In recent decades, wildfires have become common disasters that threaten people’s lives and assets, particularly in wildland–urban interfaces (WUIs). Developing an effective evacuation strategy for a WUI presents challenges to emergency planners because of the spatial variations in biophysical hazards and social vulnerability. The aim of this study was to map priority WUIs in terms of evacuation. The factors considered were the seriousness of the risk of wildfire exposure, and the population centres whose greatest constraints on the evacuation process stemmed from the nature of the exposed population and the time required to travel to the nearest shelter/refuge. An integrated framework linking wildfire hazard, social vulnerability, and the time taken to travel by foot or by car to the nearest refuge/shelter was applied. The study area includes two municipalities (Lousã and Sertã) in the mountainous areas of central Portugal that are in high-wildfire-risk areas and have very vulnerable and scattered pockets of exposed population. The combination of wildfire risk and travelling time to the nearest shelters made it possible to identify 20% of the WUIs that were priority areas for evacuation in the case of Sertã. In the case of Lousã, 3.4% were identified, because they were highly exposed to wildfire risk and had a travelling time to the nearest shelter of more than 15 min on foot. These results can assist in designing effective pre-fire planning, based on fuel management strategies and/or managing an effective and safe evacuation.

Wildfires are a common phenomenon in Mediterranean environments. This study seeks to synthesize the main results of existing studies from the last decade on this topic and to highlight the need for managing soil impacted by wildfires in the Mediterranean environment. Researchers have found that the impact of fire during a forest fire on the soil, and the subsequent consequences on soil ecosystem services and functions, is great and produces negative consequences for the soil. The physical, chemical, and biological properties of soil have been extensively analyzed, and a very high number of studies during the last ten years have been performed on different study areas with a common component: the Mediterranean ecosystem. However, the effects of these fires on the multifunctionality of the soil itself, ecosystem services, and soil functionality, which they provide to humans, have not. It is therefore essential to know the impact of fires in a fire-prone ecosystem such as the Mediterranean one on the soil and how these services and functions are affected. In this way, the decision can be taken to carry out restoration measures, especially after very severe forest fires and if the recurrence is high. This conclusion is even more important in the context of global change in which more severe and recurrent fires are expected, and therefore actions to be considered are expected to be more necessary to avoid land degradation, as many of the studies compiled here have shown.

Private landowners in the southern Willamette Valley of Oregon, USA were surveyed. The survey queried probabilities of implementing specific fuels reduction projects in extensive areas of specific forest types on their property. The projects were described in relation to the beginning and target forest types, the actions required, costs, and long-term maintenance. Forest types were first rated for scenic beauty and informed levels of wildfire risk reduction, scarce habitat production, and associated property rights risks. Propensities to perform each fuels reduction project were then obtained. These were adversely affected by disbelief in heightened wildfire risks or climate change, higher project costs, feelings of hopeless vulnerability to wildfire, and low aesthetic affections for target forests. Propensities were enhanced by aesthetic affection for target forests, belief in the efficaciousness of fuels reduction, previous experience with wildfire evacuation, and higher incomes. All landowners favored thinning of young conifer forests, but some were averse to thinning of mature conifer forests. Anthropocentric landowners, mainly farmers, foresters, and some small holders, tended to favor conventional thinnings toward commercially valuable conifer forests and avoided long-term habitat maintenance. Nature-centric landowners, mainly some rural residents and wealthy estate owners, leaned more toward long term habitat goals and oak forests.

Urbanization of forested areas increases the surface of wildland–urban interface (WUI), where fire is the primary hazard for humans and ecosystems. We determined the WUI using a novel approach in NW Patagonia, Argentina and evaluated its relationship with the fire ignition points. The WUI expands a greater distance on upslopes, where the rate of fire spread is highest. The WUI reaches the maximum distance under the most hazardous conditions: houses surrounded by fuel with steep slopes towards them. In the Bariloche district in 2021, the WUI included 81% of the houses and occupied 37% (11,006 ha) of the total study area. Between 2015 and 2021, 77% of fire ignitions occurred in the WUI, highlighting the relevance of urban growth planning and the management of fuel load in order to reduce wildfire risk.

