The joint scheduling of quay cranes (QCs), yard cranes (YCs), and yard trucks (YTs) is critical to achieving good overall performance for a container terminal. However, there are only a few such integrated studies. Especially, those who have taken the vessel stowage plan (VSP) into consideration are very rare. The VSP is a plan assigning each container a stowage position in a vessel. It affects the QC operations directly and considerably. Neglecting this plan will cause problems when loading/unloading containers into/from a ship or even congest the YT and YC operations in the upstream. In this research, a framework of simulation-based optimization methods have been proposed firstly. Then, four kinds of heuristics/metaheuristics has been employed in this framework, such as sort-by-bay (SBB), genetic algorithm (GA), particle swarm optimization (PSO), and multiple groups particle swarm optimization (MGPSO), to deal with the yard crane scheduling problem (YCSP), yard truck scheduling problem (YTSP), and quay crane scheduling problem (QCSP) simultaneously for export containers, taking operational constraints into consideration. The objective aims to minimize makespan. Each of the simulation-based optimization methods includes three components, load-balancing heuristic, sequencing method, and simulation model. Experiments have been conducted to investigate the effectiveness of different simulation-based optimization methods. The results show that the MGPSO outperforms the others.

The advent of intelligent technology has spurred most large companies to introduce business intelligence systems (BIS), but those with low information maturity still have a wait-and-see attitude towards BIS. In order to accelerate the introduction of BIS, this study found and analyzed the critical factors (CFs) considered by companies when introducing BIS. First, the literature on factors considered by companies to introduce BIS was reviewed. The three stages before, during, and after introduction in marketing that organizations undergo during the procurement process were developed into a three-layer hierarchy factor table. An expert questionnaire with pairwise factors was then designed and sent to senior executives in companies that had introduced BIS, and the weights of all factors were calculated by the fuzzy analytic hierarchy process (FAHP) based on the collected questionnaire data. After this, four critical factors—system function integrity, approaching corporate strategy, licensing fee, and information technology maturity—were determined objectively by using the conditions for the acceptable advantage of Vlse Kriterijumska Optimizacija Kompromisno Resenje (VIKOR) and further explored in order to help companies input fewer resources, introduce BIS efficiently, and thus increase their decision-making power.

Today, over 80% of global trade is seaborne. In a world of global supply chains and complex industrial development processes, seaports and port operators play an integral role of utmost importance and act as an incentive to the development of the marine economy and particularly, the national economy in general. Most importantly, the supply chain and demand shocks of Covid-19 on container ports and the container shipping industry have intensified competition among terminal operators. Thus, it is imperative that managers evaluate competitiveness by measuring their past and current performance efficiency indexes. In so doing, we present a hybrid data envelopment analysis (DEA) model that combines the DEA Malmquist method and the epsilon-based measure (EBM) for the first time to address the issue of performance evaluation of seaport terminal operators. The applicability of the proposed hybrid approach is illustrated with a case study of the top 14 seaport companies in Vietnam. First, the Malmquist model is used to assess the total productivity growth rates of the companies, and its decomposition into technical efficiency change (catch-up) and technological investment (frontier-shift). Second, the EBM model is used to calculate the efficiency and inefficiency score of each company. Besides indicating the best-performing companies from certain aspects during the research period (2015–2020), the results reflect that the gap of applying the EBM method in the field of the maritime industry was successfully addressed, and together with the Malmquist model, the integrated framework can be an effective and equitable evaluation model for any area. Furthermore, the managerial implication provides a useful guideline for practitioners in the maritime sector in improving their operational efficacy and helps customers in selecting the best seaport companies in the outsourcing strategy.

Emergency usage intention and behavior are crucial to business service success for m-Health providers and patient healthcare service. This study aimed to identify the factors that influence m-Health acceptance and the effect of emergency use intentions on usage behavior among Taiwanese m-Health users by adopting and extending the Unified Theory of Acceptance and Use of Technology (UTAUT). This study also examines the moderating role of gender and age in the effects of the independent variables on satisfaction with m-Health services. An online questionnaire was used to collect data from 371 participants. The results revealed that performance expectancy, facilitating conditions, and trust had positive effects on user satisfaction. Additionally, m-Health knowledge and user satisfaction had positive effects on emergency use intentions. However, social influence and effort expectancy did not have a significant effect on satisfaction. Moreover, age and gender significantly moderated the effects of some predictors.

Container terminals help countries to sustain their economic development. Improving the operational efficiency in a container terminal is important. In past research, genetic algorithms (GAs) have been widely used to cope with seaside operational problems, including the berth allocation problem (BAP) and quay crane assignment problem (QCAP) individually or simultaneously. However, most GA approaches in past studies were dedicated to generate time-invariant QC assignment that does not adjust QCs assigned to a ship. This may underutilize available QC capacity. In this research, three hybrid GAs (HGAs) have been proposed to deal with the dynamic and discrete BAP (DDBAP) and the dynamic QCAP (DQCAP) simultaneously. The three HGAs supports variable QC assignment in which QCs assigned to a ship can be further adjusted. The three HGAs employ the same crossover operator but a different mutation operator and a two-stage procedure is used. In the first stage, these HGAs can generate a BAP solution and a QCAP solution that is time-invariant. The time-invariant QC assignment solution is then further transformed into a variable one in the second stage. Experiments have been conducted to investigate the effects of the three HGA and the results showed that these HGAs outperformed traditional GAs in terms of fitness value. In particular, the HGA3 with Thoros mutation operator had the best performance.

Currently, the green procurement activities of private hospitals in Taiwan follow the self-built green electronic-procurement (e-procurement) system. This requires professional personnel to take the time to regularly update the green specification and software and hardware of the e-procurement system, and the information system maintenance cost is high. In the case of a green e-procurement system crash, the efficiency of green procurement activities for hospitals is affected. If the green e-procurement can be moved to a convenient and trusty cloud computing model, this will enhance the efficiency of procurement activities and reduce the information maintenance cost for private hospitals. However, implementing a cloud model is an issue of technology innovation application and the technology-organization-environment (TOE) framework has been widely applied as the theoretical framework in technology innovation application. In addition, finding the weight of factors is a multi-criteria decision-making (MCDM) issue. Therefore, the present study first collected factors influencing implementation of the cloud mode together with the TOE as the theoretical framework, by reviewing the literature. Therefore, an expert questionnaire was designed and distributed to top managers of 20 private hospitals in southern Taiwan. The fuzzy analysis hierarchical process (FAHP), which is a MCDM tool, finds the weights of the factors influencing private hospitals in southern Taiwan when they implement a cloud green e-procurement system. The research results can enable private hospitals to successfully implement a green e-procurement system through a cloud model by optimizing resource allocation according to the weight of each factor. In addition, the results of this research can help cloud service providers of green e-procurement understand users&rsquo, needs and develop relevant cloud solutions and marketing strategies.
