Water scarcity is increasingly being recognized as a global concern. Sustainable Development Goal 6 (SDG-6) was established by the United Nations to address water resource governance within its sustainable development framework. This study employs the entropy weight method and a two-stage cyclical dynamic slacks-based measure (SBM) model to scientifically evaluate water resource utilization and governance across various regions in China. The findings reveal notable disparities in both the production and governance efficiency of water resources. Recognizing governance efficiency is crucial for promoting sustainable water resource utilization and socioeconomic development. The eastern, central, and western regions encounter unique challenges in attaining sustainability. The eastern region exhibits minimal potential for enhancing technical efficiency, necessitating interventions in management strategies and resource allocation. Conversely, the challenges in the central and western regions are more pronounced, demanding immediate implementation of new technologies and equipment. The data analysis in this study yields conclusions that offer targeted improvement recommendations to address disparities across China's eastern, central, and western regions, and this is achieved by considering various developmental stages and regional contexts. These recommendations cover areas such as technical support, financial investment, and policy incentives, with the aim of enhancing the sustainable utilization of water resources in the country. When a developing country is undergoing a rapid growth period, agricultural wastewater, domestic wastewater, industrial wastewater, and organic matter content in chemical oxygen demand (COD) usually increase in great amounts, causing environmental pollution. Thus, this paper proposes a summary of factors to assess the performance of wastewater discharge costs. Total fixed assets, population growth, and wastewater treatment expenses in various regions of China were used as input factors, while gross regional product, discharged wastewater, and discharged COD were used as output factors. We employed the directional distance function (DDF) method to compare 31 regions of China between 2011 and 2015. The results showed that areas with leading economic development and areas with a small population and vast natural land have good wastewater treatment efficiency. In the past five years, economic development and wastewater treatment expense efficiency in Chongqing have been improving, such that by the end of 2015, this region efficiency was approaching frontier efficiency. We also found that the efficiency of wastewater treatment expense in many areas often falls below 0.6, which is still very low. There is, thus, a large gap between the regions and the leading frontier regions, meaning that the efficiency of wastewater treatment expense needs to be improved. [ABSTRACT FROM AUTHOR]

This research adopts the meta Dynamic Directional Distance Functions (DDF) model in order to calculate the environmental efficiency and environmental governance efficiency of China's industrial sector from 2010 to 2017 from the overall, sub-regional, and sub-provincial perspectives and discusses the technical gaps in regional environmental pollution control and the reasons for ineffective environmental governance. The research results show that the overall level of environmental governance efficiency in China's industrial sector is relatively high over this time period, and the group frontier calculation results have improved compared to the meta frontier. The actual technical level of the high-income group is closest to the potential technical level, and the upper-middle income group is still far from the potential technical level. The main reason for the ineffective environmental governance of the provinces in the high-income group is ineffective management, while the main reason for ineffective environmental governance of the provinces in the upper-middle-income groups is technical inefficiency. In this era of rapid economic development, it is inevitable that economic activities eventually cause serious damage to the environment's air quality, making it the focus of global public health. If the treatment efficiency of medical accidents can be improved, then this can significantly stabilize society and improve production efficiency. Past research has mainly focused on work safety and health issues, seldom discussing economic, social, medical, and environmental pollution issues together, and, most generally, adopted static methods that fail to recognize how air pollution affects the overall economy, society, medical care, and external environment. In order to more deeply understand the changes among social, economic activities, and environmental issues due to air pollution, this study proposes a meta-two-stage undesirable dynamic DDF (Direction Distance Function) that, under an exogenous model, divides the 30 provinces of China into high-income regions and middle-income regions and explores the economic, social, medical, and environmental efficiencies between the two areas to resolve the lack of related static analyses. The empirical results are as follows. (1) The AQI (air quality index) significantly impacts the efficiency of medical injuries in various regions. (2) When the AQI is considered, the medical insurance expenditure efficiency score value of high-income areas is lower than the value without the