The author began writing the annual "Crude Oil Outlook" paper of the journal "World Oil," on New Years Day, 13 years ago, when prices had just fallen below $14/bbl for the first time since 1986. At the time, conventional wisdom was certain that the world market had entered a new paradigm of ample, diverse supply. This was deemed to have removed a $10 "fear premium" that had been a structural aspect of pricing since the 1973 Oil Shock. Hence, most observers felt that prices ought to trade within a $10-to-$13/bbl range for the foreseeable future, bringing prices back to levels only briefly experienced in 1986, when a genuine supply overhang existed. In his first paper entitled, "It is not 1986: The oil markets are tight!," the author pointed out that global oil demand had risen steadily for a decade following a plunge in demand between 1979 and 1983. Only the collapse of Former Soviet Union oil usage created the illusion that global crude demand was peaking at 66 million to 67 million bpd.

The article reports that designer casing addresses needs of deepwater high pressure, high temperature (HP/HT) drilling environments. Typical deepwater pore pressure and fracture gradient profiles result in a narrow drilling window that may require 7 to 9 casing points. The high cost of these wells demands a high-rate completion for economic payback, which defines sizes of production casing and liners. Drilling casings are restricted by the standardized through-bore diameter dictated by high pressure wellhead housings, BOPs and riser systems. Further, high pressures require thick-wall casing, especially if sour service materials are specified. The use of conventional oil country tubular goods (OCTG) in unconventional sizes to increase the number of available casing points in deepwater wells has several advantages in performance and reliability areas, compared with the above noted technologies. Decades of industry experience with conventional OCTG make the technology especially appropriate for containing high pressures and sealing off trouble formations.
