detected in the environment? How is it that chemicals and other pollutants such as particulate matter turn up hundreds or even thousands of miles from their sources? These are just two of the questions that a team of American and Canadian scientists hope will be answered using a model they have developed to track pollutants across North America. In the short term, the model's developers are concentrating on using it to assess rates of exposure from food sources, but they hope to expand the model to include global data, a step they hope will help policy makers better understand the consequences of pollution.

With the emergence of the Human Genome Project and its private counterparts, the U.S. Patent and Trademark Office has begun receiving applications for the patenting of genes and genetic sequences. Earlier patent decisions regarding similar scientific advances limited patents to organisms "made by the hand of man," which would seem to remove discovered genes from patent protection. But many applicants have been successful in attaining patents for genes based on their ability to demonstrate the ultimate utility of the gene, for instance in medicine. One controversy regarding genomic patenting, however, is that patents apparently have been granted for mere gene fragments devoid of much demonstrable utility. Furthermore, critics fear that gene patenting will retard research by squelching scientists' ability to share findings freely.

In theory, environmental audit-privilege laws grant immunity to companies that uncover environmental problems during self-audits and that take steps to correct them so that information gleaned from such audits cannot be used against the company in a lawsuit. Supporters of audit-privilege laws believe these laws encourage more audits and more disclosures of regulatory violations because of the greatly reduced chances that audit findings will result in penalties. Opponents argue that in actuality, the level of audit activity in states that have audit-privilege or immunity laws is no different from that in the states without them and that companies in states with the laws are no more likely to disclose violations than companies in states without them. In addition, some citizens' groups, as well as the U.S. Environmental Protection Agency, continue to criticize the worst of the audit-privilege laws as measures that protect potential polluters.

In November 1998, a coalition of state negotiators and five tobacco companies reached an agreement in which the cigarette makers would pay out the biggest financial settlement in history, $206 billion over the next 25 years to 46 states, to compensate for the medical treatment of patients suffering from tobacco-related health problems. Critics of the settlement say the tobacco companies are getting off the hook too easily, and that the deal's public health provisions are unacceptably riddled with loopholes. But the attorneys general who negotiated the settlement defended it as a good deal-but clearly not as a panacea. Ultimately, they feel, Congress should pass legislation to provide essential reforms, including full Food and Drug Administration authority over tobacco.
