In the paper, we analyze laser strainmeter data for the period from 2014 to 2022 to identify deformation anomalies that led to the generation of tsunamis in the area of the Japanese Islands. It is impossible to determine the main characteristics of a tsunami from the deformation anomaly registered by the laser strainmeter, but it is possible to calculate the seabed displacement in the epicenter of a tsunami formation, which causes the tsunami. We have established that the relationship between the registered deformation anomalies and the seabed displacement in the tsunami source in the area of the Japanese Islands is similar to the same relationships found in other regions of the Earth (Indonesia, Latin America, and the West Coast of North America). This result allows us to assert that such a relationship should be typical of any region of the Earth. The obtained results are aimed at solving the problem of reliable short-term tsunami forecasting, which allows for the avoidance of false alarms that lead to significant socio-economic damage. This paper discusses the relationship between the vertical ground motion and ionospheric disturbances before the Kumamoto earthquake on 16 April 2016, in Kyushu, Japan, using the vertical ground motion measured by slant gauges widely distributed in Kyushu, and the NmF2 observed by ionosondes in Japan and another region. We provide evidence that vertical ground motion excites internal gravity waves (IGWs) that disturb changes in the ionospheric plasma density. From the spectral analysis results of the vertical ground motion data, the summation of various period (frequency) components analyzed from the original data of the slant gauge shows a possible correlation with the change of NmF2 before the earthquake. On the other hand, the influence of the geomagnetic disturbance on vertical ground motion seems to exist. However, we cannot confirm that vertical ground motion is influenced by the geomagnetic disturbance (Kp index) and that the earthquake is triggered by the geomagnetic disturbance. There are two conditions for the vertical ground motion to disturb variations in the ionospheric plasma density: (1) The effective vertical ground motion period should be shorter than 5 h. In addition, (2) vertical ground motion should continue to exist so that wave energy can be continuously injected into the atmosphere. A possible mechanism with which to modify the ionosphere is discussed. Approximately 70% of global tsunamis are generated within the pan Pacific Ocean region. This paper reports on detailed analysis of civilian video footage from the 2011 Tohoku earthquake, Japan. Comprehensive scientific analysis of tsunami video footage can yield valuable insights into geophysical processes and impacts. Civili22an video footage captured during the 2011 Tohoku, East Honshu, Japan tsunami was critically examined to identify key tsunami processes and estimate local inundation heights and flow velocity in Kesennuma City. Significant tsunami processes within the video were captured and orientated in ArcGIS Pro to create an OIC (Oriented Imagery Catalogue). The OIC was published to ArcGIS Online, and the oriented imagery was configured into an interactive website. Flow velocity was estimated by quantifying the distance and time taken for an object to travel between two known points in the video. Estimating inundation height was achieved by taking objects with known or calculable dimensions and measuring them against maximum local inundation height observations. The oriented imagery process produced an interactive Experience Builder app in ArcGIS Online, highlighting key tsunami processes captured within the video. The estimations of flow velocity and local inundation height quantified during video analysis indicate flow speeds ranging from 2.5–4.29 m/s and an estimated maximum local run-up height of 7.85 m in Kesennuma City. The analysis of civilian video footage provides a remarkable opportunity to investigate tsunami impact in localised areas of Japan and around the world. These data and analyses inform tsunami hazard maps, particularly in reasonably well-mapped terrains with remote access to landscape data. The results can aid in the understanding of tsunami behaviours and help inform effective mitigation strategies in tsunami-vulnerable areas. The affordable, widely accessible analysis and methodology presented here has numerous applications, and does not require highly sophisticated equipment. Tsunamis are a significant to major geohazard globally including many Pacific Island states, e.g., Papua New Guinea, Solomon Islands, and Tonga. Japan is a country with one of the highest incidences of sediment disasters, which will become more severe and more frequent as a result of climate change. This paper reviews the recent occurrence of sediment disasters caused by heavy rainfall affected by climate change in recent years, challenges in adaptation measures, and recent policies targeting such sediment disasters in Japan. The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has been conducting non-structural and structural measures based on legislation. Recently, climate change has resulted in more severe and frequent disasters along with damage caused by sediment movement phenomena that are not covered by the present system for warning and evacuation. This paper discusses the 'all-of-society engagement' concept promoted in the Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030, drawing on the case of Kuroshio Town, Kochi Prefecture in Japan. The framework does not offer a clear definition of 