Purpose: The purpose of this paper is to explore the approaches to education and training adopted by manufacturing organisations to identify and develop a set of learning principles for the successful transition to Industry 4.0. Design/methodology/approach: A case study of a manufacturing ecosystem in Queensland, Australia was undertaken, that included semi-structured interviews with a total sample of 22 manufacturing industry representatives, an analysis of secondary data including organisational documents and government reports, and embedded cases of two manufacturing organisations. Findings: Manufacturers successfully transitioning to Industry 4.0 are distinguished by a culture which values learning, management development to understand and lead innovation, experimental learning on the job and strong links to education and training providers through internships and upskilling pathways. These four principles inform approaches to creating tailored training solutions that respond to the unique needs of diverse manufacturing organisations. Research limitations/implications: The two case studies describe exemplary high performing companies only and not companies at earlier stages of adopting Industry 4.0. Therefore, future research could include a broader spectrum of companies across the adoption spectrum. Nevertheless, considered as a study of a total manufacturing ecosystem, there is strong alignment of views of government, industry, union and education stakeholders regarding the key factors of transition to Industry 4.0. Practical implications: There is a strong need for leaders of manufacturing organisations to enable a broad strategy of capability development beyond simple acquisition of new technologies. Detailed consideration and resourcing of on-the-job training and experimentation, talent attraction through innovation workplace cultures and strong relationships with education providers are important. Social implications: Given that Industry 4.0 technologies such as robotics and AI are now rapidly diffusing into other industry sectors, the research has broader implications for education and training for the future of work. These technologies could produce stark differences between efficiency versus innovation-oriented adoption strategies. Whilst the former could displace workers, the latter can open pathways for upskilling, product and process innovation and cross sector employment. Originality/value: Through the ecosystem level case approach, multiple stakeholder perspectives provide triangulated insights into advanced manufacturer's education, skills and training strategies, uncovering four learning principles that underpin the approach of manufacturers successfully transitioning to Industry 4.0. The findings have practical implications for policy makers and industry bodies supporting the transition to advanced manufacturing and provide manufacturing managers with insights into successful education and skill strategies that can be adapted to specific organisational needs. Purpose: Despite Australia's history as an exemplary migrant nation, there are gaps in the literature and a lack of explicit conceptualisation of either "migrants" or "migration" in the Australian historiography of schooling. The purpose of this paper is to seek out traces of migration history that nevertheless exist in the historiography, despite the apparent silences. Design/methodology/approach: Two foundational yet semi-forgotten twentieth-century historical monographs are re-interpreted to support a rethinking of the relationship between migration and settler colonialism in the history and historiography of Australian schooling. Findings: These texts, from their different school system (state/Catholic) orientations, are, it is argued, replete with accounts of migration despite their apparent gaps, if read closely. Within them, nineteenth-century British migrants are represented as essentially entitled constituents of the protonation. This is a very different framing from twentieth century histories of migrants as minority or "other". Originality/value: Instead of an academic reading practice that dismisses and simply supersedes old work, this paper proposes that fresh engagements with texts from the past can yield new insights into the connections between migration, schooling and colonialism. It argues that the historiography of Australian schooling should not simply be expanded to include or encompass the stories of "migrants" within a "minority studies" framework, although there is plenty of useful work yet to be accomplished in that area, but should be re-examined as having been about migration all along. Purpose: The purpose of this paper is to share reflections on the frontline delivery of a wrap-around secondary school re-engagement programme on compounding digital inequality during the COVID-19 lockdown. Design/methodology/approach: This paper presents a deliberative reflection on practice and policy lessons learned while negotiating the digital divide during the COVID-19 lockdown in the delivery of the yourtown education youth engagement programme. Findings: Frontline youth worker practice lessons highlight the compounding effect of digital inequality on vulnerable young people who are already disengaged or disengaging from secondary education and the necessity for a reflexive, agile and adaptable practice response, particularly during unprecedented events such as the COVID-19 pandemic. Originality/value: This paper presents a wraparound service perspective and outlines important practice lessons gained from adapting an education re-engagement programme to respond to the COVID-19 lockdown in the Greater Brisbane area, Australia. Purpose: Commencing with publications in the 1970s, the purpose of this paper is to review the historical writing about Australian and New Zealand teachers over the past 50 years. Design/methodology/approach: The paper incorporates men and women who led and taught in domestic spaces, per-school, primary, secondary and higher education. It is structured around publications in the ANZHES Journal and History of Education Review, and includes research published in other forums as appropriate. The literature review is selective rather than comprehensive. Findings: Since the 1980s, the history of New Zealand and Australian teachers has mostly focussed on women educators in an increasing array of contexts, and incorporated various theoretical perspectives over time. Purpose: The purpose of this paper is to examine the educational impulses and effects of Indigenous dialogue with the settler colonial state. Taking the Uluru Statement from the Heart, devised in May 2017 by a convention of Aboriginal and Torres Strait Islander peoples, as a starting point, and contrasting this with the 1967 Referendum campaign for constitutional reform, the paper explores the role of multiple forms and contexts of education during these processes of First Nations dialogue with the settler state. Design/methodology/approach: This paper draws on historical accounts of the 1967 Referendum and the 2017 Uluru Statement from the Heart. Findings: The paper demonstrates how education provided by the state has been used by First Nations peoples to challenge education systems and to dialogue with the settler state for Indigenous recognition and rights. It also illuminates the range of views on what education is and should be, therefore, contesting the neat and settled conceptions of education that can dominate policy discourse. Finally the historical cases show the deficiencies of settler state education through its failure to truthfully represent Australian history and its failure to acknowledge and confront the entirety of the consequences of settler colonial practices. Originality/value: This paper seeks to bring issues of education, politics and justice together to illustrate how the settler state and its institutions – specifically here, education – are part of an ongoing project of negotiation, contestation and dialogue over questions of justice. Purpose – This paper highlights the potential value of "return on investment" analysis for leadership development investment methods to better providing research informed decision regarding improving organisational outcomes. Design/methodology/approach – Working with published research on leadership dimensions with greatest impact on student outcomes, return on leadership development formula, and empirical research on Australian university-based educational leadership programmes, this paper demonstrates an illustrative example of estimating the return on leadership investment. Findings – Using an illustrative example of Australian university-based educational leadership programmes, this paper argues that methodologies for estimating the return on leadership development offers a powerful tool for making research informed decisions at the individual, organisational and systemic levels. Research limitations/implications – This paper provides the basis for substantial further work on the measures of impact of leadership preparation and development such as