Purpose: Despite a significant evidence base illustrating the issue of housing insecurity and homelessness experienced by women over the age of 55 in Australia [Pawson et al., 2018; Australian Institute of Health and Welfare (AIHW), 2021b; Mission Australia 2022; Per Capita 2022], there continues to be a knowledge gap in the representation of older women in current Federal and New South Wales (NSW) State Government housing and homelessness policies and initiatives. This paper aims to identify the extent and ways in which older women were represented (or not represented) in the Federal and NSW State housing and homelessness policies in 2022. Design/methodology/approach: Of the total primary and supplementary Federal and NSW State policy and strategy documents, 16 were collected through a systematic review and then analysed using a Critical Discourse Analysis (CDA) framework and feminist lens to explore quotes, phrases, keywords and language choices which suggested prevalent themes, rhetorical devices and dominant discourses. Findings: Three significant themes were identified by the analysis (1) "relinquished responsibility", (2) "inconsistent rhetoric" and (3) "homogenising and ideological cherry picking". These themes presented the authors with three main discussion points to inform policy reform which we have addressed in relation to policy implications, evidence-based policy decision-making and impacts on older women. Purpose: This paper aims to: first, it studies expert opinions about the future of clean, decentralized energy technology in Australia; second, develop an interpretive and participatory foresighting methodology for a forthcoming study. Design/methodology/approach: This paper reports a forecasting study about the future of clean energy. Driven mostly by economics and changing carbon policies, the energy sector is currently moving from fossil fuels to a variety of cleaner technologies. Energy experts have several incommensurate interpretations of how this change will happen. This paper describes the first phase of an ongoing study that foresight clean energy futures in Australia. By building on a participatory method in a scientific expert community, it describes the path from technological presumptions into four parallel yet interconnected scenarios. The paper also explores the social drivers behind these scenarios. Findings: First, energy experts in Australia classify futures into four main scenarios: abundant, where energy will be mostly produced by solar cells; traded, where the future of energy lies in virtual power plants and microgrids; circular, which targets Australia's NetZero goals through biomaterials, carbon capture and new powerful; secure, which secures the country's energy supply through coal and nuclear energy. Second, they locate policy as the most important form of wildcards. The policy is multilayered from local to US politics and falls outside the scope of forecasting. Research limitations/implications: The most important limitations of the study are: first, its reliance on scientific and technological experts, which guarantees its scientific validity but may underrepresent the social drivers of energy; second, this study is a methodological pilot of a larger study that will target industrial, commercial and local drivers; third, its focus on Australia, where politics, the size of the country and climate shape the uptake of clean energy in specific ways, most notably in the case of rapid uptake of solar energy. Practical implications: The main practical implications of the paper are its broad focus on clean energy futures and its participatory foresighting approach, which can be repeated in other studies. Social implications: The main social implication of the study is that it clearly shows that a technological perspective is necessary but not sufficient in understanding the future of clean energy. The paper also shows that local drivers importantly mold the future and should be taken into account in future studies and policy. Originality/value: This paper makes two contributions. First, it organizes several technologies into four scenarios that clarify Australia's clean energy futures better than a piecemeal study would do. Second, it developed and piloted an interpretive participatory methodology for studying futures by building on references from design research. This methodology will be used in subsequent studies. Purpose: There are many pragmatic challenges and complex interactions in the reduction of systemic disaster risk. No single agency has the mandate, authority, legitimacy or resources to fully address the deeper socio-economic, cultural, regulatory or political forces that often drive the creation and transfer of risk. National leadership and co-ordination are key enablers. This paper shares Australia's progress in building an enabling environment for systemic disaster risk reduction, and specifically how a change in thinking and resolve to work differently is beginning to shape nation-wide reforms and national programs of work. Design/methodology/approach: The project and program of work adopted an inclusive, collaborative, co-design and co-production approach, working with diverse groups to create new knowledge, build trust, ongoing learning and collective ownership and action. Values- and systems-based approaches, and ethical leadership were core aspects of the approach. Findings: Co-creating a more comprehensive and shared understanding of systemic disaster risk, particularly the values at risk and tensions and trade-offs associated with the choices about how people prevent or respond, has contributed to a growing shift in the way disasters are conceptualised. New narratives about disasters as "unnatural" and the need for shared responsibilities are shaping dialogue spaces and policy frameworks. The authors' experience and ongoing learning acknowledge pragmatic challenges while also providing evidence-based ideas and guidance for more systems and transformative styles and competencies of leadership that are needed for convening in contested and complex environments. Practical implications: This work built networks, competencies and generated ongoing momentum and learning. The lessons, evidence and reports from the work continue to be accessed and influential in research, emergency management and disaster mitigation practices (e.g. engagement, communications, training) and policy. Most significantly, the National Disaster Risk Reduction Framework provides the basis, justification and guidance for the nation's policy reform agenda around disaster risk reduction and is catalysing national efforts in developing a national action plan and systemic measurement, evaluation and learning to ensure the realisation of disaster risk reduction priorities. Originality/value: A practical example is offered of a nation actively learning to navigate the governance challenges and implement strategies to address the reduction of complex, systemic risks. Purpose: This study provides a country-specific and sector-wide study of campus sustainability. Campus sustainability is a key consideration for the higher education (HEI) sector, and campus sustainability officers and managers manage its reporting and planning. Global and country-specific studies to date have focussed on individual organisation narratives, interviews with faculty and management and content analysis of reports and plans. Findings show wide divergence on scope and scale of formalised planning and reporting, few references to sustainability officers and managers' perspectives and limited reference to organisational theory to explain tactics and strategies adopted. As a result, there are a few country-specific and sector-wide studies. The purpose of this paper is to address the scarcity of country-specific and sector-wide studies into campus sustainability practices in HEI by combining qualitative and quantitative analysis. Design/methodology/approach: The authors provide the first sector-wide overview of formal campus sustainability commitments for the Australian public sector HEI (n = 41) in terms of several key indicators – plans, reports and other indicators. Second, the authors use reflexive thematic analysis of interviews (n = 21) with current and former sustainability officers and managers to examine sector organisational reasons for such variation. Third, the authors analyse HEI sector isomorphism and divergence on planning and reporting of campus sustainability from the perspective of institutional theory of organisations. Findings: This study finds some convergence on the need for plans, reporting and other engagement elements, albeit without any sector-wide standards being followed. The authors observe a trend towards carbon-neutral (CN) declarations before 2030 although with nuances on emissions scope and increasing inclusion of renewable energy. Interviews identify a range of strategies and tactics adopted for campus sustainability relative to internal and external organisational pressures. Overall, the sector still exhibits weak institutionalisation of sustainability. Research limitations/implications: This study interviews a specific and limited cohort (n = 21) and presents an overview of sector reporting, planning and target setting although not a detailed content analysis. Other interview cohorts may have different views on the strategic and tactical purposes of reporting practices, and more in-depth analysis of formal plans and reports should be conducted in the future. Practical implications: This study concludes that the Australian HEI sector should consider greater public transparency of its data and reporting actions. Common standards and a benchmarking platform for the sector would improve overall engagement with all internal and external stakeholders. At present, the HEI sector's message to its key internal and external stakeholders is mixed and needs to change towards a more in-depth institutionalisation of sustainability on campus. Originality/value: Particular insights are the value of organisational strategies and tactics as an interpretive framework for HEI campus sustainability and how interviewees attribute sector competitors and self-different motives and tactics. Purpose: The purpose of this paper is to provide a commentary on the article "Participation of Learning Disabled People in the Parliamentary Election of 2019 in the United Kingdom". Design/methodology/approach: Personal experience of advocating in Australia for the rights of people with learning disabilities to vote and to receive the necessary support to do so. Findings: People with learning disabilities have persistently been excluded from political participation. This is an abuse of their human rights. Originality/value: There are many barriers to the political participation of people with learning disabilities, and advocacy on a number of fronts will be necessary to achieve change. Purpose Co-existing health conditions and frequent hospital usage are pervasive in homeless populations. Without a home to be discharged to, appropriate discharge care and treatment compliance are difficult. The Medical Respite Centre (MRC) model has gained traction in the USA, but other international examples are scant. The purpose of this paper is to address this void, presenting findings from an evaluation of The Cottage, a small short-stay respite facility for people experiencing homelessness attached to an inner-city hospital in