The study investigated the perceived role of digital theological library and term paper counselling in undergraduate religious education students' academic success in the federal universities in southeast Nigeria. The study adopted a descriptive survey design. A structured questionnaire developed by the researchers was used for data collection. 166 undergraduate religious education students were chosen as respondents in this research. The results showed that items on the perceived role of digital theological library and term paper counselling were all accepted by the students as means of achieving academic success. There was a significant difference in the perceived role of the digital theological library in achieving academic success among religious education students by the university. There was a significant difference in the perceived role of term paper counselling in achieving academic success among religious education students based on university. There was also a significant difference in the perceived role of university librarians in achieving academic success among religious education students based on university. The researchers noted that these findings have implications for university librarians across the universities and it was recommended that the use of digital theological libraries for academic purposes and term paper counselling should be strengthened. The paper examined the challenges of maintenance of paper based archival information materials and strategies for enhancement in academic libraries in South East, Nigeria which doubled as the objectives of the study. Descriptive survey research method was used for the study. The population consisted of 277 library staff in academic libraries of government owned institutions. Questionnaire and structured interview guide was used to collect data which was analyzed using the Statistical Package of Social Sciences (SPSS) version 20. Mean scores and standard deviation were used to analyze data generated for the two research questions while ttest was used for the hypothesis. Real limits of numbers were used to determine the bench mark. The major findings of the study showed the challenges involved in maintenance of archival materials to include inadequate funding and tropical climate that breeds insects. The strategies involved in archival maintenance practices include: recruiting adequate personnel in libraries, provision of maintenance policies, adequate funding of libraries for proper maintenance of archives, proper control of insect by the use of insecticides and adequate training of maintenance personnel. The hypothesis tested revealed that there is no significant difference in the mean ratings between the male and female library staff in respect to strategies for maintenance practices of paper based archival paper materials in the academic libraries. Evolution is one recurrent phenomenon that affects almost every facet of human endeavour. Libraries have had their own share in many ways. The green library concept, although, a relatively new-sprung initiative, have not been given full attention. The understanding of librarians, and the levels of adoption of the green library concept in Nigeria is reported herein. The descriptive survey approach was used. Results showed that librarians have the right perception about the concept, and have implemented or currently translating their policies, practices, and services in compliance with environmental sustainability objectives. However, much more needs to be done as the libraries also have not sufficiently engaged in climate change sensitization activities with patrons or their immediate community. The libraries do not collect rain water, recycle paper or reduce the use of plastics as stipulated. In implementing the initiative, low awareness, poor funding, lack of collaboration with environmental agencies among others have bedeviled their efforts. The establishment of a Nigerian Green Building Council (NGBC) for building standardisation with the support of the Nigerian Library Association is thus recommended for on-thespot redesigning of already built antique libraries. Due to the increasing presence of artificial intelligence (AI) in developed countries, this paper examines the adoption of AI for effective library services in academic libraries in Nigeria. The paper defines artificial intelligence while chronicling its history. He also identified the advantages of adopting artificial intelligence in academic libraries, which include ease of use, endless functionality, and the ability to perform complex work, among others, and the challenges faced by library management towards adopting artificial intelligence, which include financial uncertainty, job loss, and technological defects, among others. This paper looked at the current global paradigms in cataloguing and the significance and difficulties for library adoption in developing countries like Nigeria. The paper employed a four-sturdy approach to explore the subject. The first approach to the paper put forward the concept of library in the 21st century. The quality of teaching and learning is the key to sustainable development. This has inspired innumerable educational stakeholders to search for means of restoring quality teaching and learning in Nigeria's education system. To accomplish this, significant epistemological efforts have been made over the years on teaching methods/models, student learning styles, and curriculum content reforms. However, the role of academic libraries has not been given any significant consideration. It is, therefore, the conviction of this paper that sustainable development depends profoundly on the availability of information provided and accessed through a well-managed library for effective teaching, learning, and research. So, using desktop literature review and the author's experience, this paper examines the roles of academic libraries in restoring quality teaching and learning for sustainable development in Nigerian institutions of higher learning. The main objective of this paper is to justify the need for Nigerian libraries which have not automated their functions to adopt of Koha ILMS as their automation software. The paper therefore examined the need for automation, the reasons for the choice of Koha ILMS and potential benefits accruable to the libraries, and functions that Koha can facilitate their perform in their libraries. The paper identified the need for automation to include need to handle information explosion, for effective management of library operations, to improve operation speed, resource sharing etc; the choice of Koha was informed by its features and benefits which include Koha in Nigeria libraries could be linked to its powerful features which include MARC 21 compatibility, Z39.50 search, Customizability to suit individual library needs and taste, sustainability etc; the paper identified the library