Purpose: The purpose of the study is to assess the role of political power and politics in selecting, creating and preserving Liberation Movement archives in South Africa. Design/methodology/approach: A review of literature focusing on liberations archives was carried out. Findings: Politics and the associated power play an essential role in the selection, creation and preservation of liberation movement archives. The study found out that the African National Congress (ANC) selected the University of Fort Hare as the center to preserve liberation movements repatriated from all over the world to South Africa. The National Archives of South Africa did not play a role in the preservation of liberation movement archives. The study also noted that there existed an ineffective collaboration between the ANC and the National Archives of South Africa regarding the preservation of liberation movements archives. Research limitations/implications: The study focused on the liberation movement archives created by the ANC of South Africa only. Social implications: The establishment of liberation archives may promote social cohesion. Originality/value: The liberation movement archives are a part of the history of South Africa and present perspectives on the history of the liberation of South Africa. Purpose The majority of institutional investors in Germany use the German income approach (GIA) while investors abroad prefer the discounted cash flow (DCF). The debate around the two methods has been largely theoretical, lacking large-scale empirical evidence. The paper aims to discuss this issue.Design/methodology/approach The analysis consisted of a performance comparison and hedonic regressions based on ordinary least squares. Fitted GIA and DCF values were obtained for all observations in the data set in order to eliminate distortions caused by different property characteristics in the two valuation sub-samples.Findings The research hypothesis, stating that the two methods result in statistically identical estimations of value, was rejected. The performance analysis showed that GIA valuations displayed smoother total return performance due to less volatile capital growth in comparison to DCF valuations. Comparing the fitted values obtained from the regressions showed that GIA valuations were on average lower than their DCF counterparts. The difference was small and both methods resulted in very similar fitted values. The difference between fitted values was not constant over time and decreased toward the end of the analysis period.Practical implications The research adds empirical arguments to the ongoing debate between GIA and DCF valuations. So far empirical proof has been scarce or one-sided.Originality/value This analysis is the first large-scale empirical comparison of the DCF and the GIA within the same market. Purpose The primary purpose of this study is to identify whether there is a price premium and consumers’ preferences for higher housing density, and whether there is a relationship between housing densities and sales prices. The second purpose was to identify if there is a non-linear relationship between housing density and prices even though housing density is directly associated with housing prices.Design/methodology/approach This paper applies hedonic modeling techniques to measure the value of development density of apartments in the metropolitan area of Seoul, South Korea. The regression of the sale price is a function of different types of variables such as density, market, location and other control variables.Findings For the first question, this paper concludes that the higher densities cause housing prices to decrease in Seoul. The summary of the results presents that housing density, floor area ratio (FAR), building coverage ratio and floor level are all important components affecting housing prices. Generally, consumers tend to buy housing with central heating systems, more parking spaces, smaller portion of rental housing within an apartment and buildings that have more of a mixed-use function. Consumers are also found to pay higher premiums for housing in areas with high population growth and less housing supply. It is conclusive that people are inclined to live in populated areas but do not want more density. For the second question, the results show that generally FAR has quadratic effects, but most housing density variables tend to have a non-linear relationship depending on the different quantile groups.Originality/value There is a knowledge gap in the area of estimating development density of apartments. Generally, studies investigating property value impacts of multifamily housing focus on external effects of the multifamily housing on home values to examine whether high density development could result in a decrease in nearby property values. These studies found that there are some positive effects. A study found that high-density housing increases property values of existing single-family homes (Joint Center for Housing Studies, 2011). More specifically, developments that are of a high design quality and superior landscaping increase values of single-family homes as well. Also, those residents who live in these high-density apartments can be good potential buyers for the existing single-family homes. The greater the number of buyers, the greater the housing market becomes. Similarly, according to a report by the Joint Center for Housing Studies (2011) at Harvard University, the presence of multifamily residents correlates with higher home values in “working communities”. Indeed, density can be an important factor determining value of apartments because of its unique characteristics. However, no empirical evidence has been provided in the literature with regard to the value of the development density. This