Melbourne, Australia.Design/methodology/approach This mixed methods study uses case studies, qualitative interview data and hospital administrative data for clients admitted to The Cottage in 2015. Hospital inpatient admissions and emergency department presentations were compared for the 12-month period pre- and post-The Cottage.Findings Clients had multiple health conditions, often compounded by social isolation and homelessness or precarious housing. Qualitative data and case studies illustrate how The Cottage couples medical care and support in a home-like environment. The average stay was 8.8 days. There was a 7 per cent reduction in the number of unplanned inpatient days in the 12-months post support.Research limitations/implications The paper has some limitations including small sample size, data from one hospital only and lack of information on other services accessed by clients (e.g. housing support) limit attribution of causality.Social implications MRCs provide a safe environment for individuals to recuperate at a much lower cost than inpatient admissions.Originality/value There is limited evidence on the MRC model of care outside of the USA, and the findings demonstrate the benefits of even shorter-term respite post-discharge for people who are homeless. Purpose The purpose of this paper is to examine the relationship between aged care employees' perceived job quality and intention to stay in current aged care facilities, mediated by work-life interference.Design/methodology/approach This paper uses the nationally representative employee–employer matched data from the 2012 National Aged Care Workforce Census and Survey in Australia. It applies the theoretical lens of the Job Characteristics Model and a mediation analytical model that controls for a rich set of employee, employer and regional characteristics.Findings This paper finds that higher perceived job quality positively correlates with greater intention to stay and that work-life interference mediates the relationship between perceived job quality and intention to stay.Research limitations/implications This paper cannot make inference about causal relationship. Future studies on the aged care workforce should collect longitudinal data so that time-invariant unobservables can be eliminated in econometric modelling.Practical implications Efforts by the aged care sector to design quality jobs are likely to have significant positive correlation with the intention to stay, not only because employees are less likely to leave higher quality jobs per se, but also because higher quality jobs interfere less in the family lives of aged care workers, which itself is associated with greater intention to stay.Originality/value The results add to a small literature that has investigated how work-family variables can mediate between interventions that organisations put in place to improve work-life balance, and employee outcomes. Purpose To present the continuation of a case study by Beck et al. (2017) on an Australian bank (CBD) during the period 2004–2013 by examining whether integrated reporting affects relational capital and helps to repair an organisations' reputation. Both studies examine how a bank rocked by a major scandal in 2004 has attempted to repair its legitimacy through integrated reporting (). The paper aims to discuss these issue.Design/methodology/approach This study is a post facto analysis based on the original research from Beck et al. (2017). The research process involved a case study approach with an analysis framed by impression management theory to investigate whether the information in CBD's integrated reports is consistent with other information available to investors.Findings The authors find there is a gap between what CBD discloses in its integrated reports and what is publicly available in other media. CBD's talk and actions are not aligned, and that asymmetry translates into a decline of trust in CBD. The bank's integrated reports reveal how management discloses or withholds information to protect their own interests and at their own discretion. These conclusions indicate that the integrated reporting paradigm is being co-opted by IM strategies to improve legitimacy through trust, reputation and social capital.Research limitations/implications Future research needs to reach beyond the organisational boundaries and understand if adds value for society, or is just a new form of multicapitalism, being an ideology to help the rich become richer? The answers are important if we ever hope to see misconduct disappear from our corporations and for company reports to become documents bearing truth and not espouse rhetoric based on organisational hypocrisy.Originality/value The paper adds to the growing body of research investigating in practice to understand the impact of and whether it is a new and useful reporting tool or just another management fashion. Purpose This paper aims to clarify the differences between students' travel behaviours in Australia and China and the association between students' environmental attitudes and their travel behaviours in both countries.Design/methodology/approach The paper extensively reviewed most of existing literature work on commuting patterns of higher education students with referring to different studies around the world and then used it to build a theoretical framework and conceptual model to relate the travel patterns of students to built environment, personal demographics and environmental knowledge/consideration. An online survey was used with 230 students at Mawson Lakes campus of University of South Australia and Beiyangyuan campus of Tianjin University (China). Statistical tests (i.e. mean test, one-way analysis of variance, factor analysis) were used to analyse the data.Findings The study reveals that a high dependence on private vehicles amongst students at the Mawson Lakes campus, whilst a more environmentally sustainable modal choice dominated at the Beiyangyuan campus. Those who studied at Mawson Lakes campus tended to have stronger involvement in environmental activities than their counterparts at Beiyangyuan campus, which presented a clear association between environmental awareness and the travel behaviours of the sampled students.Research limitations/implications The study focussed on two respective campuses of both universities in Australia and China. Future work could be expanded with students at all campuses of two universities.Practical implications The study affirmed the value of nurturing environmental awareness for students in both universities to encourage more environmentally sustainable travel behaviours amongst students. The paper provides policy recommendations such as establishing infrastructure, and facilities for new stream of mobility included sharing bike schemes, which would be very practical due to flexibility and cost effectiveness within University campuses. The paper attempted to transfer lessons from Chinese bike friendly society to Adelaide's car dominated campus.Originality/value This study brings remarkable contributions as comparing university students' travel behaviours in two different nations. It is the first one in Australia, which links the environmental concerns among university students with their travel behaviours. Purpose As libraries are required to become more accountable and demonstrate that they are meeting performance metrics, an assessment website can be a means for providing data for evidence-based decision making and an important indicator of how a library interacts with its constituents. The purpose of this paper is to share the results of a review of websites of academic libraries from four countries, including the UK, Canada, Australia and the USA.Design/methodology/approach The academic library websites included in the sample were selected from the Canadian Association of Research Libraries, Research Libraries of the United Kingdom, Council of Australian University Libraries, Historically Black College & Universities Library Alliance, Association of Research Libraries and American Indian Higher Education Consortium. The websites were evaluated according to the absence or presence of nine predetermined characteristics related to assessment.Findings It was discovered that “one size does not fit all” and found several innovative ways institutions are listening to their constituents and making improvements to help users succeed in their academic studies, research and creative endeavors.Research limitations/implications Only a sample of academic libraries from each of the four countries were analyzed. Additionally, some of the academic libraries were using password protected intranets unavailable for public access. The influences of institutional history and country-specific practices also became compelling factors during the analysis.Originality/value This paper seeks to broaden the factors for what is thought of as academic library assessment with the addition of qualitative and contextual considerations. Purpose: This paper empirically addresses the question of whether the meaning of ethical leadership is constant across cultures. Drawing on the implicit leadership theory (ILT), we examine whether people in Australia and Pakistan respond to perceived ethical leadership in a similar or different manner. By comparing employees' interpretation of the key attributes associated with ethical leadership, we advance construct-specific knowledge in cross-national contexts. Design/methodology/approach: Since meaningful cross-country comparisons of a research construct require an equivalent measurement of it, we examine the issue of cross-cultural measurement invariance of ethical leadership. Specifically, this study explores the configural, metric and scalar invariance of ethical leadership by obtaining data from matched international samples. Findings: The findings broadly support cross-cultural generalisability of the construct's meaning and cross-cultural transferability of the ethical leadership scale (ELS). They suggest that measures of ethical leadership constructs should be used in different cultures with caution because significant differences may exist at the item level. Originality/value: This study provides cross-cultural endorsement to the construal of ethical leadership by presenting evidence that supports convergence in the construct's meaning across Eastern and Western cultures. The study has enhanced the construct validity of ethical leadership through the use of the refined multiple-sample analytical approach. Previous studies have assumed that measures of ethical leadership are invariant across various contexts. However, this is the first study to employ a robust methodological technique (metric and path invariance) that demonstrates the significant difference between each item and path and generalises the validity of ethical leadership construct and its measures by using international samples. Purpose The purpose of this paper is to investigate if any exposure to segregation minimal association in a single male prison population had any association with an increased risk of vitamin D deficiency. Design/methodology/approach A retrospective case study was undertaken with all inmates who had a 25-hyrdoxy-vitamin D test taken during the study period deemed eligible. Hand searching of the medical records by an independent party identified eligible participants whose data were recorded for analysis. Findings In total, 124 prisoners were deemed eligible for