Pinus halepensis forests, as Mediterranean-type ecosystems, are subject to high levels of wildfire risk in times of drought, with meteorological conditions of water stress and very high temperatures, mainly in summer. Considering the difficulty of knowing the phenological state of this species, the objective of this research was to evaluate the possibility of implementing the electrical responses (voltage and short-circuit current) as a variable in fire risk management models, compared to live fuel moisture. On the one hand, the obtained results demonstrate non-significant differences between the moisture content of the different fractions of the living branches (base and half of the branch and live fuel), even in times of drought with hydric stress and very high temperatures. Live fuel moisture of Pinus halepensis does not show significant seasonal variations under the influence of extreme fire risk factors. For this reason, it should be complemented with other variables for fire risk management models. On the other hand, the differences registered in the electrical signal show oscillations with significant variations, which are strongly correlated with the periods of extremely favourable meteorological conditions for wildfires. So, the voltages measured show ranges that correspond with great accuracy to the FWI. Voltage variation is dependent on the hydraulic dynamic plant behaviour and a result of the physiological response of pine trees to abiotic stress of drought. It is an easy-to-measure electrical parameter as well as a very reliable indicator with a high correlation with wildfire risk. Thus, electrical responses could add more knowledge about the phenological state of the trees in dependence on stress climatic conditions, allowing integration of these variables in the preventive wildfire modelling and management.

This paper presents the results of a survey that was undertaken to examine homeowners’ FireSmart mitigation practices and investigate existing incentives and barriers to uptake of FireSmart Canada’s recommended wildfire mitigation activities in the Urban Service Area of Fort McMurray Alberta. Single-family residential property owners, the large majority of whom were affected by the Horse River wildfire, were invited to participate in an online survey. A total of 496 surveys were completed, with a response rate of 38%. We found that most of the participants generally perceive a low to moderate wildfire risk to their properties: they felt there was a low chance of a catastrophic fire happening soon and/or ‘enough’ had already been done to reduce the immediate risk. Although about half of the participants searched for information about FireSmart, having information or knowledge of FireSmart did not translate into substantial adoption of recommended mitigation actions. Survey participants generally preferred and implemented more of the low-cost, low effort mitigation measures such as cutting grasses and cleaning debris, likely for reasons other than wildfire risk reduction. With regard to structural measures, we found asphalt shingles and vinyl siding were present on the majority of homes; although this was not a choice but was provided by the builder or on the home when it was purchased. Very few respondents were willing to replace their siding or roof––the cost was the single biggest factor. In addition, we identified several other factors as negatively influencing homeowners’ mitigation actions, including the tendency to shift responsibility to the municipal government and social pressure such as neighbors not being as proactive in completing FireSmart mitigation measures. Recommendations that may help promote positive wildfire mitigation behaviors are discussed.

Wildfire is a complex problem because of the diverse mix of actors and landowners involved, uncertainty about outcomes and future conditions, and unavoidable trade-offs that require ongoing negotiation. In this perspective, we argue that addressing the complex challenge of wildfire requires governance approaches designed to fit the nature of the wildfire problem. For instance, while wildfire is often described as a cross-boundary problem, understanding wildfire risk as transboundary highlights important political and institutional challenges that complicate collaboration across jurisdictions and shared stewardship. Transboundary risk requires collaborative governance that attends to the distribution of power, authority, and capacity across the range of actors relevant to particular fire-prone landscapes. Wildfire is also changing in unprecedented ways and multiple, interacting uncertainties make predicting future wildfires difficult. Anticipatory governance can build our capacity to integrate uncertainty into wildfire decision-making and manage risk in proactive ways. Finally, competing interests and values mean that trade-offs are inherent to the wildfire problem. Risk governance links science and society through deliberative, participatory processes that explicitly navigate tradeoffs and build legitimacy for actions to address wildfire risk. Governance approaches that better target the nature of the wildfire problem will improve our ability to coexist with fire today and in the future.