study contributes toward improving this knowledge gap. Purpose – The core business of universities is learning. Cognitive thinking is critical for learning and the development of new knowledge which are essential in higher education. Creative, reflective and critical thinking are negatively affected by unrealistic demands and stress. The purpose of this paper is to argue that key performance indicators (KPIs) and performance management are detrimental in the higher education sector, as they cause undue stress which impacts negatively on an essential criterion of academia, cognitive thinking. Design/methodology/approach – To explore this issue, the authors discuss the impact of stressful demands in the context of Australian higher education. The paper draws on literature that describes managerialism and on neuroscientific evidence to develop a hypothesis that supports a more holistic approach to human resources management of academics. Findings – Performance management and measures (including KPIs) add to the complex demands of academic work despite a lack of evidence that they are appropriate in the higher education sector. Originality/value – Performance management systems and KPIs undermine creative, reflective and critical thinking. Purpose – Delivering negative feedback to employees is highly problematic for managers. Negative feedback is important in generating improvements in employee performance, but likely to generate adverse employee reactions. However, if managers do not address poor performance, good performers may become demoralized or exit the organization. The purpose of this paper is to investigate how managers communicate negative feedback and the factors that drive their choice of tactic. Design/methodology/approach – The authors use interview data from practicing line managers with experience in delivering negative feedback to learn whether their tactic choices are consistent with Implicit (“best practice”) or Contingency (“best fit”) theory. Findings – The authors identify five negative feedback tactics: evidence, emotive and communication tactics are foundation tactics while evidence + communication and evidence + emotive tactics are bundles of the foundation tactics. Managers apply a “best fit” approach from a set of “best practice” negative feedback options. The choice of negative feedback tactic is driven by the manager’s assessment of the “best fit” with the employee’s personality. Research limitations/implications – Most of the managers believed that their negative feedback tactic had been effective. Future researchers should investigate which negative feedback tactics employees regard as most effective. Practical implications – A best fit approach to the delivery of negative feedback requires organizations to give managers discretion in the delivery of negative feedback. Managers may mis-assess fit which can undermine the effectiveness of the appraisal process. Originality/value – The authors focus on how negative feedback is communicated by managers. Purpose The approved methodology of property valuation in Albania evaluates the reference property prices based on the average contractual price of properties sold and takes into account only factors such as price, square meters of living and location of property. Simple method is the one used on evaluating the reference price for a group of properties with similar characteristics. The purpose of this study is, by building a hedonistic pricing model for apartments in Tirana, to prove empirically that in addition to location, there are other characteristics that affect the value of apartments.Design/methodology/approach The capital city is chosen as a case study for the construction of a hedonistic pricing model. In the database were included detailed characteristics of 1,421 apartments. Multiple regression analysis was chosen in this model as a method to test hypotheses about the causal relationship between house value Y and independent variables XS, representing the characteristics of the property. Population equation parameters β0, β1, β2 […], βn. were evaluated by the ordinary least squares method. Selection of α-standard is 5 per cent, taking into account the significant number of observations and the degree of regression freedom.Findings Based on this study, it was proved empirically that the characteristics of the apartments as square meters of living, number of rooms, access to parking, furniture, view and surface of living affect their price. As a literature review showed, location is the most important variable that affects the value. Results showed that the marginal effect that the number of rooms has on the apartment value depends on the square meters of living of the apartment. In the same line, the effect of the square meters of living on value depends on the square meters, as the relationship between these variables is nonlinear and depends more on the number of rooms.Research limitations/implications It was impossible to find the information on property sales contracts. That is why this study was oriented toward the market and took into account the properties offered for sale at one of the biggest real estate agency “Çelësi”. More accurate information regarding properties characteristics could be obtained. The information was limited and depended on the best apartment characteristics that potential sellers wanted to advertise. On the other side, contractual sales price is oriented by the reference price, so, the applied methodology has resulted in better evaluations of real estate prices, which reflect the market price.Practical implications This study is conducted as an applicable research. After analyzing the property valuation system in Albania, the study recommends the change of the method used on apartment valuation. Improvement