inclusion; 67 were vitamin D sufficient and 57 were vitamin D deficient by Australian standards. Time in segregation minimal association was shown not to be significant, however, smoking (OR 2.93, 95% CI 1.27-6.81, p=0.012) and having Asian ethnicity (OR 4.16, 95% CI 1.56-11.10, p=0.004) independently significantly increased the risk of vitamin D deficiency. Research limitations/implications This research is limited by its study design, small sample size and single location. Originality/value This paper presents the first published research into vitamin D levels in a prison population in Australia, and provides a basis for a larger prospective cohort study. Purpose The purpose of this paper is to produce the views of parents and siblings of adults with intellectual or developmental disability (ID/DD) around the use of psychotropic medication to manage challenging behaviour (CB) where there is no co-existing mental illness.Design/methodology/approach Seven family members of six adults with ID/DD were interviewed using semi-structured interviews, over the telephone or face-to-face. The interviews were transcribed, coded and thematically analysed.Findings This paper identified that if used appropriately, psychotropic medication to manage CB may be of benefit to some people with ID/DD; but there is a need to ensure the medication is prescribed for the benefits of people with ID/DD rather than those around them. Drawing on the knowledge of family may allow for the use of alternative strategies and the reduction of medication to manage CB. There is the need for improved communication with family members, inclusive decision making, and access to information regarding the philosophy and legislation regarding medication used to manage CB in adults with ID/DD.Originality/value This paper presents views of a small cohort of family members of people with ID/DD in Queensland, Australia. Findings can be used to improve approaches taken by service providers in their interactions with people with ID/DD prescribed psychotropic medication to manage CB, and their family members. Purpose The purpose of this paper is to evaluate the extent to which universities’ strategic plans affect the level of incorporation of sustainability within the curriculum design and property portfolio.Design/methodology/approach This research adopted a case study approach. The case study institution was Deakin University in Australia. This paper used a qualitative research method. Desk-top study included the review of the University’s Strategic Plan, policy agenda on sustainability and the documents on sustainability courses and units. Semi-structured interviews were held with academics who have course development and management responsibility within the university, colleagues who have a sustainability-focused role on estate management and colleagues whose roles are to manage sustainability initiatives at the institution level. All interviews were recorded and transcribed. Content analysis was used to analyse the interview data.Findings Despite the University having clear strategic aims and initiatives on the incorporation of sustainability within the curriculum design and property portfolio, there is disconnection between policy development and policy implementation. As a result, the incorporation of sustainability varies largely between curricula within the institution. The incorporation of sustainability within the property portfolio is clear and effective. However, within the curriculum, it is polarised. The level of incorporation depends on the nature of the course or unit and is largely driven by the initiatives of the individual academic. Good practice identified in the incorporation of sustainability within the curriculum is to use a problem-based approach supported by real life projects to enhance the students’ authentic learning experience. A good practice for successfully incorporating sustainability into the property portfolio is to have clear vision of what it has planned to achieve and to ensure that there is a balance between sustainability and value for money.Originality/value This is pioneering research to investigate the incorporation of sustainability into higher education in a more comprehensive way. This paper considered the impact of strategic planning on the incorporation of sustainability within a higher education, on both curriculum design and property portfolio management. Purpose Child and family health (CAFH) services in Australia initially provide at least one nurse-home-visit following the birth of a child. Planning and referral then commences for the on-going provision of appropriate services to families. Unfortunately, services in rural and regional communities in Australia can be fragmented and poorly resourced. Little is known about CAFH nurses’ experiences of working with families in these communities. The purpose of this paper is to examine the way CAFH nurses work within a universal health service model that may be compromised by isolation, discontinuity and fragmentation.Design/methodology/approach Focus groups with 26 CAFH nurses from five rural, two regional and one urban community in New South Wales (NSW), Australia were conducted. A secondary, thematic analysis of the qualitative data were undertaken to reflect on change and continuity in the field of universal CAFH services. Analysis was driven by two key research questions: How do CAFH nurses experience their role in universal home-based CAFH services within rural and regional areas of Australia and, what unique factors are present in rural and regional areas that impact on their CAFH nursing role?Findings The experience of the CAFH nurses as presented by these data revealed a role that was family centred and concerned for the welfare of the family, yet compromised by the need to meet the disproportionately complex needs of families in the absence of a strong network of services. The opportunity to present the findings provides insight into the way in which families engage with available services in isolated communities. CAFH nurses in the study attempted to maintain service integrity by adapting to the unique context of their work.Originality/value It is important to understand the mechanisms through which CAFH nurses operate to work effectively with families referred to their service. Purpose The purpose of this paper is to examine the perspectives of local residents regarding the impact of the long-duration Hazelwood open cut coal mine fire in rural Australia.Design/methodology/approach A qualitative approach was undertaken involving 27 in-depth interviews with adults who lived in the town of Morwell, immediately adjacent to the coal mine fire.Findings Participant concerns focussed upon fear and confusion during the event, the perceived health effects of the smoke, anger towards authorities and loss of a sense of community and sense of security. One of the significant ways in which people managed these responses was to normalise the event. The long duration of the event created deep uncertainty which exaggerated the impact of the fire.Research limitations/implications Understanding the particular nature of the impact of this event may assist the authors to better understand the ongoing human impact of long-duration disasters in the future.Practical implications It is important to provide clear and understandable quality information to residents during and after such disasters.Originality/value While there is an extensive literature exploring the direct social and psychological impacts of acute natural disasters, less qualitative research has been conducted into the experiences of longer term critical events. Purpose: The rise in the incarceration of Aboriginal and Torres Strait Islander mothers is a major public health issue with multiple sequelae for Aboriginal children and the cohesiveness of Aboriginal communities. The purpose of this paper is to review the available literature relating to Australian Aboriginal women prisoners' experiences of being a mother.Design/methodology/approach: The literature search covered bibliographic databases from criminology, sociology and anthropology, and Australian history. The authors review the literature on: traditional and contemporary Aboriginal mothering roles, values and practices; historical accounts of the impacts of white settlement of Australia and subsequent Aboriginal affairs policies and practices; and women's and mothers' experiences of imprisonment.Findings: The review found that the cultural experiences of mothering are unique to Aboriginal mothers and contrasted to non-Aboriginal concepts. The ways that incarceration of Aboriginal mothers disrupts child rearing practices within the cultural kinship system are identified.Practical Implications: Aboriginal women have unique circumstances relevant to the concept of motherhood that need to be understood to develop culturally relevant policy and programs. The burden of disease and cycle of incarceration within Aboriginal families can be addressed by improving health outcomes for incarcerated Aboriginal mothers and female carers.Originality/value: To the authors' knowledge, this is the first literature review on Australian Aboriginal women prisoners' experiences of being a mother. Purpose Air travel is becoming increasingly recognized as a source of greenhouse gas emissions contributing to climate change. This is particularly relevant for the university sector, which relies heavily on staff air travel for domestic and international mobility.Design/methodology/approach Using a qualitative content and textual analysis of Australian university sustainability policies, documents and Web pages, this paper discusses the extent to which these organizations take the task of reducing emissions from flying seriously.Findings Universities fall into one of three groups in this regard. “Air Travel Ignorers” are organizations that either have no sustainability policy or none that recognize air travel as a source of greenhouse gas emissions. The second group – “Recognition without Intervention” – describes universities that do acknowledge the role of air travel in their carbon footprint, but do not propose any means to reduce the amount of flying they do. Purpose – The purpose of this paper is to examine the likely economy-wide impacts of the complete shutdown of the motor vehicle industry on output and employment in Australia using the latest input-output (IO) table (2009-2010). Design/methodology/approach – Both supply- and demand-driven IO models are employed to determine the extent, and pattern, of the resulting output and job losses in upstream and downstream industries. An analysis of the first-order field of influence is also conducted to observe how output multipliers in other sectors respond to changes in the self-use-input-requirement of the professional, scientific and technical services (PSTS) industry. Findings – The PSTS industry (with a significant research and development (R & D) component and the highest forward linkage index) would be hardest hit with the collapse of the motor vehicle industry. Research limitations/implications – This paper identifies a number of industries that are more likely to be heavily influenced by the resulting lack of R & D in the PSTS industry in the near future. Unless more funding is allocated to other research and technology-intensive industries, the extinction of the motor vehicle industry, coupled with the recent budgetary cuts for strategic