Since the reform and opening up, in order to adapt to the development of socialist market economy, China has continuously improved the government performance evaluation, actively carried out the pilot and exploration of government performance evaluation, accumulated valuable experience and achieved remarkable results. The weight of traditional departmental performance appraisal is subjective, which is not very reasonable for departmental performance appraisal, especially for non-profit departments such as public administration departments. Because the public administration department has different characteristics from the private sector, it is very difficult to accurately evaluate its performance. Without a scientific evaluation dimension, the evaluation will be disastrous. In order to overcome the subjectivity of evaluation weight in the traditional department performance evaluation, this paper discusses the impact of the new public management movement on the performance evaluation of the public sector, and innovatively puts forward the performance evaluation method of public management department based on simulated annealing algorithm.

Such development momentum is powerful for social and economic development. The opportunity is undoubtedly a new challenge for the traditional international economy and trade. To address this issue, it is necessary to pay attention to the impact of the network economy on itself in the process of international economic and trade development. On this basis, formulate a targeted response plan. To achieve international economic and trade reforms and form strategic measures suitable for China's social and economic development, this paper mainly analyzes the topic of the impact of the network economy on international economic trade, and then proposes the corresponding economy and thinking, as detailed below.

Strengthening the party organization construction in college is the objective requirement for development of the reform and opening-up policy and socialist market economy, and is an important guarantee to construct the harmonious campus. The investigation shows that, the college students' party organization plays a certain role in the campus construction and management and gets the positive achievements, but there still are the problems, for example, every party is not properly aware of the function and construction of college students' party organization, the cadre team structure and quality of college students' party organization are difficult to adopt to the new situation, and the inadequate expenditure investment is hard to meet the new requirements by the college students' party construction. Only by constantly improving the working mode and mechanism, the function of college students' party organization can be exerted better.

In order to improve the accuracy of evaluation model of social security system, a new evaluation model of social security system based on fuzzy comprehensive evaluation method was established in this papers. In this model, after comparison among the various factors, comparison matrix was established determining the weight of each index by Analytic Hierarchy Process (AHP). Through specific fuzzy operator, the Four of Appraisal Indexes of the evaluation system including economic factors, social factors, ethical considerations, and political factors were quantitatively analyzed. The results showed that, in a better grade, the current social security system and economic factors are the most significant factors. In addition, the model for the establishment of the socialist market economy provided a theoretical guidance and research ideas for sustainable social security system.

By comparing the development status and trend of the related domestic and foreign power enterprises, new online supermarket system for power materials is proposed in this article, which is based on e-commerce transactions mode, and its system framework is designed, the effectiveness of the design program in reducing enterprise material distribution, transport, warehousing, actual operation cost is validated by actual project implementation. So, the online supermarket can improve circulation efficiency of power material, and the whole system efficiency.

In this paper, considering the development of China's socialist market economy and the actual situation of our army's civil-military integration system, the development of the socialist market economy and the building of our army's equipment maintenance system are creatively combined closely, the risks of the construction of civil-military integration equipment maintenance support system are analyzed, the corresponding measures of risk aversion measures are offered. The rapid development of higher education in china is closely connected with its resource allocation of higher education with the establishment and perfection of socialist market economy as the background. Market as resource allocation method is the most effective means in current resource allocation in China. Meanwhile, we should pay attention to its inherent flaws to put the resource into the place where it is needed most. On the base of introduction of scarcity and allocation methods of higher education, this paper analyzes the current condition and problems of higher education resource allocation, then put forward some countermeasures, and lastly points out the consumption tendency of higher education.

The emphasis of this study lies in the transformation and development of China private economy in the current transition period. As an essential component part of the socialist market economy, the private economy has played a crucial role in socialist modernization. The paper mainly reveals the internal and external bottlenecks restricting further progress of private economy, and puts forward some concrete countermeasures. It is concluded that the government needs to optimize the environments of policies and systems from market access, financing, taxation and its own functions, and the private economy should also deepen its interior mechanism reform, and carry out the transformations of management, business as well as economic growth model, thus exploring a development road with unique characteristics.

The mechanism of “company and rural households” appeared to acclimatize the development of socialist market economy and the Rural Households Contractual System in about early 1990s. Since the political system has been set up as ownership of the whole people in China, it is laid down clearly in the Constitution (latest amended in 2004) that predominant ownership of the means of production is public ownership. Accordingly, the people are endowed to obtain property income from government-owned capital and government-owned enterprises, which is the essence of public ownership, as well as major conceptually distinguishing point between socialist market economy and private ownership economy. Here we analyzed current income disparity in China as well as in other countries, especially the income system of civil servants in the United States. We compared the ratio of minimal wage to GDP per capita, the ratio of minimal wage to average wage, and the rate of minimal rage. Applying comparative analysis approach, we proposed suggestions on improving Chinese distribution system, focusing on public servants as well as state-owned enterprizes. Our study provides first hand knowledge on world-wide social wealth distribution status on a statistical basis. In addition, problems and suggestions to solve Chinese problem are specially investigated.