operations facilitated by Koha to include acquisition, cataloguing, circulation, patron management, OPAC etc. the paper however highlighted data migration and lack of skilled manpower as limitations to Koha adoption. Resource sharing and networking are among the noticeable phenomenon which have not been given necessary attention it deserves as a result of which most libraries are not meeting the information needs and services of their users as at when due. Research funding organizations understand the importance of infrastructure and services to organize and preserve research data. Academic research libraries have been identified as locations in which to base these research data management services. Research data management services include data management planning, digital curation (selection, preservation, maintenance, and archiving), and metadata creation and conversion. However, some libraries are beginning to provide structure for research data management services. These services are starting to record some degree of success as local data policies are being formulated. The aim of this paper, therefore, is to discuss the importance of research data management in the academic libraries in Nigeria. The article summarized the research data management life cycle to include: data creation; data collection and description, data storage; data archiving and preservation; data access; data discovery and analysis, and data reuse and transformation. This study examined the corporate social responsibility intervention in the development of digital libraries in the universities of developing countries. It specifically investigated the challenges facing the MTN Foundation Digital Libraries in the universities in Nigeria and strategies that will engender their effective operation. The research design used for this study was descriptive survey design. A questionnaire titled Evaluation of MTNF Digital Libraries Questionnaire (EMTFDLQ) was designed and used for data collection. Responses were analysed using mean scores and percentages which are presented in tables. Findings show that Corporate Social Responsibility has provided vital impetus to the development of digital libraries in Nigeria. However, time allowed for the usage of the digital libraries, low bandwidth, non-allowance of storage device, system break down are challenges affecting the effectiveness and relevance of the digital libraries. At UNN specifically, the highest challenge is inadequate power supply. Repairs of broken down systems, good governance, cordial relationship between staff and users, functional generator, improve bandwidth, provision of more workstations, allowance of storage devices for download, update of database subscription and creation of awareness of the digital libraries are adoptable strategies for enhancing the effectiveness and relevance of the resources and services of the digital libraries. The study investigated the usage electronic academic databases resources by lecturers and postgraduate students in Western Delta University, Oghara, Delta State, Nigeria. Specifically, the study identified the types of electronic academic databases that lecturers and postgraduate students are aware of, the electronic academic databases that are available and used, purpose of usage of electronic academic database and the problems militating against the effective use of electronic academic databases resources. Four specific objectives with corresponding research questions guided the study. The study adopted a descriptive research design. The population of the study is 134 lecturers and postgraduate students in WDU. The instrument for data collection was a structured questionnaire with the title "Usage of Electronic Academic Database Resources Questionnaire (UEADRQ)". Data collected was analyzed using frequency counts and percentages. The findings showed that there was a high level of awareness of the electronic academic database by the lecturers and postgraduate students and they equally made use of them. However, NUC Virtual library, HINARI, Research4life, AGORA and EBSCO Host were not being used as such. JSTOR, Elsevier, DOAJ, ProQuest, Science direct, and LexisNexis where been put to maximum usage. Research, writing of seminar/conference paper, assignments/seminar presentations and getting up-to-date information with subject areas were the purpose of their usage of the electronic academic databases. Lack of search skill, slow internet bandwidth and incessant power outrage were some of the problems militating against the effective usage of electronic academic database resources in WDU. Based on the findings of the study, it was concluded that electronic academic databases are vital information resources that need to be available in academic libraries for use by lecturers and students in the pursuit of their academic advancement. The study recommended among others, that orientation, workshop and seminar should be organized by librarians and university authorities on how to acquire the needed search skills in order to be able to make adequate use of these electronic academic database resources in order to advance academic excellence. Lecturers and student's attendance at such orientations, workshop and seminars should be made compulsory by the university authority. This paper discusses utilization of library and information resources and its importance in research process. It views research as a systematic painstaking investigation of a topic or in a field of study often employing technique of hypotheses and experimentation, undertaken by a person intent on revealing new facts, theories or principles or determining skill and identification of research problems which is connected to the level of library and information resources usage and hence determines the productivity or output of researchers. It discusses library and information resources as resources that include all forms of information carriers that can be used to promote and encourage effective research activities and developmental projects including books, journals, periodicals, audio-visual etc. Impediments to the full utilization of library and information resources are highlighted. The paper discussed the employment of competitive intelligence for improving patronage of the 21st century academic libraries. It explored literature on; the concept of competitive intelligence, characteristics of the twenty first century academic library, attributes of competitive advantage in academic libraries and competitive intelligence activities in Nigerian academic libraries. It was discovered that funds and the necessary skill-sets were required for an academic library to develop to the point of having a competitive edge over other libraries. Also literature revealed that only few libraries especially private university libraries were already treading the path of gaining the competitive advantage for