of the property valuation system requires first of all creation of a complete and updated database for all real estate sales.Social implications Property valuation is a very important function of the land administration system which directly affects people’s life. Property evaluation for different purposes like tax evaluation, compensation and expropriation is a process that must be designed using an equal, transparent and well-accepted methodology by all. Promotion of property valuation system development is helpful to various interest groups in society, as it can reduce the risk of investment in this sector and encourages lower rates of interest on loans.Originality/value To the author's knowledge, the hedonic model is not applied on the Albanian housing market, thus providing encouragement to deepen the study in this regard. Purpose – Concerns about the effectiveness of performance management systems (PMS) have long-driven researchers and practitioners to explore ways of measuring it. It is imperative for organizations to understand, how employees perceive the effectiveness of their PMS, for positive employee outcomes. Hence, the purpose of this paper is to explore the operationalization of the construct “employee perception of PMS effectiveness” (PMSE). An evidence of construct validity for the “two-factor PMS effectiveness” measure with perceived “PMS accuracy” and “PMS fairness” as its two factors is provided. In addition, a scale to measure “employee perception of PMS accuracy” is developed. Design/methodology/approach – Mixed-methods research methodology. Findings – Findings confirmed the possible existence of the two-factor PMSE construct, with PMS accuracy and fairness as its factors. Construct validity is established through its correlations with important outcome variables. The development of a valid and reliable 12-item scale for perceived PMS accuracy (Cronbach α value=0.83) is an additional key contribution. Research limitations/implications – The research presents opportunities for future empirical studies to examine the influence of PMS accuracy and effectiveness on employee outcomes (engagement, retention, etc.). Researchers may also cross-validate the PMSE measure in different socio-cultural contexts. Practical implications – The perceived PMS accuracy and effectiveness measures can serve as powerful investigative tools to measure employee perceptions regarding PMS. It can help organizations identify and correct the shortcomings in their existing PMS. Originality/value – This is the first paper to offer a cogent conceptualization and operationalization of employee perceptions of PMS accuracy and effectiveness. Purpose – This paper aims to discuss the key aspects of the international trade in antiquities and the practice of philanthropic donation of objects to museums that allow for certain types of tax deduction manipulation, using a case of tax deduction manipulation from Australia and a case of tax fraud from the United States as examples. Design/methodology/approach – Two thoroughly researched case studies are presented which illustrate the particular features of current and past antiquities donation incentivisation schemes which leave them open to manipulation and fraud. Findings – The valuation of antiquities is subjective and problematic, and the operations of both the antiquities market and the museums sector are traditionally opaque. Because of this, tax incentivisation of antiquities donations is susceptible to fraud. Originality/value – This paper presents the mechanisms of the antiquities market and museum world to an audience that is not familiar with it. Purpose – The purpose of this paper is to analyse how appraisal resources and legitimation strategies, concerning “associates” and “suppliers” in Walmart’s Corporate Social Responsibility reports from 2011 to 2013, contribute to the representation of a positive corporate image. Design/methodology/approach – This paper draws upon Appraisal Theory (Martin and White, 2005) and Legitimation Theory (van Leeuwen, 2007) to explore the link between evaluative language and legitimacy concerning abovementioned search terms. Findings – Walmart’s representations of its stance towards “associates” and “suppliers” differ greatly, although the corporation communicates a positive self-image through both of them. Walmart portrays its relationship with its “associates” as cooperative and mutually beneficial. On the other hand, the corporation presents the image of a philanthropist organisation that has been trying to improve the poor working conditions of its “suppliers” through strict regulations. Research limitations/implications – Only a small amount of data could be analysed manually due to the special nature of evaluative language and legitimation. Purpose – This paper aims to present a recent study on the definition and measurement of quality dimensions of public electronic records and archives (QADEPs: Qualités des archives et documents électroniques publics). It develops an original model and a complete method with tools to define and measure electronic public data qualities within public institutions. It highlights also the relationship between diplomatics principles and the measurement of trustworthiness of electronic data in particular. This paper presents a general overview of the main results of this study, with also illustrative examples to demonstrate the feasibility of measuring the qualities of electronic archives in the context of public institutions. Design/methodology/approach – This research was conducted in two phases. The first one was the conceptual phase in which the quality dimensions were identified and defined with specific sets of indicators and variables. The second phase was the empirical phase which involved the testing