This special issue argues that to make sense of the increased prominence of central banks after the 2008 financial crisis and Covid-19 pandemic requires interrogating the sources of and limits to their governmental power. In a time in which the big state has returned alongside new forms of financial speculation and increased inequality, the theoretical claim advanced by this introductory article is that the state ‘effect’ is in crucial respects conditioned by the economic governance arrangements set in place by central banks. We show that at the same time as promoting entanglements between states and markets central banks attempt to draw new boundaries between state and economy, lending an unstable and sometimes contradictory character to their interventions. Providing the outlines of a new history of central banking which introduces the articles in the collection, we explore how this dialectical dynamic has underpinned the evolution of central banking since early modernity and holds clues for unravelling the paradoxes of the present.

This paper discusses the governance challenges that increasing hybridity poses to higher education institutions (HEIs). It examines the potential of network governance as a public governance approach that allows HEIs to find a good fit to their environment and become accountable to complex stakeholder environments. Central research questions are as follows: (1) Is network governance a suitable model to address organisational complexity and associated competing institutional logics? (2) What characterises the network model for HEIs in such a setting? A Delphi method, semi-structured in-depth interviews and collective meetings with HEI policy makers are combined with a literature review and case studies to distinguish an integrated governance model for teacher trainings with multiple suppliers. Our findings suggest that a network model combines the development of efficient cooperation structures within and between HEIs. As key success factors the study identified a reduction of competitive pressure, financial security, internal and external transparency, organisational autonomy and a clear vision.

Since the memoir boom in the 1990s, non-fiction forms have continued to increase in popularity and market share, and hybrid forms such as autofiction and semi-autobiographical novels have established a pronounced place in literary culture. Yet many creative writing programmes remain focussed on fiction, reflecting students’ overwhelming interest in pursuing the novel as a form, and reluctance to see their own lived experiences as material for creative work. However, rather than seeing the novel and memoir as competing or dichotomous forms, we suggest that the trend in literary culture is to witness a collapsing of these distinctions in favour of hybrid works which sit on a spectrum of perceived truth claims. This article outlines a pedagogical response to a gap that exists between students’ understandings of the novel and memoir genres, and the increasing complication and hybridity emerging between those forms. We outline the pedagogical theory informing our approach, which emphasises complex and hybrid thinking, experimentation and reflective authorship practice. We argue that teaching novel and memoir in tandem encourages students to view life writing and fiction as existing on a spectrum of formal possibilities rather than fixed generic types, and cultivates students’ awareness of these developments in the field.

In 2008, Iceland launched policy reform in upper secondary education. This paper elucidates how upper secondary school leaders acted when leading reform and confronting teacher responses. The study is based on interviews with 21 leaders from nine upper secondary schools. The data were analysed usingfive response categories to macro-level demands for change,institutional and organisational leadership, and theories on subject hierarchies. The findings show how the school leaders from the nine participating schools experienced differently the policy enactment in their schools. Seven of the nine schools matched three out of Coburn’s five response categories. Adding the category of pioneering would enable appropriate categorisation of new schools. Polarisation appeared in the data both between and within the evaluated schools. Within some of the schools, many self-contained subunits were seen to be operating. The school leaders usually responded either as institutional or organisational leaders or they gave examples of hybrid interactions between both types, particularly when polarisation was operating within the schools. The most explicit resistance to change was reported to arise from faculty members of traditional academic subjects. The apparent isomorphism among education systems worldwide suggests that lessons from Iceland may be valuable for the global education community.

Current literature offers a limited understanding of the practical workings of hybridity, and particularly of whether and under what circumstances hybridity may meet the interests and solve the problems of citizens. This article discusses how subsequent historical attempts at state-building have left a complex and layered governance system and analyses how this system functions on the ground in Yei River County, focusing on the land and justice sectors. The empirical analysis reveals institutional development to be ongoing and to be shaped through continuous negotiations among local stakeholders. Whilst in the land sector, this process produced power imbalances and violence, in the justice sector, unexpected institutional cooperation improved access to justice for local citizens. Contemporary journalists face a multitude of external pressures and threats, ranging from political and commercial interference to online harassment and increasing anti-press hostility. This empirical article examines how the hybridization of the media environment is reflected in journalists’ experiences of external interference. The article also explores the factors in journalists’ working environment that support their ability to maintain their external autonomy against interference. The article is based on an applied thematic analysis of 31 semi-structured interviews with Finnish journalists supplemented by 4 background interviews with organizational stakeholders. Four major developments were identified in the analysis: (1) a proliferation of publicity control, (2) an increasingly contested public sphere, (3) societal and political polarization, and (4) the personalization of journalism. The autonomy of journalism was supported by a combination of (1) journalistic professionalism, (2) internal confidence within journalistic organizations, and (3) communication and support measures. The findings suggest that the hybridization of the media environment has intensified the external interference and pressure journalists encounter in their work. These, in turn, increase the workload and mental strain related to journalistic work, having the potential to cause fatigue, chilling effects, and self-censorship in the long run. publishedVersion

This article discusses the dynamics of knowledge management in the specific contexts of hybridity and organisational fluidity. The aim is to recognise areas in which knowledge management theory and practice need to be rethought and subsequently develop a new kind of strategic thinking. The article argues that dominant knowledge management approaches see and analyse the world from the perspective of an individual organisation, which hinders the development of new approaches. We consider that knowledge-based value creation takes place “betwixt and between” organisations and that we need new ways of conceptualising the phenomenon. Hence, we suggest that hybridity-oriented and individualistic knowledge strategies serve as mental models that could broaden the scope of knowledge management by offering a new type of interpretation framework for understanding and analysing how knowledge can be turned into value. publishedVersion

Anti-racist education within the Academy holds the potential to truly reflect the cultural hybridity of our diverse, multi-cultural society through the canons of knowledge that educators celebrate, proffer and embody.
