This article charts the diverse pathways through which austerity and other policy shifts associated with neoliberalism have come to be embodied globally in ill-health. It combines a review of research on these processes of embodiment with the development of a theory of the resulting forms of biological sub-citizenship. This theory builds on other studies that have already sought to complement and complicate the concept of biological citizenship with attention to the globally uneven experience and embodiment of bioinequalities. Focused on the unevenly embodied sequelae of austerity, the proceeding theorization of biological sub-citizenship is developed in three stages of review and conceptualization: 1) Biological sub-citizenship through exclusion and conditionalization ; 2) Biological sub-citizenship through extraction and exploitation ; and 3) Biological sub-citizenship through financialized experimentation . In conclusion the paper argues that the analysis of biological sub-citizenship needs to remain open-ended and relational in order to contribute to socially-searching work on the social determinants of health. Abstract: This paper examines the lessons learned from the 2009 H1N1 pandemic in relation to wider work on globalization and the epidemiology of inequality. The media attention and economic resources diverted to the threats posed by H1N1 were significant inequalities themselves when contrasted with weaker responses to more lethal threats posed by other diseases associated with global inequality. However, the multiple inequalities revealed by H1N1 itself in 2009 still provide important insights into the future of global health in the context of market-led globalization. These lessons relate to at least four main forms of inequality: (1) inequalities in blame for the outbreak in the media; (2) inequalities in risk management; (3) inequalities in access to medicines; and (4) inequalities encoded in the actual emergence of new flu viruses. Abstract: In this paper I explore what the development of an expedited border-crossing program called NEXUS reveals about the changing political geography of citizenship in contemporary North America. Developed after 9/11 as a high-tech solution to competing demands for both heightened border security and ongoing cross-border business movement, NEXUS and other so-called Smart Border programs exemplify how a business class civil citizenship has been extended across transnational space at the very same time as economic liberalization and national securitization have curtailed citizenship for others. The biopolitical production of this privileged business class citizenship is explored vis-à-vis the macroscale entrenchment of neoliberal policy through NAFTA and the microscale production of entrepreneurial selfhood. By examining how this transnational privileging of business class rights has happened in an American context of exclusionary nationalism, the paper also explores the relationship between neoliberalism and the development of new spaces of exception defined by exclusion from civil rights. Examples of such exclusion include ‘expedited removal’ and ‘extraordinary rendition’, two forms of American anti-immigrant control that have been developed in concert with expedited border-crossing programs. Examining these forms of expedited exclusion and comparing the carceral cosmopolitanism they produce with the soft cosmopolitanism of the NEXUS lane, the paper ends by offering an argument about the relationship between the neoliberal privileging of transnational mobility rights and its exclusionary counterparts.