AQI. (3) When the AQI is considered, the efficiency value of the number of work injury insurance benefits in the middle-income area is lower than the efficiency value without the AQI. China's economy in recent decades has developed at a very rapid speed, as evidenced by its GDP jumping to second place in the world. Although utilization of domestic water resources has helped spur economic development, sewage discharge as an undesirable output has unfortunately caused many negative effects on human health, causing concern from all walks of life. Therefore, governments in China at all levels are committed to urban sewage treatment policies in order to reduce the negative impact of water pollution on society. While most existing studies have targeted the macro-level modes of economic development and environmental pollution, their selection of research objects is too narrow by failing to adequately consider China's water pollution and the consequential national health crisis. This study takes cities in 30 provinces of China as the research objects and applies various influencing factors of urban wastewater treatment and health (as two stages) to the modified two-stage dynamic Slacks-Based Measures (SBM) Data Envelopment Analysis (DEA) model. The results reveal that the overall efficiency of each province is increasing and that the efficiency of the wastewater treatment stage is greater, thus contributing to overall efficiency. Conversely, the health stage's efficiency is far lower than the wastewater treatment stage's efficiency, which has a notably adverse effect on overall efficiency. In addition, most input-output variables need much improvement. Based on the findings herein, we offer specific suggestions to each province for improving sewage treatment capacity, the level of medical care, and the quality of national health. Tourism is making an increasingly considerable contribution to the sustainable development of world economy, but its development is susceptible to a series of disaster events. The impact of disaster events on tourists' travel decisions is receiving ever-growing attention. In this study, disasters are classified into two categories: namely, natural disasters and man-made disasters. Among these disasters, earthquakes and terrorist attacks—as the most representative two types—are taken as research examples. By virtue of a difference-in-difference research method and online review data from TripAdvisor, multiple incidents that have occurred in different countries are systematically and comparatively analyzed for verifying the effects of catastrophic events with varying natures, frequencies, and intensities on tourism. The main findings are as follows: (1) both natural disasters and man-made disasters have a negative effect on the number of tourists and the tourist experience; (2) higher frequency and intensity of terrorist attacks may not correspond to tourism, and terrorist attacks exert a more influential impact on the safety image of tourist destinations; (3) compared with the scale and intensity of earthquakes, the frequency of earthquakes has a greater effect on tourism; (4) compared with terrorist attacks, earthquakes have a greater effect on the number of tourists. Environmental pollutant emissions have become increasingly serious, and the resulting human health problems have become the focus of social attention. In this study, 30 provinces in China were selected as the object of study, SO2, NOX (nitrogen oxide), and PM2.5 were taken as undesirable outputs, and a meta-frontier dynamic data envelopment analysis model was adopted to avoid the disadvantages of static analysis. In this paper, energy efficiency, environmental pollution efficiency, and human health efficiency were incorporated into a unified analysis framework by constructing a two-stage model of the production and health stages. The study shows that the total efficiency score of nine provinces and cities, including Beijing, is 1. However, the score of two-stage efficiency in most provinces, such as Anhui, is less than 1, and the score of production efficiency is higher than that of health efficiency. In the second stage, the average efficiency of health expenditure and medical staff input is low, so it is necessary to make targeted improvement. The rapid growth of China's economy in recent years has greatly improved its citizens' living standards, but economic growth consumes many various energy sources as well as produces harmful air pollution. Nitrogen oxides, SO2 (sulfur dioxide), and other polluting gases are damaging the environment and people's health, with a particular spike in incidences of many air pollution-related diseases in recent years. While there have been many documents discussing China's energy and environmental issues in the past, few of them analyze economic development, air pollution, and residents' health together. Therefore, this study uses the modified undesirable dynamic two-stage DEA (data envelopment analysis) model to explore the economic, environmental, and health efficiencies of 30 provinces in China. The empirical results show the following: (1) Most provinces have lower efficiency values in the health stage than in the production stage. (2) Among the provinces with annual efficiency values below 1, their energy consumption, CO2 (carbon dioxide), and NOx (nitrogen oxide) efficiency values have mostly declined from 2013 to 2016, while their SO2 efficiency values have increased (less SO2 