attracting increased patronage. The paper is about Application of Technology Resources to Library Information Processing in Academic Libraries in Nigeria. The electronic age has made users search beyond print media while looking for information resources. Latest research work are sent across the world through electronic means and no serious researcher of this age ever depends solely on print media rather the use of internet, websites, e-mail etc are the language of the day. Functionally, university libraries of the current dispensation provide access to both print and electronic resources to serve users and to increase the visibility of their institutions, and as a measure of prestige. The study examined the awareness and use of self-archiving options among librarians in public university libraries in Bayelsa State, Nigeria. Specifically, the study identified the level of awareness, means of becoming aware of, extent of use of self-archiving options and factors motivating the use of self-archiving options by the librarians. The study adopted descriptive survey research design. The population of the study consisted of twenty-seven librarians of public university librarians in Bayelsa State, Nigeria. This figure comprised eleven librarians of Federal University Otuoke Library and sixteen librarians of Niger Delta University Library. An online questionnaire was used for data collection. The instrument was validated by two experts in the Department of Library and Information Science in Niger Delta University, Bayelsa State. The researcher distributed twenty-seven soft copies of the draft of the validated questionnaire to the librarians via social media platforms such as Federal University Otuoke Library Whatsapp Group, Niger Delta University Library Whatsapp Group, Bayelsa State Chapter of the Nigerian Library Association Whatsapp Group and Personal Whatsapp Accounts. Out of the twenty-seven questionnaires distributed, twenty-five questionnaires were properly completed, returned and found usable for data analysis. This produced a response rate of 92.59%. The data collected was analyzed using weighted mean and standard deviation. Findings revealed that the level of awareness of self-archiving options by the librarians was low. It also showed that the librarians gained awareness of self-archiving options by doing personal research, conference/seminar/workshop attendance, interaction with professional colleagues and reading professional literature. Moreso, it indicated that the extent to which the librarians used selfarchiving options was low. Lastly, it revealed that the desire to enjoy wider research visibility of research works and personal recognition were the factors that motivated the use of selfarchiving options by the librarians. The study recommended that the librarians should make conscious efforts to participate in institutional repository affairs, attend conferences/seminars/workshops, make more use of online publishing to increase their awareness of self-archiving options; the librarians should cultivate the habit of exploring the use of self-archiving options like Kudos, Mendeley.com etc. to draw global attention to their research papers and increase their use of self-archiving options. This paper examined the level of leadership and job performance of library personnel in University of Abuja, Nigeria. Survey research methodology was used with a total sample size of 202 library personnel in University of Abuja library using simple random sampling techniques. Data was collected mainly through questionnaire and analyzed using frequency distribution and descriptive statistics. The result revealed that the leadership of the University of Abuja library consulted his staff in taking decision at the same time a team player, friendly and provided mentorship to his subordinate. It was also revealed that respondents were of the opinion that leadership of the University of Abuja library encouraged staff to perform well in the job while others maintained that subordinate were relegated in the organization which is not healthy for any establishment. The result showed that the organizational performance was influenced by the leadership styles and personnel performance determined efficient and increase in job performance in University of Abuja library, while autocratic and transactional leadership style have less significant impacts on employee's job performance in the university library. The study concluded that leadership in University of Abuja library should be concerned about policies that will influence library employees positively in the long run than negative policies by the University of Abuja and library management entirely. PURPOSE: The paper examined the effect of library skills and literacy on the academic performance of undergraduate students at Kwara State University, Nigeria. DESIGN/METHODOLOGY: A descriptive survey method and random sampling techniques were used with 150 randomly selected students for the research. A self-designed questionnaire was used to elicit responses from the respondents, and a simple percentage ratio was adapted for data analysis. Findings: The result shows that most of the students do not have access to literacy facilities. It reveals a lack of application skills by the majority but shows the positive impact of information literacy on students' academic performance. The results show that 70% of the undergraduate students used their Smartphone's, while 30% did not use smart phones as a kind of information literacy facility for their academic performance. 93% used the Internet as the highest level of access for reading and writing skills, more than any other access window available. The results also showed that 70% said that information literacy skills can help beat the time, while 30% said no. Again, 74% said frequent power outages led to current literacy challenges. Authenticity and Value: It is recommended, among other things, that undergraduates register formally with the main library for better academic learning and achievement; The management of the university shall offer a compulsory and general course of study on information literacy to enable prospective graduates to acquire reading and writing skills for research, projects, and further studies; Frequent capacity building and training in information literacy skills should be organized for staff, undergraduates, and postgraduate students. Eight distance-learning university libraries were purposively selected to examine the status of hybrid library services aimed at reaching distance learners. These include the Federal University of Technology Library, Minna, University of Maiduguri Library, University of Abuja Library, Ahmadu Bello University Library Zaria, National Open University of Nigeria Library, Olabisi Onabanjo University Library, Ago-Iwoye, Ignatius Ajuru University of Education Library, Port Harcourt and Joseph Ayo Babalola