This is a study regarding the efforts of the Gyong-gi Newtown Citizen Academy in Anyang Man-an Newtown and their role in shaping the urban design of their living environment. Our goal is to gauge how citizen participation may factor into the design process, from the early stages to the end result. The Newtown Academy diverged from the existing methods of a lecture centered approach to one that encouraged direct participation from the local citizens. We analyze the process and manner in which they drew up the plans. Our research focused on the winning proposal from the 2010 Citizen Academy Design competition, entitled 'Coexistence with Nature, Culture, History, Human - Eco-Cycle Man-an'. The Man-an team conducted regional analyses to come up with their own alternatives that would allow culture, leisure and nature to coexist in the space of their targeted area. The Newtown redevelopment promotion district reflected the actual implementation of the Man-an team's design. This study examines an urban design process in which citizens become directly involved, which presents the possibilities and directions of an urban design that is public and resident-oriented, in nature.

4. A Study on the Application of Welfare Service Type on the Basis of the Tenants Needs and Locational Characteristics in Each Housing

Within twenty years, Permanent Affordable Housing provided for people's security of housing in late 1980's yields the principles of equity with tenant's in new one supplied, thus being confronted by the requirements that existing welfare service for tenants should be improved. Reflecting on these, this study means to prepare the basic data for the welfare policy as applying welfare service types on basis of housing locational characteristics, tenants tier compared with welfare service needs of permanent affordable housing tenants. For achieving this aim, the range and mixed use mechanism of welfare service are investigated as reviewing the related research and findings. Based on this investigation, 7 types of welfare service(Independence, Half-support, Child care, Juvenile, Self-support, Social-mix, and Single household) are established. On the analysis of survey, the welfare service needs are investigated as grouping with locational characteristics and survey target. In addition, the welfare service types are reorganized by analysis of tenant's demographic and locational characteristic on each housing and are compared with tenants needs. Although, the demographic of permanent affordable housing generally shows that the tenants are constituted with aged people, the housing with high ratio of children and juvenile can be applied with Child Care type and Juvenile type. As a result of comparison, the ratio of independence type, juvenile type, and single household type are more on the large housing and housing on metropolitan area, and the ratio of half-support type and child care type are more on the small housing and housing on small city area.

Since the provision of Permanent Affordable Housing in the early 1990’s, it is confronted with the need to strengthen its welfare service due to aging of its facilities and the declining welfare system for its tenants. In addition, the aging population of tenants is on the rise, increasing the group of tenants that are in need of care. The local social community center has entered into the community of permanent affordable housing and takes partial responsibility in the tenant’s social welfare. However, social community center is mainly responsible for providing welfare service to its local residents and thus limited in its ability to satisfy welfare service to tenants of permanent affordable housing. Therefore, it is required to renew the existing welfare system to better suit social demands of tenants according to its specific social group and the characteristics of housing complex. This study aims to propose methods that can strengthen welfare service and analyze the characteristics of welfare service by investigating the existing conditions of welfare system for the tenants in permanent affordable housing complex. 7. The Analysis on the Value of Yongsan National Park and its Economic Effect

This study estimated economic value and benefits of Yongsan National Park, which will be constructed by financial investment of the government and objectively estimated the real value of it by understanding the value of the park from a user's view of the park. For this, the value of Yongsan National Park is divided into using value such as carbon reduction and the function of relieving urban heat island as an environmental material and non-using value based on willingness to pay of the public according to the construction of the park. As a result of the analysis, it was found out that the using value of Yongsan National Park would reach 130 million won up to maximum level of 450 million won per year, and the non-using value was analyzed to be worthy of 2,344 won per capita every month. Besides, economic ripple effect that can be expected in the process of the park construction project was analyzed to be a national policy that creates effect on production inducement of 2.6 trillion won and value added of 809.6 billion won and new jobs for 25,620 persons. Considering the value of Yongsan National Park and the effect of the project based on the result of this study, it was found that it could sufficiently secure the validity of implementing the project compared to the financial investment by the government. Therefore, it must be emphasized that diffusion strategy is necessary for national understanding and for a nation to make it understood its appropriateness widely in respect to the construction of Yongsan National Park for the successful construction of Yongsan National Park and to raise its using value in the future.

8. Research on the Residential Environment of New Town & Surrounding Area

During the 1990’s, five new towns were constructed around Seoul such as Bun-Dang and Il-San. These new towns are very popular since they were created based on systemic urban planning and they provide various residential amenities. Many people consider them livable cities. Taking such advantages, other small-scale new public and private developments continued around those new towns and consequently created ‘agglomerated region with new development’. The most representative area is Bun-Dang and north-western Yong-In area which are formed along the Seoul-Busan expressway. This area is a mega-community having more than one million residents in 2005.Judging from recent development trends in the Seoul metropolitan area, it is expected that the formation of other ‘agglomerated region with new development’ would be continued for the time being. This study is aimed to analyze the residential environment of Bun-Dang and north-western Yong-In and find implications to the management of ‘agglomerated region with new development’. The relevant existing studies have their limits, only focusing on analyzing current conditions and pointing out current problems. This study could be differentiated from the existing analyses in that it conducted comprehensive analyses on various factors that constitute urban residential environment. The conclusion of this study was derived from diverse analyses of current development condition, residential sites, regional transportation, awareness of residents, and oversee cases.
