Abstract
The article focuses on the issue regarding the Kyoto agreement signed by 178 countries in its purpose to reduce global greenhouse gas emissions. As the agreement reaches its global scope, its implementation is leading to be rather less distributed. Among the 178 original signatories of the Kyoto agreement, only 17 will have to make changes to achieve the planned emissions reductions.
