In the last decades, climate change and human pressures have increasingly and dramatically impacted the ocean worldwide, calling for urgent actions to safeguard coastal marine ecosystems. The European Commission, in particular, has set ambitious targets for member states with two major directives, the Water Framework Directive (WFD) and the Marine Strategy Framework Directive (MSFD), both designed to protect the marine environment in EU waters. Diverse biotic indices have accordingly been developed to assess water and habitat quality. The WFD adopts four Biological Quality Elements (BQEs), whereas the MSFD recommends a set of eleven qualitative descriptors. The borderline between water quality and habitat quality is hard to trace and so far most assessments have involved the use of a few indices and were mainly related to a single BQE or qualitative descriptor. In this study, thanks to the availability of a large dataset encompassing a wide array of descriptors, we compared the performance of 11 biotic indices relative to three habitats/biotic components (reefs, seagrass, and fish) of the Marine Protected Area (MPA) of Capo Carbonara (SE Sardinia, Italy). The aim was to assess whether the indices were consistent in defining the environmental status in the MPA investigated. We used the graphical approach RESQUE (REsilience and QUality of Ecosystem), which enabled us to obtain a single and comprehensive measure of the status of the environment by integrating several metrics. This approach was applied here to different habitats for the first time. All indices were consistent with each other in confirming the good status of Capo Carbonara MPA. The use of RESQUE provided insights to interpret the differences between water quality, defined according to the WFD, and habitat quality, defined according to the MSFD. Differences between the two EU directives, in terms of either requirements or goals, have long been discussed but the present study highlights for the first time that they are congruent in their assessment of the environmental status of marine ecosystems.

3. Spatially Explicit Seagrass Extent Mapping Across the Entire Mediterranean

The seagrass Posidonia oceanica is the main habitat-forming species of the coastal Mediterranean, providing millennial-scale ecosystem services including habitat provisioning, biodiversity maintenance, food security, coastal protection, and carbon sequestration. Meadows of this endemic seagrass species represent the largest carbon storage among seagrasses around the world, largely contributing to global blue carbon stocks. Yet, the slow growth of this temperate species and the extreme projected temperature and sea-level rise due to climate change increase the risk of reduction and loss of these services. Currently, there are knowledge gaps in its basin-wide spatially explicit extent and relevant accounting, therefore accurate and efficient mapping of its distribution and trajectories of change is needed. Here, we leveraged contemporary advances in Earth Observation—cloud computing, open satellite data, and machine learning—with field observations through a cloud-native geoprocessing framework to account the spatially explicit ecosystem extent of P. oceanica seagrass across its full bioregional scale. Employing 279,186 Sentinel-2 satellite images between 2015 and 2019, and a human-labeled training dataset of 62,928 pixels, we mapped 19,020 km2 of P. oceanica meadows up to 25 m of depth in 22 Mediterranean countries, across a total seabed area of 56,783 km2. Using 2,480 independent, field-based points, we observe an overall accuracy of 72%. We include and discuss global and region-specific seagrass blue carbon stocks using our bioregional seagrass extent estimate. As reference data collections, remote sensing technology and biophysical modelling improve and coalesce, such spatial ecosystem extent accounts could further support physical and monetary accounting of seagrass condition and ecosystem services, like blue carbon and coastal biodiversity. We envisage that effective policy uptake of these holistic seagrass accounts in national climate strategies and financing could accelerate transparent natural climate solutions and coastal resilience, far beyond the physical location of seagrass beds.

4. Influence of Local Pressures on Maldivian Coral Reef Resilience Following Repeated Bleaching Events, and Recovery Perspectives

Two severe heat waves triggered coral bleaching and mass mortality in the Maldives in 1998 and 2016. Analysis of live coral cover data from 1997 to 2019 in shallow (5 m depth) reefs of the Maldives showed that the 1998 heat wave caused more than 90% of coral mortality leaving only 6.8 ± 0.3% of survived corals in all the shallow reefs investigated. No significant difference in coral mortality was observed among atolls with different levels of human pressure. Maldivian reefs needed 16 years to recover to the pre-bleaching hard coral cover values. The 2016 heat wave affected all reefs investigated, but reefs in atolls with higher human pressure showed greater coral mortality than reefs in atolls with lower human pressure. Additionally, exposed (ocean) reefs showed lower coral mortality than those in sheltered (lagoon) reefs. The reduced coral mortality in 2016 as compared to 1998 may provide some support to the Adaptive Bleaching Hypothesis (ABH) in shallow Maldivian reefs, but intensity and duration of the two heat waves were different. Analysis of coral cover data collected along depth profiles on the ocean sides of atolls, from 10 to 50 m, allowed the comparison of coral mortality at different depths to discuss the Deep Refuge Hypothesis (DRH). In the upper mesophotic zone (i.e., between 30 and 50 m), coral mortality after bleaching was negligible. However, live coral cover did not exceed 15%, a value lower than coral survival in shallow reefs. Low cover values of corals surviving in the mesophotic reefs suggest that their role as refuge or seed banks for the future recovery of some species in shallow-water reefs of the Maldives may be small. The repeatedly high coral mortality after bleaching events and the long recovery period, especially in sites with human pressure, suggest that the foreseen increased frequency of bleaching events would jeopardize the future of Maldivian reefs, and ask for reducing local pressures to improve their resilience.
