Purpose: According to the Government of India's Ministry of Labour and Employment Report (2015), almost 90% of the Indian workforce can still be categorized as informally employed, generating approximately 50% of the national product. Challenges with data availability have made a rigorous analysis of the informal economy in India often difficult and inadequate for policy formulations. This study aims to fill the gap by providing an empirical analysis of the informal economy in India using micro-data from the World Bank's Informal Enterprise Surveys. Design/methodology/approach: The authors contribute by empirically testing the association between the adoption of digital technology (payments) and firm performance proxied by firm sales. Matching models are used to mitigate sample selection bias arising out of simultaneous sample selection. Findings: The results suggest that the participation in digital platforms, namely, use of digital payment instruments, is associated with higher sales for firms. The results of this study also show that adoption of digital payments helps in both situations – whether a firm has been using digital technology or has just started using it since the outbreak. Research limitations/implications: More in-depth data over time, spanning across more cities of India, is needed to conduct a further detailed investigation. Social implications: The results should allow policymakers in India to reconsider youth-centric and women-centric business needs, even within the informal sector, which does not often enter the purview of the government but remains responsible for the growth and sustenance of 90% of the country's workforce. If further research on this issue could engage with the impact of demonetization of currency in 2016 as a lagged shock on sales and reestimate subsequent growth, it would perhaps offer a wider spectrum of how the performance of the informal economy in India affects the entire economy, which has over the last four years and before the onset of Covid reported slower growth. Originality/value: Productivity is measured in terms of sales of informal firms in India in a regular month or in recent period like last month. Adoption of technology such as making payments using digital platforms can enhance productivity of firms by lowering standard transaction costs and time spent for visiting banks or financial institutions. Albeit not extensively, the literature has investigated digital technology adoption in the context of firms achieving comparative advantage (D'Ippolito et al. 2019; Scuotto et al. 2017), firms generating value creation (Magistretti, Dell'Era and Petruzzelli, 2019), and in helping with strategic initiatives and agility of firms (Ghezzi and Cavallo, 2018; Piccoli and Ives, 2005). Nonetheless, it would incur certain fixed costs, including acquiring skills and awareness, to manage digital platforms. In addition, physical access to instruments such as smartphones or computers and internet connectivity are prerequisites for productivity enhancements. Firms belonging to the informal sector in India generally face these challenges but may also benefit significantly following successful adoption. To the best of the authors' knowledge, this is the first study to conduct a preliminary empirical analysis of the impact of digital technology adoption on the performance of informal sector firms in India. Purpose: Indian government initiated several skill development policies and different types of vocational education and training (VET). Yet the participation in skill education is low because of poor labour market outcomes. This paper aims to calculate returns to skill education to understand the type of training that will have better labour market outcomes. Design/methodology/approach: In this paper nationally representative data from the periodic labour force survey (PLFS), collected by the national sample survey office for 2017–2018, are used to estimate the returns to formal and non-formal VET obtained (after different levels of general education) with the help of Heckman's two-stage method. Findings: Nearly 8% of the working-age population has received some form of VET (mostly non-formal), generating poor returns. For the overall population, formal on-job training (OJT) and full-time VET influence wage positively and significantly. Full-time VET obtained after secondary and below levels of education generates positive returns, whereas part-time VET is profitable only to those without formal education. At the graduate level, technical education obtained along with VET is associated with better wages. Originality/value: In India where a considerable proportion of the workforce is employed in the informal sector, different types of skill training like full-time, part-time and OJT influence labour market outcomes. Purpose: The purpose of this paper is to analyse the labour force participation among the elderly population (aged 60 and above) in India from data available for the most recent time periods. The paper reviews the types of employment, industries and occupations that the elderly in India are employed in presently and also examines the impact of different factors on the decision of the elderly to be a part of the labour force. Design/methodology/approach: Unit-level data has been extracted from the most recent data available on employment and labour force in India provided by the Periodic Labour Force Survey (PLFS), from 2017 to 2018 to 2019–2020. Binary logistic regression model has been used to identify some of the socio-economic and demographic factors that influence the odds of the elderly being a part of the labour force along with the extent of their influence, and Wald statistic has been used to examine the dynamics. Findings: The study finds that among the elderly population, males, individuals living in rural areas, those living alone, those who are currently married and those with low educational attainment are more likely to be a part of the