organisations such as the Commonwealth Scientific and Industrial Research Organisation, can reduce the positive spillover effects of R & D activities on the Australian economy. Originality/value – This is the first study to examine the effects of the shutdown of the motor vehicle industry on employment in Australia. The results also have broader implications for other developed countries that have declining motor vehicle industries. The findings suggest that the global decline in the motor vehicle industry can adversely affect investment in R & D in upstream and downstream industries. More generally, the results suggest that the shift in motor vehicle production to developing countries, will contribute to increased R & D intensity in them at the expense of developed countries. Purpose – The purpose of this paper is to identify and discuss the drivers behind the rise and fall of the Australian Doctor of Business Administration (DBA) and to assess its future. Design/methodology/approach – Data covering the period 1993-2013 was sourced from the Commonwealth Department of Education and Training to provide a comprehensive analysis of the rise and fall of the Australian DBA. Findings – In Australia, the DBA was introduced in 1993. In the first 11 years of the programme, enrolments increased from only nine candidates in 1993 to 1,505 candidates in 2004. However, by 2013, the number of candidates had fallen to 869 candidates. The authors argue that the principal rationale for the dramatic fall in enrolments points to the challenges and issues of managing overseas candidates by second tier and regional universities rather than a decline in the market per se. Practical implications – The challenge for universities is to determine whether they can or are able to offer the DBA under a quality framework that requires academic rigour equal to the PhD. Originality/value – This paper presents – for the first time – the most comprehensive description of trends in the Australian DBA programme from its inception to the present day. Purpose – The purpose of this paper is to examine the usefulness of the yield spread for forecasting growth in the Australian economy since 1969. Design/methodology/approach – This paper applies time series analysis to evaluate the in-sample and out-of-sample forecasting power of the spread-growth nexus in Australia for the period spanning from 1969 to 2014. Findings – This paper concludes that the spread serves as a useful predictor of growth in output, private dwellings, private fixed capital formation, and inventories in Australia, both in-sample and out-of-sample. Its predictive content is not sensitive to the inclusion of monetary policy variables or the switch to the inflation-targeting regime by the Reserve Bank of Australia in the early 1990s. Purpose – The purpose of this paper is to provide an analytical overview of the current state of entrepreneurship education (EE) in Australia; placing emphasis on programs, curricula and entrepreneurship ecosystems. Design/methodology/approach – The authors performed a contextual review of the literature by delineating entrepreneurship education programs, the entrepreneurial ecosystem and EE learning and teaching. The review was enhanced by a systematic collection of data from higher education institutions web sites, depicting the prevailing situation of entrepreneurship programs, courses, subjects and their ecosystems. Findings – A number of interesting findings emerged from this study. From a curricular perspective, Australian universities offer 584 subjects related to entrepreneurship. This includes dominance at undergraduate level, representing 24 minors/majors and specializations in entrepreneurship. In total, 135 entrepreneurship ecosystems were identified. Research limitations/implications – This paper presents findings from university web sites and as such requires introspection to validate individual university offerings. Practical implications – The study provides the status of EE in Australia, and may guide academic and policy decision makers to further develop entrepreneurship initiatives. Purpose – The purpose of this paper is to provide an understanding of how service learning pedagogy assists in student and organizational learning. Design/methodology/approach – The authors use case study reflection and ethnography approaches. Findings – The key to the success of the internship was time spent on relationship building between the parties, clear documentation of roles and responsibilities, the selection and matching process and open communication between all parties. Using Mezirow’s (1991) transformational learning approach, and Kolb’s (1984) learning framework, it demonstrates an example of perspective transformation where the “unfamiliar” helps participants to question the “familiar”; through embedding learning in relation to culture, values, ownership and identity. Service learning relies on collaborative pedagogy where reflection and relationships with community and educators provide a platform to test students’ values and moral reasoning and build community cultural understanding. Research limitations/implications – The paper includes a single case study and autoethnographic research methodology only. Practical implications – Community-learning activities supplement the course content and embeds learning, broadening the students’ experiences, providing them with an understanding of context, and dealing with complexity to question their own cultural values. In practical terms it provides students with different career opportunities such as in the not-for-profit sector or in advocacy work. Service learning pedagogy enhances graduate capabilities, across many areas including problem solving, values development and community engagement and thinking of the other. Originality/value – The paper reports on and analyses the learning of a service learning internship between a business school and an Indigenous organization. The paper uses a reflection methodology and is written by the University internship co-ordinator (teacher) and an international student intern, whilst drawing on reflections of the Indigenous leader of the not-for-profit organization. Purpose – The purpose of this paper is to document the conceptual metaphors (Lakoff and Johnson, 2003) found in the talk of Greek and Australian adults to describe how people think about money. As money becomes increasingly abstract, understanding money, dealing with debt and encouraging financial literacy become more problematic. Design/methodology/approach – Semi-structured interviews of a small sample (n = 7) are analysed using Lakoff and Johnson’s model of metaphor to map the underlying conceptual structures of money. Findings – This paper argues that the abstraction of money has led people to search for a conceptual object. The forms and features of this object are recovered by tracing the metaphors, their presuppositions and entailments. This shows that people think about money as a physical object that needs to be carefully managed to avoid bodily harm and personal physical discomfort. Specifically, money is an object with weight that physically constrains the body, a substance that can be addictive albeit with the agentive capacity of sentient beings. Social implications – While the physical and corporeal nature of money implicitly underpins existing money management techniques (e.g. “jam jar” accounts), a detailed understanding of money as a (conceptual) object provides detailed discursive, lexical and persuasive resources for promoting sound financial behaviour and perhaps informing both economic and social policies. Originality/value – While metaphor has been studied in economics texts, very little attention has been paid to the language that ordinary people use to talk about money. Purpose - The purpose of this paper is to contribute to the understanding of the development of students' skills in the context of team-based learning. Academics have heeded the call to incorporate team learning activities into the curricula, yet little is known of student perception of teamwork and whether they view it as beneficial to them and their future professional career. Further, this study presents an instructional framework to guide best practice in higher education practitioners with regard to the design of teamwork assessment. Design/methodology/approach - The paper adopts a qualitative approach utilising 190 students' reflections to examine their perception of the benefits of teamwork and whether it will contribute to their future professional work. Findings - Results indicate students perceive team-based assessment tasks require them to adopt a deep approach to learning together with a deep approach to study, as well as improving their skills in the areas of collaboration, team unity and cultural diversity. Further, the study identified a best practice approach that higher education practitioners should adopt in teamwork assessment design giving this study both national and international significance and aids fellow educators in their practices. Research limitations/implications - Because of the chosen research approach, the results may lack generalisability. Therefore, researchers are encouraged to test the proposed propositions further. Practical implications - The paper presents important implications for those involved in the development of assessment items where objectives include the development of team skills and quality learning outcomes. The findings are vital for unit and course planning and design generally, and assessment planning, design and processes, specifically, both nationally and internationally. Purpose – The purpose of this paper is to explore the relationship of non-financial and financial factors to firm survival, provide evidence of factors related to financial success and distress for prominent Australian agricultural firms, and improve the predictive capacity of financial failure models. Design/methodology/approach – The paper utilizes mixed method exploratory case studies across four Australian agricultural firms (two successful and two failed) listed on the Australian Securities Exchange. Findings – The authors found that the use of an Integrated Multi-Measured approach provided a higher classification rate for the failed group than those provided by an individual measure. We also discovered that non-financial factors associated with the agricultural organizations studied impacted their success or failure. These factors included managements’ involvement in organizational strategy and the composition of the board of directors. It was also apparent that management decision-making approaches may become frozen, or at best restricted, in the face of impending failure, dependent upon the stress level within the organization and the management skill base. Practical implications – The cases studied indicated that non-financial factors of failure occurred prior to any financial predictors, intuitively indicating a relationship between non-financial and financial factors in Australian agricultural firms. Originality/value – The identification of financial and non-financial factors and sound internal processes which distinguish successful and failing firms can be utilized for the development of an early warning predictor of organizational success or failure. Purpose -- The purpose of this paper is to examine the dynamics of the Doctorate of Business Administration (DBA) in Australia through