Executive agencies are not the only entities generating websites and using other information technologies. The judicial branch is also making progress toward developing better portals to improve their processes and strengthen the relationships with citizens and other stakeholders. In fact, most judicial agencies have created their own websites with different levels of technological sophistication and functionality. However, very little is known about the structure, usability, content, and impacts of these websites. Based on previous research developed in 2010, this study proposes a framework to measure and evaluate judicial websites and performs a pilot test of the instrument in 20 states in Mexico. Implications for research and practice are derived and ideas for future studies are also suggested.

Social media for university marketing has become the new fad. Students, teachers and administrative personnel of different campuses use these new tools to promote their university achievements and to introduce communication within or outside campus. However, are social media tools improving communication among students and staff? Can the use of Twitter and Facebook effectively promote university activities? The purpose of this research is to explore some of these questions, based on the main research question: Is social media a trusted communication tool? Using the results from an online survey applied on a Mexican public university, we collected 80 cases of students, administrative staff and professors. Findings reveal that social media is not well understood and there is a lack of strategy to promote engagement, communication and useful content on the social media platforms used by this university.

E-Government services pose numerous challenges in terms of interoperability of services, design of services, optimization of process chains, identification and assessment of the value-chain of services, cross-organizational service chains, workflow support of e-services, integration of internal IT support, G2G and G2C e-services, outsourcing of services, digital preservation, electronic records management, etc. At the same time, governments are struggling to meet expectations especially under intensified pressure to reduce costs and reduce budgets.

The use of social networks among students has spread since cheaper costs, the use of cellphones and the viral effect of the Twitter and Facebook platforms worldwide. Even though, the impact of the learning processes, as well as the communication mechanisms among students, has just started to be studied. This research focuses on the second option, trying to answer the question: How do college students use social networks to improve communication and exchange knowledge? From the application of two online surveys applied to business administration (BBA - Bachelor in Business Administration) and informatics management (BIM - Bachelor in Informatics Management) students in 2010 and 2012, it was possible to observe that business administration students are the ones that use these platforms the most for sharing information and that in just a few years the use of these tools has changed among students.

Social media is increasingly important for political and social activism in Mexico. In particular, Twitter has played a significant role in influencing government decision making and shaping the relationships between governments, citizens, politicians, and other stakeholders. Within the last few months, some commentators even argue that Mexican politics has a new influential actor: “I'm Number 132” (a studentbased social movement using Twitter and YouTube). After the Arab Spring and the uprisings that have led to significant political changes in Egypt, Tunisia, and Iran, the Mexican case could provide new insights to understand these social movements. Understanding the students' political mobilization “I'm Number 132” in the context of the 2012 presidential election in Mexico, and how they have been using social media tools to communicate their concerns and organize protests across the country, could help us to explain why and how these social media-enabled political movements emerge and evolve.
