In the context of public administrations after COVID-19, this paper formulates and validates a digital model of tutoring (e-tutoring) for small and medium enterprises (SMEs) by public administrations or PAs to help the former reduce their risks to fold in their first few years of existence and with the support of private professionals (economists, accountants, business advisors, managers, etc.). The model draws on ideas about relational administration (RA), a concept that is yet to be fully exploited or assessed in the literature. Several hypotheses derived from the model are formulated and tested using a polytomic-nominal logistic regression. A questionnaire was sent to and returned by 236 small and medium entrepreneurs in Spain facing insolvency proceedings to identify main reasons for business failure and if or how they would accept online tutoring from private professionals associated with PAs. Findings suggest that SM entrepreneurs agree with receiving selected forms of tutoring, requiring public administrations to enhance capabilities for joint information provision and decision making through the use of information and communication technologies or ICTs. Due to the pandemic (COVID-19), the education system in Spain was forced to close for three months, creating an unprecedented situation: improvised distance schooling. Family characteristics and their life situations with Information and Communication Technology use would be aspects to be studied as educational conditioning factors. This paper presents the ways in which a representative sample of families in the Valencian Community (Spain) assumed the education of their children during the lockdown. Mixed methods (quantitative -surveys-/qualitative -focus groups-) are used. Multivariate profiles are studied (k-means cluster) that summarise the life circumstances, represented by composite indicators resulting from the families' responses to specific items describing their way of life and educational performance. Associated variables, such as demographic or life situation characteristics, are analyzed for each profile. Some gaps (described by indicators that synthesize the functioning of the families) are observed due to life circumstances that correspond not only to vulnerable groups but also to upper-middle-level families. Over the last few decades, public programs have driven the gradual adoption of information and communication technologies (ICTs) in education. The most ambitious project in Spain so far was Escuela 2.0, which provided students from the regions that opted into the program with laptops. The objective of this paper is to evaluate the impact of this program on school performance and productivity. To do this, we developed a new methodological approach based on combining causal inference techniques and the analysis of production frontiers. We calculated the differences in productivity and performance between treated and control schools using the base-group Camanho–Dyson Malmquist index and the base-group performance gap index. We estimate the impact of the program as the variation of these differences, following the essence of the difference-in-differences analysis. The enormous influence that Information and Communication Technologies have in society, as well as the pandemic caused by COVID-19, have caused teachers to need to adapt to new educational contexts in recent years, in addition to evidencing the enormous deficiencies in the use of technologies. The quarantine situation made it necessary to organize the educational system so that students could continue their training away from the classroom. This article aims to assess whether teachers' perceptions about their level of digital competence have changed after quarantine in non-university education teachers in Spain. For this, a nonexperimental quantitative method was applied using descriptive statistical techniques. The sample is made up of 168 teachers, and for data collection, a questionnaire was used covering different areas established by the DigCompEdu framework. The results show that the perception teachers have about their digital competence is that it has improved due to free training, which implies the necessary training of teachers in new technologies. These data encourage the design of a training plan from universities to comply with the resolution of 4 May 2022, of the General Directorate for Territorial Evaluation and Cooperation on updating the reference framework of digital teaching competence. Today's technology presents a major challenge for the education system in terms of digital literacy and the quality of education. This study focused on analyzing the level of digital competence of university teachers at the University of Seville, Spain, and another university in Arequipa, Peru, using the DigCompEdu model (Digital Competence Framework for Educators). The aim was to obtain significant data that reflect the educational reality within the use of Information and Communication Technologies (ICT) and to highlight the importance of training actions that improve the digital competence of teachers. The study was carried out using a descriptive–inferential approach, which showed the reality of the groups and obtained general conclusions based on the collected data. The participating teachers answered a self-assessment questionnaire that was previously validated by experts. The analyses and the obtained results highlight the importance of offering personalized training adapted to the needs of each educational context. Furthermore, they raise the need to reflect on areas for improvement and how to approach similar work in the future. It is suggested that future studies include probability samples in each research area to obtain more representative and globally applicable data. [ABSTRACT FROM AUTHOR]

Technological innovations are related to information and communication technologies (ICTs), which in turn have become a fundamental pillar in the field of education. Social work professionals require new approaches to take on the new type of work demanded by the digital society, specializing in research into the innovation of these new forms of action through technology. This article analyses whether university training is in tune with the new skills and abilities required for professional interventions in the twenty-first century. A total of 288 surveys were carried out on 309 students. Each survey consisted of 25 questions on the five digital skills areas. The results indicate that training in digital skills must gain space in university training plans, just as the pandemic became a starting point for the massive use of ICTs. The conclusions point to the importance of improving training in digital competences and skills for future generations of social workers, who, although they are digital natives, will need to know how to use ICTs in their social work. Cities in the 21st century play a major role in the sustainability and climate impact reduction challenges set by the European agenda. As the population of cities grows and their environmental impact becomes more evident, the European strategy aims to reduce greenhouse gas emissions—the main cause of climate change. Measures to reduce the impact of climate change include reducing energy consumption, improving mobility, harnessing resources and renewable energies, integrating nature-based solutions and efficiently managing infrastructure. The monitoring and control of all this activity is essential for its proper functioning. In this context, Information and Communication Technology (ICT) plays a key role in the digitisation, monitoring, and managing of these different verticals. Urban data platforms support cities on extracting Key Performance Indicators (KPI) in their efforts to make better decisions. Cities must be transformed by applying efficient urban planning measures and taking into account not only technological aspects, but also by applying a holistic vision in building solutions where citizens are at the centre. In addition, standardisation of platforms where applications are integrated as one is necessary. This requires interoperability between different verticals. This article presents the information platform developed for the city of Vitoria-Gasteiz in Spain. The platform is based on the UNE 178104 standard to provide a holistic architecture that integrates information from the different urban planning measures implemented in the city. The platform was constructed in the context of the SmartEnCity project following the urban transformation strategy established by the city. The article presents the value-added solutions implemented in the platform. These solutions have been developed by applying co-creation techniques in which stakeholders have been involved throughout the process. The platform proposes a step forward towards standardization, harmonises the integration of data from multiple vertical, provides interoperability between services, and simplifies scalability and replicability due to its microservice architecture.