the lens of a changing higher education landscape. The paper reflects on issues raised in a previous analysis of DBA programmes undertaken a decade ago, and highlights persistent challenges and emerging opportunities for professional Doctorate programmes in the Australian context. Design/methodology/approach -- Interviews were undertaken with higher degree research directors, deans of graduate schools, and DBA programme directors from all 18 Australian institutions offering the DBA in 2013. Quantitative data on enrolments, accreditation requirements, course structures; and demographics are contextualised within a qualitative view of programme purposes, student and institutional motivations, rationales and concerns. Particular focus is given to perceptions of the difference between traditional research doctorates (PhDs) and professional doctorates, especially the DBA. Findings -- In the decade from 2003 to 2013 DBA enrolments are down but enquiries are up, indicating unmet demand. There is a shift in the players, with some smaller, regional universities dramatically increasing their enrolments, and larger, traditional institutions exiting the space altogether. Significant changes in accreditation criteria have generated a perceptual shift: where DBAs previously suffered from "academic snobbery" regarding their legitimacy, this perception is being challenged by standards which require DBA equivalence with a PhD. This shift in standards has also created some confusion amongst supervisors and candidates. Originality/value -- There is limited research into the DBA award or its candidates, and academic literature is generally silent on DBA supervision. This piece of research, one of very few that specifically examine the DBA, reflects on the past decade, analyses the present context and identifies emerging issues for the delivery of DBA programmes in Australia. Purpose – The purpose of this paper is to present the results of an original research project that explored the experiences and actions of immigrant and refugee communities during the 2011 Brisbane flood. It specifically examines the role of culturally and linguistically diverse (CALD) community leaders who acted as “gatekeepers” in communicating emergency responses to the disaster to their communities. Design/methodology/approach – Semi-structured interviews were conducted with eight “gatekeepers” who met the study's selection criteria. Findings – The study found that the characteristics and demographics of CALD gatekeepers in Brisbane, their use of multiple sources related to their involvement in the community, their use of interpersonal sources for information-seeking and use of the mass media, is largely consistent with previous studies. Research limitations/implications – This study departed from previous research with respect to issues of trust in government sources, gender and warning confirmation behaviour. These differences affected the behaviour of the CALD gatekeepers, especially around risk perception, information dissemination and filtering. Although the study points to the potential challenges facing emergency management services in fully incorporating the needs of all CALD communities, implications are limited given the small number of gatekeepers who agreed to be interviewed. Practical implications – Despite its limitation, the study does indicate that a critical gap exists in understanding CALD community responses to natural disasters. Social implications – The paper concludes with suggestions for a research agenda to gain better knowledge of the ethnic, demographic and personal factors that influence gatekeeping behaviour. Purpose – This paper aimed to examine the impact of the removal of bottled water on the campus community. This paper presents the findings of a survey conducted at the first Australian university to remove single-use bottled water from sale on a small regional university campus. The removal of bottled water from sale at the university formed part of the university’s commitment to environmental sustainability. Design/methodology/approach – The study was conducted substantially by undergraduate students who participated in an action learning project in which they assisted in the design, implementation and analysis of an online snapshot survey made available to all staff and students of the university. Findings – The results indicated some evidence of changes to pro-environmental behaviors such as increased use of re-fillable bottles, but there were less desirable outcomes such as drinking less water. Community perceptions were dramatically polarized. Restrictions on freedom of choice, concerns about health as a result of increased use of high-sugar drinks and the continued availability of other plastic drink bottles were provided as strong objections to the removal of bottled water from sale on campus. Practical implications – The study provides useful insights for university sustainability planners and administrators about the complex range of issues associated with the implementation of sustainability initiatives on a university campus. Originality/value – While extensive literature exists about the environmental impacts of bottled water, few studies have explored the impacts or community responses to the removal of bottled water in the university context. Purpose The purpose of this paper is to propose a practice framework for disaster resilience education (DRE) with homeless communities.Design/methodology/approach A survey with 163 homeless service providers together with 45 interviews with people with a lived experience of homelessness, homeless service providers and emergency services.Findings Key principles for DRE with the homeless community were: safe relationships, collaboration, strengths-based, empowerment, providing essential resources, and inclusivity. Recommendations for the design of DRE foregrounded partnerships and knowledge sharing between the homeless community and emergency services. Locally relevant risk information and material supports, together with sharing stories and eliciting values were important considerations for developing DRE content. Preferred delivery methods were outreach to build on trusted relationships and existing services, together with written material in large font emphasising images for distribution through drop in centres, food vans and new tenancy packages.Practical implications The key principles, together with the detailed suggestions outlining ways to translate the principles into actions, can be used by emergency and homeless services to develop effective DRE materials and programmes.Social implications The proposed DRE framework aims to not only enhance disaster risk knowledge, but also address the exclusion, isolation and disempowerment experienced by people who are homeless. By building on an effective intervention models within homeless services (Trauma-Informed Care) DRE can enhance the social connection, self-confidence and well-being goals of homeless services and clients.Originality/value The DRE framework is based on the first comprehensive Australian research with homeless services, clients and emergency managers on best practice for improving extreme weather preparedness in the homeless community. Purpose – This paper aims to make a contribution to the current lack of literature in the Australian context by reviewing qualitative feedback collected from students in five private higher education institutions. In particular, the paper seeks to examine factors influencing student choice to study at private higher education institutions and student perceptions of such institutions. Previous studies on this topic are mostly focussed on universities with lack of research with the booming private higher education sector. Design/methodology/approach – This study draws data from five different private for-profit higher education institutions in Australia. It involved feedback from 120 students undertaking higher education courses in different discipline areas at different stages of study. The study involved 15 focus group interviews with eight students in a group. The selection of students was based on the representation of different characteristics of student such as: male/female, domestic/international, and discipline areas. Findings – An analysis of the data collected from the students across these five institutions indicated that the main factors influencing student choice can be grouped in six domains. These are: student perception; access and opportunity; learning environments; quality of teachers; course design; and graduate success. This study reinforces that student perception of the private for-profit higher education institutions is an important factor in influencing student choice to study at the institution. Research limitations/implications – The limitation of the study was the ability to interview more students from larger colleges, across all discipline areas. However, the time and length of the focus group interviews was largely managed by the five institutions. Originality/value – The private higher education sector has experienced consistent growth in the last few years in Australia. Currently, there is no qualitative research done in Australian private higher education on factors influencing student choice to study with private institutions. Purpose – The purpose of this paper is to explore the role of leadership in problem-oriented policing (POP). Design/methodology/approach – This paper uses interrupted time series models to isolate the impact on crime trends of a transformational leader's efforts to spearhead the implementation of a program of POP, called the problem solving model (PSM), in a southern state in Australia. Findings – This paper finds that the PSM led directly to an impact on overall crime, with a significant reduction in crimes per 100,000 persons per year after the introduction of the PSM. The majority of the overall crime drop attributable to implementation of POP was driven by reductions in property crime. It was noted that the leadership influence of the PSM was not effective in reducing all types of crime. Crimes against the person where not affected by the introduction of the PSM and public nuisance crimes largely followed the forecasted, upward trajectory. Practical implications – The driver behind the PSM was Commissioner Hyde and the success of the PSM is largely attributable to his strong commitment to transformational leadership and a top-down approach to implementation. These qualities encapsulate the original ideas behind POP that Goldstein (1979, 2003), back in 1979, highlighted as critical for the success of future POP programs. Social implications – Reducing crime is an important part of creating safe communities and improving quality of life for all citizens. This research shows that successful implementation of the PSM within South Australia under the strong leadership of Commissioner Hyde was a major factor in reducing property crime and overall crime rates. Originality/value – This paper is valuable because it demonstrates the link between strong leadership in policing, the commissioner's vision for POP and how his vision then translated into widespread adoption of POP. Purpose – Social inclusion policies in the higher education sector are implemented to ensure that all people – irrespective of socioeconomic background – have rights of access and the opportunities needed to participate and, ultimately, succeed. In Australia, and