'all-of-society engagement'. The paper suggests the case of Kuroshio Town could help us envisage what 'all-of-society engagement' might look like. The people in the town were shocked to receive the official revised prediction of a forthcoming mega earthquake and tsunami in March 2012, which suggested that the Nankai Trough Earthquake could reach the seismic intensity of seven, and the subsequent tsunami could be as high as 34.4 m in a certain part of Kuroshio Town. Pessimism spread, and an attitude of 'giving up' prevailed. Kuroshio Town Hall had to come up with a drastic measure to unite the whole town, which was to present a clear philosophy, rather than technical measures. The narrative of 'never give up' was thus constructed, which was gradually appreciated and shared by the residents of the town. The paper teases out this whole-town preparedness project with the use of the four priorities of actions in the Sendai Framework as an analytical tool. The analysis brings certain mechanisms deployed in the town to the fore, which enabled the co-construction of the narrative of 'never give up', contributing to motivating the residents to engage in preparedness activities. There are a large number of excellent research cases in Global Navigation Satellite System (GNSS) positioning and disaster prediction in Japan region, where the simulation and prediction of total electron content (TEC) is a powerful research method. In this study, we used the data of the GNSS Earth Observation Network (GEONET) established by the Geographical Survey Institute of Japan (GSI) to compare the performance of two regional ionospheric models in Japan, in which the spherical cap harmonic (SCH) model has the best performance. In this paper, we investigated the spatial and temporal variations of ionospheric TEC in Japan and their relationship with latitude, longitude, seasons, and solar activity. The results show that the TEC in Japan increases as the latitude decreases, with the highest average TEC in spring and summer and the lowest in winter, and has a strong correlation with solar activity. In addition, the observation and analysis of ionospheric disturbances over Japan before the 2016 Kumamoto earthquake and geomagnetic storms showed that GNSS observing of ionospheric TEC seems to be very effective in forecasting natural disasters and monitoring space weather. Seismic activities show a space-time symmetry in some research. They have been recently studied using complex network theory. Earthquake network similarity is studied by us from seismic catalogs in the same region for a given period of time. In this paper, we first calculate the distance between feature vectors which represent the topological properties of different networks. A hierarchical clustering of earthquake networks in the same region is shown by using this method. It is found that similar networks are not the networks of adjacent years but those with decades time difference. To study the period of similar earthquake networks in the same region, we use wavelet analysis to obtain the possible periods at different time scales of the regions of the world, California and Japan. It is found that some of the possible periods are consistent with the results which have been already found by seismologists. The study of similar seismic activities from the perspective of the complex network will help seismologists to study the law of earthquake occurrence in a new way, which may provide possible research thinking for earthquake prediction. Disaster-originated placename is a kind of disaster subculture that is used for a practical purpose of identifying a location while reminding the past disaster experience. They are expected to transmit the risks and knowledge of high-risk low-frequency natural hazards, surviving over time and generations. This paper compares the perceptions to tsunami-originated placenames in local communities having realistic and exaggerated origins in Sanriku Coast, Japan. The reality of tsunami-originated placenames is first assessed by comparing the tsunami run-ups indicated in the origins and that of the tsunami in the Great East Japan Earthquake 2011 using GIS and digital elevation model. Considerable proportions of placenames had exaggerated origins, but the group interviews to local communities revealed that origins indicating unrealistic tsunami run-ups were more believed than that of the more realistic ones. We discuss that accurate hazard information will be discredited if it contradicts to the people's everyday life and the desire for safety, and even imprecise and ambiguous information can survive if it is embedded to a system of local knowledge that consistently explains the various facts in a local area that requires explanation. In this paper, we analyse spatial variation in the Japanese dialectal lexicon by assembling a set of methodologies using theories in variationist linguistics and GIScience, and tools used in historical GIS. Based on historical dialect atlas data, we calculate a linguistic distance matrix across survey localities. The linguistic variation expressed through this distance is contrasted with several measurements, based on spatial distance, utilised to estimate language contact potential across Japan, historically and at present. Further, administrative boundaries are tested for their separation effect. Measuring aggregate associations within linguistic variation can contrast previous notions of dialect area formation by detecting continua. Depending on local geographies in spatial subsets, great circle distance, travel distance and travel