matters of duration of effect, instrumentations of quality, costing and causal models of effect. Practical implications – The methodology demonstrated in this paper provides a basis for individuals, organisations and school systems to make decisions regarding the resourcing, or not, of school leadership preparation and development. Purpose – This paper aims to investigate the role of an under-graduate educational leadership in introducing students to the complexity of school leadership practice. Design/methodology/approach – Theoretically informed by Bourdieuian social theory and drawing on a questionnaire with a cohort of students, the paper evaluates a course in relation to achieving its outcomes. Findings – An analysis of student responses indicates that the course did introduce students to school leadership practice and assist in the construction of a school leadership disposition. Research limitations/implications – The theoretical resources used in the paper have significant implications for how researchers conceive of school leadership practice. Therefore, this paper may be the basis of further work. Practical implications – The findings of this work have implications for teacher educators and specifically universities. From this paper, the inclusion of an educational leadership course in under-graduate programs should become more the norm rather than the exception. Originality/value – This paper has value in two unique ways. First, there has been very little work undertaken on the role of educational leadership courses in under-graduate programs and in the context of increased political attention and no formal pre-requisites for the principalship in Australia, this work is both timely and significant. Second, this paper works with a sophisticated notion of school leadership practice and its location using social theory, a perspective that is uncommon in much of the literature on educational leadership. Purpose: The purpose of this paper is to examine the relationship between education and health amongst Australian women. Design/methodology/approach: This study uses the Household, Income and Labour Dynamics in Australia data set. Spouse's education is employed as an instrument to solve the potential endogeneity of educational attainment. Findings: The results indicate that an additional year of schooling can lead to an increase in self-reported health, physical health, mental health and a reduced likelihood of having long-term health conditions. Women who are not in the labour force are likely to enjoy higher benefits of education compared to their employed counterparts. The findings also suggest that the relationship between education and health can be explained by the extent of positive health behaviours and social capital as mediators. Research limitations/implications: The conclusion from the results might be different in the case of men, reducing the generalisability of the results. Several objective health variables should be used to provide further aspects of health on which education has an impact. Practical implications: As the positive effect of education on women's health is empirically found, investment in women's education should be seriously considered and reevaluated. Originality/value: This paper focuses on Australian women which not only reduces the heterogeneity between genders but also adds to the rare number of studies on this topic in Australia. Purpose This paper was originally presented as a keynote presentation to the annual conference of the ANZHES whose theme was “knowledge skills and expertise”. The purpose of this paper is to reflect on history as a field of study in the context of changing conditions and new debates about knowledge in the twenty-first century.Design/methodology/approach The paper reviews three important lines of sociological argument about changed conditions for knowledge: the case to “bring knowledge back in” to school curriculum; the contention that knowledge in universities is moving from “mode 1” to “mode 2” forms; and arguments about testing and audit culture effects on the practices of universities and schools. It then draws on interviews with historians and history teachers to show how they think about the form of their field, its value, and the impact of the changing conditions signalled in those arguments.Findings The paper argues that some features of the discipline which have been important to history continue to be apparent but are under challenge in the conditions of education institutions today and that there is a disjunction between teachers’ views of the value of history and those evident in the public political arena.Research limitations/implications The paper draws on a major Australia Research Council funded study of “knowledge building across schooling and higher education” which focusses on issues of disciplinarity and the fields of physics and history.Originality/value The paper is intended as a new reflection on the field of value to those working as historians. Purpose: In this paper the authors seek to understand how academic conferences [re]produce deeply embedded gendered patterns of interaction and informal norms within the business disciplines. Design/methodology/approach: Drawing on Acker's (2012) established and updated theory of gendered organisations, the authors focus on the role of academic conferences in the reproduction of gendered practices in the business disciplines. The authors surveyed academics at top universities in Australia and New Zealand who had attended international conferences in their discipline area. Findings: Academic conferences in the business disciplines communicate organisational logic and act as gendered substructures that [re]produce gendered practices, through the hierarchy of conference participation. Even in disciplinary conferences with a significant proportion of women delegates, the entrenched organisational logic is manifest in the bodies that perform keynote and visible expert roles, perpetuating the notion of the "ideal academic" as male. Practical implications: The authors call for disciplinary associations to formulate an equality policy, which covers all facets of conference delivery, to which institutions must then respond in their bid to host the conference and which then forms part of the selection criteria; explicitly communicate why equality is important and what decisions the association and hosts took to address it; and develop databases of women experts to remove the most common excuse for the lack of women keynote speakers. Men, question conference hosts when asked to be a keynote speaker or panelist: Are half of the speakers women and is there diversity in the line-up? If not, provide the names of women to take your place. Originality/value: The contribution of this study is twofold. First is the focus on revealing the underlying processes that contribute to the [re]production of gender inequality at academic conferences: the "how" rather than the "what". Purpose -- The purpose of this paper is to explore the educational journey of indigenous Australians since the time of the 1788 invasion through into the modern Australian university. This exploration is intended to clarify the way in which education delivery in this country has been used to position the nation's "first peoples" within a context of centre/periphery thinking. Design/methodology/approach -- The paper established an overview of the educational service provision for indigenous Australians through a review of archival materials, historical texts and education reports. This information was then aligned with the data gathered through face-to-face interviews and focus group meetings conducted by the author in her own PhD research, to test the complementarity of the sources in terms of the indigenous experience. Findings -- The paper provides insights into the current positioning of indigenous Australians. The process of viewing the present against the backdrop of the past identified important historical landmarks that were then examined through the diversity of lens provided through interviews/ meetings with contemporary students and staff to reveal the critical impact of centre/periphery thinking on indigenous education in this country. Originality/value -- This paper provides an historical overview of indigenous Australian education that, in clarifying some of the connections and ruptures between "centre and periphery", provides valuable insights into the full diversity of the indigenous historical experience in Australian education. Purpose – This paper aims to serve as an introduction to and overview of this special issue of the Journal of Educational Administration entitled "Building organisational capacity in school education". The co-editors have solicited contributions from authors in Wales, Australia, Canada, the USA, England, Hong Kong and New Zealand. Design/methodology/approach – The paper reviews past and contemporary approaches to the issue of capacity building in education and in particular, sustainable capacity building. As well as reviewing key researchers and writers