in other countries such as the UK, the USA, New Zealand and South Africa such policies are reflective of a commitment to the government's social inclusion agenda particularly aimed at improving access and participation of those from disadvantaged and low-socioeconomic backgrounds. Such a commitment arrives at an historic moment in countries like Australia and the UK when there is a concurrent national renewal of quality assurance in higher education with a particular focus on academic standards. The purpose of this paper is to stimulate discussion on the extent to which a national social inclusion agenda may impact academic standards and student outcomes. Design/methodology/approach – The authors argue that contemporary trends such as increasing student diversity, changing pattern of student participation, differentiated levels of preparedness for tertiary education and new modes of learning, will continue to grow and will not in and of themselves affect academic standards. The authors contend that it is the responsibility of higher education institutions to respond proactively to the diverse needs of students whilst ensuring that academic standards are maintained. In this way, the fulfilment of an essentially transformative moral purpose in higher education may also be achieved. Findings – The evidence presented in this paper from various contexts suggests that a social inclusion agenda related to increasing the equity of access and participation of disadvantaged students does not have a negative impact on academic standards and outcomes. However, such commitment to widening participation requires the active "buy in" of a number of stakeholders. Originality/value – The paper shows that institutions of higher education need to plan for and actively support the development of environments in which all people can realise their potential and are provided with the knowledge and skill sets they in turn will require in order to contribute to society. Purpose – The purpose of this paper is to explore if women who are in positions of leadership are influenced by gender when voting for a party led by a female candidate and if perceptions of the media's portrayal of a woman candidate influences the voting preferences of women leaders. Design/methodology/approach – The paper reports the results of an online survey of women leaders to provide a pre-election analysis about how they would vote and what was influencing their vote for Gillard, if they chose to vote for her. Data were analysed using Content Analysis and Descriptive Statistical Analysis. Findings – Although gender does influence the vote of women leaders for a woman candidate, they use different decision criteria to influence their voting preferences of a female candidate, of which the woman candidate's views and priorities play a major part. Research limitations/implications – The small sample size was not statistically representative and the data were self-reported and not validated post voting. A random and larger sample is required as well as further research comparing how Abbott was portrayed in the media and how men would vote for the party leaders. Practical implications – The paper highlights that female candidates need to clearly assert their views and priorities during an election campaign and foreshadows women's evaluation of Gillard's achievements for women, in the next election. Originality/value – Based in a unique time in Australia's political history which led to a woman being elected prime minister of a minority government and it explores how women in leadership perceived and reacted to the electoral environment at the time. Purpose – The purpose of this paper is to examine the intellectual capital (IC) performance of the Australian Financial Sector for the period 2006-2008. It also aims to examine the relationship amongst various constituents of IC performance and the relationship between IC performance and the financial performance of the financial sector. Design/methodology/approach – The value added intellectual coefficient (VAICe) approach developed by Pulic is used to determine the IC performance of the Australian financial sector. The required data to calculate different constituents of IC were obtained from the annual reports of Australian banks. Findings – The paper reveals that VAIC has a significant relation with human costs and the value addition made by the Australian banks. All Australian-owned banks have relatively higher human capital efficiency than capital employed efficiency and structural capital efficiency. The size of the bank in terms of total assets, total number of employees and total shareholders' equity has little or no impact on the IC performance of the Australian-owned banks. Research limitations/implications – The paper analyses IC performance of only 11 Australian-owned banks. However, the more than 90 per cent market share enjoyed by these banks still promises a degree of validation of the results of the paper from the Australian perspective or similar banking structure in some countries. Practical implications – The findings may serve as a useful input for financial institutions to apply knowledge management in their institutions and in addressing the factors affecting IC performance in order to maximise their value creation. The findings of the study would also provide some information to the stakeholders and potential investors to assess the value creation capabilities of financial sector companies. Purpose – The purpose of this paper is to identify resourcing challenges that face housing rebuild following the 2009 Victorian "Black Saturday" bushfires in Australia and to examine the impacts of resource shortages on longer term community recovery. Design/methodology/approach – The research methodology included a longitudinal study which consists of a questionnaire survey, field-based interviews and observations to track trends evident in the survey. Findings – A total of 28 months after the bushfires, reconstruction in the worst-affected area, the Shire of Murrindindi, was proceeding slowly despite the institutions and procedures set up for recovery. This slow reconstruction was due to the unavailability of building resources. Changed Building Standards, increased building markets outside the bushfire zone, lack of economic incentives, combined with home owners' socio-economic vulnerabilities, created a chain of impacts on households' ability to get resources. Research limitations/implications – The evidence in this paper points to emergent resource issues that impeded recovery progress in the bushfire zone. These issues primarily come from technical decisions on building controls, economic conditions, and risk perceptions of construction professionals. Findings from this longitudinal study will inform the recovery planning of government agencies in future events. Originality/value – This paper makes the case for a new approach to looking at resourcing problems following a major disaster. This study demonstrates that recovery planning needs to include a resource perspective which explains both impacts of recovery polices on resource availability and impacts of resourcing dynamics on the wider recovery environment. Purpose – The purpose of this paper is to examine the growth in quality assurance maturity within the six Australian and New Zealand university libraries which make up the Libraries of the Australian Technology Network (LATN). Design/methodology/approach – The paper is based on benchmarking surveys of library quality assurance commissioned by LATN in 2005/2006, with a follow up study in 2010. The author led the conduct and analysis of both surveys. The 2005/2006 study reviewed quality assurance practices at the member libraries, to draw out examples of best practice and identify gaps and possible areas for improvement within the libraries. It was based on a review of member libraries' websites, a questionnaire completed by a nominee from each member library, and follow-up in-person interviews with each nominee and the University Librarian of each institution. In 2009/2010 the same questionnaire was re-administered to investigate whether changes had occurred in the intervening period, including what improvements had been made and where there were still gaps. Had the conduct of quality audits by the Australian Universities Quality Agency had an impact? Had members made improvements to their quality assurance processes based on the findings of the first study or for other reasons? To elicit additional information, follow-up interviews are being carried out in 2011. Findings – In 2005/2006 the reviewers found three models of responsibility for quality assurance: centralised, within a manager's portfolio and devolved. Each was appropriate to a different level of quality maturity, with a centralised model considered to be most appropriate at the early stages of development. Whereas in 2005/2006 only one library had a centralised model, by 2010 three libraries had adopted this model and one had moved on from it. The paper compares applications of these models in the libraries and looks at the extent to which growth in quality assurance in the libraries is associated with adoption of the centralised model. It distinguishes the formal creation and appointment of a quality officer position from the ad hoc individual efforts in quality which can and do occur in many libraries. In 2005/2006 only two libraries had a functioning and well-maintained quality framework which the LATN reviewers considered to be a hallmark of best practice in quality assurance. By 2010 this number had doubled to four. The paper looks at the quality, planning and/or performance frameworks in place and whether they were selected or developed by the library or imposed by their parent university. The impact of the adoption of a framework on the development of quality policies, procedures and documentation to achieve comprehensiveness, standardisation and repeatability in quality assurance are considered. A notable change between the 2005/2006 and the 2010 surveys was the growth in individual work planning and performance review, which was identified by the LATN reviewers as a sector-wide gap in 2005/2006. Ideally, use of such plans and assessments should assist in the taking quality beyond library management, to develop amongst the library staff a culture of continuous improvement.Originality/value – The paper provides real examples of how quality assurance can and has been improved in libraries, within a five year timeframe. While it is based on the experience of Australian and New Zealand libraries, it addresses concerns and provides solutions which are appropriate internationally. Purpose - The purpose of the paper is to report on the perception of students in regard to critical antecedents, dimensions and consequences of service quality with an aim to develop a theoretical model in the context of a university in Australia. Design/methodology/approach - This research used focus group discussions with 19 students who had been studying in undergraduate and postgraduate level programs at an Australian university. Findings - The findings show that the critical antecedents to perceived service quality are information and past experience. There are three aspects of perceived service quality, namely, academic, administrative and facilities. Student satisfaction and student trust are found to have direct and positive relationships with perceived service