labour force. Again, elderly females are found to be employed mostly in the informal or unorganised sector which provide minimal or nil social security benefits. Between 2017–2018 and 2019–2020, the coefficients for sector, gender, marital status, education and income are found to be significantly different. Originality/value: This paper attempts to shed some light on the scanty literature with regards to studies on the elderly in India, and also to reveal the possible factors which induce the elderly in India to participate in the labour force with the help of the most recent data available. Purpose: In the process of school-to-work transition, the role of general education and vocational education and training (VET) remains quite central. Based on the human capital theory, we estimate whether investment in VET brings additional returns for workers across the age cohorts. Design/methodology/approach: The focus of our study being the labour market in India, the data from the Periodic Labour Force Survey 2018–19, conducted by the National Statistical Office, has been used for analysis. We have applied the ordinary least square method with sample selection correction, the quasi-experimental technique of propensity score matching and heteroskedasticity based instrumental variable approach to estimate the returns with respect to no VET, formal VET and informal VET. Findings: Our study shows that workers with formal VET earn higher wages than workers with no VET or informal VET. The study finds that workers with informal VET do not earn higher wages than workers with no VET. Moreover, from the age cohort analysis, we have deduced that wage advantage of workers with formal VET persists across all age cohorts and, in fact, accentuates with an increase in age. Originality/value: We have estimated that VET being complemented with basic general education fetches higher returns in the labour market, especially when provided through formal channels. Moreover, to the best of our knowledge, in the case of developing countries where informal VET is widely provided, this is one of the first studies that captures the return to informal VET. Purpose: This paper examines India's tryst with welfare/dis-fare with a specific focus on Modi Sarkar's (2014–2019) dirigiste style reforms. In the welfare regime research, Esping-Andersen (1990) classified advanced economies into three ideal-types of liberal, conservative-corporatist and social-democratic welfare states by government-led welfare provisions and levels of decommodification. The classical typology discussions include countries such as India which is classified as informal-insecurity regime due to a large informal economy with no social security for workers. Based on theoretical standpoints of the political economy of welfare states, comparative historical institutionalism and critical junctures this article examines Modifare has expanded formal welfare to its citizens. Design/methodology/approach: The article uses crisp-set analysis to examine the social policy developments under Modi's regime in India. Findings: This paper examines if the centre-right Modi government did bring about a radical departure from UPA I and II lacklustre welfare approach to the more strategic use of welfare reforms as a political weapon on a national scale. Purpose: This research contributes to current debates on automation and the future of work, a much-hyped but under researched area, in emerging economies through a particular focus on India. It assesses the national strategy on artificial intelligence and explores the impact of automation on the Indian labour market, work and employment to inform policy. Design/methodology/approach: The article critically assesses the National Strategy on AI, promulgated by NITI Aayog (a national policy think tank), supported by the government of India and top industry associations, through a sectoral analysis. The key dimensions of the national strategy are examined against scholarship on the political economy of work in India to better understand the possible impact of automation on work. Findings: The study shows that technology is not free from the wider dynamics that surround the world of work. The adoption of new technologies is likely to occur in niches in the manufacturing and services sectors, while its impact on employment and the labour market more broadly, and in addressing societal inequalities will be limited. The national strategy, however, does not take into account the nature of capital accumulation and structural inequalities that stem from a large informal economy and surplus labour context with limited upskilling opportunities. This raises doubts about the effectiveness of the current policy. Research limitations/implications: The critical assessment of new technologies and work has two implications: first, it underscores the need for situated analyses of social and material relations of work in formulating and assessing strategies and policies; second, it highlights the necessity of qualitative workplace studies that examine the relationship between technology and the future of work. Practical implications: The article assesses an influential state policy in a key aspect of future of work–automation. Social implications: The policy assessed in this study would have significant social and economic outcomes for labour, work and employment in India. The study highlights the limitations of the state policy in addressing key labour market dimensions and work and employment relations in its formulation and implementation. Originality/value: This study is the first to examine the impact of automation on work and employment in India. It provides a critical intervention in current debates on future of work from the point of view of an important emerging economy defined by labour surplus and a large informal economy. Purpose: This paper uses the Social Identity Model of Collective Action (SIMCA) framework of Zomeren et al. (2008) to explain the