More and more economic and financial data have been collected by the governmental departments in China since China started its “socialist market economy” in late 1980s. These government departments, in particular the departments in charge of economic development, pay a great attention to the economic information in their decision-making. There is an urgent demand for efficient decision support systems in macroeconomic decision-making. In this paper we present a data-driven approach for building macroeconomic decision support system. We first give a comprehensive discussion about the basic elements and their data-processing methods for Macroeconomic Decision Support Systems according to China's situation. These elements include: leading indicator system about business cycle, state identification of economic movement, forecasting of economic trend, promotion of successful cases, choice of regulation instruments, evaluation method of macroeconomic policies. Based on the discussion, we put forward to a general structure of macroeconomic decision support system. Premier implementation shows that the structure can not only satisfy the governmental departments' demand fairly, but also reflect the future trend.

under the socialist market economy condition the electric power enterprise's economic efficiency has become one matter which the investor and the operator are more and more concerned. In order to cause the investor and the operator understand this enterprise's economic efficiency superior slightly, thus making the correct decision-making, so we must carry on the appraisal to the electric power enterprise's economic efficiency. This article basing on the entropy concept, has constructed a set of electric power enterprise's economic efficiency targets, and determined the nature of the method which using the quota unifies to appraise the electric power enterprise's economic efficiency, and has conducted the empirical study. The computed result indicated that the entropy power law is one assessment method of science practical enterprise's economic efficiency.

Low-carbon urban construction relies on impelling both low-carbon production and low-carbon consumption simultaneously. Under the condition of socialist market economy, low-carbon consumption is more important than low-carbon production because of its guiding role of the latter. Therefore, on the basis of analysis on the status quo of both low-carbon productive consumption and low-carbon individual consumption in Shanghai, we put forward several paths of low-carbon urban construction driven by low-carbon consumption. Overall, low-carbon productive consumption can be promoted by industry restructuring and energy saving and emission reduction reconstructing. Meanwhile, low-carbon individual consumption will realize by means of enhancing public consciousness of low-carbon and accelerating the transformation from consciousness to action.

Smooth logistics system contributes a lot to the success of chain operators, which is exerting ever increasing influence on China's economic development. This paper first analyzed the predominance of chain operators and then proceeded to the discussion of network implementation into logistics. Based on the reference of logistics advanced theory and the study of Logistics chain management system, mathematical tools were applied to establish the vehicle scheduling data model and optimize the system design. Feasible proposals aimed at the acceleration of China's logistics and distribution system were given in the last part, expected to achieve logistics modernization, facilitate production and improve the socialist market economy in China.

In the process of construction on the hydroelectric power in river basin, Qingjiang Corporation has made great progress on a series of exploration in SOEs. In accordance with the reform on socialist market economy system, the authors make a clear analysis on the relation of property right. Especially in the face of the global slowdown, the enterprises still remain effective and dynamic status. Subsidy of urban public transport is very important to institutional arrangements for supplying public traffic service. As a government intervention means, it reflects profound relation with local authority and operating enterprises of public transport. In such sense, the subsidy reform can be regarded as reconstructing relationship with government and enterprises and regenerating mode of operating, which is a part of the reforms of Chinapsilas transition to a socialist market economy. This paper treats the subsidy as an incentive design, analyses the problems of traditional framework of subsidy mechanism for urban public transport in China, discusses the relationship between public transport enterprises and government, tries to reconstruct framework of subsidy mechanism, and studies on institutional arrangement of subsidy with applying competitive franchising system. As a result, the goal of promoting the development of chinapsilas urban public transport in the future, decreasing government public financial supports and maximizing the social efficiency can be realized.

The critical role of knowledge management (KM) in achieving and sustaining a competitive advantage (CA) has been strongly emphasised in the extant literature. However, most previous studies were conceptually grounded and empirically examined in advanced, developed and newly industrialised countries and from a large company perspective. Meanwhile, little attempt has been made to address the relative importance of different factors constituting the organisational KM infrastructure capability in the context of Asian emerging, less developed countries such as Vietnam where a socialist market economy, a Confucian culture and a majority of small and medium sized enterprises currently exist. By adopting a resource-based theory of the firm with an extension of a knowledge-based perspective, this paper aims at developing and empirically validating a conceptual model of the relationships between KM infrastructure capability components and their impacts on a firmpsilas CA in Vietnam. The results of 148 surveyed respondents in the construction industry reconfirmed a general agreement found in the literature that a combined social and technological approach is ideal to take advantage of their significant positive correlations in improving organisational competitiveness. Moreover, in the Vietnamese-specific context, the study indicated that while culture is the most important issue affecting KM, integration with information technology may assist to overcome cultural barriers and provide a stronger contribution to a firmpsilas CA.