in this field, including their own work, the authors foreshadow and synthesise the other seven papers that make up this special issue. Findings – The paper contends that building capacity in schools and schooling, while no means easy, can be both understood and accomplished. However, caution needs to be exercised because hard-fought gains in capacity building and sustainability can be quickly eroded under the influence of poor leadership or extraneous changes. Practical implications – The paper serves as a framework both for the seven papers that follow and more generally for understanding and conceptualising sustainable school capacity building. Purpose This paper aims to clarify the differences between students' travel behaviours in Australia and China and the association between students' environmental attitudes and their travel behaviours in both countries.Design/methodology/approach The paper extensively reviewed most of existing literature work on commuting patterns of higher education students with referring to different studies around the world and then used it to build a theoretical framework and conceptual model to relate the travel patterns of students to built environment, personal demographics and environmental knowledge/consideration. An online survey was used with 230 students at Mawson Lakes campus of University of South Australia and Beiyangyuan campus of Tianjin University (China). Statistical tests (i.e. mean test, one-way analysis of variance, factor analysis) were used to analyse the data.Findings The study reveals that a high dependence on private vehicles amongst students at the Mawson Lakes campus, whilst a more environmentally sustainable modal choice dominated at the Beiyangyuan campus. Those who studied at Mawson Lakes campus tended to have stronger involvement in environmental activities than their counterparts at Beiyangyuan campus, which presented a clear association between environmental awareness and the travel behaviours of the sampled students.Research limitations/implications The study focussed on two respective campuses of both universities in Australia and China. Future work could be expanded with students at all campuses of two universities.Practical implications The study affirmed the value of nurturing environmental awareness for students in both universities to encourage more environmentally sustainable travel behaviours amongst students. The paper provides policy recommendations such as establishing infrastructure, and facilities for new stream of mobility included sharing bike schemes, which would be very practical due to flexibility and cost effectiveness within University campuses. The paper attempted to transfer lessons from Chinese bike friendly society to Adelaide's car dominated campus.Originality/value This study brings remarkable contributions as comparing university students' travel behaviours in two different nations. It is the first one in Australia, which links the environmental concerns among university students with their travel behaviours. The paper was successful in getting the gap between theory and practice filled to some extent. The paper has a capability to be used as an evidence-base work in the area of sustainability education. Purpose Type 2 diabetes mellitus has become a major concern of Australian healthcare providers. From rates of barely more than 1 percent in the mid-90s, diabetes is now the leading cause of morbidity in the country. To combat the growing diabetes epidemic, Western Sydney Local Health District created the Western Sydney Diabetes (WSD) initiative. One of the key components of the WSD initiative since 2014 has been joint specialist case conferencing (JSCC). The purpose of this paper is to evaluate the JSCC service including both individual- and practice-based changes.Design/methodology/approach The authors evaluated the JSCC program by conducting an analysis of patient-level data in addition to a discrete practice-level study. The study aim was to examine both the effect on individual patients and the practice, as well as acceptability of the program for both doctors and their patients. The evaluation included data collection and analysis of primary patient outcomes, as well as a survey of GPs and patients. Patient data on primary outcomes were obtained by accessing and downloading them through GP practice management software by GP practice staff.Findings The authors found significant improvements at both the patient levels, with reductions in BMI, HbA1c and blood pressure sustained at three years, and at the practice level with improvements in markers of patient management. The authors also found high acceptability of the program from both patients and GPs.Originality/value This paper provides good evidence for the use of a JSCC program to improve diabetes management in primary care through capacity building with GPs. Purpose � The purpose of this paper is to identify the relative importance of the factors that influence the overall satisfaction of real estate students and also examine the extent to which demographic backgrounds affect this. Furthermore, this paper benchmarks the satisfaction of real estate students against that of built environment students. Design/methodology/approach � The data used in this paper have been collected from the Course Experience Questionnaire (CEQ) within the Australian Graduate Survey (AGS). Dimensionality reduction was used to prepare the data about the courses identified in the AGS for analysis. This was done in order to simplify classification of real estate and built environment courses examined in this paper. Descriptive and statistical analysis methods were used to analyse student satisfaction variables and identify the extent to which demographic factors influenced overall student satisfaction. Findings � Real estate students in Australia have a relatively higher level of student satisfaction compared to built environment students overall, but built environment students have a higher level of satisfaction with regard to compulsory variables such as �Good Teaching Scale� and �Generic Skills Scale�. However, real estate students show a higher level of agreement in the Likert scale regarding the optional variables �Appropriate Assessment� and �Learning Community�, respectively. The most important factor for overall student satisfaction was the question: �the staff made it clear right from the start what they expected from the students�. The answers to this question had a Pearson correlation value of 1.000 for both real estate and built environment students. Age and mode of study also have some impact on the overall satisfaction level of both sets of students, while gender, degree class and the year the university were established are additional factors affecting the overall satisfaction of built environment students. Practical implications � This research identifies the factors that affect the satisfaction of property course students in ascending order of importance. Course directors of real estate courses can use the findings of this research to make recommendations on the redesign and redevelopment of their courses in order to make them more attractive and appealing to students to enhance student recruitment and retention. Originality/value � This is pioneering research that provides a comprehensive overview of the factors affecting student satisfaction with regard to real estate and built environment students in Australia. Purpose – The purpose of this paper is to explore Australian educators’ work with “other people’s children” (OPCs) (Delpit, 2006) from the informal education market of the 1840s to the mass education market in contemporary times. Design/methodology/approach – The paper is structured as a narrative about the expansion of the educational state and the concomitant development of technologies of inclusion and exclusion. Snapshots of various educators’ work with “OPCs” are woven into the narrative. Findings – Notwithstanding contemporary efforts to “confront educational disadvantage” and an ever increasing array of technologies with which to differentiate students, OPCs remain on the margins of Australian education. Purpose – The purpose of this paper is to explore the foundation and development of public relations education (PRE) in Australia between 1950 and 1975. Design/methodology/approach – This paper utilises Australian-held primary and official industry association material to present a detailed and revisionist history of PR education in Australia in its foundation decades. Findings – This paper, which locates Australia's first PRE initiatives in Sydney, Melbourne and Adelaide in the 1960s, contests the only published account of PR education history by Potts (1976). The orthodox account, which has been repeated uncritically by later writers, overlooks earlier initiatives, such as the Melbourne-based Public Relations Institute of Australia, whose persistence resulted in Australia's first PR course at Royal Melbourne Institute of Technology in 1964. So too, educational initiatives in Adelaide and Sydney pre-date the traditional