of the model on real electronic documents belonging to several public institutions to validate its relevance and applicability. These tests were performed at the Archives of the State of Wallis and the Archives of the State of Geneva, thanks to different measurement tools designed especially for this stage of the research. Findings – The QADEPs model analyzes the qualities of electronic records in public institutions through three dimensions: trustworthiness, exploitability and representativeness. These dimensions were divided into eight sub-dimensions comprising 17 indicators for a total of 46 variables. These dimensions and their variables tried to cover the main aspects of quality standards for electronic data and public documents. The study demonstrates that nearly 60 per cent of the measured variables could be automated. Research limitations/implications – The QADEPs model was defined and tested in a Swiss context on a limited sample of electronic public data to validate, essentially, its feasibility. It would be useful to extend this approach and test it on a broader sample in different contexts abroad. Practical implications – The decisionmaking of records retention in organizations and public institutions in particular is difficult to establish and justify because it is based generally on subjective and non-defendable practices. The QADEPs model offers specific metrics with their related measuring tools to evaluate and identify what is valuable and what is eliminable within the whole set of institutional electronic information. In this paper, the authors identify the current trends that emerged from this research study and the improvement opportunities that exist for organizations that currently engage in the practice of formally appraising their personnel. Design/methodology/approach -- The formal performance appraisal process, procedure, and rating form from 183 US organizations were reviewed by a three-person review panel and were content analyzed to identify current trends and opportunities for improvement. Findings -- This qualitative analysis revealed that the average rating procedure had been in place for 5.5 years, to serve a wide variety of purposes, identified critical gaps in training, made it clear that organizations employ a wide variety of performance criteria in assessing their people. Research limitations/implications -- The biggest limitation of this research is the fact that a convenience sample of 183 organizations was employed as the basis for this study. Practical implications -- Data on the actual formal performance appraisal process of organizations is rather limited and this research provides critical insight into current practice limiting potential generalizability. Social implications -- The social implications of this research suggests that organizations can do a much better job of equipping their leaders/employees to more effectively reap the organizational benefits of this key practice. Purpose -- The purpose of this paper is to expand the research into the "micro-level" of the effects of evidence-based activity on organisational change by focusing on an economic development agency's (EDA's) effort to spread the use of standardised measurements to improve accountability for the use of public funds. Design/methodology/approach -- The authors interviewed 19 key managers and staff of a large British EDA. Participant comments revealed concerns deeper than the technical measurement issuethe agency brought in to study. The authors reconceptualised these concerns using the notion of a centre of calculation. Findings -- Although the EDA focused on standardised measurement as a technical issue, the authors find organisational issues such as the need to reconcile differing perceptions of the importance of measurement, a desire to improve organisational learning and a tension between analysts and project managers impeding accountability efforts and delaying agency growth. Research limitations/implications -- Findings are based on interviews at one agency. The experience, however, suggests these issues are common to public agencies. Practical implications -- This model reveals technical concerns as part of more complex organisational issues -- an understanding that may help public agencies better focus their accountability and development efforts. Originality/value -- The model the author's introduced informs studies of evidence-based policymaking at the intra-organisational level by showing that the technical aspects of agency work are part of a larger social concern. Purpose – The purpose of this paper is to explore the contribution of appraisal systems to sustainable organizational effectiveness. It argues that competitive advantage is increasingly reliant on discretionary effort. As the emphasis of appraisal has shifted from a developmental to a performance focus, perceived unfairness in both procedures and outcomes threatens to undermine commitment and, therefore, sustainable performance. Design/methodology/approach – Drawing on a range of theoretical frameworks, current practices and experiences are examined and future trends considered. Empirical research includes a ten-year study of practising managers and ethnography, questionnaires and interviews in two large organizations. Findings – Appraisal frequently creates actual and perceived injustice in terms of both procedures and rewards. It also generates tensions between managing performance and encouraging engagement. Research limitations/implications – This study indicates that further research in other sectors will contribute to the development of greater understanding of sustainable strategic approaches to HRM. Practical implications – Emphasis on performance in appraisal devalues developmental aspects and sometimes affects employee