University Library. The objectives of the study were to determine the status of library services in ODL institutions in Nigeria, analyse the form of library service most suitable to distant learners in Nigeria, examine the challenges confronting distance learning in Nigeria and determine the challenges in providing timely library services to distant learners in Nigeria. Objective: This paper aims at determining students' attributes and utilization of information resources in academic libraries in Imo State. The study focused on four (4) Universities in Imo State while four (4) variables were considered: students' study habit, intellectual curiosity and information literacy skill, with a sample of one hundred and twenty (120) respondents. Methods: The sample respondents were drawn using a simple random sampling technique through structured questionnaires. The answer to the research questions were arrived at using the descriptive analysis while the hypotheses were tested using t-test at 5% level of significance. Results: The results show that the major determinants of students' utilization of library information resources are: students' information literacy skill to use the computer and Internet facilities provided to access information resources for their assignments; to explore new ideas and balance their study time with recreation to avoid conflict. The result also shows a significant relationship between students' study habit, intellectual curiosity, information literacy skill and utilization of information resources in the library. This paper investigated user satisfaction as a predictor to library patronage among undergraduate students in Federal University Oye-Ekiti, Ekiti State, Nigeria. The instrument used was a self-developed questionnaire by the researchers. The questionnaire validation was subjected to the scrutiny of the experts in the areas of the variables studied; it gave a reliability coefficient of 0.855 (85.5%) for library patronage and 0.837 (83.7%) for user satisfaction. A response rate of 100% was achieved. Data were analyzed using descriptive (percentage, mean, average mean and standard deviation) and inferential (Pearson Product Moment Correlation) statistics. The study revealed a significant relationship between library patronage and user satisfaction (r = 0.000c, N = 100, P < 0.05) among undergraduate students in Federal University Oye-Ekiti, Ekiti State. The study concluded that adequate customer care services from the library staff would increase undergraduate students' library patronage. It is recommended that university management in conjunction with the university library management should ensure adequate provision of relevant and current information resources for the students use in the library. This paper reports an examination of effective serials management practices in some academic libraries in Niger state. The study specifically investigated the types of serial materials in the libraries. It also examined the acquisition methods as well as methods applied in organizing serial materials in the studied libraries. Challenges bedeviling effective management of serial information sources also form the objective. The study further made a review from different sources on management of serials in libraries. The population of the study consisted of twenty three (23) staff manning the serials units of the affected libraries. Questionnaire and observation check-list were used as the instruments for data collection. 23 copies of questionnaire and observation check-list were distributed, filled and completely (100%) returned for data analysis. Descriptive statistics of frequency and percentages was used for data analysis. The study revealed that Newspapers, magazines and academic journals are the major serial materials available in the academic libraries. Direct purchase from book vendors, Constant subscription of physical serials and online databases were the main methods applied in acquiring serials in the libraries. It discovered that shelving and shelf reading, carding among other were the organizational techniques adopted by the libraries. Paucity of funds, Inadequate ICT facilities as well as inadequate working tools was the factors bedeviling effective serials management in the libraries. The study thus recommended among others that adequate funds be allocated to the libraries, online subscription be enhanced, conducive working environment for library personnel, independent power sources be provided to the academic libraries. The paper examines the awareness and adoption of mobile technology-based library services in Federal Polytechnic in Southwest Nigeria. To achieve the set objectives, the study adopted descriptive survey with a mixed method that is quantitative and qualitative approaches. The targeted population for the study was registered users for 2021/2022 and 2022/2023 academic sessions of Federal Polytechnics in Southwest Nigeria. The sample size for the study was 390 registered users which represented 10% of the student's population and 10 library staff was justified by the recommendation made by Nwana (1992). The convenience sampling technique was be used. The data were analysed using Statistical Products for Service Solutions (SPSS) version 22.0. The study revealed that there is profound appreciation and demand for mobile technology-based library services among students of the Federal Polytechnics in Southwest Nigeria, which is yet to be met. It was also revealed that library management plan to introduce the following mobile technology- based library services in the future; mobile online public access catalogue (MOPAC), mobile SMS alert services among others. It was concluded that there is a strong awareness of mobile technology- based library services among students. The study recommended that academic libraries should put in place a program to continuously develop their human resources through recruitment and professional training; there must be a culture of training for the entire library staff to ensure that they keep abreast with trends and changes in technology in relation to library service provision among others. This paper examines the influence of access to library resources and services on the learning outcomes of distance learners in Nigeria. The study's objectives include investigating the impact of library resources and services on learning outcomes and exploring their joint influence. Research hypotheses are formulated and tested. The literature review demonstrates that library resources and services positively impact academic performance, research skills, engagement, and community sense among distance learners. Challenges such as user interface difficulties and information literacy skill gaps are discussed. The research methodology utilizes a survey design with a population of 4802 students and a sample size of 482 students. Regression analysis is employed