historiography. Originality/value – A detailed literature review suggests this paper represents the only journal-length piece on the history of PRE in Australia. Purpose -- The purpose of this paper is to explore how school-based drug education programmes in Australia have sought to reduce adolescent drug use. Design/methodology/approach -- Drawing on insights from Foucault's later works and writers on governmentality, the paper considers how, through the use of various technologies, techniques and strategies, students have been encouraged to problematise their understanding of self by way of a series of choices they are required to make in relation to recreational drug use. Findings -- Drugs are positioned as a key factor in the psychic and social well-being of youths insofar as their health and personal happiness is said to depend on the decisions they make concerning their use of drugs. In the process, moral and political objectives are met as students internalise norms, values and objectives consonant with a self-disciplined, self-governing society. Practical implications -- By bringing into question school-based drug education, a space is created for further discussions around this historically controversial strategy. Social implications -- What is common to all school-based drug education programmes is that the problem is conceptualised in terms of individual and interpersonal deficiencies or inadequacies. Conceptualised thus, both the problem and the solution lay with the individual; it is the individual who must change. Originality/value -- The focus of this paper has not been on why school-based drug education is needed or how to improve it (the focus of most research on the subject), but rather on the methods employed to influence student use of recreational drugs. Purpose -- The purpose of this paper is to examine an experimental neo-Herbartian and Frobelian curriculum Work in the kindergarten: An Australian programme based on the life and customs of the Australian Black published by Martha Simpson in 1909. Design/methodology/approach -- The paper uses both primary and secondary sources to understand the context of production and reception of the settler narratives advocated for use in the curriculum. Simpson's curriculum and other primary literary texts provide case study examples. Findings -- The research found that colonial and imperial literary texts provided a departure point for learning activities, enabling the positive construction of white Australian identity and the supplantation of Aboriginal people in a post-federation kindergarten setting. Originality/value -- By considering the role of imperial and colonial narratives in post-federation experimental curriculum, this paper offers insight into the role such narratives played in the formation of Australian national identity. Purpose – Recovery approaches to healthcare are now an important feature of the mental health policies and plans of many western countries. However, there are continuing challenges to the operationalisation of these approaches. The purpose of this paper is to consider how to overcome these challenges, using insights gained from health managers and practitioners who have been involved in the process of implementation. Design/methodology/approach – The analysis is undertaken through a descriptive single-case embedded study of the implementation of Recovery into a public mental health service in Australia. The unit of analysis that features in this paper is the perceptions of the implementation of Recovery-oriented services, of health managers and practitioners. Findings – The analysis suggests that although health service managers followed many of the recommendations that can be found in the research literature to support achievement of Recovery-oriented services, there was a need to go further. For example, practitioners in the case study context were educated about the principles of Recovery and provided with new processes of clinical documentation to support their work, however these practitioners felt they were ill-equipped to address complex issues of practice, including the management of clinical risk and professional accountability issues. This raises questions about the content of the education and training provided, and also about the ongoing support provided to practitioners who work within a Recovery-oriented framework. Originality/value – The descriptive single-case embedded study of the implementation of Recovery is the first of its kind in Australia. Purpose -- By deconstructing centres and peripheries in Australian history curricula, the purpose of this paper is to establish in what ways these documents blended local, state-specific concepts of major civilisations with trans-local, and even global cultural assumptions about centre and periphery in world history. Design/methodology/approach -- The paper identifies a specific idea of centres in the 2009 Shape of the Australian Curriculum published by the National Curriculum Board. It demanded that "[s]tudents should have an appreciation of the major civilisations of Europe, Asia, Africa, America and Australia". The idea of five groups of "major civilisations" is used to frame an analysis of history curricula from Western Australia and New South Wales. Syllabi from these States are used as examples because they demonstrate oppositional positions, geographically and in their approach to history teaching. Only senior secondary syllabi exhibit a continuous development of the subject history in most Australian states and territories. Hence, the paper deconstructs history syllabi for Years 11 and 12 and discusses in what ways a discourse between centre and periphery can be identified. Findings -- The author proposes a concept of a global centre in history curricula, which is found in multifaceted expressions at the peripheries. Purpose -- The purpose of this paper is to explore the impact of the arrival of Colombo Plan Scholars in New Zealand and consider ways in which their experience helped to bridge distances between "east and west", as well as to create connections that traversed geographical and cultural boundaries. Design/methodology/approach -- It draws on contemporary newspaper articles to ascertain how public talk about the Colombo Plan programme shaped initial engagements between New Zealand and the scholarship holders. The paper then analyses archival files from the Department of External Affairs to present an overview of the university courses undertaken by Colombo plan scholars. The final section of the paper draws on oral and archival sources to examine individual encounters between former Colombo Plan scholars and New Zealanders. Findings -- The paper argues that while the public aims of the Colombo Plan focused on the containment of communism and the development of post-colonial connections in the South East Asian region, individual encounters between Colombo Plan scholars and New Zealanders played a role in changing social attitudes in what had been a deeply mono-cultural society. Purpose – The purpose of this paper is to review strategies to build capacity for school improvement in Australia. The focus is on public schools and strategies adopted for the system as a whole. Design/methodology/approach – This paper traces developments from a national perspective and makes a case for the key contemporary policy shift that has provided the platform for a new era of educational reform. Two contrasting case studies are described in order to demonstrate the pathways embarked on by a large jurisdiction, namely the State of Victoria, which has led the nation in terms of devolved decision-making for public schools, and second, a much smaller jurisdiction, the Australian Capital Territory (ACT), which is introducing a range of reforms to give public schools much greater autonomy in order to achieve improved performance. The paper concludes with a "futures" view of how strategies may continue to evolve. Shifting the language from "improvement" to "transformation" is canvassed. Findings – It is concluded that a key to success has been to align strategies among different levels of the school system: central, regional/district, school and classroom. The possibilities for moving beyond improvement to transformation are canvassed. Originality/value – The value of the paper lies in its up-to-date account of system-wide efforts to improve schools and a summary of evidence on their impact. Purpose - This paper aims to identify changes occurring within the property professions and at the same time focus on the changing structures of the tertiary education sector in Australia and how both of these will influence property/real estate education and research into the future. Design/methodology/ approach - The paper reviews a range of published international material and conference papers mostly emanating from the Pacific Rim Real Estate Society (PRRES) a formal focus for property researchers, educators and practitioners from over 15 countries. Structured interviews with leading property academics were conducted along with the authors' direct