times explain a similar proportion of the variance in linguistic distance despite the limitations of the latter two. While they explain the majority, two further measurements estimating contact have lower explanatory power: least cost paths, modelling contact before the industrial revolution, based on DEM and sea navigation, and a linguistic influence index based on settlement hierarchy. Historical domain boundaries and present day prefecture boundaries are found to have a statistically significant effect on dialectal variation. However, the interplay of boundaries and distance is yet to be identified. In this paper, we investigate the mysterious tsunami fires that occurred at Aonae Harbor on Okushiri Island during the 1993 Hokkaido Nansei-Oki earthquake. Specifically, five fishing boats moored separately from each other in the harbor suddenly caught fire and burned nearly simultaneously with the arrival of the first tsunami wave. However, the ignition mechanism of those fires has, until now, remained largely unknown. At the time the earthquake occurred, an NHK (Japan Broadcasting Corporation, Tokyo, Japan) crew that was on the island to report on its scenic natural attractions just happened to capture video footage of those tsunami-related fires. Using that NHK video footage in combination with eyewitness accounts, this study investigates the spatio-temporal process leading to those tsunami-related fires. For example, one witness said, "There was whitish bubbling in the offshore area and I saw five burning fishing boats moored on the seawall being blown about by the strong winds. The burning boats were swept ashore with the tsunami and ignited the gasoline of a car that was rolling in the waves. The fire eventually spread to the center of the Aonae District." The NHK video footage confirmed flames arising from the five fishing boats almost simultaneously and the shimmering white color of the tsunami waters striking the seawall, which were consistent with the eyewitness testimony. Based on these spatio-temporal data, we propose the following hypothetical model for the origin of tsunami fires. Combustible methane gas released from the seabed by the earthquake rose toward the surface, where it became diffused into the seawater and took the form of whitish bubbles. The tsunami strike on the Aonae Harbor seawall resulted in the generation of large electrical potential differences within the seawater mist, which quickly developed sufficient electrical energy to ignite the methane electrostatically. We discuss possible causal factors for the decline in intertidal invertebrate populations around Fukushima Daiichi Nuclear Power Plant (FDNPP) after the 2011 Great East Japan Earthquake and subsequent tsunami and nuclear disaster on the basis of existing knowledge about the effects of radionuclides and ionizing radiation on aquatic organisms. We found a gap between effects observed in the laboratory and those observed in natural aquatic environments, and discuss possible reasons why. Considering the complexity of the environment, we conclude that it is critical to evaluate the effects of ionizing radiation combined with other biotic and abiotic environmental factors, together with the life-history traits of the species examined, for realistic assessment of population-level effects. Finally, we present possible causal factors for strange or abnormal phenomena observed in intertidal biota near FDNPP, namely declines in population densities and number of species of invertebrates, delayed recovery from these declines, and continuous sexual maturation in the rock shell population. In order to speed up the calculation of tsunami wave propagation, the field-programmable gate array (FPGA) microchip is used. This makes it possible to achieve valuable performance gain with a modern regular personal computer. The two half-step MacCormack scheme was used herein for numerical approximation of the shallow water system. We studied the distribution of tsunami wave maximal heights along the coast of the southern part of Japan. In particular, the dependence of wave maximal heights on the particular tsunami source location was investigated. Synthetic 100 × 200 km sources have realistic parameters corresponding to this region. As observed numerically, only selected parts of the entire coast line are subject to dangerous tsunami wave amplitudes. The particular locations of such areas strongly depend on the location of the tsunami source. However, the extreme tsunami heights in some of those areas can be attributed to local bathymetry. The proposed hardware acceleration to compute tsunami wave propagation can be used for rapid (say, in a few minutes) tsunami wave danger evaluation for a particular village or industrial unit on the coast. We investigated the distribution of air temperature (Ta) and the factors affecting it in low-rise areas surrounding an isolated high-rise building during the Japanese winter. The study site was the central part of a regional city in Japan (36°5 0 N, 140°120 E), lying north-east of the Tokyo metropolitan area. The daytime surface temperature (Ts) in the shade is generally considered to be comparable to (Ta); however, according to airborne remote sensing conducted in December 2009 where a multi-spectral scanner was installed on a fixed-wing aircraft, (Ts) for pavements in the shade of a high-rise building was significantly lower than (Ta) of sub-urban areas, indicating an influence of cold storage on (Ts). Then, we conducted mobile observations using instruments (thermocouple, four component radiometer, and so on) installed on a bicycle in January 2016 to investigate the detailed distribution of (Ta) and the factors affecting it. The results showed the (Ta) over the pavements in the shade of the high-rise building was lower than the (Ta) of sunlit areas in the same urban area by −2°C and lower than the (Ta) of sub-urban areas by −1–1.5°C, although the advection effect was large due to strong winds around the building. In conclusion, a locally lower (Ta) compared to the surrounding areas can develop during the day in winter, even in spaces that are open to areas beyond the canopy. [ABSTRACT FROM AUTHOR]

