Nowadays, the major challenge to organizations managers is that they must make appropriate decisions in a turbulent environment while it is hard to recognize whether information is good or bad, because actions resulting from wrong decisions may place the organization at risk of survive. That is why organizations managers try to avoid making wrong decisions. In order to improve this, managers should use collective knowledge and experiences shared through Organizational Memory (OM) effectively to reduce the rate of unsuccessful decision making. In this sense, Business Intelligence (BI) tools allow managers to improve the effectiveness of decision making and problem solving. With the advent of innovative technologies and long the setting of entrepreneurship development philosophy, context and business handling have been transformed from being traditional to innovative. Depending on diversity and nature of the transformation, innovation has been shifted from closed peripheries to open dimension. Looking at the immense benefits, ranging from small entrepreneurs to corporate to multinational, business houses are adopting various innovation techniques. However, the road to innovation, despite being a paradigm shift is not smooth and ready for many, particularly the small and medium enterprises (SMEs) who mainly deal with the clients at the outer peripheries of the social circle. Moreover, there is a research gap within the context of SME development through open innovation strategies. This chapter intends to initiate a research model for carrying out research on the development of SMEs through utilization of open innovation strategies. Along these contexts it has tried to synthesize aspects of opportunities and challenges surrounding SMEs development utilizing open and collaborative approaches. To set the research model, the paper has developed an innovation opportunity framework, both at the policy level and at the entrepreneur level. Innovation has become a recognized driver of economic prosperity of a country through sustained growth of its entrepreneurships. Moreover, recently coined term open innovation is increasingly taking a lead in enterprise management in terms of sustained profitability. Foci of researchers and practitioners are revolving around innovation methods, processes, and strategies. This chapter seeks to find out open innovation researches and practices that are being carried out circumscribing development of small and medium enterprises (SMEs) through a longitudinal study. Along this context the study is investigating into researches that are being carried out by leading researchers and research houses across the globe, and at the same time, it also investigates open innovation practices that are being carried out for the development of SMEs. Despite being accepted by corporate entrepreneurs and large business houses around the globe, the adaptation of strategies and concepts belonging to the newly evolved dimension of entrepreneurships, and the open innovation (OI), countries in the East, West or Southare yet to accommodate open innovation strategies in their business practices - especially in efforts to reach out to the grassroots communities. By far, firms belonging to the small- and medium-sized enterprises (SMEs), irrespective of their numbers and contributions towards their national economies, are far behind in accepting open innovation strategies for their business developments. While talking about this newly emerged business dimension, it comprises of complex and dynamically developed concepts like management of intellectual property aspects, administration of patents and copyright issues, or supervision of market trend for minute details related to knowledge acquisition. All these issues are largely responsible for adding value to the business proposition in terms of economy or knowledge gain, and organizations or entities acting in this aspect deserve comprehensive investigation. As most of the developed countries have already adopted open innovation strategies, finding this as a weak link in terms of entrepreneurships in less developed countries, this chapter intends to seek answers related to the mentioned issues focusing adaption of open innovation strategies in developing and transitional economies. It is a longitudinal study on business houses or national efforts from countries belonging to these categories, deducting from a literature review. The chapter goes on looking into various aspects of business development incorporating OI concepts, synthesizes building a reasonable framework to be applicable in the target economies, points out to some future research aspects, and concludes the finding of this research. Evidently, innovation is a genuine reality within the entrepreneurships, given the circumstances of economic crisis, global competition, and novelties of technologies. Perplexing further to face the reality and overcome crises, enterprises are day by day adopting newly developed ideas, concepts, and perceptions to fit into the scenery of business dimension from within and outside the boundaries of their entities, thus channeling the entrepreneurships through the paradigm of open innovation. By far, the majority of the corporate businesses and multi-national enterprises are competing or collaborating with a consensus to promote value-added products, processes, or services. Notwithstanding, they are transforming the entire entrepreneurship infrastructure to face the reality and move ahead. A major portion of the business community, despite their justified contribution to economic growth and generation of employment, the sector belonging to the small and medium enterprises (SMEs), however, are not always in advantageous situations in the arena of open innovation due to many factors, seen, unseen, attended, un-attended, researched, and deserving of further research. To move further into the context of this research, it has been observed that countries ranking as developed economies are ahead in the race, adopting open innovation in their business development, while countries within the developing and transitional economies are struggling to fit into the race of the champions. This study, though not a specific case of one country, has tried to illustrate a few discrete scenarios from five developing countries through horizontal literature review. Open innovation in entrepreneurships already finds its acceptance at all levels of the business industry for adding value to the business. The value could be in the form of economic gain or enhancement of knowledge leading to a sustained financial base. Open innovation adopts various strategies to accom- plish the task for enhancing the value gain. Varying by size, nature, pattern, or characteristics of the firm various strategies are being adopted by enterprises.