involvement with the Australian Property Institute and their National Education Board. Findings - There is a strong demand for tertiary/property real estate education, which will continue in Australia though with a likely wider base extending beyond the traditional valuation and analysis fields. However, given the significant emerging changes in the tertiary sector in Australia, certain universities will tend to focus in such specialist areas. Research limitations/implications - It would appear that this is not a widely researched area outside the PRRES group. The findings, however, are sound and have important implications for education and research in this critical economic sector. Practical implications - The findings should help better refine the academic offer and research initiatives developed by those individual universities as they seek to establish their market niche. Whilst this paper applies particularly to the Australian context, observations regarding changing demand will be of wider interest and assistance. Purpose - To investigate the extent of over-education for recently arrived tertiary educated male immigrants in order to ascertain if higher educated immigrants face assimilation hurdles in the Australian labour market. Design/methodology/approach - Using immigrant longitudinal data (LSIA), this paper uses the job analysis/objective method of defining over-education. Also, bivariate probits are used to account for selectivity into employment when studying the determinants of graduate over-education. The over, required and under-education (ORU) earnings function is utilised to find the rates of return to education investment. Findings - It is found that English speaking background (ESB) immigrants to have similar rates of over-education compared to the native born, while only Asian non-English speaking background (NESB) immigrants see a rise in over-education after tighter immigration and welfare policies were introduced. Returns to required schooling are substantial, but the penalty for excess years of schooling is large, though consistent with the stylised facts of over-education. Research limitations/implications - Short time-frame (up to five years) only allows for an investigation of initial assimilation. Originality/value - Using panel data, this paper is the first to study the initial phase of highly educated immigrant assimilation into the Australian labour market from the viewpoint of job matching rather than just employment. In many countries concerns have been expressed about the merits of educational research. This paper reports on the outcomes of a review of reviews of such research in Australia and the UK. Taken at face value, the latest round of reviews are largely critical in the UK (where they have generated much debate) and mainly favourable in Australia (where they have not). In accounting for this difference the paper suggests that it might be explained in part as a function of how the reviews were conducted. In the UK reviews have tended to begin with the research and work forward to practice whereas in Australia they have been inclined to begin with practice and work back to the research. It is suggested that policy makers, practitioners and researchers in Australia and the UK have much to learn from each other's experience, as have those in other countries planning similar reviews. Purpose: The purpose of this paper is to consider historical shifts in the mobilisation of the concept of radical in relation to Australian schooling. Design/methodology/approach: Two texts composed at two distinct points in a 40-year period in Australia relating to radicalism and education are strategically juxtaposed. These texts are: the first issue of the Radical Education Dossier (RED, 1976), and the Attorney General Department's publication Preventing Violent Extremism and Radicalisation in Australia (PVERA, 2015). The analysis of the term radical in these texts is influenced by Raymond Williams's examination of particular keywords in their historical and contemporary contexts. Findings: Across these two texts, radical is deployed as adjective for a process of interrogating structured inequalities of the economy and employment, and as individualised noun attached to the "vulnerable" young person. Social implications: Reading the first issue of RED alongside the PVERA text suggests the consequences of the reconstitution of the role of schools, teachers and the re-positioning of certain young people as "vulnerable". The juxtaposition of these two texts surfaces contemporary patterns of the therapeutisation of political concerns. Women find it difficult to achieve promotion into senior administration positions in education systems throughout the Western world. This paper reports on interviews with 23 women who are employed by Education Queensland (Australia). These women, who were all participants in a Women in Management course offered by the Queensland University of Technology, have been successful in being promoted into administrative positions in schools and school support centres. The focus of the paper is on why these women have gone for promotion and the successful strategies that they employed to achieve promotion. These strategies included “putting runs on the board”, being persistent, networking, managing in their own way and accessing appropriate professional development. The paper concludes with the warning that the culture of the central bureaucracy, however, is perceived as overwhelmingly male and this acts as a significant barrier to further career progress. Purpose -- The purpose of this paper is to inform education of non-mental health professionals who provide care to people with severemental illness; to describe dentistry students' knowledge and views aboutmental illness, including willingness to engage in various social situations with a person hospitalised for mental illness; and to assess and understand the impact of a targeted lecture on views and attitudes. Design/methodology/approach -- The paper employed mixed methods to examine dental students' knowledge and views about mental disorder before and after a seminar covering mental disorder, disadvantage and oral health. Findings from a bespoke questionnaire administered to third-year dental students were triangulated with qualitative data gathered in interviews with a subsample. Findings -- Students understood mental disorder broadly, employing diverse causal models. Although knowledge was typically grounded in media stereotypes, attitudes were benevolent and most students reported willingness to provide dental care to affected individuals. The seminar, especially the consumer delivered section, was valued and associated with increased appreciation of the impact of mental disorder on oral health and need for assertive action to promote access to care. However, students reported being reluctant to disclose their own mental health problems for fear of being considered a professional or personal failure. A minority knew how to seek support if a friend talked of suicide. Research limitations/implications -- This study highlights the need for further investigation of the knowledge and attitudes of dentistry students pertinent to provision of care to people with mental illness and to examine the links between attitudes and practice. The paper also provides a useful foundation for development of brief educational interventions, particularly the value in integrating the service user perspective, and their evaluation. Research should also examine the impact of mental health education on practice. Practical implications -- A single inexpensive educational session, such as the one the paper developed may support reconsideration of often unconscious views of mental illness which might affect practice. Social implications -- If people with mental illness are to receive equitable access to health care, non-mental health professionals should be supported to develop knowledge and attitudes which are conducive to inclusive treatment. An education session such as this could be helpful. Purpose Introductory anatomy and physiology provide a core knowledge base to students within clinical health science courses. Increased student numbers, as well as reduced access to laboratory-based cadaveric resources, have created a need for enhanced learning approaches to support learning. The streamlining of courses has also resulted in the need to effectively engage course sub-groups within large units. The purpose of this paper is to utilize the eLearning activities to investigate engagement and satisfaction levels within students undertaking an anatomy and physiology unit.Design/methodology/approach A total of 19 formative quizzes were made available to students. Online practical anatomy laboratories covered anatomical content, and physiology quizzes covered physiological content. Student engagement was compared using frequency analysis across students studying varying courses. Satisfaction was determined by analyzing student's feedback using frequency analysis.Findings Students accessed the learning activities 