quality as consequences; and brand performance and behavioural intention are found to have indirect relationships with perceived service quality mediated through satisfaction and trust. Originality/value - This paper found three separate themes and their relationships with service quality in the context of a university. These themes are: information, past experience and brand performance. Perceived service quality was found playing an important role in this theoretical model. Purpose - The purpose of this paper is to explore the suggestive possibilities of an approach to undergraduate English teacher education that the author has called the 3D Approach - Develop professional knowledge, Display professional knowledge, Disseminate professional knowledge - in relation to a number of groups of first year pre-service teachers (PSTs) engaging the teaching and learning materials of their English education course. Design/methodology/approach - The paper examines ways in which this approach has been assessed by the PSTs themselves, constructing this as an expression of their lived experience as PSTs. The author draws on Vygotsky's concept of the Zone of Proximal Development, initiates a systematic and orchestrated program of explicit scaffolding of first year PST learning and draws on University-generated student assessment of their courses, focus groups and individual interviews to investigate ways in which the 3D approach may be considered as enhancing first year PST learning. Findings - PSTs' own informed evaluations of their own developing knowledge have made visible the teaching and learning that they have engaged and articulated. What the author outlines in this paper is not a "Eureka" moment for first year PSTs, but it is the result of careful scholarly considerations of what careful scholarly considerations by first years in Education courses may engage. For this cohort of PSTs, and for the author, it is a particular form of engagement with pedagogy. It is a pedagogy for teachers, part of active engagement on the part of the teacher and the learner, producing knowledge together. Research limitations/implications - Lack of generalisability from case study research may be considered as a limitation, but the author would argue that it is the details thrown up for careful examination in a case study which may serve to inform professional discussion and debate. Practical implications - Negative press of inadequate teachers emerging from universities, with their specious claims will not progress reasoned discussion; research on how the PSTs are themselves taught and how they develop as professionals will. PSTs' own informed evaluations of their own developing knowledge will go some way towards enabling this to happen. This sort of research opens up possibilities for starting with the right sort of questions, a shift from asking the wrong sort of questions, which the author would argue is that sort on which the media are basing their opinion pieces. Social implications - Continuing public discussions, usually conducted in and by the media, about teacher quality, particularly as this tends to be tied to notions of teacher pay, indicates a wider social concern about the need for quality teachers. This sort of social concern is also a major concern for teacher educators, and is to be addressed as such. This paper addresses some of those concerns. Purpose – The aim of this paper is to draw a conceptual bridge between the intellectual capital (IC) and corporate sustainability (CS) literature to investigate how firms mobilise their IC in order to implement sustainable development into their business practices. Design/methodology/approach – A case study of the Australian property and construction sector was undertaken and the results are discussed. Findings – The finding offered in this paper is that in order to progress beyond the efficiency phase of CS, firms need to shift from justifying the business case for sustainability, to understanding how to mobilise their IC to progress towards a more ecological sustainable and socially equitable enterprise. Ongoing evolution, with regard to the approach adopted for the management of IC, is also helping to drive organisational change towards more sustainable business models. Each category of IC plays a role with regard to operationalising CS into practice and supporting organisational change. The identified roles include motivating, supporting, implementing and performance. Research limitations/implications – In relation to the interview data collected it is generally limited to the views of the senior management and as such may not reflect the views of the employees of the organisation. Originality/value – This paper adds to the conversation of the third stage of IC research, based on the proposition that the performative approach to IC can help move business beyond the eco-efficiency stage of corporate sustainability and in doing so improves the relevance and usefulness of the IC concept for business organisations. Purpose – This article aims to describe the process by which the new NSW Government executed its election promise to establish a Mental Health Commission for NSW. Design/methodology/approach – This case study draws on observations of the author who was expert facilitator to the Taskforce to establish the new NSW Commission. The paper synthesises the work of the Taskforce, the input of a consultation process that engaged more than 2,000 people, through six state-wide community fora, online survey and other means. In describing the nature of the new NSW Commission, the paper will also reflect on key learnings from the Taskforce's interactions with other mental health commissions, including in New Zealand, Western Australia and Canada. Findings – Widespread concern about the lack of access to quality mental health care was reflected in broad support for a new Mental Health Commission. Opinions varied about how such a new body could be effective. Strong bipartisan political support is key. Also critical is ensuring the new body has sufficient legislative power and reach. Research limitations/implications – This paper relies on the observations of a key participant in a reform process. This brings the limitations of potential bias as well as the strength of understanding that is difficult for outsiders to access. The actual impact of the new NSW Mental Health Commission will only become apparent following its 1 July 2012 start-up. Practical implications – Many jurisdictions are turning to specialised governance models, such as a Commission, to drive mental health reform. This paper identifies some of the key issues to consider in pursuing this strategy. Social implications – Commissions need to have strong engagement with consumers, carers, service providers and the general community. This paper highlights some key issues in building these links. Originality/value – The work of the Taskforce to Establish a NSW raised a range of issues relevant to any mental health reform process. Purpose – Machinery of government changes and budget strategy are powerful levers to drive reform in the public sector. The purpose of this paper is to describe the rationale, progress and challenges in the establishment of Western Australia's Mental Health Commission in 2010 with policy, planning and purchasing powers to drive reform. Design/methodology/approach – This case study is based on the observations of the author who had a lead role in the establishment of the Commission over its first two years. It sets this reform in the context of the whole of government reforms as well as demands for reform from stakeholders within the mental health sector. Findings – It is demonstrated that externally imposed change is often necessary to fundamental reform. However, it also comes with risks of alienation of key stakeholders in powerful roles and an under-estimation of the factors that will hamper change. Central government support has been essential to the establishment of the Commission. Research limitations/implications – The paper relies on the observations of a key participant in the reform process. This brings the limitations of potential bias as well as the strength of understanding that is difficult for outsiders to access. Practical implications – The paper identifies some of the practical strategies that mitigate the risks associated with system change. Social implications – This reform has been useful to showcase a range of other social policy reforms demonstrating the opportunities that strong political leadership offers when linked to policy and administrative change. Originality/value – This analysis of the progress of reform highlights a range of issues that can inform other governments and community stakeholders undertaking major reform in the public sector as well as particular issues for reform in mental health. Purpose – Mental health reform needs to engage leaders across jurisdictions and governments/communities. This paper aims to describe the history leading to the establishment of the Australian National Mental Commission (the Commission) in 2012 and to identify opportunities/challenges in cross jurisdictional/sectoral reform of mental health services. Design/methodology/approach – This case study is based on the observations of the author who has held lead state and national roles prior to leading the Commission. It sets the establishment of the Commission in the broader context of changing community attitudes, strong consumer/carer advocacy, increased financial support for mental health and establishment of state commissions. Findings – Cross sectoral/jurisdictional reform needs leadership from government heads and central agencies. Risks relate to the need to effectively articulate state and national commissions and challenges accompanying multilateral stakeholders with high and often conflicting expectations, and tensions with other high priority issues that also require alignment between Federal and State leaders and agencies. Research limitations/implications – There may be potential bias based on the perspective of the narrator, and the benefits of direct experience in multiple jurisdictions. Practical implications – The paper identifies critical success factors in the establishment/operation of the first national Commission and the establishment of relationships with state commissions, relevant to other cross jurisdictional bodies. Originality/value – The paper provides an insight into the factors leading to the establishment of the first national Commission and its articulation with state commissions and the early operational challenges facing cross jurisdictional reforms in changing political climates. Purpose – This paper aims to explore the relationship between learning and the social networks employed within the context of emergency management. It hypothesises, using social network theory as a framework for analysis, that changes to interconnectedness between actors are implicated in the potential for those actors to learn and improvise in dynamically changing and emergent conditions. Design/methodology/approach – To test the hypotheses, survey data were investigated which were collected as part of a research study with the support of the Australian Bushfire Co-operative Research Centre (CRC). This survey was completed by experienced personnel reflecting on a number of indicators in an emergency event. Findings – Results show that increases in actors' involvement within the