We present high-precision timing data over time spans of up to 11 years for 45 millisecond pulsars observed as part of the North American Nanohertz Observatory for Gravitational Waves (NANOGrav) project, aimed at detecting and characterizing low-frequency gravitational waves. The pulsars were observed with the Arecibo Observatory and/or the Green Bank Telescope at frequencies ranging from 327 MHz to 2.3 GHz. Most pulsars were observed with approximately monthly cadence, and six high-timing-precision pulsars were observed weekly. All were observed at widely separated frequencies at each observing epoch in order to fit for time-variable dispersion delays. We describe our methods for data processing, time-of-arrival (TOA) calculation, and the implementation of a new, automated method for removing outlier TOAs. We fit a timing model for each pulsar that includes spin, astrometric, and (for binary pulsars) orbital parameters; time-variable dispersion delays; and parameters that quantify pulse-profile evolution with frequency. The timing solutions provide three new parallax measurements, two new Shapiro delay measurements, and two new measurements of significant orbital-period variations. We fit models that characterize sources of noise for each pulsar. We find that 11 pulsars show significant red noise, with generally smaller spectral indices than typically measured for non-recycled pulsars, possibly suggesting a different origin. Radio emission from coronal mass ejections (CMEs) is a di- rect tracer of particle acceleration in the inner heliosphere and potential magnetic connections from the lower solar corona to the larger heliosphere. Energized electrons excite Langmuir waves, which convert into radio emission at the local plasma frequency, with the most intense acceleration thought to occur within 20 RS, but many aspects of this par- ticle acceleration and transport remain poorly constrained. Ground-based arrays would be quite capable of tracking the radio emission associated with CMEs, but absorption by the Earth’s ionosphere limits the frequency coverage of ground-based arrays (n > 15 MHz), which in turn limits the altitudes over which they can track the radio emission ( < 3RS). The state-of-the-art for tracking such emission from space is defined by single antennas (Wind/WAVES, Stereo/SWAVES), in which the tracking is accomplished by assuming a frequency-to-density mapping; there has been some success in triangulating the emission between the spacecraft, but considerable uncertainties remain. We describe the Sun Radio Imaging Space Experiment (Sun- RISE) mission concept: A constellation of small spacecraft in a geostationary graveyard orbit designed to localize and track radio emissions in the inner heliosphere. Each space- craft would carry a receiving system for observations be- low 25 MHz, and SunRISE would image CMEs more than a few solar radii from the Sun.

The Virtual Observatory (VO) is realizing global electronic integration of astronomy data. One of the long-term goals of the U.S. VO project, the Virtual Astronomical Observatory (VAO), is development of services and protocols that respond to the growing size and complexity of astronomy data sets. This paper describes how VAO staff are active in such development efforts, especially in innovative strategies and techniques that recognize the limited operating budgets likely available to astronomers even as demand increases. The project has a program of professional outreach whereby new services and protocols are evaluated.

The U.S. Virtual Astronomical Observatory (VAO; http://www.us-vao.org/) has been in operation since May 2010. Its goal is to enable new science through efficient integration of distributed multi-wavelength data. This paper describes the management and organization of the VAO, and emphasizes the techniques used to ensure efficiency in a distributed organization. Management methods include using an annual program plan as the basis for establishing contracts with member organizations, regular communication, and monitoring of processes.

Known classes of radio wavelength transients range from the nearby (stellar flares and radio pulsars) to the distant Universe (gamma-ray burst afterglows). Hypothesized classes of radio transients include analogs of known objects, such as extrasolar planets emitting Jovian-like radio bursts and giant-pulse emitting pulsars in other galaxies, to the exotic, such as prompt emission from gamma-ray bursts, evaporating black holes and transmitters from other civilizations. Time domain astronomy has been recognized internationally as a means of addressing key scientific questions in astronomy and physics, and pathfinders and Precursors to the Square Kilometre Array (SKA) are beginning to offer a combination of wider fields of view and more wavelength agility than has been possible in the past. These improvements will continue when the SKA itself becomes operational. I illustrate the range of transient phenomena and discuss how the detection and study of radio transients will improve immensely.
