Joint Venture schemes based on the floppy irrigation technology are being promoted in the post-Apartheid South Africa's Limpopo Province. Access to land and water resources in South Africa are largely viewed as a mechanism for re-dressing the Apartheid injustices. This research was part of a broader applied research to help inform irrigation practise in the Limpopo Province. The research used literature review, key informant interviews and a questionnaire survey. The overall research question sought to understand how the Joint Venture Schemes had benefited the smallholder farmers. This paper argues that the joint venture partnership created a new injustice. Firstly, the Joint Venture Scheme design is fundamentally a bad idea which disempower farmers not only to water access but also land as well. The choice of the ‘efficient’ floppy irrigation technology was made by the state and entailed that land had to be managed as a single unit. In order to make more effective use of this highly sophisticated new technology, the smallholder farmers also needed to go into a joint venture partnership with a white commercial farmer. By virtue of signing the Joint Venture agreement the farmers were also forfeiting their land and water rights to be used for crop production. The smallholder farmers lost access to their water and land resources and were largely relegated to sharing profits – when they exist - with hardly any skills development despite what was initially envisaged in the Joint Venture partnership. Secondly, the implementation of the JVS has been skewed from the start which explains the bad results. This paper further shows how the negative outcomes affected women in particular. As the smallholder farmers argue the technological options chosen by the state have excluded both male and female farmers from accessing and utilising their land and water resources in order to improve their livelihoods; it has entrenched the role of the state and the private interests at the expense of the smallholder male and female farmers in whose name the irrigation funding was justified. The paper concludes by offering recommendations on how joint venture schemes can be genuinely participatory and meaningfully address the rural livelihoods. [ABSTRACT FROM AUTHOR]

Abstract: As the pressure on the water resources mounts within a river basin, institutional innovation may occur not as a result of a planned sequence of adjustments, but arising out of the interplay of several factors. By focusing on the basin trajectory this paper illustrates the importance of understanding how local-level institutional arrangements interface with national-level policies and basin-wide institutions. We expand Molle''s typology of basin actors responses by explicitly introducing a meso-layer which depicts the interface where State-level and local-level initiatives and responses are played out; and focus on how this interaction finds expression in the creation and modification of hydraulic property rights. We subsequently apply this perspective to the case of Pangani River Basin in Tanzania. The Pangani River Basin development trajectory did not follow a linear path and sequence of responses. Attempts by the state government to establish ‘order’ in the basin by issuing water rights, levying water fees and designing a new basin institutional set-up have so far proven problematic, and instead generated ‘noise’ at the interface. So far water resources development in the Pangani has primarily focused on blue water, and the paper shows how investments in infrastructure to control blue water have shaped the relationship between water users, and between water user groups and the State. It remains unknown, however, what the implications will be of widespread investments in improved green water use throughout the basin – not only hydrologically for the availability of blue water, but also socially for the livelihoods of the basin population, and for the evolving relationships between green and blue water users, and between them and the State. The paper concludes with a question: will green water development engender a similar double-edged material-symbolic dynamic as blue water development has. The findings of this paper demonstrate that the expanded typology of basin actors’ responses helps to better understand the present situation. Abstract: Tanzania is currently attempting to improve water resources management through formal water rights and water fees systems, and formal institutions. The water rights system is expected to facilitate water allocation. The water fees system aims at cost-recovery for water resources management services. To enhance community involvement in water management, Water User Associations (WUAs) are being established and, in areas with growing upstream–downstream conflicts, apex bodies of all users along the stressed river stretch. The Mkoji sub-catchment (MSC) in the Rufiji basin is one of the first where these formal water management systems are being attempted. This paper analyzes the effectiveness of these systems in the light of their expected merits and the consequences of the juxtaposition of contemporary laws with traditional approaches. The study employed mainly qualitative, but also quantitative approaches on social and technical variables. Major findings were: (1) a good mix of formal (water fees and WUAs) and traditional (rotation-based water sharing, the Zamu) systems improved village-level water management services and reduced intra-scheme conflicts; (2) the water rights system has not brought abstractions into line with allocations and (3) so far, the MSC Apex body failed to mitigate inter-scheme conflicts. A more sophisticated design of allocation infrastructure and institutions is recommended. [Copyright &y& Elsevier]

The case study describes large-scale environmental change related to, and recent responses associated with, growing water scarcity in the Usangu Plains, a catchment of the Great Ruaha River in south-west Tanzania. The analysis uses outputs from two recent projects to critically examine various theories of environmental change and the ‘fit’ of new river basin management strategies to the problems found, arguing that various perspectives are worryingly at odds with each other. We find that the investigators of the two projects presented a reasonable and sufficient case of the causes of water scarcity. Yet despite efforts to disseminate scientific findings, different stakeholder groups did not agree with this case. This, we believe, was due to three combined factors; firstly highly entrenched views existed that were also based on quasi-scientific reasoning; secondly, the projects’ deliberations to date, in acknowledging their own uncertainty, were not assertive enough in ascribing causation to the various processes of change; thirdly, policy-uptake was not sufficiently managed by the scientists involved. We conclude that this complexity of the science–policy interface is a feature of integrated water resources management (IWRM) and that the norms of scientific uncertainty in the face of competing theories (held by their protagonists with greater certainty) obliges scientists to take a more active role in sensitively managing the advice-to-policy process in order to improve management of water within river basins. Thus, the paper argues, the nature of integrated water resources management is one of ‘action research’ to move towards an improved understanding of change, and of ‘action policy-advising’ to draw policy-makers into a cycle of considered decision-making. When considering water management, formal institutions tend to overshadow the local informal ones although the latter guide day-to-day interactions on water use. Conversely, Integrated Water Resources Management (IWRM) has demonstrated a bias toward the formal state-based institutions for water management. A study was carried out to examine how local water rights and local informal institutional arrangements influence water management in the Great Ruaha River catchment in the Rufiji basin in Tanzania. Participatory appraisals were carried out, supplemented by focus group discussions, interviews, and a stakeholders’ workshop. It was found that local water rights, local water rotations and local water user groups are widely in use and are more influential than the formal water rights, water fees and water user associations (WUAs). Water allocation at the driest period depends on local informal relations among irrigators. More than 70% of water users surveyed choose to settle disputes over water via informal channels and the latter are more effective in resolving water conflicts and reconciling the antagonists compared to the formal routes. It was also found that although much emphasis and many resources have been expended in transforming local water rights and water related organisations to formal registered ones, the former have remained popular and water users feel more affiliated to local arrangements. The paper concludes that local informal water management can offer the best lessons for the formal management arrangements and should not be simply overlooked. Finally, the paper recommends that the formal and informal institutions should be amalgamated to bring forth a real Integrated Water Resource Management framework. [Copyright &y& Elsevier]

