We estimate the effect of primary school teachers' gender biases on boys' and girls' academic achievements during middle and high school and on the choice of advanced level courses in math and sciences during high school in Tel-Aviv, Israel. We measure bias using class-gender differences in scores between school exams graded by teachers and national exams graded blindly by external examiners. For identification, we rely on the random assignment of teachers and students to classes in primary schools. Our results suggest that assignment to a teacher with a greater bias in favor of girls (boys) has positive effects on girls' (boys') achievements. Such gender biases have also positive impact on girls' (boys') enrollment in advanced level math courses in high school. These results suggest that teachers' biased behavior at early stages of schooling has long run implications for occupational choices and earnings at adulthood, because enrollment in advanced courses in math and science in high school is a prerequisite for post-secondary schooling in engineering, computer science and so on.

Schools and teachers are often said to be a source of stereotypes that harm girls. This paper tests for the existence of gender stereotyping and discrimination by public high-school teachers in Israel. It uses a natural experiment based on blind and non-blind scores that students receive on matriculation exams in their senior year. Using data on test results in several subjects in the humanities and sciences, I found, contrary to expectations, that male students face discrimination in each subject. These biases widen the female–male achievement difference because girls outperform boys in all subjects, except English, and at all levels of the curriculum. The bias is evident in all segments of the ability and performance distribution and is robust to various individual controls. Several explanations based on differential behavior between boys and girls are not supported empirically. However, the size of the difference is very sensitive to teachers' characteristics, suggesting that the bias against male students is the result of teachers', and not students', behavior.

Studies of school attainment often fail to acknowledge the possibility that prices for all schooling levels affect the decision to attend any one schooling level. In developing countries the assumption that schooling costs are constant throughout the education cycle is manifestly untrue. This paper concentrates on the empirical implications of introducing schooling costs that increase with schooling level. The results suggest that the cost of advanced levels of education influences decisions at the primary-school level. The relative magnitude of the cross-price elasticities suggests that cross-price effects should not be ignored when designing educational user fees.

This paper deals with the estimation of export supply functions which has been neglected by the literature in favor of the export demand function. Reliable estimates of export supply elasticities are essential for the evaluation of trade policy interventions. The paper estimates short-run export and output price elasticities in Cote d'Ivoire. We attempt to improve on previous approaches by modeling exported goods and goods intended for domestic consumption as imperfect substitutes, incorporating the domestic demand for domestic output and endogenizing the domestic price. This should capture important feedback mechanisms missed by previous models.

A longstanding question in the economics of the family is the relationship between sibship size and subsequent human capital formation and welfare. If there is a causal "quantity-quality trade-off," then policies that discourage large families should lead to increased human capital, higher earnings, and, at the macro level, promote economic development. Ordinary least squares regression estimates and a large theoretical literature suggests that this is indeed the case. This paper presents new evidence on the child-quantity/child-quality trade-off using quasi-experimental variation due to twin births and preferences for a mixed sibling-sex composition, as well as ethnic differences in the effects of these variables and preferences for male births in some ethnic groups. For the purposes of this analysis, we constructed a unique matched data set linking Israeli Census data on human capital, earnings, and other outcomes with information on the structure of families drawn from a population registry. Our sample includes groups with very high fertility. An innovation in our econometric approach is the juxtaposition of results from multiple instrumental variables (IV) strategies, capturing the effects of fertility over different ranges for different sorts of people. To increase precision, we also develop an estimator that combines different instrument sets across partially-overlapping parity-specific sub-samples. The resulting variety of evidence addresses the question of the external validity of a given set of IV estimates. Our results are remarkably consistent in showing no evidence of a quantity-quality trade-off across samples and experiments. We do find, however, that girls from larger families marry sooner.

In May 1991, 15,000 Ethiopian Jews were brought to Israel in an overnight airlift and sorted in a haphazard and essentially random fashion to absorption centres across the country. This quasi-random assignment produced a natural experiment whereby the initial schooling environment of Ethiopian children can be considered exogenous to their family background and parental decisions. We examine the extent to which the initial elementary school environment affected the high school outcomes of Ethiopian children, using administrative panel data on the educational career of each child in Israel through much of the 1990s. The results show that the early school environment has an important effect on high school dropout and repetition rates and on end-of-high-school matriculation exams. The results are robust to controlling for observable characteristics of the community, suggesting that characteristics of the elementary school itself, such as the quality of instruction and peer effects, are important for high school success.

Performance-related pay for teachers is being introduced in many countries, but there is little evaluation to date on the effects of such programmes. This Paper evaluates a particular incentive experiment. The incentive program is a rank-order tournament among teachers of English, Hebrew, and mathematics. Teachers were rewarded with cash bonuses for improvements in their students’ performance on high-school matriculation exams. Since the schools in the programme were not selected at random, the evaluation is based on comparison groups. Three alternative identification strategies are used to estimate the causal effect of the programme: a natural experiment stemming from measurement error in the assignment variable, a regression discontinuity method, and propensity score matching. The results of all three methods tell a consistent story: teachers’ monetary performance incentives have a significant effect on students’ achievements in English and math. No spillover effect on untreated subjects is evident and the general equilibrium impact of the programme is positive as well. The programme is also more cost-effective than alternative forms of intervention such as extra instruction time and is as effective as cash bonuses for students.

The question of how technology affects learning has been at the center of recent debates over educational inputs. In 1994, the Israeli State Lottery sponsored the installation of computers in many elementary and middle schools. This program provides an opportunity to estimate the impact of computerization on both the instructional use of computers and on pupils' test scores. Results from a survey of Israeli school-teachers show that the influx of new computers increased teachers' use of computer-aided instruction (CAI) in the 4th grade, with a smaller effect on CAI in 8th grade. CAI does not appear to have had educational benefits that translated into higher test scores. Results for 4th graders show sharply lower Math scores in the group that was awarded computers, with smaller (insignificant) negative effects on verbal scores. Results for 8th graders' test scores are very imprecise, probably reflecting the much weaker first-stage relationship between program funding and the use of CAI in 8th grade. The estimates for 8th grade Math scores are also negative, however.

Proposals to use teachers' performance incentives as the basis for school reforms have recently attracted considerable attention and support among researchers and policy makers. The main message is that the most likely way to improve students' achievements is to institute performance incentives, direct monetary rewards for improvements in student outcomes. However, there has been very little experience with applying performance incentives in schools. This paper provides empirical evidence on the causal effect of a program that offered monetary incentives to teachers as a function of their students' achievements. The program offered incentives to schools in the form of performance awards, part of which were distributed to teachers and school staff as merit pay and the rest, for the well-being of teachers in the school. I evaluate the effect of the program during the first two full academic years of its implementation, 1996 and 1997. Since participating schools were not chosen randomly, the issue of identification is central to the empirical strategy. The second part of the paper evaluates the effect of a "twin" program, implemented simultaneously and with the same objectives as the incentive program, but in different schools, and based on providing additional resources to schools. The paper compares the effect and cost of the two alternative intervention strategies and draws policy implications.
