Recently, incinerators have been shifted to underground complexes because of concerns regarding environmental pollution and declining land prices. In Korea, an underground waste incinerator has been built for the first time, with additional construction being expected in the near future. Therefore, a perception survey was conducted to acquire responses from South Korean experts regarding the impact of underground complex incinerators. The Q-methodology was used in the survey to examine various viewpoints. Academicians showed concerns regarding environmental effects of ground incinerators, and environmental and economic effects of underground complex incinerators; conversely, industrialists were concerned about civil complaints and administrative processing, indicating that the academicians were more concerned about scientific issues, whereas the industrialists were more concerned about democratic issues. Furthermore, both groups expressed concerns regarding land value and civil complaints of ground incinerators, safety issues and resultant social distrust of underground incinerators. The findings suggest that, to address the safety issues involving underground incinerator construction, governance by local experts is required for a holistic evaluation of environmental issues and economic feasibility of underground incinerators. Environmental pollution causes severe damage to local communities, which is perceived differently by different victims, that is, the damage is discriminatory. However, previous studies have not focused on this aspect. Here, we explored the perceptions of different victims of the Hebei Spirit oil spill incident of Korea. Additionally, we explored the importance of considering discriminatory aspects of damage when planning recovery governance. The damages from the oil spill were analyzed using a text mining technique for each subject based on factor analyses. Women and residents older than 60 years were interested in the social relations of the village community; residents in their 40s, who were raising children and teenagers, were interested in the economic aspects; boat fishermen, who had discontinued fishing to participate in the pollution response activity in the early stages of the incident, were interested in disaster prevention; and women divers were interested in health issues. Hence, restoring the economy and environment and reversing indirect social damages are essential for recovery from pollution damage. Furthermore, governance for recovery must not exclude specific victims based on the discriminatory aspects of damages. The concept of ecosystem services, which are the direct and indirect benefits of nature to humans, has been established as a supporting tool to increase the efficiency in decision-making regarding environmental planning. However, preceding studies on decision-making in relation to ecosystem services have been limited to identifying differences in perception, whereas few studies have reported cooperative alternatives. Therefore, this study aimed to present a method for cooperative decision-making among ecosystem service stakeholders using Q methodology. The results showed three perspectives on ecosystem services of small mud flat areas: ecological function, ecotourism, and human activity. The perspectives on cultural services and regulating services were diverse, whereas those on supporting services were similar. Thus, supporting services were considered crucial for the cooperative assessment and management of small mud flat ecosystems as well as for the scientific evaluation of regulating services. Furthermore, this study identified practical implementation measures to increase production through land management, to manufacture related souvenirs, and to link them to ecotourism. Ecotourism spatial planning requires the balance of both development and conservation. Through environmental data analysis, many researchers have suggested spatial planning that falls between these two polarizing concepts. Nonetheless, ecotourism development has been criticized as inconsiderate of places that are precious to local residents. The purpose of this study is to map local stakeholders' perspectives for collaborative planning based on interests regarding ecotourism. Q methodology was used to analyse interest in space and conduct mapping. Upon analysis of a Seocheon ecotourism site, four preference factors that focus on (i) large-scale ecotourism resources and facilities; (ii) mud-flat ecotour villages; (iii) inland agricultural ecotour villages; and (iv) traditional ecotour villages were identified. Additionally, there was a consensus to conserve the harbours and reservoirs actually used by residents. However, there were differing opinions about coastal region development, and thus design alternatives are required. These results are significant because they enable spatial planning by theme and consider the lives of local residents beyond spatial planning based on physical data. [ABSTRACT FROM AUTHOR]