well-being. Separation of the two through mentorship schemes may help to address the paradox, whereby the performance management element of appraisal undermines rather than enhances organizational effectiveness. Originality/value – The conventional wisdom of the appraisal culture is challenged. Purpose – The purpose of this paper is to investigate the effect of choices of model structure and scale in development viability appraisal. The paper addresses two questions concerning the application of development appraisal techniques to viability modelling within the UK planning system. The first relates to the extent to which, given intrinsic input uncertainty, the choice of model structure significantly affects model outputs. The second concerns the extent to which, given intrinsic input uncertainty, the level of model complexity significantly affects model outputs. Design/methodology/approach – Monte Carlo simulation procedures are applied to a hypothetical development scheme in order to measure the effects of model aggregation and structure on model output variance. Findings – It is concluded that, given the particular scheme modelled and unavoidably subjective assumptions of input variance, that simple and simplistic models may produce similar outputs to more robust and disaggregated models. Evidence is found of equifinality in the outputs of a simple, aggregated model of development viability relative to more complex, disaggregated models. Originality/value – Development viability appraisal has become increasingly important in the planning system. Consequently, the theory, application and outputs from development appraisal are under intense scrutiny from a wide range of users. Purpose – This paper aims to test the relationship of the personality variable of cognitive hardiness to job satisfaction, performance and intention to turnover. These relationships are to be tested via two alternative models, with a sequential and simultaneous structure for appraisal and coping processes. Design/methodology/approach – Employees (n=297) from a range of large New Zealand organisations completed a questionnaire on hardiness, appraisal, coping and affect. Findings – Bivariate correlations revealed significant positive relationships between hardiness and job satisfaction, hardiness and performance, and a significant negative relationship with intention to turnover. Structural equation modelling revealed that the direct positive relationship between hardiness and job satisfaction was the strongest path. The simultaneous model provided best fit to the data, revealing a positive path from hardiness through challenge appraisals to positive affect, and a negative path through threat appraisal and emotion-focused coping. Research limitations/implications – Higher levels of hardiness were associated with more positive appraisals and more effective coping responses. However, the cross sectional nature of this research and the use of a single measurement source pose potential limitations in terms of common method variance and study generalisability. Originality/value – The paper investigates the relationship of hardiness to outcomes such as job satisfaction, self-rated work performance and intentions to leave and explores the processes that underlie the relationships between hardiness and outcomes. Are real estate appraisals based on fundamentals that determine the value of the real estate or on offer price? Does this question really matter? In a game of moral hazard with hidden information, we examine an appraiser's incentives in conducting an appraisal. We find that a moral hazard problem can arise if the mortgagee rewards the appraiser with future business for successful appraisals. An appraiser may be willing to overstate the value of a property if the lender wants him to do so. Additionally, we define the conditions under which the moral hazard problem actually makes all of the players better or no worse off. We argue that the subjective judgment of an appraiser may be Pareto improving. Thus, excessive regulation of the appraisal industry or finer tuned quantitative models that constrain subjective judgment may actually reduce the gains of real estate trade. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to stimulate thinking as to how we might produce timely and more reliable estimates of changes in the value of portfolios, price indices based on a portfolio of properties, and other aggregate measures of trends in property values. It is argued that a traditional market value appraisal of each individual property may not be necessary or optimal when the objective is to value portfolios or get a leading indicator of shifts in market value at an aggregate level. Rather, it is more important to use a critical mass of current market data that captures systematic movements in property values. Although a traditional market value appraisal is always more likely to capture the unique unsystematic characteristics of an individual property, automated valuation models using a database of valuation data may provide the best way to get real time interim updates of real estate portfolios and create more timely real estate indices. Based on research carried out on a mature estate in South Belfast, Northern Ireland, this paper investigates the obstacles to accessibility in order to produce an appraisal model for external accessibility. The study included a review of best practice, a preliminary access appraisal and resident and service provider consultation. Residents were surveyed on a number of issues including location, roads and pavements, transportation, level change, wayfinding, safety and security, and public areas. It was discovered that obstacles relating to wayfinding and traffic management created the greatest problems for residents.
