Since the 20th century, Japan has experienced a period of very rapid urbanization. Cities have experienced substantial densification and expansion, resulting in gradually elevated flood risk. Urban flooding has also occurred in most large cities in Japan, particularly in Tokyo. In response to this growing problem, much effort and resources have been spent on research and development aimed at understanding, simulating, and managing urban flood risk in Japan. The objective of this review is to summarize, discuss, and share key outputs from some of the main research directions in this field, significant parts of which have been uniquely developed in Japan and only published in Japanese. After a general introduction to urban runoff modeling, in the next section, key historical works in Japan are summarized, followed by a description of the situation in Japan with respect to observations of precipitation and water level. Then, the storage function model approach is reviewed, including an extension to urban basins, as well as recent experiments with AI-based emulation in Japanese basins. Subsequently, we review the prospects of detailed hydrodynamic modeling involving high-resolution, vector-based Geographical Information System (GIS) data for the optimal description of the urban environment with applications in Tokyo. We conclude the paper with some future prospects related to urban flood risk modeling and assessment in Japan.

Electron beam melting (EBM) is gaining rapid popularity for production of complex customized parts. For strategic applications involving materials like superalloys (e.g., Alloy 718), post-treatments including hot isostatic pressing (HIPing) to eliminate defects, and solutionizing and aging to achieve the desired phase constitution are often practiced. The present study specifically explores the ability of the combination of the above post-treatments to render the as-built defect content in EBM Alloy 718 irrelevant. In this study, the high-resolution polygonal land cover data of EEA Urban Atlas was applied for land-use characterization in the dynamic multi-basin hydrological model, HYPE. The objective of the study was to compare this dedicated urban land cover data in semi-distributed hydrological modelling with the widely used but less detailed EEA CORINE. The model was set up for a basin including a small town named Svedala in southern Sweden. In order to verify the ability of the HYPE model to reproduce the observed flow rate, the simulated flow rate was evaluated based on river flow time series, statistical indicators and flow duration curves. Flow rate simulated by the model based on Urban Atlas generally agreed better with observations of summer storm events than the CORINE-based model, especially when the daily rainfall amount was 10 mm/day or more, or the flow exceedance probability was 0.02 to 0.5. It suggests that the added value of the Urban Atlas model is higher for heavy-to-medium storm events dominated by direct runoff. To conclude, the effectiveness of the proposed approach, which aims at improving the accuracy of hydrological simulations in urbanized basins, was supported.

Hydrological climate change impact assessment is generally performed by following a sequence of steps from global and regional climate modelling, through data tailoring (bias-adjustment and downscaling) and hydrological modelling, to analysis and impact assessment. This “climate-hydrology-assessment chain” has been developed with a primary focus on applicability to a medium-sized rural basin, which has been and still is the main type of domain investigated in this context. However, impact assessment is to an increasing degree being performed at scales smaller or larger than the medium-sized rural basin. Small-scale assessment includes e.g., impacts on solute transport and urban hydrology and large-scale assessment includes e.g., climate teleconnections and continental modelling. In both cases, additional complexity is introduced in the process and additional demands are placed on all components involved, i.e., climate and hydrology models, tailoring methods, assessment principles, and tools. In this paper we provide an overview of recent progress with respect to small- and large-scale hydrological climate change impact assessment. In addition, we wish to highlight some key issues that emerged as a consequence of the scale and that need further attention from now on. While we mainly use examples from work performed in Europe for illustration, the progress generally reflects the overall state of the art and the issues considered are of a generic character.

The impact of climate change on the hydro-climatology of the Indian subcontinent is investigated by comparing statistics of current and projected future fluxes resulting from three RCP scenarios (RCP2.6, RCP4.5, and RCP8.5). Climate projections from the CORDEX-South Asia framework have been bias-corrected using the Distribution-Based Scaling (DBS) method and used to force the HYPE hydrological model to generate projections of evapotranspiration, runoff, soil moisture deficit, snow depth, and applied irrigation water to soil. We also assess the changes in the annual cycles in three major rivers located in different hydro-climatic regions. Results show that conclusions can be influenced by uncertainty in the RCP scenarios. Future scenarios project a gradual increase in temperature (up to 7 °C on average), whilst changes (both increase and decrease) in the long-term average precipitation and evapotranspiration are more severe at the end of the century. The potential change (increase and decrease) in runoff could reach 100% depending on the region and time horizon. Analysis of annual cycles for three selected regions showed that changes in discharge and evapotranspiration due to climate change vary between seasons, whereas the magnitude of change is dependent on the region’s hydro-climatic gradient. Irrigation needs and the snow depth in the Himalayas are also affected.
