Tez (Yüksek Lisans) -- İstanbul Teknik Üniversitesi, Fen Bilimleri Enstitüsü, 2006, Thesis (M.Sc.) -- İstanbul Technical University, Institute of Science and Technology, 2006, Tüm dünyada küreselleşme sürecine girilmesiyle birlikte ekonomik ve sosyal yapılarda önemli değişimler yaşanmaya başlamıştır. Bu değişimler, ulus devletlerin önemini yitirmesi, ulusal sınırların ortadan kalkmaya başlaması, bilim ve teknoloji alanındaki gelişmelerle uluslar arası ticaretin artması, tüm ekonomik eylemlerin ulusötesileşmesi, rekabet edebilirliğin öneminin giderek artması, demokrasi anlayışının temsili demokrasiden katılımcı demokrasiye dönüşmesi ve sivil toplumun ön plana çıkması, sektörler arası işbirliklerinin artması olarak özetlenebilir. Bu bağlamda ekonomik ve sosyal bir bütün olarak küreselleşme sürecinden en çok etkilenen yapılar olarak metropoliten kentlerden söz edilebilir. Tarih içinde pek çok değişim gösteren yapılar olan kentlerde yaşanan değişimlerle birlikte planlamanın çözüm bulması gereken sorunlar da nitelik değiştirmiştir. Bunun sonucunda da, tüm dünyada kent mekanındaki değişimlerle birlikte planlama yaklaşımlarının yapısı da değişikliğe uğramıştır. Bu sebeple, bu tezde esnek yapısı, katılımı ön plana çıkarması, kamu-özel sektör arası iş birliklerini desteklemesi, uzun dönemli yaklaşımlar sunması, yönetim anlayışına değişiklik getirmesi gibi özellikleri ile geleneksel planlama yaklaşımının çözüm getiremediği sorunlara farklı açılardan bakarak çözüm önerileri üreten stratejik planlama yaklaşımı incelenmekte ve İstanbul’un güncel planlama sürecinin incelenmesi ve değerlendirilmesi amaçlanmaktadır., With the beginning of the globalization process in the entire world, important changes in economical and social structures are started to be experienced. These changes can be summarised as the nation state’s losing of importance, starting the disappearing of the national borders, with the development in the area of science and technology, the increase in the international trade, the transnationalization of all of the economic facilities, the increasing importance of the competitiveness, transformation from the repsesentative democracy to participant democracy and the increase in the corporations between the sectors. In this context, it can be mentioned from the metropolitan cities as they are the most effected structures from the globalization process as an economic and social whole. With the changes in the cities, which shows many changes in the history, problems of the planning are also changed its characteristics. As a result of this, in the whole world, with the changes in the city centers, the structure of the planning approach also changed. For this reason, in this thesis, strategic planning approach, which has a flexible structure, brings out the participation, supports cooperations between public-private, presents long-term approaches and brings changes to administration approach, is analysed and the analyse and evaluation of the contemporary planning process of İstanbul is aimed., Yüksek Lisans, M.Sc.
