The high penetration level of wind power aggravates the peak regulation difficulty of power systems, and the traditional peak regulation approach may not be able to account for the rapid fluctuation of net load. In this paper, a new unit commitment model is proposed in which the regular peak regulation, deep peak regulation, and deep peak regulation with oil operation stages of units are considered. In order to effectively track the net load fluctuation, peak power regulation capacity and peak ramp regulation capability are scheduled to address the power capacity demand and ramp capability demand, respectively. The validity and effectiveness of the proposed model are illustrated by the case studies.
