The (γ, f) and (γ, n) cross-sections and the mean number v of neutrons per fission have been measured for 232Th and 238U between 5 and 10 MeV. A new method of making bremsstrahlung measurements resulted in data having a good combination of energy resolution and statistical accuracy. For 232Th observed subthreshold (γ, f) cross-section resonances and v values suggest the existence of two separate shallow wells superimposed on the double humped fission barrier. For 238U similar resonances between about 5.5 and 6.0 MeV cannot easily be interpreted in terms of the double humped fission barrier.
