The concept behind the Belt and Road Initiative (BRI; formerly 'One Belt, One Road') began to take shape in 2013. Since then, this Chinese-led project has become a major plank in China's foreign relations. The BRI has grown from its basis as a vision of interregional connectivity into a truly global system, encompassing places--including many island states, territories, and cities--from the South Pacific to the Arctic, from East Africa to the Caribbean, from the Indian Ocean to the Mediterranean. Islands and archipelagos are particularly prominent in the BRI's constituent 21st-Century Maritime Silk Road (MSR) and Polar Silk Road or Ice Silk Road projects, but little scholarly attention has been paid to how the BRI relates to islands per se. This special section of Island Studies Journal includes nine papers on islands and the BRI, concerning such diverse topics as geopolitics, international law and territorial disputes, sustainability and climate change adaptation, international relations of autonomous island territories, development of outer island communities, tourism and trade, and relational understandings of archipelagic networks. Taken together, these papers present both opportunities and risks, challenges and ways forward for the BRI and how this project may impact both China and island and archipelago states and territories. The ancient Talayotic Culture of Menorca can be best distinguished from that of Mallorca through peculiarities in its monumental architecture. This paper examines the social significance of Menorca's megalithic structures, known as 'taulas'. The construction of such visible monuments within the island's cultural landscape at a time when foreign relations were increasing is significant in that it could suggest a conscious desire for differentiation from Mallorca, its larger and nearest Balearic Island neighbor. This article proposes that these monuments might have functioned as a source of social resilience for indigenous Menorcans, fostering and enabling the persistence of a distinct identity throughout the Roman epoch when the presence of Roman military personnel on the island further intensified foreign cultural interactions. Active engagement in identity curation might also have provided a sense of sovereignty within the broader 'globalizing' hegemony of the Roman Empire. The apparent latitude with which this seems to have been carried out also calls into question broadly accepted narratives regarding the Roman presence in Menorca. [ABSTRACT FROM AUTHOR]

The paper interprets changes which have taken place on Fair Isle, a small remote Scottish island, over the last half century, with a focus on how the interplay of external forces and local adjustments have produced a positive working relationship between local residents, visitors and those in authority over the island. The paper discusses the changes in the island's governance and economy that the island residents have experienced and how life on the island has adjusted to major change over a fifty year period. The information and responses from resident surveys discussed were collected using identical household surveys conducted fifty years apart to provide a unique comparison on a longitudinal basis of changes in the economy and way of life on the island, including the emergence of tourism as the major driver of the economy This has taken place without the common antagonism or problems between residents and visitors in tourist destinations, reflecting the appropriate handling of mutual interests and concerns through political arrangements which have been supportive and sympathetic to residents and visitors. Existing literature has placed a strong emphasis on foreign linkages for the sustainability of island territories. However, studies have largely focused the effect of Western linkages, leaving the rise of Asian linkages unexplored. Such an investigation is of increasing significance given China's rise in global politics and its ambitious Belt and Road Initiative (BRI). This article explains island territories' inclination towards this newfound Chinese influence by comparing two Danish island territories and two Chinese island territories and argues that island territories with strong international linkages tend to face more challenges to accept the BRI, as demonstrated by the cases of Greenland and Hong Kong with stronger US strategic, military, and diplomatic linkages; and vice versa for the Faroe Islands and Macau with relatively weak international linkages. This paper contributes to the literature by moving beyond internal factors, including island types, sizes, and peripheralities, to explore how external factors, namely foreign linkages in international politics, from an alternative geopolitical perspective. The island province of Orkney played a crucial role in Norway's overseas expansion during the Early- and High-Middle Ages. Located just offshore from mainland Scotland, it provided a resort for westward-sailing fleets as well as a convenient springboard for military forays into Britain and down the Irish Sea. The establishment of a Norwegian-Scottish peace and the demarcation of fixed political boundaries in 1266 led to a revision of Orkney's role in the Norwegian realm. From that point until the its pledging to the Scottish Crown in 1468, Norway depended on Orkney as a hub for diplomacy and foreign relations. This paper looks at how Orkney figured in Norwegian royal strategies in the west and presents key examples which show its transition from a tool of war to a forum for peace. [ABSTRACT FROM AUTHOR]
