Following their establishment by the central government in 1933, Mexico's inshore Pacific fishing cooperatives enjoyed great prosperity. Today, however, they are marginal entities, and many are failing. The inshore cooperatives of south Sinaloa state are examined as a case in point. Their decline was brought about by a multiplicity of factors-corruption, counter-productive technological innovations, natural catastrophe-and especially by an underlying structural flaw in their organization: as State-instituted and controlled entities, they are not autonomous. Thus, as the central government developed economically more viable offshore shrimpproducing cooperatives, the inshore cooperatives were unable to respond competitively, and declined. Along Mexico's Pacific coast are complexes of lagoons and estuaries which produce prodigious quantities of fin-fishes, oysters, and shrimp. Mexico's first fishing cooperatives were established in these regions in the 1930's. These organizations are primarily devoted to the production of shrimp, and to a lesser extent oysters, for export. Since 1966, Canadian excavations, currently sponsored by the University of British Columbia, have been conducted at Anemurium (modern Eski Anamur), an ancient city of Rough Cilicia, situated on Cape Anamur, ca. 260 km. east of Antalya. The necropolis, composed of approximately 350 individual tomb-structures dating from the first to the fourth century A.C., remains the most striking feature of the site. Although work in recent years has concentrated primarily on the public buildings of the city itself, the restoration of four tombs in the necropolis and the cleaning and conservation of the considerable amount of painted wall-plaster that survives in each have been undertaken. This project, begun in 1974 and continued in 1975, is still far from complete, but the removal of deposits of salts and organic incrustations from the surface of the plaster has already exposed figured scenes hitherto invisible, as well as fresh details in those previously known. UNTIL LITTLE over a generation ago most discussion of Republican forums depended on two sites, the Forum Romanum and the forum at Pompeii. Yet in neither case had much extensive excavation of a scientific character been undertaken to determine the evolution of the site from its first use as a public centre until it finally crystallized in substantially the form in which it survives today, some time in the last decades of the first century B.C.1 This lack of evidence, however, did not discourage scholars from formulating theories of the origin and development of the forum. At first, attempts to reconstruct its early appearance took the form of fanciful reconstructions based largely on Vitruvius' general comments on the Italian forum and other more specific literary evidence,2 while more recently scholars have introduced comparative material derived from Hellenistic agoras in Greece and Asia Minor to elucidate certain features of the forum. But the basic weakness of all such studies still lay in the lack of clear archaeological evidence from a number of sites.3 As a result, all conclusions on the development of the early forum were largely speculative and seriously defective. Fortunately this weakness no longer obtains to quite the same degree, for during the last few decades an enormous amount of research has been conducted on a number of forums of Republican date in Italy. In the two long familiar sites of Rome and Pompeii the work of Gjerstad,4 Lugli,6 Maiuri,6 and others7 has shed important new light on their early history while excavations elsewhere in Italy have revealed equally valuable information from forums hitherto unknown. THOUGH IT IS the most important ancient city on the coast of Rough Cilicia, Anemurium has in the past proved singularly disappointing in epigraphic remains.' The situation, however, has somewhat improved in recent years as a result of excavations undertaken by Canadian teams. Two inscriptions are included by Bean and Mitford in 7ourneys in Rough Cilicia 1964-1968,2 concerning one of which further information is provided here (no. 1), and a third, the important Matronianus inscription, has been published by Professor Elisabeth Alf6ldi-Rosenbaum (Phoenix 26 [1972] 183-186).3 In addition the excavations have produced four more items, discussion of which follows (nos. 2-5).4