A number of vertical array records during eight destructive earthquakes in Japan are utilized, after discussing criteria for desirable requirements of vertical arrays, to formulate seismic amplification between ground surface and outcrop base for seismic zonation. A correlation between peak spectrum amplification and Vs (S-wave velocity) ratio (base Vs/surface Vs) was found to clearly improve by using Vs in an equivalent surface layer wherein predominant frequency or first peak is exerted, though the currently used average Vs in top 30 m is also meaningful, correlating positively with the amplification. We also found that soil nonlinearity during strong earthquakes has only a marginal effect even in soft soil sites on the amplification between surface and outcrop base except for ultimate soil liquefaction failure, while strong nonlinearity clearly appears in the vertical array amplification between surface and downhole base. Its theoretical basis has been explained by a simple study on a two-layered system in terms of radiation damping and strain-dependent equivalent nonlinearity. [ABSTRACT FROM AUTHOR]

Global warming is causing damaging changes to climate around the World. For environmental protection and natural resource scarcity, alternative forms of energy, such as wind energy, fire energy, hydropower energy, geothermal energy, solar energy, biomass energy, ocean power and natural gas, are gaining attention as means of meeting global energy demands. Due to Japan's nuclear plant disaster in March 2011, people are demanding a good alternative energy resource, which not only produces zero or little air pollutants and greenhouse gases, but also with a high safety level to protect the World. Solar energy, which depends on an infinite resource, the sun, is one of the most promising renewable energy sources from the perspective of environmental sustainability. Currently, the manufacturing cost of solar cells is still very high, and the power conversion efficiency is low. Therefore, photovoltaics (PV) firms must continue to invest in research and development, commit to product differentiation, achieve economies of scale, and consider the possibility of vertical integration, in order to strengthen their competitiveness and to acquire the maximum benefit from the PV market. This research proposes a performance evaluation model by integrating analytic hierarchy process (AHP) and data envelopment analysis (DEA) to assess the current business performance of PV firms. AHP is applied to obtain experts' opinions on the importance of the factors, and DEA is used to determine which firms are efficient. A case study is performed on the crystalline silicon PV firms in Taiwan. Quantitative real-time observations of a tsunami have been limited to deep-water, pressure-sensor observations of changes in the sea surface elevation and observations of sea level fluctuations at the coast, which are essentially point measurements. Constrained by these data, models have been used for predictions and warning of the arrival of a tsunami, but to date no detailed verification of flow patterns nor area measurements have been possible. Here we present unique HF-radar area observations of the tsunami signal seen in current velocities as the wave train approaches the coast. Networks of coastal HF-radars are now routinely observing surface currents in many countries and we report clear results from five HF radar sites spanning a distance of 8,200 km on two continents following the magnitude 9.0 earthquake off Sendai, Japan, on 11 March 2011. We confirm the tsunami signal with three different methodologies and compare the currents observed with coastal sea level fluctuations at tide gauges. The distance offshore at which the tsunami can be detected, and hence the warning time provided, depends on the bathymetry: the wider the shallow continental shelf, the greater this time. Data from these and other radars around the Pacific rim can be used to further develop radar as an important tool to aid in tsunami observation and warning as well as post-processing comparisons between observation and model predictions. Damage to the Fukushima Nuclear Power Plant by the recent earthquake and tsunami that hit northern Japan should stimulate consideration of alternative sources of energy. In particular, if managed appropriately, the 25.1 million ha of Japanese forests could be an important source of wood biomass for bioenergy production. The Nobiru Coast is situated on the southwest of the Ishinomaki Bay. The 2011 Great East Japan Tsunami severely devastated the Nobiru Coast and the adjacent Naruse River mouth. In this study, an investigation was conducted based on the available historic maps and images combined with in situ surveys that revealed the century-to-decade morphology change and sediment budget alteration in the Nobiru Coast. During the past two centuries, the longshore transport on the northeast coast and sediment supply from the Naruse River were the principal