The aim of this mini-track is to offer a global perspective of how ICTs are being diffused, used and adopted within society including households, organizations and social communities around the world.

This paper aims to identify, explain and understand the adoption, use and diffusion of OSNs within UK's older population. This was achieved using a quantitative online survey questionnaire. Results from a sample population of 252 participants' revealed that age, gender, education, Internet usage history and usage frequencies are all associated with adoption rates. However, it was also learnt that Internet speed is not associated with adoption and is a factor that requires further investigations. Contributions for academia include application of an empirically tested Model of OSN Adoption (MOSN) that employed previous IS theories; DIT, MATH & DTPB. For policymakers our research recommends that age should be considered when developing and implementing novel and innovative technologies. For industry our study identifies specific factors of consideration for wider penetration of OSNs in UK's population.

The development of national broadband infrastructures has been recognized as an important part of the vision of the information society, as well as of the modernization of the public sector. This paper investigates the relationship between broadband dissemination and service innovation in the public sector. We ask, what characterizes successful broadband based service innovation projects in the public sector? The research approach is a quantitative survey in a large public broadband diffusion initiative in Norway. The paper offers three conclusions. First, broadband based service innovation is seen as a two-step process; first a technologically oriented project, followed by an organizational implementation. The focus of the project manager should be on the second of the phases, not the first. Second, the engagement of a professional external project manager does not support service innovation. The reason is that the external project manager lacks the necessary local knowledge and alliances with central stakeholders. Third, traditional project management is not well suited to understand and manage service innovation

The concept of e-government has evolved from the domain of e-business where enterprises need to collaborate with partners, suppliers and customers for the effective delivery of e-services. While needing integration and communication between business processes and underlying information systems in disparate organizations, in a non-process-oriented, legacy system driven public sector, this presents a significant challenge. Using a case study in a local council, this research will explore process management and integration issues in the UK public sector and highlight the opportunities for service improvement in the context of e-government implementation. While cross organisational process and information systems integration barriers are seen in the literature as presenting the main technical challenge for realising fully integrated e-government services, this research found that a legacy of bureaucracy and established illogical routine tasks were preventing the government from expediting their e-government initiative in the UK.

This research is concerned with studying the elements that can encourage staff members to contribute inputs for learning-based systems development. To achieve this aim, this research developed a conceptual framework based on the concepts of meta-abilities and tacit knowledge externalization and sharing. Meta-abilities, in turn, are developed by using the elements of understanding organizational roles, internal strengths, formal and informal discussions and rational discourse. The processes undertaken in the novel conceptual framework of this research will ensure that organizational IS are subject to continual re-examination and modification. By internalizing a system’s operations, individuals can improve actions through better knowledge and understanding — the learning process. The framework is tested using fieldwork experimentation in Malaysia. It is concluded that the future focus when managing information for OL should be toward an individual’s meta-abilities development and creating the correct organizational culture and infrastructure that promotes knowledge sharing.

The aim of this study was to examine the socio-economic determinants of broadband adopters and non-adopters in the United Kingdom (UK). The study was conducted using a postal survey. A self-administered questionnaire was sent to 1600 households and a total of 358 replies were obtained from the respondents. This study confirms the findings obtained from a previous study that examined the socio-demographic attributes of the household consumers of broadband technologies in local vicinity, the London Borough of Hillingdon. The findings of this survey support the view the socio-economic attributes such as age, gender, education, income and occupation have an imperative role in explaining the adoption of broadband in the household. A brief discussion on the implications and contributions is also provided in the conclusion of the paper.