organising experiences of the informal sector workers engaged in large number in the world's largest shipbreaking industry located in the western Indian town of Alang. Design/methodology/approach: A single case study approach was adopted to understand the participation of shipbreaking workers in their trade union and factors that influence their participation. Findings: Sense of cohesive collective identity and injustice alongside efficacy considerations have shaped the organising experiences and affected the participation of informal sector workers in their union. The trade union was able to overcome the scourge of invisibility that has been one of the dominant features of informal sector employment. Research limitations/implications: This paper treated union participation as unidimensional. Besides, the subjective conceptualization of strengths of perceptions of injustice, identities and efficacy considerations could be a limitation. The paper does acknowledge the gendered nature of shipbreaking but have not actively pursued it as a part of our research. Practical implications: The findings of our study are an exemplar for those who intend to organise informal sector workers, especially precarious workers. The empirical findings allude to the role of trade unions in combating the invisibility, which is one of the defining features of informal sector workers through a distinctive, cohesive identity inculcated in those workers. Originality/value: This paper has borrowed the SIMCA framework to explore union participation. Purpose: The purpose of this paper is to determine the factors which affect the financial access of the female-owned informal enterprises (FOIEs) in India. There has been a dearth of studies particularly targeting determinants of credit access by the women-owned informal enterprises. Demand side factors affecting financial access have been studied. The study of major factors affecting access to credit by unorganized women enterprises will be useful for policy making perspectives. Design/methodology/approach: The study uses nationalized micro data set on the non-agricultural informal enterprises and probit estimation has been used to identify the factors which affect the probabilities of access to credit for the FOIEs. Findings: The study highlights what facilitates and hinders the financial access for the FOIEs particularly in India. These enterprises in rural areas have better chances to avail credit from formal sources. Firm size, measured by policy-making size of employment and gross profit, involvement in diversified activities, maintenance of accounting record, has positive and significant impact on access to formal credit. The younger firms and the firms operating in the southern states of the country have higher probabilities to avail credit from institutional sources. Originality/value: The study used the latest data set available on Indian informal enterprises, thus provides important insights about the status of financing of enterprises in India. Purpose: This study aims to analyze the structure and trend in employment in the Indian economy between 1980-8081 and 2015-2016. Design/methodology/approach: Use of India KLEMS data set. Estimate growth rate of employment and discuss employment prospects using "Point" employment elasticity. Findings: Whilst India's GDP growth rate has been quite impressive since the reforms of 1991, the rate of employment growth, especially in the recent period of 2003-2015, has been quite slow (1 per cent) with low employment elasticity (0.1). The pattern of employment growth has also been imbalanced with slow rate of employment growth in manufacturing and rapid growth rate in the construction sector. India now also has low labour force participation rate and a large share of informal employment in the economy. Research limitations/implications: The limitation is the lack of reliable data on employment for the recent period. Practical implications: With overall low employment elasticity, India would have to explore sectors where more employment opportunities could be created. Social implications: India has to create not only more jobs but also "good" jobs. Originality/value: The India KLEMS data provide a time series for employment, which has been used in this paper to find "Point" elasticity instead of arc elasticity of employment and is an improvement over existing employment elasticity estimates. Purpose - The purpose of this paper is to outline the socio-economic and environmental implications of the informal sector engaged in waste recycling in the city of Kanpur, with special emphasis on the lives of lowest group of people, i.e. waste.pickers, and to discuss various possible scenarios to integrate them with the formal sector. Design/methodology/approach - The study involved field survey of secondary material markets, followed by the administration of questionnaires to 40 respondents belonging to various segments of the informal sector. The questionnaires were designed to elicit information on the socio-economic chafacteristics of the respondents. The study was conducted in 2004. Findings - The study has attempted to delve into the socio-economic conditions of the waste and dump.pickers, the lowest segment of the informal recycling sector. The study of the status of existing alliances of formal-informal sector and the community shows that there is a lot of scope for improvement in the management of solid waste and the condition of the informal waste-recycling sector. Stronger alliances have the potential to improve the services as well as the socio-economic condition of the informal waste-recycling sector. Research limitations/implications - A very small sample size was selected for this study in the absence of any prior database pertaining to the size, socio-economic conditions of the informal waste-recycling sector. Originality/value - The paper attempts to understand the important role played by the informal sector engaged in waste recycling.