29,898 times over semester, with the peak access (37 percent) prior to the closed book exams. The resources were utilized primarily as an exam preparation tool rather than consistently throughout semester. Out of the various courses, the Paramedicine, Physiotherapy and Podiatry students were the most engaged, with the highest percent of "engaged/highly engaged" students. Students from various courses shared very similar views of the perceived benefit of the eLearning activities.Practical implications These results indicated a difference in engagement levels between the students of various course sub-groups, and therefore suggests that the development of course-specific eLearning activities is necessary in large, streamlined units to achieve a more focused approach to support students' learning, engagement and success, so that positive and beneficial learning experiences are ensured for all students.Originality/value These results suggest that in the future, development of eLearning activities is necessary to achieve a more focused approach to support students' learning, engagement and success, so that positive and beneficial learning experiences are ensured for all. Purpose – The purpose of this paper is to compare the use of blended learning in property education courses in different countries. The rationale for this study is to fill the research gap in this area. The focus of previous research on blended learning has been on individual countries only, and there is yet to appear any research on a cross-country comparison. The purpose of this study is to identity the differences as well as the good practices using blended learning as a delivery approach in different countries As a result, individual countries can learn experience from another country. It is expected academics interested in using blended learning as a delivery approach will benefit from the research findings of this paper, through gaining an understanding of the advantages and challenges of using blended learning in different countries. Design/methodology/approach – This paper presents the research findings of questionnaire surveys and interviews with academics teaching property courses in Australia and the UK. The questionnaire aimed to gather academics’ views on blended learning, their reasons for using blended learning as a teaching method, their design of blended learning courses and the support they provide to students on dealing with web technology. The aim of the interviews was to gain deeper insight into the successful factors and challenges in the use of blended learning. In total, 16 interviews were conducted. The interviews were recorded, transcribed and coded to identify similar themes. Content analysis was used as a method to analyse the interview data. The frequency of the answer in the questionnaire and comments from interviewees is presented. Findings – The Australian and UK property academics have similar views on many aspects of blended learning. Their definitions of blended learning are similar as their reasons to use it as a teaching method. The commonly used teaching and learning activities in their blended learning courses in both countries are, again, similar, such as the use of lectures, case studies and guest lecturers. On the other hand, the academics in the two countries face different challenges. A challenge faced by the Australian property academics is to deliver online courses to students who have limited internet downloading capacity and broadband width. Australia is a very large country and has more regional and remote areas. Another challenge faced by the Australian academics is keeping up with the constant introduction of new teaching and learning technology by their universities. On the other hand, the UK academics faced a different challenge, which was to sufficiently engage and encourage students to contribute in online Discussion Boards. The finding is possibly because the UK study was conducted two years prior to the Australian study and the idea of online discussions was relatively new to students at the time. The conclusion drawn from this research is that “time” and the size of the country influence the use of blended learning. Purpose - The purpose of this paper is to explore the suggestive possibilities of an approach to undergraduate English teacher education that the author has called the 3D Approach - Develop professional knowledge, Display professional knowledge, Disseminate professional knowledge - in relation to a number of groups of first year pre-service teachers (PSTs) engaging the teaching and learning materials of their English education course. Design/methodology/approach - The paper examines ways in which this approach has been assessed by the PSTs themselves, constructing this as an expression of their lived experience as PSTs. The author draws on Vygotsky's concept of the Zone of Proximal Development, initiates a systematic and orchestrated program of explicit scaffolding of first year PST learning and draws on University-generated student assessment of their courses, focus groups and individual interviews to investigate ways in which the 3D approach may be considered as enhancing first year PST learning. Findings - PSTs' own informed evaluations of their own developing knowledge have made visible the teaching and learning that they have engaged and articulated. What the author outlines in this paper is not a "Eureka" moment for first year PSTs, but it is the result of careful scholarly considerations of what careful scholarly considerations by first years in Education courses may engage. For this cohort of PSTs, and for the author, it is a particular form of engagement with pedagogy. It is a pedagogy for teachers, part of active engagement on the part of the teacher and the learner, producing knowledge together. Research limitations/implications - Lack of generalisability from case study research may be considered as a limitation, but the author would argue that it is the details thrown up for careful examination in a case study which may serve to inform professional discussion and debate. Practical implications - Negative press of inadequate teachers emerging from universities, with their specious claims will not progress reasoned discussion; research on how the PSTs are themselves taught and how they develop as professionals will. PSTs' own informed evaluations of their own developing knowledge will go some way towards enabling this to happen. This sort of research opens up possibilities for starting with the right sort of questions, a shift from asking the wrong sort of questions, which the author would argue is that sort on which the media are basing their opinion pieces. Social implications - Continuing public discussions, usually conducted in and by the media, about teacher quality, particularly as this tends to be tied to notions of teacher pay, indicates a wider social concern about the need for quality teachers. This sort of social concern is also a major concern for teacher educators, and is to be addressed as such. This paper addresses some of those concerns. Originality/value - The paper engages issues about teacher education raised publicly in the media and ties these to the more private domain of university practice in a given teacher education course. Purpose -- To most minds libraries exist at the periphery of debates over education and educational reform. However, the purpose of this paper is to demonstrate how, in 1910, the Melbourne Public Library (now the State Library of Victoria) was central, rather than peripheral, to a conflict which focussed on the role of the library in education and how the library and its collection could best be organised to meet this purpose. It will be argued that libraries and the way they are organised act as indices of the dominant views about education and can be seen as social and educational artefacts. As artefacts they encapsulate community beliefs about how learning could best occur at a given time and what knowledge was esteemed, made available and to whom. Design/methodology/approach -- To illustrate this point of view and illuminate the broader issues, this paper will use a particular set of events and a particular group of protagonists in Australian history as a case study. Findings -- This case study illuminates conflicting ideas about the place of libraries and the organisation of their collections in early twentieth-century society and demonstrates how these ideas continued to have an impact on the place of libraries in educational reform agendas in Australia in the following decades. Social implications -- The argument reported as "the disaffection in the library" was both philosophical and practical and illuminated ongoing debates surrounding the place of the library in education. The outcome influenced the shape and place of libraries in Australia and demonstrates broader concerns at work in Federation Australia. Originality/value -- The paper casts a new light on the relationship between libraries and education and the place of libraries in the educational process. Purpose There has