social emergency management network influences the ability of those actors to engage in learning-related work activity. The paper infers that by developing learning related resources within the context of their social interactions these emergency personnel are better able to adapt and improvise in complex emergency events. Research limitations/implications – As an area of further research, it would be useful to apply the existing theoretical model to the context of another domain, preferably one that shares characteristics of uncertainty and unstable environments. Originality/value – Most existing studies of learning theory in human networks have focused on learning in situations requiring stable working relationships with no environmental uncertainties. In this paper, it is argued that the designs of existing models are useful as a building block, yet flawed for application within the context of disaster management. By presenting a model of learning-related work activity, as an ongoing aspect of network connectedness, personnel within emergency services organisations can strengthen their capacity to be flexible and adaptable. Purpose – Since the 1980s, and especially after China's entry into the World Trade Organization (WTO) in 1991, international educational collaborations have developed in China. Spurred by economic, cultural and educational factors, joint programs have become an essential supplement to Chinese education. Despite the obvious and diverse benefits brought about by joint programs, various challenges arise. The purpose of this paper is to evaluate the benefits and challenges generally and then in a more targeted way through the lens of one Sino-Australian partnership.Design/methodology/approach – This paper uses a case study of one joint Australia-China program to explore the development, benefits and challenges of joint programs in China and suggest how to improve the overall quality of the joint programs which will further international collaboration of educational institutions in China.Findings – Joint programs are a strategic component of the expansion and globalization objectives of the Chinese government. They offer more opportunities for Chinese students to receive an overseas education, enhance the research profile of Chinese universities and promote new ways of teaching and learning. For the Australian government, transnational education and the model of joint programs are helping to build Australia's research reputation, develop alternative teaching and learning ideas and promote global citizenship. Purpose – Graduate attributes are about to be policed by the Tertiary Education Quality and Standards Agency (TEQSA) in Australia. All universities proclaim them on their public web sites. The aim of this paper is to determine whether distinct patterns or clusters are apparent in the declared graduate attributes declared by Australian universities on their web sites. Design/methodology/approach – Work by scholars in the field of graduate attribute building is discussed, with particular reference to the tension between disciplinarity and attribute building and the relative failure of techniques so far espoused to demonstrate student attainment of graduate attributes. Some promising approaches to the serious problems of building and demonstrating graduate attributes are captured, and some recommendations for addressing the urgent and serious issues confronting the sector are put forward. Findings – Graduate attributes of each university are publicly available and these can be related to discussions of employer satisfaction and university value systems. An inspection of the top five attributes for each cluster of universities reveals significant cross cluster variation. Research limitations/implications – Content analysis of web sites is a crude instrument for gauging the real importance universities attach to their graduate attributes, even at the level of their discourse. Further research is needed on the isomorphism and decoupling going on with graduate attributes and employer expectations of universities. Social implications – There are grounds for hope that universities have not completely forgotten their role in society in favour of their competitive market gameplays. Originality/value – This is the first paper to display graduate attributes as ranked by clusters of Australian universities and by the whole sector; it is the first paper to link the accreditation risk from TEQSA with the relative vacuity of GA embedding processes to date. Purpose – Teaching and unit evaluations surveys are used to assess the quality of teaching and the quality of the unit of study. An analysis of teaching and unit evaluation survey practices in Australian universities suggests significant changes. One key change discussed in the paper is the shift from voluntary to mandatory use of surveys with the results used to assess and reward academic staff performance. The change in the direction is largely driven by the introduction of performance-based funding as part of quality assurance arrangements. The paper aims to outline the current trends and changes and the implications in the future such as increased scrutiny of teaching and intrusion to academic autonomy. Design/methodology/approach – The paper is based on the analysis of current teaching and unit evaluation practices across the Australian university sector. The paper presents the case of an Australian university that has introduced performance-based reward using various measures to assess and reward academic staff such as the outcome of student satisfaction surveys. The analysis of external quality audit findings related to teacher and unit evaluations is also presented. Findings – The findings suggest a shift in trend from the use of voluntary to mandatory tools to assess and reward quality teaching. The case of an Australian university outlined in the paper and the approach taken by seven other universities is largely driven by performance-based funding. One of the key concerns for many in higher education is the intrusion of academic autonomy with increased focus on outcomes and less emphasis on resources needed to produce excellence in learning and teaching and research. The increased reliance on student happiness as a measure of educational quality raises the questions on whether high student satisfaction would strengthen academic rigour and student attainment of learning outcomes and generic skills which are seen as key factors in graduate exit standards. Practical implications – The renewal of quality assurance and performance-based funding using student satisfaction as a measure of educational quality will result in increased use of student voice to assess learning and teaching outcomes. Such direction will increase the accountability on academics to improve student experience and the measures will be used to assess academic staff performance. Originality/value – The paper outlines the trends and changes in the teacher and unit evaluations in Australian universities and its implications in the future. Purpose – Australia has enjoyed two decades of growth in international student enrolments. This phenomenon, combined with the evolution of quality assurance policy frameworks, has stimulated interest in the social and academic experiences of international students and their educational outcomes. The Australian Universities Quality Agency's (AUQA) second round of quality audits assessed and reported on the performance of Australian universities in the area of "internationalisation". AUQA findings and recommendations for required action send powerful messages to guide university priorities, practices and strategies in pursuit of quality enhancement in relation to student engagement. This paper seeks to address these issues. Design/methodology/approach – This study uses a thematic analysis approach to explore "internationalisation" in 14 AUQA audit reports published between 2006 and 2010. Findings – This paper identifies three key areas arising from AUQA audit reports that form a basis for discussion in this paper. These areas are: the social and academic engagement of both international and local students, and matters relating to English language standards and support. Observations arising from AUQA university reports direct attention to examples of initiatives that appear to be enriching the quality of the student engagement and indicate where further development may be required. Practical implications – In seeking strategies for enhanced student experience, AUQA supports collaboration across universities in devising models for identifying student needs and creating mechanisms that bring about quality student experience, engagement and language outcomes. This analysis of the reports will likely assist those stakeholders working in universities who wish to identify successful approaches to promote the engagement of international students and refine existing useful and positive strategies in implementing and developing ideas in their own individual university contexts. Originality/value – Analysis of the substantial text of AUQA reports have been underexploited by researchers to date. Design/methodology/approach |!|#8211; This paper adopts a qualitative approach, focusing on the reflections of participants (student and teacher) collated over a 12 month period of piloting online classes with Elluminate Live! Findings |!|#8211; A number of insightful themes and issues emerged from the data collected from the journal reflections as well as other source documents such as meetings and emails. The themes considered in the paper include: increased flexibility and cost reductions, technical challenges, resistance to online learning, extension of online facilities and student engagement, and visual literacy skills. Research limitations/implications |!|#8211; The school|!|#39;s virtual classroom strategies need to address staff and student concerns. Staff training and the establishment of effective support structures for embedding safe, secure, and rewarding virtual classrooms are required. Once these issues have been addressed, online classes can be expanded across numerous discipline areas within the school. Purpose |!|#8211; The purpose of this paper is to provide description and analysis of how a traditional industry is currently using e-learning, and to identify how the potential of e-learning can be realised whilst acknowledging the technological divide between younger and older workers. Design/methodology/approach |!|#8211; An exploratory qualitative methodology was employed to analyse three key questions: How is the Australian rail industry currently using e-learning? Are there age-related issues with the current use of e-learning in the rail industry? How could e-learning be used in future to engage different generations of learners in the rail industry? Data were collected in five case organisations from across the Australian rail industry. Findings |!|#8211; Of the rail organisations interviewed, none believed they were using e-learning to its full potential. The younger, more technologically literate employees are not having their expectations met and therefore retention of younger workers has become an issue. The challenge for learning and development practitioners is balancing the preferences of an aging workforce with these younger, more |!|#34;technology-savvy|!|#34;, learners and the findings highlight some potential ways to begin addressing this balance.
