The evaluation on land exploitation and consolidation project are fuzzy multiple attributes group decision-making under uncertain environments of some qualitative and quantitative indicators. Due to the plurality of the evaluation indicators and the limitations of traditional methods, the evaluations on land exploitation and consolidation project were not so effective. How to synthesize the decision-makers' qualitative judgments with the quantitative forecast data of the actual project is the key to solve the evaluation issues of land exploitation and consolidation project. Vague set theory is superior to fuzzy set theory in quantifying the decision-makers' judgments. This paper proposed a new approach for the pre-evaluation and decision-making of land exploitation and consolidation project based on vague set theory. The illustrative example indicates that the proposed approach is effective.
