Chapter 515 of 2008 (House Bill 707) transferred the administration of the State Aid for Police Protection Fund (Fund) from the Department of State Police to the Governor’s Office of Crime Prevention, Youth, and Victim Services1 (Office).

Approved by the Governor's Office of Crime Prevention, Youth, and Victim Services (Office) of the submitted application, and the subaward that it has generated, is for the time period stated in this Subaward Package and constitutes no commitment for funding prior to the time period nor the continuation of funding beyond that time period.

GOCCP is the State Administering Agency for law enforcement, crime prevention, juvenile justice and victims services programs. Whether via direct allocation (mandated) or competitive awards, available funds are announced through a standardized solicitation know as a Notice of Funding Availability (NOFA). Throughout the year, NOFAs are posted on the GOCCP website: http://goccp.maryland.gov/ .

The 2012 Joint Chairman’s Report (JCR) required the Governor’s Office of Crime Control and Prevention, in consultation with the State Law Enforcement Coordinating Council (SLECC) and the Department of Legislative Services (DLS), to submit a report on the consolidation of various State police forces.

The support of GOCCP, the Maryland Department of Juvenile Services, and Michelle Zabel and the Innovations Institute at the University of Maryland School of Medicine made this work possible. The authors particularly thank Debra Arnold of GOCCP and Tina Borner of DJS for their aid and guidance, and the members of the State Juvenile Council who contributed their insights in reviewing this report. In November 2009, Lieutenant Governor Anthony G. Brown requested a meeting with representatives from the Governor's Family Violence Council (FVC), Governor's Office of Crime Control & Prevention (GOCCP), the Health Services Cost Review Commission (HSCRC) and Department of Health and Mental Hygiene (DHMH). The purpose of this meeting was to discuss, in general, hospital-based domestic violence programs, specifically, hospital-based programs that currently operate in Maryland.

There is hereby created out of the general funds of the State a fund to be known as the State Aid for Police Protection Fund, to be used for the purpose and distributed in the manner hereinafter specified.

In 2010, Maryland experienced the lowest murder rate since the Maryland UCR program was adopted in 1975.

In 2009, Maryland experienced the lowest rate of violent crime since the Maryland UCR program was adopted in 1975.

This was GOCCp's first year administering this grant. We corporated this program intou our Grants Management System and required that the recipients apply online with our application software for 2011.

Beginning the year with the courageous passage of legislation which enabled the science of DNA to significantly impact criminal investigations, we then launched the Governor’s Family Violence Council and appointed the Maryland State Drug and Alcohol Abuse Council. We plunged into 2008 with all facets of Maryland’s criminal justice system working in synchronicity to improve our communities. Our partnerships with local police, sheriffs, prosecutors and community-based service providers enabled us to promote their best practices and data-driven crime fighting solutions throughout the state. “CompStat on Demand” took hold and resulted in Maryland’s first statewide crime analyst training, as well as the creation of crime maps for local jurisdictions seeking better information on crime trends for their application of scarce resources.

In 1994, the Maryland General Assembly voted to place a Constitutional Amendment before the people during the next election. On November 8, 1994, the voters of Maryland overwhelmingly passed (92.5%) the Constitutional Amendment for Victims’ Rights (Article 47, Constitution of Maryland, Declaration of Rights).

I am pleased to present the Governor’s Office of Crime Control & Prevention’s 2007 Annual Report. This report outlines the Administration’s first year and details initiatives underway that are meeting the challenge of making a safer Maryland. Security Integration, seamless coordination, and information sharing among all levels of government, is essential to improving public safety for our entire community. With fresh ideas and new energy, GOCCP’s unprecedented partnerships among federal, state, and local entities are getting results. We are committed to bringing together all levels of government and applying state-ofthe- art technology