sediment supply onto the Nobiru Coast and the estimated annual net sediment input into the coast was 87,000 m3/y. Until several decades ago, the construction of the Ishinomaki Port and the erosion preventing constructions (breakwaters, headlands) along the Ohmagari Coast on the northeast areas caused a dramatic reduction of longshore transport to the Nobiru Coast. Hence, the net sediment input fell to 46,000 m3/y. After the tsunami, the sediment input was further reduced to 29,000 m3/y and this loss was closely related to the intruded sediment into the Naruse River. Foam is often present in satellite images of coastal areas and can lead to serious errors in the detection of shorelines especially when processing high spatial resolution images (<20 m). This study focuses on shoreline extraction and shoreline evolution using high spatial resolution satellite images in the presence of foam. A multispectral supervised classification technique is selected, namely the Support Vector Machine (SVM) and applied with three classes which are land, foam and water. The merging of water and foam classes followed by a segmentation procedure enables the separation of land and ocean pixels. The performance of the method is evaluated using a validation dataset acquired on two study areas (south and north of the bay of Sendaï—Japan). On each site, WorldView-2 multispectral images (eight bands, 2 m resolution) were acquired before and after the Fukushima tsunami generated by the Tohoku earthquake in 2011. The consideration of the foam class enables the false negative error to be reduced by a factor of three. The SVM method is also compared with four other classification methods, namely Euclidian Distance, Spectral Angle Mapper, Maximum Likelihood, and Neuronal Network. The SVM method appears to be the most efficient to determine the erosion and the accretion resulting from the tsunami, which are societal issues for littoral management purposes. All metropolitan cities in Japan are located in low-lying areas that surround ports. Accordingly, significant floods that occur in these cities will trigger the simultaneous occurrence of flooding by river water and inland flooding. However, existing studies have focused on the impact of flooding by river water, inland flooding, and high tide in tidal rivers, and disaster mitigation measures focused on detailed flooding processes in such flooding areas have not been conducted thus far. This study focused on a tidal river, i.e., Katabira River of Yokohama city, one of Japan's metropolitan cities, to construct a simultaneous occurrence model of flooding by river water and inland flooding, including the impact of a high tide. Numerical analysis was conducted using this model, and the results show that the flooded area significantly changed from 0.004 to 0.149 km2 according to the tide level of the estuary. Moreover, by simultaneously solving the calculation of flooding by river water and inland flooding, we found that there was a difference of 50 min between the occurrences of these floods. Therefore, we found that there is a possibility that, if evacuation is not conducted at the time of occurrence of inland flooding, evacuation during subsequent river-water flooding may not be possible. Paddy fields play very important environmental roles in food security, water resource management, biodiversity conservation, and climate change. Therefore, reliable broad-scale paddy field maps are essential for understanding these issues related to rice and paddy fields. Here, we propose a novel paddy field mapping method that uses Sentinel-1 synthetic aperture radar (SAR) time series that are robust for cloud cover, supplemented by Sentinel-2 optical images that are more reliable than SAR data for extracting irrigated paddy fields. Paddy fields were provisionally specified by using the Sentinel-1 SAR data and a conventional decision tree method. Then, an additional mask using water and vegetation indexes based on Sentinel-2 optical images was overlaid to remove non-paddy field areas. We used the proposed method to develop a paddy field map for Japan in 2018 with a 30 m spatial resolution. The producer's accuracy of this map (92.4%) for non-paddy reference agricultural fields was much higher than that of a map developed by the conventional method (57.0%) using only Sentinel-1 data. Our proposed method also reproduced paddy field areas at the prefecture scale better than existing paddy field maps developed by a remote sensing approach. [ABSTRACT FROM AUTHOR]

It has been reported that major earthquakes are preceded by Seismic Electric Signals (SES). Observations show that in the natural time analysis of an earthquake (EQ) catalog, an SES activity starts when the fluctuations of the order parameter of seismicity exhibit a minimum. Fifteen distinct minima—observed simultaneously at two different natural time scales and deeper than a certain threshold—are found on analyzing the seismicity of Japan from 1 January 1984 to 11 March 2011 (the time of the M9 Tohoku EQ occurrence) 1 to 3 months before large EQs. Six (out of 15) of these minima preceded all shallow EQs of magnitude 7.6 or larger, while nine are followed by smaller EQs. The latter false positives can be excluded by a proper procedure (J. Geophys. Res. Space Physics 2014, 119, 9192–9206) that considers aspects of EQ networks based on similar activity patterns. These results are studied here by means of the receiver operating characteristics (ROC) technique by focusing on the area under the ROC curve (AUC). If this area, which is currently considered an effective