Despite the need for preserving the carbon pools in fire-prone southern European landscapes, emission reductions from wildfire risk mitigation are still poorly understood. In this study, we estimated expected carbon emissions and carbon credits from fuel management projects ongoing in Catalonia (Spain). The planning areas encompass about 1000 km2 and represent diverse fire regimes and Mediterranean forest ecosystems. We first modeled the burn probability assuming extreme weather conditions and historical fire ignition patterns. Stand-level wildfire exposure was then coupled with fuel consumption estimates to assess expected carbon emissions. Finally, we estimated treatment cost-efficiency and carbon credits for each fuel management plan. Landscape-scale average emissions ranged between 0.003 and 0.070 T CO2 year−1 ha−1. Fuel treatments in high emission hotspots attained reductions beyond 0.06 T CO2 year−1 per treated ha. Thus, implementing carbon credits could potentially finance up to 14% of the treatment implementation costs in high emission areas. We discuss how stand conditions, fire regimes, and treatment costs determine the treatment cost-efficiency and long-term carbon-sink capacity. Our work may serve as a preliminary step for developing a carbon-credit market and subsidizing wildfire risk management programs in low-revenue Mediterranean forest systems prone to extreme wildfires.

The United States has experienced an even longer and more intense wildfire season than normal in recent years, largely resulting from drought conditions and a buildup of flammable vegetation. The derived stochastic dynamic model in this study was utilized to evaluate the interaction of wildfire risk mitigation policies for two adjacent landowners under various scenarios of forest benefits while accounting for full awareness of fire externalities. This study also evaluated the effectiveness of cost-share programs and fuel stock regulation and investigated under which scenarios of forest management interests the implementation of these policies encourages risk mitigation behaviors and yields larger reductions in social costs. The findings revealed that social costs significantly reduced after the implementation of cost-share programs and fuel stock regulation. Market-oriented adjacent landowners were more responsive to policy instruments compared to other types of neighboring landowners, and their responsiveness was greater for fuel stock regulation policies than for cost-share programs. Policymakers may introduce extra financial incentives or more rigorous fuel stock regulations to induce nonmarket-oriented landowners to undertake increased fuel management activities.

Wildfires continue to destroy houses, but an understanding of the complex mix of risk factors remains elusive. These factors comprise six themes: preparedness actions (including defensible space), response actions (including defence), house construction, landscape fuels, topography and weather. The themes span a range of spatial scales (house to region) and responsible agents (householders through government to entirely natural forces). We conducted a statistical analysis that partitions the contribution of these six themes on wildfire impact to houses, using two fires that destroyed 200 houses in New South Wales (Australia) in October 2013 (the Linksview and Mt York fires). We analysed 85 potential predictor variables using Random Forest modelling. The best predictors of impact were whether the house was defended and distance to forest toward the direction of fire spread. However, predictors from all four of the other themes had some influence, including distance to the nearest other burnt house (indicating house-to-house transmission) and vegetation cover up to 40 m from the house. The worst-placed houses (undefended, without adequate defensible space, with burnt houses nearby and with a westerly aspect) were 10 times more likely to be impacted than the best-placed houses in our study. The results indicate that householders are the agents most able to mitigate risk in the conditions experienced in these fires through both preparation and active defence.

