トンネルの発破掘削では，最外周制御発破による最外周掘削面の平滑性向上は，掘削コスト削減に寄与する重要な課題である．これを目的として，トンネル最外周の装薬孔間に，通常の装薬孔径の2倍以上の孔径を有した大口径の円形空孔を設けた発破工法が提案・実用化されている．本論文では，装薬孔間に空孔を有する一自由面発破を対象として，空孔径が破断面平滑性に及ぼす影響を論じた．具体的にはまず，装薬孔から発生した応力波により空孔側壁に生じる応力を分析し，その応力集中効果が空孔径に依存することを示した．次に，空孔径を変数として，岩盤内の強度不均一性を考慮した破壊プロセス解析を実施し，装薬孔間に大口径の円形空孔を設けることにより最終破断面の平滑性が向上することを明らかにするとともにその機構について考察を加えた．

(1)背景 近年,環境問題に対する関心の高まりや,自転 車法の改正,ガソリン価格の高騰といった自動車 を取り巻く環境の変化などから,交通手段として の「自転車」への関心が高まっている.その一方 で,自転車の放置駐輪は,歩行者の安全で円滑な歩行の 妨げになるばかりではなく,沿道の景観を悪化させるも のであり,現代都市が抱える大きな社会問題の一つとな っている.また,放置自転車が原因となって,緊急車両 の交通が阻害されることや,視覚障害者や車椅子で移動 する人々の安全な移動が脅かされる問題も指摘されてお り,放置駐輪が社会に及ぼす影響は極めて深刻なもので あると言える. こうした問題の深刻さ故に,現在,全国各地の多く の自治体において,放置駐輪の問題が交通行政上の喫緊 の課題として位置付けられており,罰金や条例の強化, 駐輪施設の整備,放置自転車の撤去等を通じて,放置駐 輪の削減が図られている.ここで,既往研究におい ても指摘されている通り,放置駐輪問題を「社会的ジレ ンマ」の枠組みで捉えると,それらの諸対策は基本的 に構造的方略と心理的方略の二つに分類される.ここに, 構造的方略とは,「法的規制により非協力行動(放置行 為)を禁止する,非協力行動(放置行為)の個人的利益 を軽減させる,協力行動(放置をしないという行為)の 個人利益を増大させる等の方略により,社会的ジレンマ を創出している社会構造そのものを変革する」ものであ り,例えば,放置自転車の撤去や駐輪場の整備等が該当 する.一方,心理的方略とは,「個人の行動を規定して いる,信念(belief),態度(attitude),責任感 (ascribed responsibility),信頼(trust),道徳心(moral obligation)等の心理要因に働きかけることで,社会構造 を変革しないままに,自発的な協力行動(放置しないと いう行為)を誘発する」ものであり,例えば,放置駐輪 の取りやめを呼びかける啓発活動や各種キャンペーン等 が該当する. さて,これまでの放置駐輪を巡る交通行政において は,撤去・罰金の強化や駐輪場の増設等の構造的方略に よる取り組みが主体的に進められてきた一方で,心理的 方略による取り組みについては実務的には十分に検討さ れてこなかったことが指摘されている.しかし, 構造的方略には,財源確保の問題に加えて,人々の規範 意識を低下させるという副次的な効果が存在することも 従来の研究より指摘されており,構造的方略のみで放 置駐輪問題を完全に解消することは実質的に困難である と言える.それ故,放置駐輪問題を解消するためには, 心理的方略を通じて,人々の公共心や規範意識に働きか けることによって,放置駐輪を自発的に抑制するという 方途が必要不可欠であると考えられる.実際に,既往の 実験的事例においても,人々とのコミュニケーション を通じて,人々の公共心や規範意識が活性化し,放置駐 輪行為の取りやめが生じ得ることが実証的に示されてお り,そうした心理的方略が効果的である可能性が考えら れる.

We conducted a fundamental study for modeling intra-household activity time allocation for elderly couples, with the prospect that it might contribute to analyzing travel behavior of increasing “active seniors”. We formulated a household activity time allocation model that considers both time and budget constraints. The data drawn from the nationwide survey on time use and leisure activities is used for the identification of the model. Finally, the sensitivity analysis of utility level and time use patterns are conducted.

公共事業計画の基礎となる交通需要予測に対して厳しい批判が寄せられる中，将来予測の不確実性を考慮して幅をもたせた予測を行うことが主張されている．しかし，予測結果をどのような形で市民に提示し，社会的受容を高めることができるかに関しての知見は少ない．本研究では，計画策定時における幅をもたせた需要予測結果の提示方法や課題を明らかにするため，意識調査を行って市民の公共事業や需要予測に対する意向の把握を試みた．次に，交通需要予測不信を巡る市民意識の構造化を行い，意識調査に基づく実証的検討を通じて多面的に考察した．最後に，調査で設けたシナリオ実験の分析を行って，幅をもたせた予測やその提示方法が市民の受容意識に及ぼす影響に関して考察した．

This study has formulated a behavioral model of individual activity time allocation on weekends, and has extended it to incorporate the latent determinants of time use decisions during weekdays by using a latent variable model. The ultimate goals in developing this model are to improve the individual weekend activity time allocation model by introducing latent variables, and to estimate the value of activity time of different activity types. We conducted a pilot empirical investigation using a small data set regarding time use and expenditure both for weekdays and weekends, and a few indicators of the latent variables collected from individuals in Yokohama, Japan. The empirical findings suggest that the proposed model is valuable not only for modeling activity time allocation, but also in calculating the value of activity time.