emissions). (3) The growth rate of SO2 efficiency in 2016 for 10 provinces is much higher than in previous years. (4) The health expenditure efficiencies of most provinces are at a lower level and show room for improvement. (5) In most provinces, the mortality rate is higher, but on a decreasing trend. (6) Finally, as representative for a typical respiratory infection, most provinces have a high level of tuberculosis efficiency, indicating that most areas of China are highly effective at respiratory disease governance. Under the low-carbon background, with the aid of the Malmquist–Luenberger SBM (Slack-based Measure) model of unexpected output, the green total factor productivity (GTFP) of the logistics industry in Jiangsu Province, China, was measured and decomposed in this study based on the reality and experience of logistics industry development in 13 cities in three regions of Jiangsu Province in the years 2006–2018 by taking resource consumption into the input system and discharged pollutants into the output system. It is concluded that the environmental regulation (ER) has a significant positive effect on the growth of the GTFP of the logistics industry, and technological progress has become an important endogenous force that promotes the GTFP of the logistics industry in Jiangsu Province. On this basis, a dynamic GMM (Generalized method of moment) model and a Tobit model were constructed to further study the possible temporal and spatial effects of ER on the GTFP of the logistics industry. The research results reveal that the ER can exert both promoting and inhibitory effects on the GTFP of the logistics industry, and there is a temporal turning point for the effects. Besides, the effects notably differ spatially and temporally. Finally, some policies and advice for the green sustainable development of the logistics industry were proposed. For example, the government and enterprises should pay attention to the green and efficient development of the logistics industry and dynamically adjust the ER methods. Over the past few decades, China's rapid economic, energy, and industrial developments have caused serious environmental damage. However, as there are large resource, energy use, economic, and environmental damage differences across Chinese regions, the Chinese government is seeking to reduce city pollution across the country. Most previous analyses have only looked at these issues on a single level; for example, the impact of environmental pollution on health, or energy and environmental efficiency analyses, but there have been few studies that have conducted overall analyses. Further, many of the methods that have been used in previous research have employed one-stage radial or non-radial analyses without considering regional differences. Therefore, this paper developed a meta undesirable two-stage EBM DEA model to analyze the energy, environment, health, and media communication efficiencies in 31 Chinese cities, from which it was found that the productivity efficiency in most cities was better than the health treatment efficiencies, the GDP and fixed asset efficiency improvements were small, the air quality index (AQI) and CO2 efficiencies varied widely between the cities, media report and governance inputs were generally inefficient, the birth rate efficiencies were better than the respiratory disease efficiencies, and the technical gap was best in Guangzhou, Shanghai, and Lhasa. Also, it found that high-income cities have a higher technology gap than upper middle–income cities, and media reports efficiency have a high correlation with respiratory diseases and CO2. There is a close and important relationship between environmental pollution and public health, and environmental pollution has an important impact on the public health. This study employed the two-stage meta-frontier dynamic network data envelopment analysis (TMDN-DEA) model to explore the environment pollution effects from energy consumption on the mortality of children and adult, tuberculosis rate, survival rate and health expenditure efficiencies in 28 EU countries and 53 non-EU countries from 2010 to 2014. We calculated the overall efficiency scores and the technology gap ratios of each EU and non-EU countries and the efficiencies of input and output variables in the production and health stage. The average overall efficiencies each year in EU countries are higher than in the non-EU countries. But EU countries have higher energy efficiency than non-EU countries, and non-EU countries have higher health efficiency than EU countries. The health expenditure efficiencies in the EU countries are obviously lower than those in non-EU countries. The renewable energy efficiencies are obviously higher than the non-renewable energy efficiencies; PM2.5 efficiencies are obviously higher than the CO2 efficiencies and the children's mortality rate efficiencies are higher than the adult's mortality rate efficiencies for EU countries and non-EU countries. The government management in the EU and non-EU countries should be strengthened to reduce the air pollutant and carbon dioxide emissions and raise energy transformation to the clean energy in renewable energy and improve health efficiencies in medical and health care field. In the face of severe water pollution, all provinces and cities in China have actively invested in water environment management funds driven by the goals of national energy conservation and emissions reduction. However, due