to analyze the hypotheses, revealing that library resources and services significantly influence learning outcomes. The general opinion was that human resources development and job performance of library staff in academic library in Ekiti State, Nigeria was low and a cause for concern. This paper investigated the relationship between human resources development and job performance of library staff in three selected academic library, Ekiti State, Nigeria. A total enumeration sampling techniques and survey research design was adopted. The study population consisted of 100 library staff in the three selected academic libraries in Ekiti State, Nigeria. The research instrument used was a self-developed questionnaire titled "Human resource development as correlate of job performance in three selected academic libraries, Ekiti State, Nigeria". The questionnaire validation was subjected to experts in the areas of the variables studied; it gave a reliability coefficient of 0.75 for Human Resource Development; and 0.78 for Job Performance. A response rate of 100% was achieved. Data were analysed using descriptive (percentage, mean, average mean and standard deviation) and inferential (Pearson Product Moment Correlation, and Cross tabs) statistics. The study revealed a significant relationship between human resource development and job performance (r = 0.000c, N = 100, P < 0.05) of library staff in the selected academic library in, Ekiti State, Nigeria. Purpose: This paper is a survey on the basis for libraries participation in Corporate Social Responsibility (CSR) activities in south east and south-south Nigeria. This paper seeks to unravel the reasons why libraries should engage in CSR activities. Design/methodology/approach: The study adopted survey research method with questionnaire designed using four-point likert rating scale for data collection. Population of study comprise of librarians working in the university libraries selected from the south-east and south-south geo-political zone of Nigeria; a total of 129 questionnaires were retrieved and analyzed using descriptive statistics. Findings: It was revealed that participating in community development, promotion of citizens welfare, disseminating information on employment opportunities to unemployed graduates, ensuring timely, regular and relevant information services-provision to members of the host community, supporting educational related activities such as scholarships and intern opportunities, and partnering with stakeholders to enhance educational consciousness of the citizenry among others are CSR activities that libraries can engage for sustainable development. Opportunities open to libraries from participating in CSR include change in public perception of libraries, establishment of mutual understating between the library and the community with librarians strengthening their value chain among others. Possible challenges to effective participation of libraries in CSR activities revealed include inadequate finding of libraries stakeholders' divergent ideology on CSR lack of commitment towards CSR activities etc. Practical implications: There is an urgent need for librarians to embrace the philosophy of CSR and explore it as a means of remaining relevant to the society and their immediate environment. Since the adoption of the sustainable development goals, Nigeria has continued to demonstrate its commitment to the SDGs promise through leadership and ownership of the implementation process. Despite the government continued demonstration and commitment to the SDGs promises, it is observed that these goals have not had any desirable impact or effect on the rural communities as poverty level is still high, health condition and over all well-being is poor and mortality rate is on the increase not to mention the number of out of school children. To forestall the deterioration that would accrue from non-realization of the SDGs in rural communities, this paper explored Nigerian academic libraries as an alternative to delivering Sustainable Development Goals to rural communities. It discussed the potential of academic libraries in Nigeria towards deliveringSustainable Development Goals to the rural communities since some of the libraries are situated in the rural areas. Academic librarians from two academic libraries in Imo State were used for the study. Descriptive survey research method was adopted to investigate a total population of 45 Academic librarians while structured questionnaire was used to collect data for the research out of which 31 were duly filled and returned for analysis. Findings shows that academic libraries possess some potentials in delivering sustainable development goals to the rural communities. This study investigates the functioning approach of high performance work system (HPWS) through professional mentoring on librarians' job performance. The paper explores Spangenberg's integrated model of performance. The AMO theory formula P=f (A, M, O) was used to explain the commonality on the influence of professional development on job performance. The study adopted survey research method using Z-test and regression analysis to estimate relationship in the variables. The population of the study consists of 174 librarians from 10 university libraries of federal and state owned universities in South-East zones of Nigeria. The questionnaire was used as instrument for data collection. A total of 174 questionnaires were distributed and 152 were returned giving a response rate of 87%. The Z-test and regression analysis were used to answer the research question at 0.05 level of significance. Finding shows construct of professional mentoring, that impacted on the high performance work system of librarians based on the calculated Z-test mean value of 2.96, includes: expanding knowledge of strategic aspect of your job (mean = 3.88); developing necessary knowledge, skill and ability to do your work (mean = 3.73); Improve team goals and strengthen work connection (mean = 3.71) and overall significant influence of professional mentoring on job performance (F-cal = 60.21; P<0.05). The research concludes that high performance work system achieved through professional mentoring communicates necessary change, positive work attitude and culture for high manpowered workforce that enable growth for university libraries to gain competitive advantage in the knowledge-based economy. Collection development policy (CDP) is an essential working tool for effective collection development activities as it provides guidelines for selection, acquisition, evaluation, and weeding of library materials. However, despite its importance in developing library collection, collection development policy (CDP) has not yet been implemented in most academic libraries in Nigerian and this has greatly affected the collection development activities of the library. Therefore, this study was conducted