Optimized wildfire risk reduction strategies are generally not resilient in the event of unanticipated, or very rare events, presenting a hazard in risk assessments which otherwise rely on actuarial, mean-based statistics to characterize risk. This hazard of actuarial approaches to wildfire risk is perhaps particularly evident for infrequent fire regimes such as those in the temperate forests west of the Cascade Range crest in Oregon and Washington, USA (“Westside”), where fire return intervals often exceed 200 years but where fires can be extremely intense and devastating. In this study, we used wildfire simulations and building location data to evaluate community wildfire exposure and identify plausible disasters that are not based on typical mean-based statistical approaches. We compared the location and magnitude of simulated disasters to historical disasters (1984–2020) in order to characterize plausible surprises which could inform future wildfire risk reduction planning. Results indicate that nearly half of communities are vulnerable to a future disaster, that the magnitude of plausible disasters exceeds any recent historical events, and that ignitions on private land are most likely to result in very high community exposure. Our methods, in combination with more typical actuarial characterizations, provide a way to support investment in and communication with communities exposed to low-probability, high-consequence wildfires.

The actions of residents in the wildland–urban interface can influence the private and social costs of wildfire. Wildfire programs that encourage residents to take action are often delivered without evidence of effects on behavior. Research from the field of behavioral science shows that simple, often low-cost changes to program design and delivery can influence socially desirable behaviors. In this research report, we highlight how behavioral science and experimental design may advance efforts to increase wildfire risk mitigation on private property. We offer an example in which we tested changes in outreach messaging on property owners’ interest in wildfire risk information. In partnership with a regional wildfire organization, we mailed 4564 letters directing property owners to visit personalized wildfire risk webpages. By tracking visitation, we observed that 590 letter recipients (12%) sought information about their wildfire risk and response varied by community. This research–practice collaboration has three benefits: innovation in outreach, evidence of innovation through experimental design, and real impacts on interest in wildfire mitigation among property owners. Future collaborations may inform behavioral and evidence-based programs to better serve residents and the public interest as the risks from wildfires are projected to grow.

The large wildfires of June 2017 disturbed many communities in central Portugal. The civil parish of Alvares was severely affected, with about 60% of its area burnt. Assessing the risk of large wildfires affecting local communities is becoming increasingly important, to reduce potential losses in the future. In this study, we assessed wildfire risk for the 36 villages of Alvares parish, by combining hazard, exposure and vulnerability analysis at the settlement scale. Hazard was obtained from fire spread simulations, which integrated exposure together with population and building density within each village. Vulnerability was based on the sociodemographic characteristics of the population, ranked with a hierarchical cluster analysis. Coping capacity was also integrated, considering the distance of each village to the fire station and the time needed for residents to reach a shelter. We simulated 12 different land management scenarios, regarding the implementation of a fuel-break network and the level of forest management activities. The potential effects of each scenario in the exposure and risk levels of the settlements were evaluated. The results show that, for a business-as-usual scenario, 36% of the villages are at high or very high risk of wildfires. Examining each risk component, 28% of the villages are highly exposed, 44% are highly vulnerable, and 22% do not have a potential shelter on-site, calling for different intervention strategies in each specific risk dimension. All the land management scenarios, even if designed for other purposes than the protection of settlements, could decrease the proportion of highly exposed villages at different levels, up to a maximum of 61%. These findings can contribute to adjust prevention and mitigation strategies to the risk levels and the characteristics of the population and the territory, and to prioritize the protection and emergency actions at the local scale.

Unlike low intensity fire which promotes landscape heterogeneity and important ecosystem services, large high-intensity wildfires constitute a significant destructive factor despite the increased amount of resources allocated to fire suppression and the improvement of firefighting tactics and levels of organization. Wildfires also affect properties, while an increasing number of fatalities are also associated with wildfires. It is now widely accepted that an effective wildfire management strategy can no longer rely on fire suppression alone. Scientific advances on fire behavior simulation and the increasing availability of remote sensing data, along with advanced systems of fire detection can significantly reduce fire hazards. In the current study remote sensing data and methods, and fire behavior simulation models are integrated to assess the fire hazard in a protected area of the southeast Mediterranean region and its surroundings. A spatially explicit fire hazard index was generated by combining fire intensity estimations and proxies of fire ignition probability. The results suggest that more than 50% of the study area, and the great majority of the protected area, is facing an extremely high hazard for a high-intensity fire. Pine forest formations, characterized by high flammability, low canopy base height and a dense shrub understory are facing the most critical hazard. The results are discussed in relation to the need for adopting an alternative wildfire management strategy.