to differences in natural environment, economic and technological levels, industrial structure, and other aspects in provinces and cities, their water environment management effects are also different across time and space. Under economic development and environmental regulation policies, it can be seen that the change in industrial GDP is not completely consistent with that of industrial wastewater discharge. How to improve desirable outputs and reduce undesirable outputs under the limited investment in water pollution control are key issues when investigating the efficiency of industrial water pollution control. This study uses the Dynamic SBM (Slacks-Based Measure) model to assess wastewater resources for research samples covering the 30 regions of China. There are two output variables, two input variables, and one carry-over variable. The output variables are industrial wastewater treatment and industrial output, the two input variables are industrial water consumption and facility operation cost, and the carry-over variable is industrial waste. This study concludes with implications for theory research, as these variables may lead to a better understanding and merging with the input variables, output variables, and carry-over variable of recent studies. The empirical results show that from the efficiency rank changes of the 30 regions for 2011–2015, regions with higher industrial output do not appear to have improved versus other regions, such as for Shandong, Guangdong, Jiangsu, Qinghai, and Zhejiang. The 30 regions' efficiency scores show some volatility, with 13 regions' efficiency score volatility clustering close to 0, like Beijing, Chongqing, Shandong, Guangdong, and Sichuan. In contrast, for Anhui, Inner Mongolia, Zhejiang, and Xinjiang, their efficiency scores fell more than other regions in this period and thus should adjust their input/output variables to increase their efficiency scores. This study further presents that many lower-/middle-/high-industrial output regions do not achieve a balance between industrial output and industrial wastewater treatment. How to find a balance between these two factors for any region is a vitally important issue for industrial wastewater treatment policy makers. Water resources' use efficiency is an important issue under China's rapid economic growth. This is because some provinces' economic development may be delayed due to lack of adequate water resources. Whereas, high economically developed provinces may overuse water resources in order to achieve their economic goals; while also creating a large amount of pollutants. To assess water resources' use efficiency from the resampling super data envelopment analysis (DEA) approach, our research comprehensively utilizes the following as inputs and outputs: (1) water resources: supply of water (SW), per capita water consumption (PCWC), and total water resources (TWR); (2) economic development: gross domestic product (GDP); (3) environmental issues: governance wastewater investment (GWI), wastewater discharge (WD), chemical oxygen demand (COD), and other major pollutants (OMP). The results show that Tibet, Beijing, Guangdong, Qinghai, Shandong, Sichuan, Yunnan, Tianjin, Jiangsu, and Henan have relatively good water resources' use efficiency with efficiency values larger than 1. The best efficiency is in 2015, while the worst is in 2017. Water resources' use efficiency shows significant regional differences in 2013–2017, with the best average efficiency value in southwest China (1.4355) and the worst in north China (0.2987). The results of the Wilcoxon test present that PCWC, GDP, COD, and OMP exhibit very significant differences, PN and WD have significant differences, and SW and TWR have no significant influence. These results imply that China's regional governments must formulate a better water resource strategy based on the water resource distribution of each region. With the rapid development of its economy, environmental governance is becoming more important in China. The Yangtze River Economic Belt (YREB), as the world's largest inland shipping channel, can lead the country's regional green economy development. As most research on China's environmental efficiency focuses on provinces or the east and west regions, this paper examines its energy input and output and environmental effects from the aspects of YREB and non-YREB, breaking through the limitations of previous studies that only used cross-section or panel data for environmental assessment. This paper employs the meta-frontier dynamic SBM model, selects fixed assets as carry-over indicators, and considers the interrelationships between the dynamics variables during 2014–2016. The results are as follows: The overall energy efficiency and CO2 emission efficiency of YREB are higher than those of non-YREB. The difference in energy consumption, CO2, and AQI efficiency is large, but the performance of YREB is generally better than that of non-YREB. After setting the meta-frontier, non-YREB is better than YREB, for the main reason that the technology gap values of YREB are smaller than those of non-YREB. Our findings thus suggest that YREB should strengthen technical exchanges and promotion within its region, thereby decreasing regional technology differences, while non-YREB should address environment protection and CO2 emissions and advocate a low-carbon production mode. China's economic development status continues to grow, but its