ITSの導入等といった, 新規交通政策の実施に伴う大気環境の改善効果を評価するためには, 高い時間分解能・空間分解能で個々の車両の走行状況を記述し, その上で, 大気汚染物質の面的な移留・拡散の状況を把握することが望まれる. 本研究では, 交通マイクロシミュレーションと気象シミュレーションを統合して, 交通・大気環境を広域的に分析・予測するためのシステムを構築し, ITS関連の交通施策導入に伴う交通流動パターンや大気環境の変化を分析した. 具体的には, 現況の道路構造を概ね反映した道路ネットワークデータを構築し, 時間帯別OD交通量の精度を向上させ, 加速度を考慮したSPM排出原単位を構築した上で, これらを交通・大気環境シミュレーションとして統合し, 交通流, 排出量双方の現況再現性の向上を図っている.

社会資本の早期供用の重要性は, これまで幾度と無く議論されてきたが, 時間管理の視点に基づいた制度・計画の改善についての具体的な検討は端を発したばかりであり, 依然として十分なものではない. 本研究では, これからの社会資本制度を検討する際に必要となると考えられる, 社会資本の事業期間短縮による経済効果についての試算を行った. 具体的には, 古典的な経済成長理論に社会資本の事業期問の概念を組み込んだモデルを構築し, 社会資本整備の事業期間の短縮が, GDP, 税率, 貯蓄率等の経済諸変数に及ぼす影響を分析した. 特に, GDPについては数値計算を行い, 分析の妥当性を検証した.

交通現象を含む多くの社会現象において, 社会的相互作用は, 個人の意思決定に有意な影響を及ぼしている. 近年, 社会心理学や社会学の問題意識を受けて, 非市場的な主体間相互作用の計量分析手法が進展しつつある. 社会的相互作用の影響を選択行動モデルの枠組みで分析できれば, 従来とは異なる行動予測や政策評価が可能になると期待される. 本研究では, 社会的相互作用が個人の行動に及ぼす影響の計測を行っている諸研究を概観し, 交通計画が分析対象とする諸現象への適用可能性の検討を行う. また, 違法駐輪問題を例として, 社会的相互作用存在下での離散選択行動を定式化し, 頻度依存行動によって生じた欠陥均衡の状態から脱却するために必要な政策介入の方法について, 実証的に考察する.

It is considered that ETC (Electronic Toll Collection) systems include noticeably interdependent relations among individuals' purchasing behavior of in-vehicle transmitter and its diffusion rate. This study aims to develop a diffusion-forecasting model of ETC in-vehicle transmitters by considering the interdependence among individuals' purchasing behavior and an aggregate market share. The model represents the deadlocked states of diffusion as well as the dynamic process of diffusion. The behavioral model is econometrically specified by using the data from stated choice experiments of transmitter purchasing decisions. Finally, the diffusion processes of transmitters are simulated in order to evaluate the effects of implementing various promotion policies of ETC in-vehicle transmitters.

“休日には労働の制約が無く, 個人は, 平日には行うことのできないアクティビティを時間や予算の制約下で行うことができる”という考えに基づき, アクティビティ間のトレード・オフ関係に着目して, 休日の活動時間価値を推定する方法を体系的に提示した. まず, 時間制約, 予算制約下の最適化行動モデルにおいて, 各アクティビティの限界効用が異なる場合が生じることに注目し, 時間配分モデル, 活動選択モデルという2種類の行動モデルを導出した. 次に, 仮想データを用いた数値実験を通じて, モデルのパラメータ推定上の諸特性を明らかした. 最後に, 活動時間価値の推定方法と信頼性評価の方法について述べ, その数値実験例を示した.

This study aims to verify several non-compensatory decision strategies, such as conjunctive rule or disjunctive rule in travel mode choice. Decision strategies are formulated as probabilistic models. The attributes specifying the selection of alternatives are defined as latent variables through structural equation modeling. The empirical analysis focuses on the choice of public transportation for private trips to the surrounding inner-city areas in Tokyo. Finally, we concluded that non-compensatory decision rules, particularly the conjunctive strategy, were found to be more prominent compared with the compensatory rules in the process of alternative cut-off.

This paper develops a framework for the recreational travel behavior models, which consider the interrelations among the different choices, such as the destination choice and the travel mode choice. In order to specify the interrelations, the concept of “ product bundling” will be incorporated to the discrete choice models. The proposed framework could be useful for formulating the marketing strategies of the recreational sites, because it can make suggestions about what kind of combinations of the recreational travel components are more attractive to travelers. Finally, empirical analyses were performed over the behavioral survey data extracted from the recreational travel survey in Nara-Prefecture, Japan.
