The article focuses on the Chelsea District Library in Michigan. "Library Journal" named the library the best small library in America in 2008. The author argues that the library's aggressively responsive staff, careful research, proactive partnering, and innovative planning have built a variety of services and programs that won the library community support and the help of local volunteers.