Since the early 1990s African governments took an active part in the global movement of water reform towards Integrated Water Resources Management (IWRM). The first step consisted primarily of assimilating the generic principles of IWRM. At this generic level, water reform in Sub-Saharan Africa seems quite similar to water reform elsewhere in the developed and developing world. However, in taking the second step of operationalizing generic principles into concrete actions on the ground, at least three salient differences between Sub-Saharan Africa and elsewhere emerged: (a) Africa’s relative abundance of water resources but its scarcity of economic means to harness available water resources; (b) the importance of agriculture and agricultural water development for economic growth and poverty eradication; and (c) the need for systems of water rights and financial resource mobilization that are separated and suit the African reality in which large water users are relatively few, while the bulk of water users are scattered smallholders. This paper discusses the changes in water law in South Africa since the new dispensation. The focus is on the poverty dimensions of the early experiences of implementation of one of the components of the National Water Act: the establishment of Catchment Management Agencies (CMAs). From a diversity of recent experiences in decentralizing integrated water resources management, key areas emerge where future actions by the government are crucial to establish pro-poor, developmental CMAs. Globally, many populations face structural and environmental barriers to access safe water, sanitation and hygiene (WASH) services. Among these populations are many of the 200 million pastoralists whose livelihood patterns and extreme environmental settings challenge conventional WASH programming approaches. In this paper, we studied the Afar pastoralists in Ethiopia to identify WASH interventions that can mostly alleviate public health risks, within the population's structural and environmental living constraints. Surveys were carried out with 148 individuals and observational assessments made in 12 households as part of a Pastoralist Community WASH Risk Assessment. The results show that low levels of access to infrastructure are further compounded by risky behaviours related to water containment, storage and transportation. Additional behavioural risk factors were identified related to sanitation, hygiene and animal husbandry. The Pastoralist Community WASH Risk Assessment visually interprets the seriousness of the risks against the difficulty of addressing the problem. The assessment recommends interventions on household behaviours, environmental cleanliness, water storage, treatment and hand hygiene via small-scale educational interventions. The framework provides an approach for assessing risks in other marginal populations that are poorly understood and served through conventional approaches. [ABSTRACT FROM AUTHOR]

Abstract: Understanding the nature of water conflict and cooperation is a crucial element in water governance within Integrated Water Resources Management (IWRM). Much of the recent attention to the issue has however focused on transboundary aspects, while we know rather less about the nature and dynamics of local water conflict and cooperation. Drawing on the work of the collaborative Competing for Water Research Programme, this article presents selected findings from a quantitative and qualitative mapping and exploration of water conflict and cooperation events in Namwala District of Zambia. It is found that local water competition situations often involve both conflictive and cooperative events in a dynamic succession of each other, but also that the majority of events are conflictive, and that they primarily take place between different types of water uses, and less frequently among the same types of uses. There is a distinct tendency for both conflictive and cooperative events to originate in the dry season, and many events are associated with water infrastructure development, particularly boreholes. The study found that most conflictive and cooperative events took place within individual communities, and only to a lesser extent between two or more communities or between districts. While third parties are involved in some events, these are primarily local village institutions such as Headmen. The article concludes by discussing the implications of these findings for local water governance, including the need to ensure that the very localized nature of such conflict and cooperation events is taken into consideration in the institutional development of IWRM. Abstract: Water is critically important to the livelihoods of more than 1 billion people living on less than $1 a day, particularly for the 850 million rural poor primarily engaged in agriculture. In many developing countries, water is a major factor constraining agricultural output, and income of the world''s rural poor. Improved agricultural water management can contribute to poverty reduction through several pathways. First, access to reliable water improves production and productivity, enhances employment opportunities and stabilizes income and consumption. Secondly, it encourages the utilization of other yield-enhancing inputs and allows diversification into high-value products, enhances nonfarm outputs and employment, and fulfils multiple needs of households. Third, it may contribute either negatively or positively to nutritional status, health, societal equity and environment. The net impact of agricultural water management interventions on poverty may depend individually and/or synergistically on the working of these pathways. Improved access to water is essential, but not sufficient for sustained poverty reduction. Investments are needed in agricultural science and technology, policies and institutions, economic reform, addressing global agricultural trade inequities, etc. But how best to match the agricultural water management technologies, institutions and policies to the needs of the heterogeneous poor living in diverse agro-ecological settings remains unclear. This article provides a menu of promising pathways through which agricultural water management can contribute to sustained poverty reduction. [Copyright &y& Elsevier]