to determine factors that could facilitate CDP implementation in Nigerian academic libraries as perceived by academic librarians. The study employed a quantitative methodology using a survey research design. One hundred and thirty-six (I36) academic librarians were recruited from three selected academic libraries in the Northwestern zone of Nigeria using random sampling. A paper-based questionnaire was used to collect the data. The data were analyzed using descriptive statistics, Pearson correlation, and multiple regression analysis. The findings of the study revealed that factors that could facilitate CDP implementation are librarians' awareness of the importance of CDP, knowledge of CDP, and management support. Hence, to ensure CDP implementation in Nigerian academic libraries, the librarians must not only be made aware of the importance of CDP but must also be equipped with the knowledge and skills necessary for CDP implementation. Also, library management support is necessary for CDP implementation. This study has contributed to the body of knowledge by exploring the vital factors that could facilitate CDP implementation and tried to resolve the important issue of CDP implementation by developing a framework. Purpose: The study investigated information: Knowledge on perception of resource access and intellectual freedom. It is to display the state of the art at such a time when the political prowess had been used as a militating factor against the innovations that would have salvaged the cry for the quest for a developed economy through readership and intellectual freedom. Methodology: Descriptive research survey was adopted to sample three academic libraries in Cross River South province; with 700 copies of questionnaires. Availability sampling was used giving a return rate of 676(96.57%). Data were analyzed using descriptive statistics and percentages. Findings: From objective 1, study showed that respondents had awareness that librarians' job performances enhanced intellectual freedom (IF) with the highest item level of 668 (98.82%) and a lowest item level of 636(94.08%). Objective 2 result showed that resource access from libraries enhances IF with the highest item score of 673 (99.56%) and lowest item score of 662 (97.93%). Respondents ascertained twenty-two (22) challenges related to the 21st century and highlighted five (5) steps as the way forward for IF. As a result, resource access in libraries should be encouraged by stakeholders as gaining knowledge would enable citizens to have IF which in turn, would empower them to contribute meaningfully to positive changes in human developments. The paper is on capacity building for sustainable digital information services in 21st century administration of academic libraries in Nigeria. Capacity building is termed as the building or the development of organization's facilities, equipment, provisions, features, amenities, infrastructures and resources (human and physical) to foster growth and expansion. As such, capacity building needs to be introduced in the library which includes the professional building of human resources (professional library staff and other para-professional workers) and material resources. To achieve this goal, education and trainings on administration are given to the library staff for effective, efficient output and productivity. It can therefore be concluded that capacity building in academic libraries is very essential and crucial especially when considering the imperativeness of the services rendered by librarians for the general satisfaction of the intellectual quests of patron. Personnel commitment to their organisations on an emotional, normative, and long-term basis is crucial to achieving organisational goals and objectives. Working circumstances for employees in any business, particularly university libraries are crucial to achieving these levels of dedication. The impact of the work environment on the affective, normative, and long-term commitments of library staff in Nigeria's South-West area was investigated in this paper. A total of 427 people participated in the study. The findings revealed that the work environment is related to affective commitment (R2 =.014; p.05), normative commitment (R2 =.004; p.05), continuance commitment (R2 =.033; p.05), and the entirety of organisational commitment (R2 =.021; p.05) of library personnel in government-owned university libraries in Nigeria's South-West. As a result, the discussion concluded that the work environment is critical in ensuring and maintaining library personnel's dedication to their university libraries. It was suggested that the management of the libraries offer a pleasant working environment for library employees. This paper reports on a study of evaluation of online reference services (ORS). The paper focuses on the librarians' perception of the evaluation of online reference services of academic libraries in Nigeria. The study was guided by the following four objectives: to find out the extent of application of online reference services in academic libraries in Nigeria; to examine the benefits of using ORS in academic libraries in Nigeria, to identify the challenges associated with the use of ORS, and profer solutions for ameliorating the challenges faced by these academic libraries in Nigeria. The study adopted a survey design which was employed to derived responses from 198 librarians. Data were collected from the population using questionnaire. The statistical packages for social sciences(SPSS) was used to extract data while the data were presented with the help of 4-point Likert scale, mean and standard deviation. The result revealed that e-mail services ranked 1st in the overall application of ORS. Lack of ICT infrastructure to support ORS ranked first as reason for non-application of ORS. Most noted benefit is that it provides more alternatives and flexibility to users. In view of the importance of indigenous knowledge in development process, this paper investigated the efforts of selected federal university libraries in South West, Nigeria in indigenous knowledge collection development and preservation. The study adopted a descriptive survey design that involved the use structured questionnaire, unstructured interviews and observation as instruments for data collection. Seventy six (76) professional librarians constituted the target population of the study; therefore seventy six (76) copies of questionnaire were administered to the professional librarians in the selected university libraries. The data collected using the questionnaire complemented by interview and observation were analyzed using Statistical Package for Social Sciences (SPSS). Findings from the study revealed the tremendous efforts of selected university libraries in IK collection development and preservation in the libraries as the study revealed the existence of IK materials. It also