been very little empirical research for the need to identify the importance of an inclusive territory of commonality for “invisible” students with disabilities in Australian education testing, such as the National Assessment Program-Literacy and Numeracy (NAPLAN). The paper aims to discuss this issue.Design/methodology/approach The research methodology used a cross-sectional mixed methods, deductive quantitative, an inductive qualitative, functionalist perspective and interpretivist perspective from internet secondary data analysis. This was undertaken to investigate the government functionalist macrosociology of Australian education to the detriment of the microsociology debate of students with disabilities, for inclusive education and social justice.Findings This finding showed vastly underestimated numbers of students with disabilities in Australian schools experienced through “gatekeeping”, non-participation in NAPLAN testing and choices of schools, resulting in poor educational outcomes and work-readiness.Social implications The research findings showed that functionalism of Australian education is threatening not only social order, well-being and resilience of an innovative Australian economy through welfare dependency; but also depriving people with disabilities of social equality and empowerment against poverty brought about by a lack of education and of the human right to do a decent job.Originality/value The study provided a critical evaluation of the weaknesses of government functionalism; specifically the relationship between the dualism of macro and micro perspectives, which promotes the existence of “invisible” students with disabilities in education, despite government legislation purporting an inclusive education for all students. Purpose - The purpose of this paper is to describe the development and experience of the Mental Health Professionals' Network (MHPN) in building and supporting a national interdisciplinary professional development platform in community mental health to enhance practitioner response to the needs of consumers. Design/methodology/approach - The key components of the MHPN model are described highlighting effective ways of engaging practitioners and supporting interdisciplinary practice. The MHPN has two key programs - Face-to-Face Interdisciplinary Practitioner Networks and an Online Professional Development Program. Findings - The MHPN model has had significant uptake in communities across Australia and continues to grow. Practitioners report positive outcomes in engaging with other practitioners, improving their professional knowledge and having gained increased confidence in the provision of mental health care to patients. Practical implications - The progress and learnings to date offer some useful insights that can be applied to other settings to support integrated care for patients with mental health problems through enhancing collaborative care among practitioners at the primary care level. Originality/value - MHPN is a unique, national, successful platform delivering opportunities for interdisciplinary professional development in the primary mental health sector. Purpose The purpose of this paper is to provide an analysis of specific learning outcomes in an undergraduate commerce degree in a large research-intensive university in Australia.Design/methodology/approach It uses data collected from assurance of learning activities as part of Association to Advance Collegiate Schools of Business accreditation. A total of 267 assessments were marked using nine different rubrics in nine different subjects. It assessed six learning outcomes.Findings Results indicate that a number of skills deficits exist among commerce students’ application of mathematical tools, analysis of business issues or problems, demonstration and application of theories, models or concepts, describing alternative methods of analysis, and generating supported conclusions or solutions, and analysing the research of others. These findings tell us that there are a number of higher order thinking skills that students need to develop when they pursue a commerce degree. It also creates a challenge for universities to foster an environment where these skills are developed in the curriculum.Practical implications The wider implications to higher education include a reconsideration of the purpose of the commerce degree, the importance of feedback from various stakeholders (e.g. alumni, employers) to inform the commerce curriculum, and the range of learning experiences that develop these skills. More importantly, this study has identified specific skills deficits across the broad generic skills embedded in the commerce degree. It can assist academic staff and program managers in planning for future curriculum improvements as they see fit in the context of their own commerce programs.Originality/value This is a novel contribution in that it provides specific assessment of skills deficits in business undergraduate education. Purpose - The purpose of this paper is to present findings of an enquiry into the use and experience of information, in learning to become an ambulance officer. The paper aims to explore how the information environment is constituted for novice and experience practitioners. The paper also aims to consider what type of information is considered important by novice and experienced practitioners in learning about practice and profession. Design/methodology/approach - The study is approached from an information literacy (IL) perspective, where IL is viewed as the catalyst for learning about work and professional practice. It draws on constructivist-influenced grounded theory method to explore how an IL experience is constituted for the worker. Findings - Three modalities of information which inform practice are described. IL is illustrated as more than just an experience with text or skills-based literacy. It is viewed as socio-cultural practice which is shaped by discourse. Research limitations/implications - The research was limited to an in-depth exploration of one professional group in one geographic location. Practical implications - The study highlights the value of an IL approach to understanding how information is experienced in a workplace context. Purpose - Online education has been growing rapidly, but has not had the benefit of the extensive teaching pedagogy development of traditional face-to-face teaching. This paper aims to provide a review of the current literature and present the results of a survey, conducted to determine the effectiveness of a graduate online subject. Design/methodology/approach - The literature was reviewed to identify measures of success and quality in online education delivery. These measures were then considered in relation to their application in practice via a case study based around a survey conducted at Deakin University in Australia. Findings - A total of 16 relevant measures of teaching quality were identified in the literature. Most measures had elements of bias and some were more generally applicable to online learning. The case study suggested that the value of computer mediated learning in an online environment was limited and that a combination of print and computer mediated conferencing performed better in more of the identified quality matrices. Practical implications - Online learning does not save teaching resources if standards of quality are maintained. It can be used to provide a remote teaching facility, provided it is backed up by resources such as printed study guides. For the subject evaluated, online mediated learning did not the provide the same quality of education. Originality/value - Whilst some research has been conducted in this area, no substantive grounded theory has been applied to postgraduate or fee-paying online education regimes. Purpose The purpose of this paper is to explore how universities attempt to balance meeting their traditional mission of education, research and community engagement while remaining economically sustainable.Design/methodology/approach A survey was conducted in 2014 of university executives and found that universities in Australia are rapidly transitioning from public supported institutions to an organizational form much more like social enterprise, with all of the organizational, marketing and ethical ramifications.Findings Australian universities were found to be focused on maintaining financial viability and that the most significant source of future revenue for Australian universities is perceived to be from international students.Originality/value The findings have tremendous public policy and ethical implications – suggesting a shift in the classification of university education from what was generally considered a public good to what is increasingly perceived as a private good in the contemporary market place, with the increasing importance of international students. Purpose There is an acknowledged need to advance the supply chain management (SCM) learning agenda, with an emphasis on integration. This paper discuss an Australian university–industry