- Abstract
Park and Ride (P&R) is a concept used on a larger and smaller scale throughout the world. The concept simply consists of combining the car with public transport to get the best of both worlds. This master thesis investigates if it could be beneficial from society’s point of view to invest in facilities for Park and Ride in the form of car parks at train stations. Denmark already has parking at stations but the brand “Park and Ride” and the advantages are not broadly known. The goal of the thesis is to give an indication of the welfare costs and benefits of prioritizing funds for an expansion of Park and Ride in Denmark. Cost Benefit Analysis (CBA) will be used to analyze a commuter trip from a smaller city to a central location. More specifically the focus will be on a trip from the catchment area to Holbæk station and into Copenhagen. This is done in a Danish context with the CBA model TERESA which is an infrastructure model constructed for the Ministry of Energy and the Ministry of Transport. The results indicate that moving one person from commuting by car into using Park and Ride, where some of the journey is covered by public transport, will generate a gain to society. Financial and organizational aspects are evaluated in order to look at ways in which the financial costs of establishing and maintaining Park and Ride can be covered. The financial requirements have been investigated through a Cost Effectiveness Analysis (CEA), giving the Net Present Value (NPV) over a 30-year period, and comparing a parking lot established in Holbæk with an over- and underground parking garage in central Copenhagen. This gives a cost-effectiveness view of the establishment of P&R. Furthermore, it determines the financial costs, leaving the welfare costs to be analyzed.
