An introduction is presented in which the editor discusses the status of the journal in which it faces the challenge to reduce the average time from paper submission to paper acceptance.

Academic publishing: We have already promised to discuss a variety of aspects of this topic. This is also the only issue I mentioned in my flyer before the AP-S AdCom elections last October. Starting with major journal databases, such as the IEEE, Thomson, Elsevier, etc., the discussion should touch upon journals, editorial boards, reviewers, and authors, and answer questions (among many others) such as: • Do you think academic publishing has reached its golden age? Why? • What is the reason for the sharp increase of the number of scientific journals in the last decade or so? • What was the reason of the sudden (more than 30%) increase in the number of journals included in the SCI-E databases back in 2008? Was it because of fi nancial concerns, or because of an increase in the quality of the journals? • What are the roles and responsibilities of editors-in-chief, reviewers, and authors? • How do we establish a balance among economic concerns, scientific content, and ethical issues? • How do we categorize journals? What are available measures? How appropriate are they? • What is the philosophy of peer review? • How do we cite previous studies? What is appropriate and what is not? • How do we handle plagiarism and other inappropriate or non-ethical issues? [ABSTRACT FROM PUBLISHER]

Our last call for this March issue was due on June 1, 2013, and received nine submissions. Among them we accepted three, with one from academia, one from industry, and one from an international hybrid team of universities, industry, and a research agency. We prefer to keep enough industrial flavor to this series. Although the writing quality and rigidness of industrial authors might be lower than the academic authors, we have tried to improve their presentation through the review process. The other six submissions were not included, mainly due to not enough interesting material on test methodologies or results, or not enough focus on testing. Again, the due dates for this series are June 1 and December 1 each year, with publication in the March and September issues of the following year. The turn-around time of the review process is kept within three months. We welcome submissions with a focus on test methodologies, and results on communications and networking systems. The author mentions that the journal committee has received a total of 190 submissions in which 102 are fresh papers in 2007. On the other hand, he announces the recruitment of new Associate Editors who will be serving the journal to represent their expertise in the emerging areas of video technology.