established that dearth of fund and linguistic problem were the challenges facing the collection development and preservation of IK in the selected university libraries. It therefore recommended that the university libraries should liaised with the international bodies for financial support for the sustainability of IK resources collection development and preservation in the libraries. Purpose: The paper aims at investigating how user education is organized, coordinated and implemented in South East Nigeria Federal University Libraries. It also addresses the challenges encountered by academic librarians in the process and itemizes the strategies for enhancing user education. Methodology: Survey method was adopted and the instrument for data collection was a questionnaire. Population of the study was twenty-six and. twenty-six copies of the instrument were administered. All the copies were returned and were found usable. Descriptive statistics involving frequencies, percentages and mean scores were used for data analysis Findings: Only one university library did not have user education policy but all of them had written objectives. User education lectures were compulsory and credit bearing. Responsibility for delivering user education lectures differed among university libraries. Coordination and implementation of user education studies were centered in the university library but the university libraries differed in the manner in which coordination of library user education was handled. Course-related and course-integrated instructions were the means of delivering user education lectures and an examination taken by students before the end of the session was the only means of evaluation of library user education. Hands-on demonstration using workstations, online resources and online databases were not being used during lectures. Practical Implications: Students were not exposed to the current ICT technologies of accessing and retrieving information resources. Purpose: the study investigates attitude of librarians' towards provision of corporate social responsibility initiatives in state university libraries in south Nigeria. Design/methodology: The descriptive survey research method was adopted with research instruments structured using four-point Likert rating scale and used in generating data for the study. A total of 79 questionnaires were administered to librarians working in six (6) state universities in south-east and south-south Nigeria. A total of sixty-five (65) were retrieved. Descriptive statistics were used with the aid of Statistical Product Services Solution (SPSS) in analyzing the data. Findings: It was revealed that librarians have positive attitude towards the provision of CSR initiatives. Creation of CSR Unit, formulation of formal CSR policy and partnering with NGOs and others were identified as strategies through which CSR initiatives can be institutionalized. Demand for additional knowledge beyond the expertise of library practice is seen as a major challenge. Conclusion: Librarians are aware of the various CSR initiatives that can be provided in the university environment. Implication of findings: Library managers must show commitment towards the design and provision of CSR initiatives and they should be ready to partner with non-governmental organization (NGOs) and other relevant agencies. The purpose of this study is to investigate the development and management of local contents in institutional repositories (IR) in tertiary institution libraries in Nigeria. The study adopted a survey research method. Online questionnaire and IR site investigation methods were used to collect data from 20 university libraries in Nigeria. The study revealed that no single College of Education, or Polytechnic library in Nigeria have embraced development of IR. Only 20 university libraries have successfully developed IRs to manage local contents emanating from the universities. The majority of the institutional repositories contain primarily theses and dissertations, journal articles and conference proceedings. DSpace was the most preferred software used in the various IRs to manage local contents, and lack of fund, inadequate facilities, absence of IR policies, and challenge of collecting contents from various contributors were the most mentioned challenges encountered in the development of IRs in Nigeria. The results from the study will provide important data and insight into the development of institutional repositories in tertiary institution libraries in Nigeria, and generate suggestions for librarians, and policymakers for developing institutional repositories in developing countries. The project will enable university libraries in Nigeria provide world class services by making their local contents visible globally. Theses and projects constitute a very important aspect of resource materials found in libraries. They are not published by any conventional means. This makes it a necessity for libraries to ensure that they are properly processed, preserved and made accessible for teaching, learning and research. This paper looks at the management of theses and projects in selected university libraries in Ogun State of Nigeria. The paper discovered that the methods of processing these materials include indexing and classification among various other methods. The major facilities for shelving and storing theses and projects as evident in the research are wooden shelves and cabinets. In order to checkmate the entrance of pests and rodents, eating is prohibited in the theses section. This helps in preservation of the materials. It was discovered that only twenty four respondents attested to digitization as a means of preserving the resources. The use of CCTV in monitoring the misuse of theses and projects is not a common practice. Only sixteen respondents maintained that CCTV are installed in the theses section of the library. The research also discovered that the major problems hindering effective theses and projects management include lack of storage facilities, insufficient skilled manpower, and lack of fund, among others. The work finally recommends that theses and projects should be catalogued, classified and abstracted. In this era of knowledge economy, a time where it is difficult to ignore any type of knowledge system, it is incumbent on librarians and libraries to reduce the gap between the use of indigenous knowledge owned by local people and the western scientific knowledge. The library for users is a democracy, and there is no reason it should enhance apartheid among knowledge systems and/or resources. This paper reports the study of how libraries in Oyo State, Nigeria provide access to IK resources and the problems encountered managing them. The descriptive survey was employed. Data was collected using self-designed questionnaire for the project; and analysed using SPSS. It was found that IK resources were not adequately represented in libraries in Oyo State. The study discovered that special, academic and public libraries have differing means by which they provide access to IK resources. While special and academic libraries catalogue and organize their resources, have a separate section created for them within the library public libraries do not. Also, while public libraries network with institutions to share IK resources, special and academic libraries do not. It was moreover found that none of the libraries provide access to IK using public access database nor own a digital library for borderless access to IK resources. Librarians however encounter challenges managing IK. It is however recommended that libraries should up the game in providing access to IK resources. [ABSTRACT FROM AUTHOR]