way to summarize the overall diagnostic accuracy of a test, has the value 1, it corresponds to a perfectly accurate test. In recent years, "green curtains" have become one of the most prevalent thermal mitigation methods in Japan. They can be considered as green infrastructure for achieving thermal comfort and reducing energy use. To examine the thermal mitigation effect of the green curtain for practical applicability in the condominium, the indoor and balcony temperatures for 48 days both in households with and without green curtains were analyzed. The balcony globe temperature of the households with green curtains was 0.6 °C lower than that of the households without green curtains, during air-conditioner usage. Furthermore, the air-conditioner usage time of the households with green curtains was 40% less than that of the households without green curtains. The ability of individuals to manage and rebuild their lives after a disaster depends on environmental factors, as well as their own psychological characteristics. A psychometric questionnaire to measure personality traits relevant to disaster survival was proposed based on a large-scale investigation of survivors of the 2011 Great East Japan Earthquake (Sugiura et al. 2015). This tool, the Power to Live with Disasters questionnaire, measures eight personality characteristics that are beneficial for coping with disasters. However, this instrument has not been optimised for practical use; it is long and lacks benchmark scores for the general population. Thus, we developed a concise, 16-item version of the Power to Live with Disasters questionnaire through reanalysis of the 2011 Great East Japan Earthquake survivor data and an additional Web-based survey to obtain normative data from 1200 respondents drawn from the general population of Japan. The scores obtained from the short-form version of the questionnaire successfully replicated the results of the long-form version; eight distinct personality characteristics correlated well with several items associated with "successful survival" of the 2011 earthquake and tsunami. The normative data of the full- and short-version questionnaires were also highly correlated. We propose use of the shortened questionnaire to determine the personality traits critical for survival in the face of unexpected, life-threatening situations caused by natural disasters. In this work, we characterized the ionospheric disturbances generated during the Japan Tohoku earthquake of 11 March 2011, by means of the Atomic Decomposition Detector of Traveling Ionospheric Disturbances (ADDTID) algorithm. This algorithm automatically detects and characterizes Traveling Ionospheric Disturbances (TIDs) from Global Navigation Satellite System (GNSS) measurements. Applying the high-precision estimates of ADDTID, the propagation parameters would make it easier to distinguish TIDs from different origins, in particular the characteristics conforming the acoustic gravity waves driven by the earthquake/tsunami. This method does not assume that disturbances follow a circular pattern of propagation, and can estimate the location by the propagation pattern of tsunami wavefronts and related TIDs. In this work, we present in a single framework a description of phenomena observed by different researchers. By means of the ADDTID algorithm, we detect: (a) simultaneous TIDs of different characteristics, where the detection was robust against the curvature of the wave fronts of the perturbations and the accuracy of the estimated parameters. The results were double-checked by visual inspection from detrended Vertical Total Electron Content (VTEC) maps and keogram plots, and the parameters of the slow-speed TIDs were consistent with the tsunami waveform measurements; (b) different wavefronts between the west and east TIDs around the epicenter, consistent in time and space with the post-earthquake tsunami; (c) complete evolution of the circular TIDs driven by the tsunami during the GNSS observable area; (d) fast and short circular TIDs related to the acoustic waves of earthquake; (e) the pre-seismic activity consisting of a set of fast westward TIDs, and the comparison with neighboring days; (f) the location estimation of the tsunami wavefront along the coast and the possible use as early warning. Japan is exposed to several natural phenomena; the damages caused by earthquakes were enormous in particular. An emergency shelter is a place for people to temporarily live when they cannot remain in their previous homes, and it is necessary for each community to, respectively, allocate such facilities in Japan. There are the districts that are short of such facilities, especially in rural and suburban areas, because emergency shelters mainly concentrate near large-scale stations and city centres in Japan. Against these backdrops, using geographic information systems (GIS), an applied statistical method and public open data related to population and emergency shelters, the present research aims to quantitatively conduct a suitability analysis for the emergency shelters allocation after an earthquake in Japan. Based on the results, the present research grasps the districts that are short of emergency shelters, and visually shows the places where such facilities should be newly established on the digital map of GIS. Additionally, the assessment method is reproducible in the spatial and temporal dimension. It is necessary to create an original data related to emergency shelters to raise the reliability of the results, as the present research has the limitation of data availability.