environmental degradation issue is also becoming a global concern. This study uses dynamic network data envelopment analysis (DN-DEA) to evaluate the energy using efficiency and environmental efficiency in China over the period 2014–2017. The result shows that the former is greater than the latter for all years. This study utilizes a policy-oriented matrix to find the relationship between energy efficiency and Malmquist productivity index (MPI), showing that Chongqing and 13 other provinces have relatively poor energy efficiency, and they therefore must formulate a more effective energy policy to improve undesirable gas emissions. Shanghai and 6 other provinces exhibit relatively good energy efficiency, but are not progressing in MPI, and hence they must develop a stable energy strategy to avoid different efficiencies of catch-up and frontier-shift across time periods. High energy-consuming industries must also choose a low-carbon energy strategy so that they can promote economic development, while taking into account environmental protection in China's provincial level. This study utilizes the dynamic data envelopment analysis (DEA) model by considering time to measure the energy environmental efficiency of 28 countries in the European Union (EU) during the period 2006–2013. There are three kinds of variables: input, output, and carry-over. The inputs are labor, capital, and energy consumption (EC). The undesirable outputs are greenhouse gas emissions (GHE) and sulfur oxide (SOx) emissions, and the desirable output variable is gross domestic product (GDP). The carry-over variable is gross capital formation (GCF). The empirical results show that first the dynamic DEA model can measure environment efficiency and provide optimum improvement for inefficient countries, as more than half of the EU countries should improve their environmental efficiency. Second, the average overall scores of the EU countries point out that the better period of performance is from 2009 to 2012. Third, the output variables of GHE, SOx, and GDP exhibit a significant impact on environmental efficiency. Finally, the average value of others is significantly better than high renewable energy utilization (HRE) with the Wilcoxon test. Thus, the EU's strategy for environmental energy improvement should be to pay attention to the benefits of renewable energy (RE) utilization, reducing greenhouse gas emissions (GHE), and enhancing the development of RE utilization to help achieve the goal of lower GHE. China's industrial sector, which has a significant position in the world, is the main sector of China's energy consumption and waste gas emission. China's government has promulgated a Guiding Opinion, setting key regions to establish an emission reduction target of air pollutants during the 12th five year plan (2011–2015). Thus, there is a different regional treatment of industrial waste gas in China. This study considers the waste gas treatment expenditure as a new input and employs the non-radial directional distance function in the framework of the meta-frontier model to investigate the energy and emission reduction performance of China's industrial sectors. The study is aimed at finding a significant and expanded technical gap between key and non-key regions in the energy and emission reduction efficiencies. China has one of the most serious air quality conditions in the world, with the main energy consumption and air pollution emissions coming from its industrial sector. Since 2010, the Chinese government has strengthened the governance requirements for industrial sector emissions. This study uses emission treatment as a new input on the basis of past literature, and employs the dynamic SBM model to evaluate the energy and emission-reduction efficiencies of the country's industrial sector from 2011 to 2015. The study finds that the improvement in industrial sector efficiency is not only due to the optimization of the energy consumption structure and reduction of energy intensity, but also from investing inemission treatment methods that help cut emissions as an undesirable output. Rapid economic development has resulted in a significant increase in energy consumption and pollution such as carbon dioxide (CO2), particulate matter (PM2.5), particulate matter 10 (PM10), SO2, and NO2 emissions, which can cause cardiovascular and respiratory diseases. Therefore, to ensure a sustainable future, it is essential to improve economic efficiency and reduce emissions. Using a Meta-frontier Non-radial Directional Distance Function model, this study took energy consumption, the labor force, and fixed asset investments as the inputs, Gross domestic product (GDP) as the desirable output, and CO2 and the Air Quality Index (AQI) scores as the undesirable outputs to assess energy efficiency and air pollutant index efficiency scores in China from 2013–2016 and to identify the areas in which improvements was necessary. It was found that there was a large gap between the western and eastern cities in China. A comparison of the CO2 and AQI in 31 Chinese cities showed a significant difference in the CO2 emissions and AQI efficiency scores, with the lower scoring cities being mainly concentrated in China’s western region. It was therefore concluded that China needs to pay greater attention to the differences in the economic levels, stages of social development, and energy structures in the western cities when developing appropriately focused improvement plans.