This study examines the statistical association of wildfire risk with climatic conditions and non-climate variables in 48 continental US states. Because the response variable “wildfire risk” is a fractional variable bounded between zero and one, we use a non-linear panel data model to recognize the bounded nature of the response variable. We estimate the non-linear panel data model (fractional probit) using the Generalized Estimating Equation (GEE) approach to ensure that the parameter estimation is efficient. The statistical model, coupled with the future climates projected by Global Climate Models (GCMs), is then employed to assess the impact of global climate change on wildfire risk. Our regression results show that wildfire risk is positively related to spring, summer, and winter temperatures and human population density whereas it is negatively associated with precipitation. The simulation results based on GCMs and the regression model indicate that climate change will intensify wildfire risk throughout the entire US, especially in the South Central region, posing an increasing wildfire threat and thus calling for more effective wildfire management strategies.

This work considers a two-stage stochastic integer programming (SIP) approach for optimizing fuel treatment planning under uncertainty in weather and fire occurrence for rural forests. Given a set of areas for potentially performing fuel treatment, the problem is to decide the best treatment option for each area under uncertainty in future weather and fire occurrence. A two-stage SIP model is devised whose objective is to minimize the here-and-now cost of fuel treatment in the first-stage, plus the expected future costs due to uncertain impact from potential fires in the second-stage calculated as ecosystem services losses. The model considers four fuel treatment options: no treatment, mechanical thinning, prescribed fire, and grazing. Several constraints such as budgetary and labor constraints are included in the model and a standard fire behavior model is used to estimate some of the parameters of the model such as fuel levels at the beginning of the fire season. The SIP model was applied to data for a study area in East Texas with 15 treatment areas under different weather scenarios. The results of the study show, for example, that unless the expected ecosystem services values for an area outweigh fuel treatment costs, no treatment is the best choice for the area. Thus the valuation of the area together with the probability of fire occurrence and behavior strongly drive fuel treatment choices.

Wildfire is a natural part of forested Mediterranean systems. As humans continue to live and build housing in these areas, wildfire is a constant threat to homes and lives. The goal of this paper is to describe aspects of land-use planning that are used to reduce wildfire risk in institutionally divergent regions; southern France and California. By reviewing relevant legislation and planning documents and conducting in person interviews with fire and planning professionals, we identify the institutions which participate in land use planning to reduce fire risk and the key laws and regulations that guide planning decisions. Our results indicate that France has a more centralized system for planning for fire, with national level entities heavily involved in local land use planning. California, on the other hand sees almost no federal oversite, and, while state law requires local plans to include wildfire risk, most fine grain decisions are left to local planners and decision makers. In both regions, however, we see a reliance on technical support provided from outside local jurisdictions. Increased coordination between local, regional, and national governments could improve land use planning in both locations.

Humans and fire form a coupled and co-evolving natural-human system in Mediterranean-climate ecosystems. In this context, recent trends in landscape change, such as urban sprawl or the abandoning of agricultural and forest land management in line with new models of economic development and lifestyles, are leading to new fire scenarios. A fire scenario refers to the contextual factors of a fire regime, i.e., the environmental, socio-economic and policy drivers of wildfire initiation and propagation on different spatial and temporal scales. This is basically a landscape concept linking territorial dynamics (related to ecosystem evolution and settlement patterns) with a fire regime (ignition causes; spread patterns; fire frequency, severity, extent and seasonality). The aim of this article is to identify and characterize these land-based fire scenarios in Spain on a national and regional scale, using a GIS-based methodology to perform a spatial analysis of the area attributes of homogenous fire spread patterns. To do this, the main variables considered are: land use/land cover, fuel load and recent fire history. The final objective is to reduce territorial vulnerability to forest wildfires and facilitate the adaptation of fire policies and land management systems to current challenges of preparedness and uncertainty management.