The paper tries to explore social implications of ICTs, their positive impacts and potential dangers. In addition, the study examines some important imperative factors that sustain favourable social implications as well as critical factors that pander to unfavourable social implications of ICTs. Descriptive survey method was adopted. Population consisted of 88 academic librarians who are working in four Federal University libraries in South East Nigeria. A 59-item structured questionnaire was used for data collection. The instrument was face validated and the reliability of the instrument was established through Cronbach Alpha reliability coefficient. Eighty-eight copies of the questionnaire were delivered to respondents and eighty-five copies were completely filled and returned. The data collected were analyzed using mean scores and percentages. The paper found out that core factors of social implications of ICTs were the Internet and other ICTs which facilitate development in developing countries and aid propagation of indigenous knowledge. It was found that ICTs do not induce unemployment in developing countries, nor promote social exclusion. They neither aid mass destruction of property nor induce organizational stress. It was also found that gender inequality and ethnicity/racism do not constitute challenges that affect social implications Other findings showed that while quest for current information was the greatest factor which could facilitate favourable social implications of ICTs, lack of Internet skills was the greatest challenge which could affect social implications of ICTs. It was also identified that the greatest strategy for enhancing social implications of ICTs would be by posting ICT compliant teachers to schools. Some of the practical implications of the paper were that favourable social implications of ICTs could be hampered by factors which focus on domains purported to create digital divide, cultural neo-colonialism, popularization of pornography and breakdown of law and order. The value of this paper lies in the identification of core factors of social implications of ICTs as well as rebuttal of the impressions that ICTs induce mass unemployment in developing countries, promote social exclusion, cause mass destruction of property and induce organizational stress. The study examines the information infrastructure, facilities and services in Nigeria's Agriculture University Libraries., Federal University of Agriculture, Makurdi, Federal, Michael Okpara University of Agriculture, Abia, and Federal University of Agriculture, Abeokuta, are the respondents. The main objective of the study is to assess the information resources, services and facilities at Agriculture University Libraries in Nigeria in order to analyze the types of available information resources, services and facilities, and the constraints associated with on the provision of information resources services and facilities to library users. Although questionnaires were provided to university librarians, the researcher was in charge of monitoring the activities of library users. The researcher took the entire respondent population of university librarians, in Agriculture University Libraries sampled were retrieved and analyzed, representing 100 %. The process of observation was also used to fill in the holes that the questionnaire did not fill in. Key findings show that in the Agriculture University Libraries in Nigeria, the existing agricultural information tools and facilities available, accessible and used are inadequate. In the Agriculture University Libraries, infrastructural facilities and internet services existed, but were not well established. There was no access to adequate information resources for users because of the insufficient number of library employees. The study recommended the enhancement of existing information tools, services and user information needs facilities, offline database subscriptions such as AGORA, HINARI, AJOL, JSTORE and EGranary to access agricultural information. To resolve these limitations, library management should look beyond the annual budget and reliance on TETFund, on consultancy services, printing, binding, publishing, donations from philanthropists into the future field of revenue streams and financing the library. The study investigates the availability, accessibility and utilization of electronic information resources by undergraduates of Ladoke Akintola University of Technology, Ogbomoso, Oyo state, Nigeria. Survey research design was adopted for this study. A population of six thousand three hundred and forty (6340) undergraduates were involved in the study. A total number of Three hundred and seventeen 317 undergraduates were drawn as sample size through stratified sampling techniques. Questionnaire was the main instrument used for data collection. Two hundred and seventy 274 four dally filed questionnaires were received, given an overall response rate of 86.49%. Data were collected and analyzed using descriptive and correlation analyses. Pear Correlation Coefficient was the statistical analysis adopted to test the hypothesis under study at 0.05 level of significance. The finding of this study revealed that availability, accessibility and utilization of electronic information resources significantly influenced the utilization of electronic information resources in LAUTECH Library (Adj. R-squared 474, F(3) =41.985, p =000). The findings further revealed individual significant influence of availability and accessibility of EIR on its utilization. Each of availability and accessibility had relative influences on utilization of EIR. EIR were available, accessible and utilized in LAUTECH library. The study concluded that availability and accessibility of e-resources lead to EIR utilization. It is recommended that adequate budgetary allocation should be given to LAUTECH library for subscription to online databases and acquisition of e-books and e-journals. The library management should create awareness on how to use the e-resources available in the university library and its importance to undergraduates.
