Abstract
This article discusses the British White Paper "Your Child, Your Schools, Our Future: Building a 21st Century Schools System." There is a concern among early years associations over the pupil guarantee issue in the White Paper. Megan Pacey of Early Education says there are several positive things in the paper that could drive up quality. According to the paper, the government is committed to addressing the gap between the country's most disadvantaged children and the rest.

The article reports on the proposal of the government of Great Britain to improve social mobility by extending the free early entitlement for two-year-olds from the pilot areas to 15% of the most disadvantaged families in every local authority. The proposal, which was included in the "New Opportunities" white paper, will enable families of two-year-olds to access ten hours a week over 38 weeks a year, starting September 2009.