collaboration aimed at accelerating SCM learning and offers some insight into models for building a forward-looking SCM.Design/methodology/approach The research is an exploratory case study of the industry–university collaboration, using grounded theory procedures. The primary data involved 25 interviews with key participants from the university and industry partners, and from the first cohort of students in the undergraduate program developed within the collaboration.Findings A theoretical framework for accelerating SCM learning was developed from the case study data; it comprises six constructs that influence, at strategic and operational levels, the acceleration of SCM learning. Four cross-construct concepts from the framework that form the cornerstones of accelerated learning are discussed in some detail.Research limitations/implications The framework facilitates an examination of successes and shortfalls in the case study collaboration and generates a deeper understanding of critical elements for progressing the SCM learning agenda, and expanding SCM education. As with all qualitative research, the results may not be generalisable; testing the relevance and usefulness of the framework with the field will be an important next step.Practical implications As the framework identifies conditions, characteristics and capacities of organisations and individuals that support the acceleration of SCM learning, it can provide assistance in designing future university–industry collaborations for advancing SCM learning.Originality/value The framework identifies critical success factors for alliances and partnerships aimed at accelerating learning in an emerging body of knowledge such as SCM. Purpose – This paper aims to test the need in the Australian higher education (HE) sector for a national network for the peer review of assessment in response to the proposed HE standards framework and propose a sector-wide framework for calibrating and assuring achievement standards, both within and across disciplines, through the establishment of a peer review of assessment network (PRAN). Design/methodology/approach – This study used a “proof of concept”approach to test the need for a national network, using consultations (n = 67) which included teleconference meetings [39], face-to-face meetings [2], Skype [1], presentations [19], state-based workshops [6] and a national forum. Quantitative data from evaluation surveys from state-based workshops and national forum were computer-analysed to generate descriptive statistics. Qualitative data arising from open-ended questionnaire responses were analysed through progressive categorisation and data coding designed to identify and refine data themes. Findings – In all, 63 per cent of participants to the state-based workshops were satisfied with the workshop content. A further 29 per cent reported a high level of satisfaction. The interactive group discussions fostered a collaborative approach and facilitated engagement with the workshop content. A total of 58 per cent of participants to the national forum were satisfied with the forum, with a further 40 per cent reporting a high level of satisfaction. Participants indicated that presentation content was informative and covered a diverse range of topics and viewpoints highly relevant to the current clime across the HE sector. Practical implications – Many participants strongly supported the establishment of a national PRAN, with overwhelming support (88 per cent) for the forum to be made an annual event. Originality/value – This study contributes to existing literature and provides further evidence for the value of networks in the peer review of assessment to support academics in professional learning and calibration exercises. Purpose -- Guthrie Wilson (1914-1984) was one example of the trend of migration of teachers from New Zealand public schools to Australian private schools. The purpose of this paper is to explore this particular case with a view to revealing some of the dynamics involved and challenges facing certain types of Australasian schools in the 1950s and 1960s. Design/methodology/approach -- This article is essentially founded on empirical historical research and on analysis of data from published and archival sources and from interviews with participants and observers. It is placed in the context of the literature on both educational change in Australasia and trans-Tasman migration at the time. Findings -- Although Guthrie Wilson craved recognition as a novelist, he excelled as a school Principal, partly because he seemed to fit certain notions of education, leadership and manhood which suited the Council of The Scots College Sydney. In the 1960s, the Council wanted to maintain traditions which appeared to have been weakened by Wilson's progressive predecessor and challenged by social change. Though he fulfilled the Council's expectations, Wilson also proved to be a mediator between traditional and progressive education. Thus, Wilson could be both an honourable representative of the "Old School" and modestly progressive. Originality/value -- Biographical studies can reveal unsuspected patterns as well as challenge casual generalizations. Images of schools and of their leadership, held by both contemporaries and later observers, can prove to be subtly misleading on closer inspection. In particular, the article confronts a number of school myths which affect not only the schools involved but all schools, mutatis mutandis. [ABSTRACT FROM AUTHOR]

Purpose – Mental health workforce development is crucial to successful mental health care reform. A postgraduate programme was developed in 2008 at Griffith University, Australia, to address this need. The programme was developed with an interprofessional focus and in an online format to ensure access for people with work or other commitments or living in rural and remote areas. This paper aims to describe the programme and outcomes of the evaluation. Design/methodology/approach – The research involved mixed methods using semi-structured interviews, brief sturctured interviews and a survey to allow triangulation of data. Ten people (two graduates and eight external key informants) were interviewed, 21 students who had withdrawn participated in a brief telephone interview and 20 current students completed the survey. Findings – Overall the programme was viewed as providing a relevant contemporary qualification for the mental health sector. The online delivery offered flexibility, the interdisciplinary approach to learning was appreciated and the work-based placements were highly valued. Mixed teaching-learning modes employing a combination of online and supervised work-based experience most effectively facilitated consolidation of knowledge in graduates. Enrolling students from a range of disciplines facilitates interdisciplinary learning, enhancing students' ability to understand other health professional's perspectives and work more effectively as a team. Originality/value – Mental health tertiary programmes need to have a clear focus and understanding of the workforce needs, include work based learning experiences and address discipline specific as well as interdisciplinary learning needs to ensure students are work-ready on graduation. Purpose – This paper seeks to report the outcomes of a survey of LIS students undertaken in Slovenia and Australia on their experience of work placements and the benefits this can bring for enhancing their personal portfolios. Design/methodology/approach – Students were asked to complete a survey prior to undertaking their placement which sought to determine their expectations as to the usefulness and relevance of the placement in enhancing their portfolios and subsequent career prospects. After undertaking their placement, students completed a second survey as to how well the experience fitted with their expectations and its benefits for their portfolios and professional ambitions. Findings – This research confirmed what has generally been reported elsewhere – that placements provide a highly relevant educational experience that is appreciated by students and that generally lives up to their expectations. The fact that there are few substantial differences between the two student cohorts suggests that the findings from this research are an accurate picture of the situation for LIS students more generally. The positive view of the placement and the belief in its role in LIS education is further strengthened by this study. Originality/value – The outcomes from this research will help to inform the nature of the work placement experience – where it fits with expectations and where it does not – and how useful the activity is in giving breadth and depth to a student's portfolio in order to increase its value as a tool when seeking employment. The research has also an important comparative dimension, comparing two geographically distant countries with similar approaches to LIS education, and their experience in using e-portfolios in placements as the part of preparation of students for their future professional careers.
